Abstract

Purpose

This paper aims to explore the manoeuvring room of higher education institutions to take action to reduce emissions from academic flying. In particular, this study investigates how university staff and central actors in university management evaluate potential measures in this area.

Design/methodology/approach

The authors applied a single case study design encompassing an online survey directed at staff (N = 338) and 11 semi-structured interviews with key actors from management at an Austrian university. The authors used descriptive statistics and qualitative content analysis to examine the data.

Findings

This study found considerable support among university staff in principle for implementing measures to reduce academic flying, but also serious concerns about the fairness and viability of some restrictive measures, especially disincentives and caps on flying. However, bans on short-haul flights were largely supported. Actors from university management saw their manoeuvring room limited by the potential resistance and non-compliance of staff, as well as by framework conditions external to the university.

Practical implications

Dedicated leadership is needed to facilitate broad commitment within the university and to avoid shifting the responsibility between different governance levels. Restrictive measures to reduce academic air travel will be more readily accepted if perceived as fair and viable.

Originality/value

Although several papers have addressed the behavioural and institutional factors that sustain extensive flying in academia, to the best of the authors’ knowledge, this is one of the first contributions to investigate the potentials and challenges of introducing measures to reduce air travel in higher education institutions.

Abstract

Purpose

This paper aims to carry out a critical analysis of the proposed Australian emissions trading scheme (ETS) as a complex market solution to reduce greenhouse gases (GHGs). Specifically it seeks to examine the financial regulatory infrastructure that will more than likely oversee the Australian ETS, the same regulatory infrastructure which failed to prevent the global financial crisis.

Design/methodology/approach

A critical examination of the financialisation of the atmosphere that follows the growth of the financialisation of capitalism when economic activity shifted from production and service sectors to finance. Financialisation of capitalism is supported by capitalist regulation influenced by neo‐liberal doctrines of free markets and small government.

Findings

Trillions of dollars of taxpayer funds bailed out large financial institutions that nearly collapsed after unregulated trading in complex financial products that were supposed to hedge future risk. Corporate emissions trading will involve similar financial products. The measurement and reporting of actual emissions to support the Australian ETS also creates challenges for the accountancy profession to provide a workable conceptual framework.

Practical implications

If the currently flawed financial infrastructure required for the GHG emissions trading scheme, no amount of taxpayer funded bailouts will reverse the extreme climate change associated with an environmental catastrophe.

Originality/value

The application of financialisation of monopoly capitalism and capitalist regulation theories to the critical analysis of commoditised GHGs traded as financial products in the proposed Australian ETS.

Abstract

Purpose

The issue of climate change raises new requirements for the way our societies work. Even though climate policy is regarded as being crucial on the way to a low carbon society, the coordination of technology and climate policy proves difficult. The purpose of this paper is to look closer into the challenges and experiences related to the coordination between climate and technology policy in order to draw lessons for the future integration of both policy fields.

Design/methodology/approach

In this paper a case study approach is applied to the policy coordination efforts in two countries: Denmark and the UK. From a theoretical point the study is informed by the literature on the dimensions of policy learning and the findings of innovation and transition studies.

Findings

The case studies provide important lessons how important flexibility and continues policy learning and its institutionalization will be on the way towards a low carbon society. However, it becomes clear that the price of this flexibility is the risk of “symbolic action”, respectively, postponing emission reduction measures.

Research limitations/implications

The findings are drawn from two countries, however it remains not fully clear in how far the instruments and approaches from countries like Denmark and the UK can be applied in a similar way in other countries.

Originality/value

The paper provides an important discussion of contradictions between climate and technology policy from the perspective of the literature in innovation studies and policy learning.

Abstract

Purpose

Many institutions of higher education have committed to carbon neutrality. Given this goal, the main economic issue is minimizing cost. As for society as a whole, dominant decarbonization strategies are renewable electricity generation, electrification of end uses and energy efficiency. The purpose of this paper is to describe the optimum combination of strategies.

Design/methodology/approach

There are four questions for eliminating the primary institutional greenhouse gas emissions: how much renewable electricity to produce on-site; where and at what price to purchase the balance of renewable electricity required; how to heat and cool buildings without fossil fuels; and how much to invest in energy efficiency. A method is presented to minimize decarbonization costs by equating marginal costs of the alternates.

Findings

The estimated cost of grid-purchased carbon-free energy is the most important benchmark, determining both the optimal level of campus-produced renewable energy and the optimum efficiency investment. In the context of complete decarbonization, greater efficiency investments may be justified than when individual measures are judged only by fossil-fuel savings.

Practical implications

This paper discusses a theoretically ideal plan and implementation issues such as purchasing carbon-free electricity, calculating marginal costs of conserved energy, nonmarginal cost changes, uncertainty about achieving efficiency targets, and dynamic pricing. The principles described in this study can be used to craft a cost-minimizing decarbonization strategy.

Originality/value

While previous studies discuss decarbonization strategies, there is little economic guidance on which strategies are optimal, on how to combine strategies to minimize cost or how to identify a preferred path to decarbonization.

Abstract

Purpose

The purpose of this paper is to discuss an innovative course offered as a partnership between the University of Northern British Columbia (UNBC) (Canada), the Prince George Chamber of Commerce (Canada) and local businesses: UNBC’s third-year undergraduate/graduate course, carbon and energy management.

