Abstract
Purpose
Macro synthetic steel fibers were incorporated into the concrete material as a toughening agent to improve the corrosion and cracking resistances of concrete in a sulfate-containing service environment.
Design/methodology/approach
To study the basic mechanical properties of this system, an accelerated concrete degradation test was designed to evaluate the influence of the sulfate ions on the concrete. A three-point bending test was carried out in the laboratory to evaluate the fracture toughness. The thickness of the damaged concrete layer and changes of microstructure of the degraded concrete were monitored by using ultrasound, scanning electron microscopy and X-ray diffraction detection methods.
Findings
The results showed that compared to the performance of ordinary concrete, in an exposure environment containing sulfate ions, the structure compactness of macro synthetic steel fiber concrete was improved, degradation resistance to the sulfate solution was enhanced and the fracture resistance performance was improved significantly.
Originality/value
The thickness of the degradation layer on the macro synthetic steel fiber concrete was less than a half of that of ordinary concrete in the sulfate environment, and was generally unchanged with increase in the sulfate concentration. Through micro-structural analysis, it was confirmed that macro synthetic steel fiber improved the compactness of the concrete structure, inhibiting access of sulfate ions to the interior of the concrete and thereby reducing the degree of sulfate degradation to the concrete.

Abstract
Countryside planning has become popular due to the improvement in the economic level of China. A rural construction planning permission system is an important means to guide and standardize village construction. Therefore, this study investigates the current condition of rural planning in Guangdong and the general condition of Guangdong Province. Village planning problems, such as the village theory, lack of characteristics, and lack of coordination, are also presented. The bottleneck of the construction village planning permission system is presented. A “three-step” strategy and mode transformation (i.e., legal, personalized, and independent steps) is established based on the analysis of the Guangdong rural planning problems. Finally, the general requirements for village construction under the permission system are proposed along with the study of the village planning in Guangdong, which is the representative case. Therefore, this study provides a reference for the effective linkage between village planning and the rural construction planning permission system.

Abstract
Purpose
This study examined the dynamical and positive effects of leader consultation on employee proactivity from a motivational perspective.
Design/methodology/approach
Survey data were collected twice a day from 107 employees in a week by using an experience sampling method.
Findings
On a daily basis, leader consultation had a positive effect on employees’ state work engagement, which in turn promoted employees’ proactivity. Moreover, authoritarian leadership weakened the positive relationship between leader consultation and employees’ state work engagement.
Originality/value
The findings provided a new perspective regarding the potential dynamic motivational effect of leader consultation on employees and generated interesting implications for paradoxical leadership theory.

Abstract
Purpose
Underpinned by paradox theory, this study aims to investigate how and when intragroup cooperation and competition combine to drive individual creativity. It further examines how group goal orientation influences individuals’ creative processes by underscoring its effect on individuals' tendency to adopt a paradox lens.
Design/methodology/approach
A time-lagged survey was conducted with 85 leaders and 420 employees in Chinese high-tech companies that were actively engaged in innovative activities.
Findings
The results reveal that pure cooperation or pure competition exerts no significant influence on creativity, yet simultaneous high levels of cooperation and competition give rise to strong levels of creativity. This combined effect of cooperation and competition on employees' creativity could be explained by their changes in cognitive flexibility. Moreover, employees' flexible responses to high levels of cooperation and competition could be promoted when groups enact learning goals rather than performance goals.
Originality/value
This study provides a theoretical perspective on how cooperation and competition can be contingent upon each other. It also highlights the role of group learning goals when members strive to be creative in groups with high levels of competition and cooperation.

Abstract
Purpose
The purpose of this paper is to examine the financing and provision of basic public services in China. The main issue addressed is how to reform the public finance system to achieve quality and fairness in the provision of basic public services.
Design/methodology/approach
Based on an historical analysis of the functional transformation of the public finance system in China and on an empirical analysis of the current public finance system and the public service provision system, a comprehensive understanding was gained about the relationship between the financing and provision of basic public services.
Findings
The paper argues that there is a close relationship between the provision of basic public services and the functional changes made to the public finance system. Based on a systematic retrospective study of the Chinese Government’s efforts to improve basic public services over the last three decades, this paper offers policy suggestions on further public finance restructuring that would support better service provision.
Originality/value
By analyzing issues in the public service provision system, this paper contributes to the debate about the efficiency improvement made to governmental functions in China.

Abstract
Purpose
This paper aims to analyze high-quality papers on the research of electronic word-of-mouth (eWOM) for product and service quality improvement from 2009 to 2022, in order to fully understand their historical progress, current situation and future development trend.
Design/Methodology/Approach
This paper adopts the bibliometrics method to analyze the relevant literature, including publishing trend and citation status, regional and discipline area distribution, and influential publications. Secondly, the VOSviewer is used for literature co-citation analysis and keyword co-occurrence analysis to obtain the basic literature and research hotspots in this research field.
Findings
Firstly, the study finds that the number of publications basically shows an increasing trend, and those publications are mainly published in tourism journals. In addition, among these papers, China has the largest number of publications, followed by the USA and South Korea. Through co-citation analysis of literature and keyword co-occurrence analysis, 22 foundational papers and six main research topics are obtained in this paper. Finally, this paper elaborates on the development trend of the research topic and future research directions in detail.
Originality/value
This is the first paper that uses bibliometrics to analyze and review relevant researches on eWOM for product and service quality improvement, which is helpful for researchers to quickly understand its development status and trend. This review also provides some future research directions and provides a reference for further research.
