Abstract

Purpose

The paper illustrates how accountability of collaborative governance was constituted in the context of disaster managerial work carried out by the Government, local authorities, and Maori community organisations, after the 2010–2011 Canterbury earthquakes in New Zealand.

Design/methodology/approach

A case study detailing the communitarian approach to disaster recovery management by a nationalised Maori earthquake response network is contrasted with the formal emergency management infrastructure's response to the Canterbury earthquakes.

Findings

Critical analysis of the effectiveness and failures of these approaches highlights the institutional and cultural political issues that hinder the institutionalization of collaborative and accountable governance in the fields of disaster risk reduction and emergency management.

Research limitations/implications

The paper contributes to the accountability research and practice in general and disaster accountability in particular by addressing a more multifaceted model of ‘accountability combined with collaborative governance’ as a way to build on and critique some of the seemingly more narrow views of accountability.

Originality/value

The study presents rare insights on the interactions between formal and community level accountability and collaborative governance in the context of New Public Governance (NPG).

Abstract

Purpose

This paper aims to investigate residents’ perceptions of risk towards owning and living in residential property in Christchurch subsequent to the 2010 and 2011 Canterbury earthquakes to identify how these perceptions impact on the price residents are willing to pay for affected property. Such market behaviour can motivate homeowners to adopt risk mitigation measures.

Design/methodology/approach

An online survey was developed and the Web link distributed to Canterbury residents via the media. This method of distribution was adopted, as a postal survey was not possible due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result.

Findings

The results indicate that with the recent earthquake experience, residents are demonstrating risk mitigation behaviours through an aversion to investing in properties affected by, or with a risk of, liquefaction. Specifically, the majority of respondents had strong reservations about buying Technical Category 3 property, and would be prepared to pay 20 per cent (or > 20 per cent) less for it, indicating some stigma towards affected property. Further, most respondents would now prefer the construction of their home to be of a type that fared better in the earthquakes: lightweight, single-storey, with a concrete slab foundation. These housing preferences will likely drive the market towards the adoption of risk mitigation measures in the retrofit of existing homes as well as in the design and construction of new homes.

Research limitations/implications

Due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result, probability sampling was not possible. This, together with the low response rate, means that the respondents surveyed may not be representative of the Christchurch population.

Practical implications

The outcomes of this research will be of interest not only to homeowners wanting to know how their home’s value has been impacted by market perceptions towards earthquake and liquefaction damage, particularly in the worst-affected areas, but also the rating valuers tasked with assessing property values for rating purposes. Property developers and builders involved in the repair of existing homes and construction of new homes will also want to know current market preferences. Government bodies will find the results informative of how the media has, and can be used, to motivate market behaviour towards risk mitigation, particularly in regard to “material risk” (as described in Solberg et al., 2010), that is risk from a scientific and technical viewpoint of probability of future risk, and as related to what has become known about these risks in terms of building structure, height, age, soil type/land categories and flood zones. Further, the results provide a gauge of how the community perceived the handling of the recovery process, so that the weaknesses highlighted can be addressed, which will help restore community trust.

Originality/value

This study fills a research void on the impact of residents’ perceptions of risk towards home ownership in a city impacted by significant earthquakes and resulting liquefaction.

Abstract

Purpose

Canterbury, New Zealand, experienced two significant earthquakes in 2010 and 2011 with a devastating impact on both houses and land. Negative media attention to the potential financial risks of living near or on the new Technical Category 3 (TC3) land or on land in a flood zone has fuelled the perception of uncertainty over the negative property price impacts. This research aims to determine if residents’ perceptions of the risks associated with various types of land zones (e.g. TC1, TC2 and TC3) are reflected in property prices.

Design/methodology/approach

This research analyses sale price patterns and the relationship between sale prices and house characteristics before and after both earthquakes. A three-step approach was taken by applying: an average trend analysis, Geographic Information Systems’ (GIS) hotspot analysis to identify possible spatial differentiations between the before and after-effects of the earthquakes and hedonic modelling to quantify the effect of house characteristics on sale price while controlling for and comparing three land zones (TC1 to TC3).

Findings

The data suggest that average sale prices increased after both quakes in TC1 and TC2 in contrast to TC3 zones, while close to 8,000 structures were demolished in red zones from 2010-2013 (supply was reduced). The econometric modelling suggests that higher sale prices are achieved by: newer houses across all land zones and more recent sale agreements only in TC1 and TC2 zones. Other observations include the effect of certain exterior façade materials on sale prices on the overall data set and in the individual TC1 and TC3 zones. In conclusion, the results suggest that although caution might exist for the TC3 zone, the quality of the house can override the stigma attached to the TC3 zones.

Research limitations/implications

A confounding factor in the research was that approximately 7,800 homes were rezoned red and/or demolished between 2010 and 2013 changing the supply and demand balance. Further, banks and other lenders updated their requirements for new lending on properties in the Canterbury region, requiring a number of reports from professionals such as structural engineers, geotechnical engineers and valuers before any new lending would be approved. Additionally, immediately after the September and February earthquakes, there was a 21-day stand-down period for earthquake-cover in Canterbury and without adequate insurance cover banks would not advance mortgage money, causing a short-term slowdown in the residential property market.

