Abstract

Purpose

The purpose of this paper is to present the results of a pilot study involving high school teachers in natural sciences. The aim was to foster critical thinking about cascading hazards via the use of reasoned imagination. Cascading phenomena can lead to extreme catastrophes and are thus a challenge for disaster prevention and management.

Design/methodology/approach

Following a presentation listing some known cascading phenomena, the participants completed a questionnaire consisting of a blank hazard correlation matrix (HCM) and some open-ended questions. The HCM qualitatively described possible interactions between 16 different perils selected from a large spectrum of natural, technological and socio-economic hazards.

Findings

Most participants were able to describe cascading phenomena within the HCM by reducing them into sets of one-to-one interactions. Based on their experience and imagination, the participants foresaw additional interactions that were not discussed, never observed but are scientifically plausible. The majority of the respondents reported that they learnt something new and wanted to learn more about cascading hazards.

Originality/value

The HCM is especially effective in translating complex hazard scenarios into basic interactions and vice versa. Being imaginative (here via the use of reasoned imagination) and accessible, the HCM could be used as basis for transformative learning in the education of the public and of practitioners on the role of cascading hazards in catastrophes.

Abstract

Purpose

The purpose of this paper is to concentrate on the place of cyber security risk in the framework of global commitments adopted in 2015 to reduce disaster risks in an all-hazards approach. It explores the correlations between traditional risks associated with critical infrastructures – as understood by the Sendai framework – cyber security risks and the cascading effects characteristic of today’s complex and interrelated shocks and stresses. It takes a step further, expanding the focus of traditionally understood technological risks to explore cyber security risks, at the heart of our societies’ digital transformations,and showcase opportunities from the European context.

Design/methodology/approach

By reviewing existing literature on cyber security, disaster resilience and cascading disasters, this paper highlights current challenges and good practices undertaken by various governments.

Findings

Understanding disaster risks is a precondition to improving the mitigation of impacts of existing risks and preventing new risks. Effective risk reduction relies on a solid understanding of losses resulting from events to inform future actions, and on the assessment of risks relying on a robust evidence base and state-of-the-art scientific capacity to model and simulate potential hazards. In this context, embedding cyber security risks, and the complexity of cascading impacts in improving the understanding of disaster risks, calls for appropriate methods and tools allowing for a multi-risk and holistic focus to the assessment of risks and the planning of risk management capacities that follow.

Research limitations/implications

Globally and in Europe, focus on interconnected risk and their impacts is steadily increasing. Risk assessments are still conservative; incorporation of cyber resilience into national and local level DRR plans is yet not visible.

Originality/value

Existing research is restricted to cyber security and disaster resilience, as separated subjects. This paper, for the first time, brings together the interconnection between the two topic options to address them.

Abstract

Purpose

The purpose of this paper is to explain the significance of cascading crises for translators and interpreters, and how their work may be affected by such events. It provides a theoretical basis for analysis and field practice.

Design/methodology/approach

The authors define cascades and explain how they influence the development of preparedness, mitigation and response. The authors identify key drivers of cascading crises and discuss how they challenge conventional approaches to emergency management. The authors discuss ways in which use of language could be a key factor in crisis escalation. The authors define priorities and operational challenges of cascading crises for translators and interpreters. In terms of methodology, this paper develops a conceptual framework that can be used for future enquiry and case history analysis.

Findings

The authors provide a qualitative description and synthesis of the key instructions to be used in the field. The authors offer a short list of key questions that can be referred to by linguists and scholars. The authors identify situations in which translation and interpretation are important ingredients in the success of emergency preparedness and response efforts. These include multilingual populations, migrant crises, international humanitarian deployment and emergency communication during infrastructure failures.

Research limitations/implications

This work has academic value for the process of understanding cascades and practical relevance in terms of how to deal with them.

Practical implications

Translators and interpreters need to understand cascading crises in order to be prepared for the challenges that such events will present.

Social implications

Society has become more complex and interconnected, with non-linear cascading escalation of secondary emergencies. Emergency planners and responders need to address this in new ways. Effective communication and information strategies are essential to the mitigation of cascading disaster risk.

Originality/value

The study of cascading crises from a socio-economic point of view is relatively new, but it is important because society is increasingly dependent on networks that can propagate failure of information supply.

Purpose

Online knowledge communities have emerged as crucial places for knowledge and risk management in the face of systemic risks. The vitality of online knowledge communities requires users’ active engagement. This research paper aims to explore how text complex level and text analytic level as effective risk knowledge design leverages encourage users’ engagement under different “riskification” levels.

Design/methodology/approach

This paper performs linguistic analysis on 210 TED talk transcripts and 38,377 comments from 2002 to 2018. The authors construct the variable of text complex level and conduct ordinary least squares regressions to test the relationships among text complex level, text analytic level and user engagement under different levels of “riskification” in the online knowledge community.

