Abstract

Purpose

This paper aims to analyse the mainstream and emerging global challenges and trends in the global agriculture sector. The analysis leads to a discussion on the present state of the Russian agroindustry and possible future strategies for adaptation in the context of the rapidly changing global environment.

Design/methodology/approach

The design of this study is based on the application of the core methods of Foresight. First, a trend analysis is undertaken using reviews and expert methods. Trends identified are mapped using a social, technological, economic, environmental, political and value (STEEPV) framework to ensure that a broad range of trends are covered, which may be stemming from various factors affecting the agriculture sector. The analysis of the big picture of global trends and challenges, interacting with country-specific structural factors, translates are translated into the opportunities and threats, which will in turn help to develop possible strategies for adaptation.

Findings

This study develops two adaptive strategies for the development of the Russian agroindustry that are feasible in different short- and long–term time horizons. The first strategy is considered to be the most likely choice for the period before 2020. It includes radical imports’ substitution (of commodities as well as machinery and high-tech components) for ensuring national food security with inevitable temporary setbacks in efficiency and labour productivity. The second strategy, which becomes feasible after 2020, considers re-integrating Russia into global supply chains and expanding commodities exports (volumes and nomenclature) based on full-scale technological modernization with the use of international capital.

Research limitations/implications

The study design is based on the assumption that Russia’s position as a country, which is highly self-sufficient on basic agricultural products and large exporter of crop commodities and fertilizers, will remain unchanged in the horizon of at least 20 years. However, long-term forecasts should also scrutinize the possibility of radical structural changes. Therefore, future research should concentrate on wild cards that can completely disrupt and transform the Russian agriculture industry and as well as the whole economy.

Practical implications

This paper suggests a number of recommendations on national science and technology policy for the three main industries of the Russian agricultural sector: crop husbandry, animal breeding and food processing (the fisheries sector is excluded from the scope of this paper). In addition, this paper proposes a number of measures towards alleviating the institutional barriers to raise the investment attractiveness of the sector.

Originality/value

The novelty of this paper lies in the originality of the research topic and methodology. The Russian agricultural sector has rarely been studied in the context of global agricultural challenges and threats taken on the highest level of aggregation beyond commodity market analysis or agro-climatic and logistics factors. There are few or no studies that lay out a map of possible long-term strategies of Russian agroindustry adaptive development. The Foresight methodology applied in this study is customized to better fit the practical purposes of the study.

Abstract

Purpose

In the digital age, public libraries are facing numerous challenges, and the Balochistan public libraries are no exception. This study aimed to identify current digital trends adopted by the public libraries in Balochistan and to find out about challenges and potential solutions regarding digital trends from library users.

Design/methodology/approach

A quantitative study was carried out and data were collected through the survey method, employing a structured questionnaire. The target population consisted of 17,953 users of 17 public libraries in Balochistan. A sample of 510 users both male and female was selected by using random sampling technique from the target population.

Findings

The analysis revealed that patrons of public libraries are dissatisfied with the services offered, as they now require access to new digital trends such as fast Internet, download facilities, unlimited content on numerous resources, Wi-Fi, online reference services, universal accessibility and user-friendly interfaces. Unfortunately, public libraries in Balochistan are still lagging in terms of development. The study recommended that public libraries in Balochistan should develop and implement digital services, increase access to digital resources, hire professional librarians, professional development and collaborate with other libraries.

Originality/value

The study’s findings can assist in improving public library services and granting patrons access to current information and resources in Balochisthan and other developing countries. This study’s originality stems from its use of a quantitative survey approach to gather data from 17 public libraries in Balochisthan and provide a comprehensive view of the digital challenges they face. The study’s focus on digital tendencies is relevant in today’s world, where technology is rapidly changing the way, we access and consume information.

Abstract

Purpose

The purpose of this paper is to explore the challenges posed by Big Data to current trends in computation, networking and storage technology at various stages of Big Data analysis. The work aims to bridge the gap between theory and practice, and highlight the areas of potential research.

