Abstract

Purpose

Child neglect is the most common form of maltreatment but is also one of the most complex. Neglect has a long-term negative impact on children and young people’s development and wellbeing. This study examined 20 recent serious case reviews that had taken place in England where neglect was a feature. The purpose of this study is sought to explore the barriers, which exist for social workers in England in identifying and responding to neglect in a timely, appropriate and effective manner.

Design/methodology/approach

Thematic analysis identified four main themes that were likely to impact upon effective interventions.

Findings

Challenges in terms of the definition of neglect and how to identify it; the use of neglect toolkits; the impact of organisational cultures on practice and the voice of the child.

Originality/value

In spite of its prevalence there is a dearth of literature relating specifically to the issue of neglect. There is a need for further research to be undertaken because of the acknowledged, seriousness and potential longstanding negative impact on children even into adulthood (Horwath, 2013). It is hoped that this study provides a useful insight into some of the barriers that exist for social workers in working effectively with children and families for whom neglect is an issue.

Abstract

The aim of this article is to summarise the available evidence from systematic reviews about the effectiveness of interventions to prevent or treat child physical abuse and neglect. A computerised search was undertaken of major electronic databases up to December 2005 using key search terms. Only systematic reviews were included in which the primary studies evaluated the effectiveness of targeted or indicated interventions for child physical abuse or neglect. A total of 31 systematic reviews were identified and 15 met all the inclusion criteria. They covered a range of interventions/services, including home visiting, parenting programmes, multi‐component interventions, intensive family preservation services, family‐focused casework and multi‐systemic family therapy. There was limited evidence of the effectiveness of services in improving objective measures of abuse and neglect, due in part to methodological issues involved in their measurement, but good evidence of modest benefits in improving a range of outcomes that are associated with physical abuse and neglect, including parental and family functioning and child development. The results also showed some interventions (eg. media‐based and perinatal coaching) to be ineffective with high‐risk families. The evidence provided by these reviews has clear implications for children's services in the UK and other western developed countries.

Purpose

In the present paper we explore the long-term influence of childhood neglect on violent behavior in the transition to adulthood. In particular, we test whether neglect is spuriously related to violence due to their common association with academic achievement, physical abuse, and general offending. We then ask whether neglect has an indirect effect on violence through its impact on parental attachment, alcohol use, emotional negativity, academic achievement, or staying in school.

Methodology/approach

We use two waves of data from the National Longitudinal Survey of Adolescent Health (Add Health) and employ both regression models and INDIRECT, a syntax file that allows for the testing of indirect effects using SPSS (Preacher & Hayes, 2008).

Findings

We find that the long-term association between childhood neglect and violence in the transition to adulthood is robust in models controlling for GPA, physical abuse, and other forms of offending. Neglect did not have an indirect effect on violence through attachment, negative emotionality, or academic achievement but did have indirect effects on violence through its association with staying in school and with alcohol use.

Research implications

This set of analyses was exploratory in nature. Further research on neglect should be undertaken, using finely tuned measures and research questions. In addition, our findings imply that the association between neglect and later violent behavior may be intertwined with certain dynamics of physical abuse and alcohol use, which should be further studied.

Abstract

Approximately 1,750–2,000 children die in the United States annually because of child abuse or neglect. Official statistics show that women are more often the perpetrators of abuse and neglect-related deaths, even though child welfare professionals largely attribute these deaths to men. Either acting alone or with another individual, mothers are responsible for roughly 60% of deaths and either together or alone, fathers are responsible for roughly 40% of deaths. Despite the consistency of this information, it is not widely accepted by child welfare workers – the professional group whose job it is to identify risk factors and to protect children from harm. Previous research shows that workers are more likely to believe that men are responsible for children’s deaths and that deaths are perpetrated by non-family members. In this chapter, we explore the potential explanations for workers’ misperceptions including the role of gender norms, ideology, confusion concerning how children die, and also which kinds of cases result in criminal charges and thus, shape the public’s understanding of fatal child maltreatment. Incomplete and inadequate information about the perpetration of maltreatment deaths potentially puts children at risk for future fatalities. Implications for child welfare and social service professionals, their training, and practice are discussed.

Abstract

Both research and child protection practice are still far away from having uniform definitions of violence against children. The different disciplines involved in the sectors of national child protection systems rely on separate discourses and terms; definitions are sometimes rather general or implicit, and operationalizations of important elements are rare. The various terms in use – child maltreatment, child abuse and neglect, child endangerment, children at risk, children in need, etc. – speak of the variety, not only of concepts, but also of practices. With respect to the latter, definitional issues are also issues of the scope and thresholds of intervention. This chapter provides an overview of major terms and definitional approaches to violence against children and identifies eminent differences between them. Findings from several studies on the Swiss child protection system, including the first multi-sectorial national survey on agency responses to child maltreatment, illustrate how professionals use definitions and the consequences of having multiple definitional concepts for documenting reported cases. We conclude by advocating for a consensus-based interdisciplinary process of developing shared definitions of violence against children.

Abstract

Purpose

The purpose of this paper is to validate measures of professional self-efficacy for detecting and responding to child abuse and neglect presentations, and then evaluate a clinical training programme for health professionals in a tertiary-level hospital in Vietnam.

Design/methodology/approach

A prospective, cohort design was used and professional self-efficacy was measured immediately prior to, and shortly after, training 116 nurses and doctors in emergency settings. Longer-term follow-up was measured six months later.

Findings

Linear mixed modelling showed that there was a statistically significant improvement in efficacy expectations for both suspected and known cases of child abuse and neglect between the pre- and post-test measures at zero and six weeks. These improvements did not persist to the six-month follow-up.