Findings

High text complex level decreases engagement, while high text analytic level increases engagement. A high level of “riskification” exaggerates the negative effect of text complex level but diminishes the positive effect of the text analytic level.

Originality/value

This research advances knowledge management by highlighting users’ engagement and responding to shared risk knowledge from a different perspective than knowledge supply. The focus on risk communication in online knowledge communities broadens the scope of knowledge management literature beyond the confines of organizations. To the best of the authors’ knowledge, this research is among the first studies to propose risk knowledge design approaches for communicating systemic risks.

Abstract

Purpose

Indigenous peoples represent one of the most vulnerable groups and need access as well as hands-on experience in the use of emerging Earth observations (EO)-based DRR solutions at the community level, while balancing this learning with traditional indigenous knowledge (IK). However, complicating any engagement between EO and IK is the reality that IKs are diverse and dynamic, with location-specific relevance and accuracy. Additionally, the COVID-19 pandemic caused complex risks and cascading effects for which the world was not prepared. Thus, there is a need to examine the lessons learned and motivate emerging EO-based innovations and demonstrations related to DRR and climate change adaptation.

Design/methodology/approach

Hence, this study aims to undertake an in-depth assessment of IK related to DRR covering relevant UN instruments and provides state-of-the-art of opportunities presented by EO-based tools and solutions.

Findings

The overall research strategy was designed to integrate key components of IK for DRR in a coherent and logical way, with those offered by the EO technology developers and providers. There are several EO tools accessible that are relevant to integrate IK and complement DRR. The study examined and identified challenges and barriers to implement workable and replicable EO solutions in pursuit of resilience.

Originality/value

The key findings of this study will help create a balanced approach by acknowledging the importance of IK for DRR with co-development, co-creation and use of culturally relevant EO data and tools for sustainable innovation, capacity building and youth empowerment. The technological inequalities appear to be growing, and it would be challenging to meet the Sendai Framework indicators.

Abstract

Purpose

Understanding risk is more than just modeling risk; it requires an understanding of the development and social processes that underlie and drive the generation of disaster risk. Here, in addition to a review of more technical factors, this paper aims to discuss a variety of institutional, social and political considerations that must be managed for the results of a risk assessment to influence actions that lead to reductions in natural hazard risk.

Design/methodology/approach

The technical approaches and the institutional, social and political considerations covered in this paper are based on a wide range of experiences gleaned from case studies that touch on a variety of activities related to assessing the risks and impacts of natural hazards, and from the activities of the World Bank’s Global Facility for Disaster Reduction and Recovery.

Findings

Risk information provides a critical foundation for managing disaster risk across a wide range of sectors. Appropriate communication of robust risk information at the right time can raise awareness and trigger action to reduce risk. Communicating this information in a way that triggers action requires an understanding of the developments and social processes that underlie and drive the generation of risk, as well as of the wider Disaster Risk Management (DRM) decision-making context.

Practical implications

Prior to the initiation of a quantitative risk assessment one should clearly define why an assessment is needed and wanted, the information gaps that currently prevent effective DRM actions and the end-users of the risk information. This requires developing trust through communication among the scientists and engineers performing the risk assessment and the decision-makers, authorities, communities and other intended users of the information developed through the assessment.

Originality/value

This paper summarizes the technical components of a risk assessment as well as the institutional, social and political considerations that should be considered to maximize the probability of successfully reducing the risk defined by a risk assessment.

Abstract

Purpose

This paper aims to identify key factors for a contextualised Systemic Risk Governance (SRG) framework and subsequently explore how systemic risks can be managed and how local institutional mechanisms can be tweaked to deal with the complex Indonesian risk landscape.

Design/methodology/approach

Using a case study from Palu triple-disasters in Central Sulawesi, Indonesia, the authors demonstrate how inland earthquakes in 2018 created cascading secondary hazards, namely tsunamis, liquefactions and landslides, caused unprecedented disasters for the communities and the nation. A qualitative analysis was conducted using the data collected through a long-term observation since 2002.

Findings

The authors argue that Indonesia has yet to incorporate an SRG approach in its responses to the Palu triple-disasters. Political will is required to adopt more appropriate risk governance modes that promote the systemic risk paradigm. Change needs to occur incrementally through hybrid governance arrangements ranging from formal/informal methods to self- and horizontal and vertical modes of governance deemed more realistic and feasible. The authors recommend that this be done by focusing on productive transition and local transformation.

Originality/value

There is growing awareness and recognition of the importance of systemic and cascading risks in disaster risk studies. However, there are still gaps between research, policy and practice. The current progress of disaster risk governance is not sufficient to achieve the Sendai Framework for Disaster Risk Reduction (2015–2030) unless there is an effective governing system in place at the local level that allow actors and institutions to simultaneously manage the interplays of multi-hazards, multi-temporal, multi-dimensions of vulnerabilities and residual risks. This paper contributes to these knowledge gaps.