Design/methodology/approach

The study employs a systematic and critical review of the relevant literature to explore the challenges posed by Big Data to hardware technology, and assess the worthiness of hardware technology at various stages of Big Data analysis. Online computer-databases were searched to identify the literature relevant to: Big Data requirements and challenges; and evolution and current trends of hardware technology.

Findings

The findings reveal that even though current hardware technology has not evolved with the motivation to support Big Data analysis, it significantly supports Big Data analysis at all stages. However, they also point toward some important shortcomings and challenges of current technology trends. These include: lack of intelligent Big Data sources; need for scalable real-time analysis capability; lack of support (in networks) for latency-bound applications; need for necessary augmentation (in network support) for peer-to-peer networks; and rethinking on cost-effective high-performance storage subsystem.

Research limitations/implications

The study suggests that a lot of research is yet to be done in hardware technology, if full potential of Big Data is to be unlocked.

Practical implications

The study suggests that practitioners need to meticulously choose the hardware infrastructure for Big Data considering the limitations of technology.

Originality/value

This research arms industry, enterprises and organizations with the concise and comprehensive technical-knowledge about the capability of current hardware technology trends in solving Big Data problems. It also highlights the areas of potential research and immediate attention which researchers can exploit to explore new ideas and existing practices.

This paper examines trends in local government revenues and current challenges that local governments face in raising revenue. We alsolook into the future in an effort to make recommendations to localgovernments regarding their revenue structure. Important trends that wedocument include a long-term decline in the property tax and an increase inboth state aid and user charges. Recent economic changes present seriouschallenges for local governments due to volatility of sales taxes, decreasesin property values, and threats to state aid. As local governments shape theirrevenue structure, they will need to respond to external economic,technological and demographic changes. Only user charges offer hopefulprospects as a productive revenue source.

Abstract

Purpose

A literature review within the manufacturing strategy (MS) discipline with a focus on thematic developments is provided. Based on recent studies, a set of challenges posed to manufacturing enterprise of the future are summarized, and thematic areas are analyzed in relation to meeting those challenges. The paper aims to discuss these issues.

Design/methodology/approach

Based on a select set of 506 articles published in top-ranked refereed international journals in the discipline of operations management, major and subthemes are identified and the publication trends in these themes are provided with time and across geographical regions, namely: North America, Europe, and other parts of the world.

Findings

MS literature is predominantly focussed on the economic objectives of firms without a due focus on the social and environmental perspectives. MS literature covers 11 major thematic areas, namely: MS components and paradigms, manufacturing capabilities (MCs), strategic choices (SCs), best practices (BPs), the strategy process (SP), supply-chain management (SCM), performance measurement, transnational comparisons, global manufacturing, environmental/green manufacturing, and literature reviews. The research in two areas – SCs, and MCs – has been in decline, while the research in BPs, the SP, and transnational comparisons is growing (in absolute figures). Various research opportunities for future studies are identified.

Research limitations/implications

The literature review is limited in its selection of articles and journals, however, the identified trends clarify the state of research by the MS research community at large.

Practical implications

For researchers, multiple new research directions are identified in order to advance knowledge in the field of MS. The publication trends also highlight thematic areas where most of the MS body of knowledge is currently available and can be utilized by practitioners.

Originality/value

The paper’s novelty comes from: first, a broader and deeper review of thematic areas that has not been researched before, second, trends in thematic areas by time, across geographical regions, and including time-region dyads, and third, coverage provided by MS literature in meeting challenges posed to manufacturing enterprise of the future.

Two major trends – demographic shifts in the working-age population, and the proliferation of web technologies – are having a profound and generally unrecognized effect on the nature and characteristics of work, and on opportunities for the mature workforce. Key features of the workplace point to seven broad work trends. These trends have significant implications for organizations and for older workers. Six interdependent organizational changes are central to the far-reaching effects on enterprises and operating approaches. These changing work characteristics require certain essential behaviors for mature workers to be successful in the contemporary work environment. Such a dynamic workplace provides opportunity to introduce new thinking and propose new models. Realigning organizational and workforce interests calls for developing solutions beyond the individual level, reorienting enterprise capabilities, and reframing of the organization development practitioner role as work ecosystem advisor. High-leverage strategies and systemic interventions, such as multiconstituent initiatives and action research, can be used to influence constructively the multifaceted world of work.

