Abstract

Purpose

The issue of climate change raises new requirements for the way our societies work. Even though climate policy is regarded as being crucial on the way to a low carbon society, the coordination of technology and climate policy proves difficult. The purpose of this paper is to look closer into the challenges and experiences related to the coordination between climate and technology policy in order to draw lessons for the future integration of both policy fields.

Design/methodology/approach

In this paper a case study approach is applied to the policy coordination efforts in two countries: Denmark and the UK. From a theoretical point the study is informed by the literature on the dimensions of policy learning and the findings of innovation and transition studies.

Findings

The case studies provide important lessons how important flexibility and continues policy learning and its institutionalization will be on the way towards a low carbon society. However, it becomes clear that the price of this flexibility is the risk of “symbolic action”, respectively, postponing emission reduction measures.

Research limitations/implications

The findings are drawn from two countries, however it remains not fully clear in how far the instruments and approaches from countries like Denmark and the UK can be applied in a similar way in other countries.

Originality/value

The paper provides an important discussion of contradictions between climate and technology policy from the perspective of the literature in innovation studies and policy learning.

Abstract

Coordinating the relationship between economic development and environmental protection has emerged as a relevant issue in the economic and social development of China under the pressure of global climate change and international carbon emission reduction. Based on this, starting from the model of traffic structure and land use, land use planning for low carbon cities abroad was studied in this paper. Based on the analysis of urban ecological economic carbon cycle and its land regulation mechanism, the evaluation method of urban land use carbon effect was put forward. Taking the carbon circulation as the premise, starting from the layout characteristics of the urban land use factors, land use planning for urban residential, transportation, industrial and green land was optimized. Taking million springs Music City in Hainan as the example, the ecological planning layout was analyzed. And the planning was carried out from the aspects of spatial pattern, low carbon economy industry, green traffic, flood prevention and green landscape, etc. Urban carbon balance was realized. The results show that the carbon circulation and carbon consumption planning and management of the urban eco economic system based on land use structure optimization are conducive to promoting the development of urban low-carbon economy.

Abstract

A variety of gases, including water vapor (H2O), carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O), add to the radiative forcing of Earth's atmosphere, meaning that they absorb certain wavelengths of infrared radiation (heat) that is leaving the Earth and thus raise the temperature of its atmosphere. Since glass has the same effect on the loss of heat from a greenhouse, these gases are known as “greenhouse” gases. It is fortunate that these gases are found in the atmosphere; without its natural greenhouse effect, Earth's temperature would be below the freezing point, and all waters on its surface would be ice. However, for the past 100 years or so, the concentrations of CO2, CH4, and N2O in the atmosphere have been rising as a result of human activities. An increase in the radiative forcing of Earth's atmosphere is destined to cause global warming, superimposed on the natural climate cycles that have characterized Earth's history.

Abstract

Purpose

This study aims to understand the organisational benefits of carbon-focussed management control systems (carbon MCS) under a regulatory context.

Design/methodology/approach

The authors conduct a survey of 85 New Zealand (NZ) organisations covering different industries, sizes and compliance obligations.

Findings

The results suggest a significant direct positive impact of carbon MCS on organisations’ non-financial benefits and an indirect impact on financial benefits via non-financial benefits. The impact on non-financial benefits is strongest when a whole carbon MCS package is used rather than individual carbon controls. However, the highest impact on financial benefits are attained when only diagnostic controls are used rather than other controls or the whole MCS package. Firms in primary, manufacturing and energy sectors and those with export activities are less likely to achieve organisational benefits, while those with a compliance obligation under the emissions trading scheme are more likely to perceive such benefits.

Research limitations/implications

The study has a limited sample size (85 firms), a unique context (NZ) and coves only large firms. Further, there are no objective performance measures to validate survey responses regarding organisational benefits.

Practical implications

The findings provide a business case for managers and practitioners in formulating their strategic and MCS responses to climate change issues.

Originality/value

The authors focus on carbon MCS and adopt a wider range of carbon MCS levers than previous research. The authors discern not only non-financial benefits but also financial benefits from MCS use.

Abstract

Purpose – To provide a policy perspective on the relationship between transport and climate change.

Methodology/approach – Two key themes are identified and discussed: the meaning of a major change in a policy perspective, covering the Climate Change Act and the development of a Low Carbon Transition Plan. A theoretically informed framework applies and highlights the importance of understanding policy change from a historical perspective.

Originality/value – The largely incremental nature of the policy change is considered in terms of whether there are real prospects of a radical change in transport policy that will deliver a low carbon transport future, whilst also allowing transport to fulfil its many other roles.

Findings – The chapter demonstrates that the current approach to climate change policy has seen only minor adjustments to existing policy tools which are not consistent with the more radical shift in policy targets. This incremental approach may reflect the significant uncertainty over technological change or a reluctance to tackle the difficult issue of travel behaviour. Whilst oil prices remain high this may not be problematic but more proactive steering will be necessary in the coming years.

This study aims to reveal the perspectives of the management and senior accountants on the subject regarding the effects of climate change on the business world, within the framework of utilisation of tools like strategic cost management and strategic management. An electronic form was sent repeatedly to the e-mail addresses of public companies listed on the Borsa Istanbul (BIST), which were obtained from the Public Disclosure Platform (PDP), between June 2018 and June 2019. According to the data obtained from the survey of this study, it is not possible to comment that these tools are effectively utilised in Turkey. Besides, it is also early to say that top management is fully aware of the need to manage climate change. This study contributes to the literature by revealing the view of management accountants and finance experts in Turkey on climate change.

Abstract

Purpose

This paper aims to promote urban–rural synergy in carbon reduction and achieve the dual carbon goal, reconstruct the low-carbon urban–rural spatial pattern and explore planning strategies for carbon mitigation in urban agglomerations.

Design/methodology/approach

The authors propose the idea of land governance zoning based on low-carbon scenario simulation, using the Beijing–Tianjin–Hebei (BTH) urban agglomeration as the empirical research area. Specifically, the authors analyze its spatiotemporal evolution characteristics of carbon balance over the past two decades and simulate the land use pattern under the scenario of low-carbon emission in 2030. Furthermore, the authors create spatial zoning rules combined with land use transition characteristics to classify the urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone and put forward corresponding targeted governance principals.

Findings

The study findings classify the BTH urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone, which account for 28.1%, 17.2%, 20.1% and 34.6% of the total area, respectively. The carbon sink restoration zone and carbon sink protection zone are mainly distributed in the northern and western parts and Bohai Rim region. The carbon transition agriculture zone and carbon control development zone are mainly distributed in the southeastern plain and Zhangjiakou.

Research limitations/implications

The authors suggest restoring and rebuilding ecosystems mainly in the northwest and east parts to increase the number of carbon sinks and the stability of the ecosystem. Besides, measures should be taken to promote collaborative emission reduction work between cities and optimize industrial and energy structures within cities such as Beijing, Langfang, Tianjin and Baoding. Furthermore, the authors recommend promoting sustainable intensification of agriculture and carefully balance between both economic development and ecological protection in Zhangjiakou and plain area.

Originality/value

The authors propose a zoning method based on the optimization of land use towards low-carbon development by combining “top-down” and “bottom-up” strategies and provide targeted governance suggestions for each region. This study provides policy implications to implement the regional low-carbon economic transition under the “double carbon” target in urban agglomerations in China.