Abstract

Purpose

This paper explores the building blocks of risk governance systems that are equipped to manage systemic risk in the 21st century. Whilst approaches to risk governance have been evolving for more than a decade, recent disasters have shown that conventional risk management solutions need to be complemented with a multidimensional risk approach to govern complex risks and prevent major, often simultaneous, crises with cascading and knock-on effects on multiple, interrelated systems at scale. The paper explores which risk governance innovations will be essential to provide the enabling environment for sustainable development that is resilient to interrelated shocks and risks.

Design/methodology/approach

This interdisciplinary literature review-based thought piece highlights how systemic risk is socially constructed and identifies guiding principles for systemic risk governance that could be actionable by and provide entry points for local and national governments, civil society and the private sector. particularly in low- and middle-income countries (LMIC), in a way that is relevant to the achievement of the 2030 Agenda for Sustainable Development. This considers preparedness, response and resilience, but more importantly prospective and corrective risk control and reduction strategies and mechanisms. Only when systemic risk is framed in a way that is relevant to the political agendas of countries will it be possible to begin a dialogue for its governance.

Findings

The paper identifies opportunities at the global, national and local levels, which together draw up a viable framework for systemic risk governance that (1) embraces the governance of sustainability and resilience through a strengthened holistic governance framework for social, economic, territorial and environmental development; (2) improves managing conventional risk to ultimately manage systemic risks; (3) fosters the understanding of vulnerability and exposure to gain insight into systemic risk; (4) places a greater focus on prospective risk management; (5) manages systemic risk in local infrastructure systems, supply chains and ecosystems; (6) shifts the focus from protecting privatized gains to managing socialized risk.

Originality/value

The choices and actions that societies take on the path of their development are contributing intentionally or unintentionally to the construction of systemic risks, which result in knock-on effects among interconnected social, environmental, political and economic systems. These risks are manifesting in major crises with cascading effects and a real potential to undermine the achievement of the SDGs, as COVID-19 is a stark reminder of. This paper offers the contours of a new risk governance paradigm that is able to navigate the new normal in a post-COVID world and is equipped to manage systemic risk.

Abstract

Purpose

This paper applies the theory of cascading, interconnected and compound risk to the practice of preparing for, managing, and responding to threats and hazards. Our goal is to propose a consistent approach for managing major risk in urban systems by bringing together emergency management, organisational resilience, and climate change adaptation.

Design/methodology/approach

We develop a theory-building process using an example from the work of the Greater London Authority in the United Kingdom. First, we explore how emergency management approaches systemic risk, including examples from of exercises, contingency plans and responses to complex incidents. Secondly, we analyse how systemic risk is integrated into strategies and practices of climate change adaptation. Thirdly, we consider organisational resilience as a cross cutting element between the approaches.

Findings

London has long been a champion of resilience strategies for dealing with systemic risk. However, this paper highlights a potential for integrating better the understanding of common points of failure in society and organisations, especially where they relate to interconnected domains and where they are driven by climate change.

Originality/value

The paper suggests shifting toward the concept of operational continuity to address systemic risk and gaps between Emergency Management, Organizational Resilience and Climate Change Adaptation.

Abstract

Purpose

Mental health problems are a grave concern in construction. Although the distinction between high job demands and low job resources, as reflected in the Job Demands-Resources (JD–R) model, has been used to examine the extent to which psychosocial hazards influence mental health for construction practitioners, limited research has reflected on the nature of these psychosocial hazards by exploring experiences of site-based construction practitioners.

Design/methodology/approach

This study adopted a phenomenological approach to examine people’ experiences and thoughts of the complex phenomena of psychosocial hazards and mental health in construction. In total, 33 semi-structured interviews were undertaken with site-based construction practitioners in Australia to unveil construction-focused psychosocial hazards and their effects on mental health. The data were analysed via content analysis, employing an interpretation-focused coding strategy to code text and an individual-based sorting strategy to cluster codes.

Findings

Eighteen psychosocial hazards were identified based on the JD–R model. Six of these represented a new contribution, describing salient characteristics inherent to the construction context (i.e. safety concerns, exposure to traumatic events, job insecurity, task interdependency, client demand and contract pressure). Of particular importance, a number of interrelationships among psychosocial hazards emerged.

Originality/value

The significance of this qualitative research lies in elucidating psychosocial hazards and their complex interrelatedness in the context of the mental health of construction practitioners, enriching the understanding of this central health and safety issue in the high-risk setting of construction work. The findings contribute to addressing mental health issues in the Australian construction industry by identifying higher order control measures, thereby creating a mentally healthy workplace.