Abstract

Purpose

The purpose of this paper is to explore and understand current challenges and future trends in leadership and management development that can help practitioners in post-wars periods, using evidence from Syrian public sector.

Design/methodology/approach

Qualitative method design is used for data collection: semi-structured interviews with 24 senior managers in the public sector.

Findings

The findings revealed that the current challenges includes egos, technological hurdles, financial constraints, instability and the different expectations of new and old staff; future trends include developing collective leadership, technology literacy applications for effective leadership development, focusing on self-learning and development, focusing on creativity and innovation for transferring learning and development and targeting both vertical and horizontal learning and development.

Research limitations/implications

Research data have been collected with managers working in an unstable environment. Only the public sector has been involved in the study. There were a number of limitations, e.g. selection of participant sample size and exploratory methodology, which affect generalizing the findings.

Practical implications

The implication of the current study is practical in nature. Essentially, post-war governments can use the results of the current study to help leaders and managers develop and implement effective strategies to meet their enormous and urgent needs.

Originality/value

Leadership/management development has become a strategic issue in post-war countries, acting as the key element in the stage of extensive reconstruction of damaged infrastructure, and the restoration and restructuring of social services in former conflict zones, and the restoration and restructuring of economy and many other roles.

Abstract

Purpose

To identify key lessons, trends and enduring challenges with global outsourcing of back office services.

Design/methodology/approach

The authors extract lessons, project trends, and discuss enduring challenges from a 20 year research program conducted by these authors and their extended network of co‐authors and colleagues.

Findings

The authors identify seven important lessons for successfully exploiting the maturing Information Technology Outsourcing (ITO) and Business Process Outsourcing (BPO) markets. The lessons require back office executives to build significant internal capabilities and processes to manage global outsourcing. The authors predict 13 trends about the size and growth of ITO and BPO markets, about suppliers located around the world, and about particular sourcing models including application service provision, insourcing, nearshoring, rural sourcing, knowledge process outsourcing, freelance outsourcing, and captive centers. The authors identify five persistent, prickly issues on global outsourcing pertaining to back office alignment, client and supplier incentives, knowledge transfer, knowledge retention, and sustainability of outsourcing relationships.

Originality/value

The authors present some experimental innovations to address these issues.

In this paper, the future trends and challenges of financial risk management are considered. First, the historical developments and current status of financial risk management are assessed. Then, key features of the financial industry in the digital economy are discussed. It is argued that the technology innovations, particularly in computing and telecommunication, will continue to have an important influence on the future development of financial risk management. Based the past and present of financial risk management as well as the general trends in the financial industry, some future trends and challenges of financial risk management in the digital economy are discussed. Finally, some implications for financial institutions, corporations and emerging economies are given.

Purpose

The purpose of this paper is to reflect on major issues and trends of academic libraries and leadership in the changing nature of higher education. Changing environment of academic libraries has impacted significantly on the knowledge, skills requirement and role of the library leaders, and how organizations can maintain and manage the changing nature of academic libraries as well as leadership while effective leadership is extremely required for the library leaders and organizations are concern about future scenarios. The primary objective is to identify the key challenges in libraries, leadership skills and approaches of the leaders, their effective leadership traits and future perceptions are discussed.

Design/methodology/approach

The aim of this paper is to facilitate as how to develop effective and successful leadership for the academic libraries during the changing nature of higher education. The findings and recommendations in the paper are based on personal experience of leadership positions in an academic library as well as experience of library leaders across the world.

Findings

Academic libraries are facing similar challenges and issues across the world. This paper identifies that library leaders need to be effective communicators, strategic thinkers, visionary, and able to examine the new ways of working.

Originality/value

This paper discusses why academic library leaders need a set of new skills and how can they develop leadership skills and competencies in the changing nature of academic libraries.