Research limitations/implications

The training succeeded in improving detection and clinical response to child abuse and neglect presentations but not faith in the provision of ongoing support for children and families.

Practical implications

Practice change in emergency settings in Vietnam can be achieved using a sustainable theoretically driven training programme.

Social implications

Building the capacity of health professionals to respond to cases of child abuse and neglect relies on the strength of the community and support services within which the hospital is located.

Originality/value

Measures of self-efficacy expectations and outcome expectations for responding to child abuse and neglect presentations in emergency settings in Vietnam are now validated.

Purpose

This essay studies disconnections between the macrolevel societal problems of a state and more microlevel political alignments.

Design/methodology/approach

Using a dataset composed of macrolevel measures of state problems and microlevel responses to a 2008 election survey, this essay applies multilevel statistical models to explain the state-to-state variance between the states on anti-abortion and pro-gun sentiments. This analysis uncovers the macro- and microlevel factors that disconnect a state’s neglect-of-children indicators from its citizens’ sentiments about abortion, and the factors that disconnect a state’s crime indicators from its citizens’ sentiments about guns.

Findings

The initial associations between a state’s indicators of neglect of children and anti-abortion sentiments are explained by the state’s lower human development (HD) and social attributes, especially religious beliefs, which predict social conservatism. The initial associations between a state’s indicators of crime and incarcerations are also explained by a state’s lower HD and the social attributes, especially religious beliefs, which predict social conservatism. Considering both abortion and guns as key indicators of social conservatism, the voters’ political choices exhibit a moralistic axiological rationality rather than a more pragmatic instrumental rationality.

Originality/value

The moral absolutism associated with sentiments about abortion and guns suggests that social conservatism and authoritarianism are intertwined but separate conceptions, which have similar consequences and determinants. Both may be influenced by the same changes in social and educational policies, especially the quality of education.

Abstract

Purpose

Few studies assess how child abuse and neglect (CAN) affects adolescents’ mental health. Further, the majority of studies conducted to date discount the individual CAN items and report overall prevalence rates for different types of abuse and neglect. The purpose of this study was to examine the levels of and gender differences in CAN subtypes, lifetime prevalence of individual CAN items and the contribution of different CAN subtypes for explaining depression, anxiety and irritability.

Design/methodology/approach

The sample included Jamaican (n = 7,182, 60.8% female) and Ugandan (n = 11,518, 52.4% female) youths. The authors used a population-based cross-sectional study design. Youths completed an anonymous survey in school settings.

Findings

The authors found gender differences in the levels of CAN subtypes. Maltreatment behaviors of lesser severity were more commonly endorsed by the youths than those of greater severity. Neglect and emotional abuse were the strongest correlates of depression (e.g. neglect: ß = 0.23, among Jamaican youths; emotional abuse outside-the-home: ß = 0.23, among Ugandan girls), anxiety (e.g. neglect: ß = 0.17, among Ugandan girls; emotional abuse outside-the-home: ß = 0.27, among Ugandan girls) and irritability (e.g. emotional abuse in-the-home: ß = 0.17, among Jamaican boys; emotional abuse outside-the-home: ß = 0.17, among Ugandan girls) in most samples.

Originality/value

These findings will inform policymakers and professionals working with youths in Jamaica and Uganda, providing comprehensive contemporary insights beyond existing research in these regions.

Although many educators feel insecure about reporting suspected child maltreatment, educators are in a unique position to identify and, subsequently, intervene in such cases. This is particularly true for those working in early childhood education settings, as the youngest children – those most vulnerable to the effects of maltreatment – are at the greatest risk for being victims of most types of maltreatment. Thus, early childhood educators should be familiar with child maltreatment and be prepared to act in these cases. The purpose of this chapter is to provide a general overview of child maltreatment. Definitions and prevalent issues will be discussed, and the potential effects of child maltreatment across a variety of domains, including cognitive, academic, social, and behavioral functioning, will be highlighted. Finally, the authors explore various responsibilities, such as mandated reporting and intervention and prevention activities, of early childhood educators.

Abstract

In a multi‐agency, multilevel and multisystem scenario, the Provincial Education Office in Naples promoted a training module for the prevention of child neglect and abuse through a successful partnership approach. A training course, presented on a modular basis, was directed at teachers and heads of the nursery and primary schools throughout Naples. The object was to raise awareness, competence and coping skills when incidences of child abuse and neglect were presented.The aims of the module were:█ to give participants the means to recognise both the signs of hidden problems in the child's behaviour and the disguised signs of maltreatment and abuse█ to support the school representatives and help them to acquire the necessary competencies to enable them to become a reference point for the child, so aiding the child in the disclosure of information and subsequent protection processes█ to promote an effective working methodology, through joint collaboration between school workers, health and social services staff and the magistracy█ to enable the course participants to acquire competence through acquiring appropriate knowledge and skills by the assimilation of relevant information.A semi‐structured questionnaire was drawn up to evaluate the training module. A hundred and seventy‐nine school teachers and school managers completed the questionnaire prior to receiving the training, and a hundred and fiftyfour after; the results provided positive evidence of the effectiveness of the programme. The analysis of the data and comparison of the results highlighted the interest in gaining more knowledge of the subject, especially among the younger participants. It is important to emphasise that while they were on the course participants welcomed the proposal for joint working between the school, health and social services and the legal authorities. However, no positive changes were observed in relation to the involvement of the judiciary, who have for some time been considered with suspicion and reserve. The course also encouraged the school workers to develop a greater appreciation of the benefits to be derived from a multidisciplinary approach to this issue.