Design/methodology/approach

The authors have all participated in the development, design and/or delivery of the course and have provided their reflections on the experience. In addition, they sought insights from students and other interested people on the impact and significance of this course.

Findings

Carbon and energy management is an action learning-based co-created course initiated by the Chamber to address an interest in mitigating climate change amongst local businesses. Among businesses, the carbon economy is under considerable discussion. The increased awareness of climate change, and the need to better manage carbon, has led to local businesses eager to reduce greenhouse gases but lacking the expertise necessary. UNBC students (undergraduate and graduate) learn innovative and practical skills through creating carbon footprint analyses for small- to medium-sized business/non-profit clients, providing recommendations on reducing reliance on fossil fuels and formally presenting their findings to their clients. After five years, 46 businesses and non-profit organizations have participated in the course along with over 30 students and 5 separately hired student interns. The Chamber is now rolling out the program for Canadian Chamber of Commerce interested in similar community–university partnerships.

Originality/value

This paper describes a course that is a novel approach to university–community partnerships, both in approach and focus area. The linking, through the course, of small- to medium-sized businesses with the provision of plans for carbon reduction developed by university students is an unusual approach. However, there is significant value to all partners in the approach. Allowing the main community partner to serve as the lead in the project also offers an unusual experience and perspective for the university partner, as often such partnerships are largely driven by the post-secondary institution’s interests and needs, which can create a challenging power dynamic. Instead, the course offers a lesson in how a university can be clearly in service to the community at the community’s invitation. Finally, this paper offers reflections on the value of this type of project for creating sustainability initiatives from the perspective of all participants, students, faculty, university administration, city government, participating businesses and the Chamber of Commerce, demonstrating the critical need for understanding a project as an intersection of all participating actors.

Abstract

Purpose

This paper aims to demonstrate the relevance of identifying lock-ins that characterise a service, showing how lock-ins or impediments reinforce the status quo and prevent change. It provides an understanding of the factors hindering the development of value co-creation in this service.

Design/methodology/approach

The study is based on 19 semi-structured interviews with representatives of the Swedish waste management industry. It focusses on the difficulties that waste management companies encounter when they try to collaborate with their industrial customers to develop waste prevention services.

Findings

Four lock-ins that impede collaborative ways of working are identified: a business model based on short-term transactions rather than long-term relationships, a low level of self-confidence among waste managers regarding their competence to offer waste prevention services, non-supportive legal and economic institutional factors and existing waste processing infrastructures.

Research limitations/implications

Based on a case of waste services and to provide a better understanding of the rationale of value co-creation, this paper points to the generic relevance of investigating situations in which value co-creation encounters difficulties.

Practical implications

The authors identify the fact that lock-ins impeding value co-creation can act as a roadmap for the development of new services.

Originality/value

By focusing on a case of unsuccessful value co-creation, the paper offers a counterpoint to cases of successful value co-creation.

Abstract

Purpose

This paper aims to set out several of the key issues and areas of the inter‐disciplinary field of climate change research based in accounting and accountability, and to introduce the papers that compose this AAAJ special issue.

Design/methodology/approach

The paper provides an overview of issues in the science of climate, as well as an eclectic collection of independent and inter‐disciplinary contributions to accounting for climate change. Through additional accounting analysis, and a shadow carbon account, it also illustrates how organisations and nations account for and communicate their greenhouse gas (GHG) footprints and emissions behaviour.

Findings

The research shows that accounting for carbon and other GHG emissions is immensely challenging because of uncertainties in estimation methods. The research also shows the enormity of the challenge associated with reducing those emissions in the near future.

Originality/value

The paper surveys past work on a wide variety of perspectives associated with climate change science, politics and policy, as well as organisational and national emissions and accounting behaviour. It provides an overview of challenges in the area, and seeks to set an agenda for future research that remains interesting and different.

Abstract

Purpose

The purpose of this paper is to examine spatiality of transitions by combining aspects of urban form to policy analysis. It aims to increase understanding of how urban form relates to potential effects of transport policies on urban mobility transitions.

Design/methodology/approach

Novel analytical framework combines concepts of path dependence, path creation and path destabilisation to three urban fabrics (walking, transit and car cities), to study the transition potential of recent transport policy measures influencing the Helsinki region in Finland.

Findings

Analysis showed that the potential effects of single policy measures often reach over all three urban fabrics. A policy measure may simultaneously contain elements of both path dependence, i.e. support for fossil-fuel based private motoring in the car city and path creation, i.e. stimulation of innovations in transit or walking cities. Policy outcomes are often conditional on implementation of other policy measures. For transition governance, this indicates that policy mixes should both destabilise car cities and enforce path creation in walking and transit cities.

Research limitations/implications

Findings are based on potential rather than evaluated impacts and a limited sample of policies.

Practical implications

Findings support previous research on the importance of policy coherence: multiple policies and coherence across domains are important. They demonstrate the usefulness of analysing recent or planned policies from the transition perspective.

Originality/value

The paper provides novel insights by combining policy analysis to the spatial model of overlapping urban fabrics. In addition, it applies the concepts of path dependence, path creation and path destabilisation in a new way.