Practical/implications

The outcomes of this research will be of interest to government agencies tasked with assessing compensation for affected property owners. For example, the Earthquake Commission (EQC) developed a Diminution of Value Methodology for Increased Flooding Vulnerability that formed the basis of a High Court declaratory judgment decision in December 2014 that cleared the way for the EQC to start settling properties with increased flooding vulnerability. The EQC methodology was informed by the results of similar studies to this one, from around the world. Homeowners and rating valuers will also be interested in the results to understand how house prices have been affected by market perceptions towards earthquake damage, particularly in the worst-affected areas.

Originality/value

This study fills a research void regarding the price impacts of residents’ perceptions of the risks associated with various types of land zones that reflect the expected future liquefaction performance of the land.

Purpose

The role of first responders in mitigating the effects of earthquakes is vital. Unlike other disasters, earthquakes are not single events, and exposure to dangerous and trauma-inducing events may be ongoing. Understanding how first responders cope in the face of such conditions is important, for both their own well-being as well as the general public whom they serve. The paper aims to discuss these issues.

Design/methodology/approach

Using questionnaires, this study measured posttraumatic stress disorder (PTSD), psychological resilience, and reactive coping styles in a sample of first responders active during the 2011 Canterbury earthquake in New Zealand.

Findings

The prevalence of PTSD was similar to that reported in the literature. Psychological resilience, but not disaster exposure, was found to be associated with PTSD. Maladaptive coping strategies best predicted resiliency, but there were significant gender differences.

Originality/value

These findings can inform those managing first responder disaster workers through the consideration of preventive and treatment interventions.

Abstract

Purpose

The purpose of this paper is to determine how post-disaster legislation can be used to support building back better (BBB) in the horizontal infrastructure sector (roading, water, wastewater and stormwater networks).

Design/methodology/approach

A case study approach was taken looking at the rebuild following the Canterbury earthquakes in New Zealand. Data were collected through document analysis and semi-structured open-ended interviews with members of the organization responsible for implementing the horizontal infrastructure rebuild.

Findings

The results showed that the post-disaster legislative actions taken in Christchurch were comparable to existing findings on post-disaster legislative best practices in developed countries. This study confirmed that post-disaster legislation is an effective mechanism to support BBB through enforcing BBB concepts such as risk reduction and better implementation, and facilitating the recovery process to improve efficiency.

Research limitations/implications

It is recommended that this study is extended to conduct similar case studies in other countries to further explore legislative implications in different sectors as well as different legislative environments.

Originality/value

This paper makes a valuable contribution to existing research on how post-disaster legislation can be used to support BBB in the horizontal infrastructure sector. The findings also add to wider knowledge on the Canterbury earthquakes recovery process.

Abstract

Purpose

The purpose of this paper is to identify innovations and lessons learned from interviews with members of the multidisciplinary healthcare team who participated in the response to the 22 February earthquake, affecting the Canterbury region of New Zealand's South Island.

Design/methodology/approach

Narratives from individual staff members who were associated with the Christchurch Hospital Emergency Department response were recorded and analysed. This data, together with other contextual documents have been used to identify the responses of healthcare workers to an unexpected natural disaster. Perspectives were sought from a range of individuals, including allied health professionals, social workers, Maori health workers, orderlies, medical and nursing staff.

Findings

The individual as well as the organisational responses to the earthquake events are significant, and need to be considered in relation to future planning and responses. In particular, the importance of encouraging and supporting a culture which values innovation and responsiveness was identified. While specific, practical responses to the earthquake disaster are noted, it is also important to acknowledge the implication for individuals of an acute, unanticipated event.

Research limitations/implications

The findings from this study have the potential to illuminate possible responses in other crisis situations, and to guide the development of targeted support measures in response to disaster events.

Originality/value

Little documentation has occurred to date relating the experiences of health care responders who are not only reacting to a natural disaster, but are also part of it. This is a unique and valuable perspective that has relevance within a number of settings.

Abstract

This comparative study qualitatively explores how linguistic minority immigrants and refugees experienced the 2010–2011 Canterbury and Tohoku disasters, including their coping mechanisms and their perceived vulnerabilities and resilience. The data used for this qualitative analysis was primarily drawn from 28 in-depth interviews with linguistic minority immigrants and refugees and their supporting organization staff conducted in 2015–2016. Additional material was drawn from two publicly available data sets. Immigrants and refugees are typically thought of as being more vulnerable in disasters. However, findings drawn from this research demonstrate the nonlinearity, complexity, and contextuality of social vulnerabilities in disasters, suggesting that they are not necessarily powerless help-seekers in some cases. Using Bourdieu’s capital theory, this study demonstrates how immigrants and refugees were active social agents in these disasters. Consequently, we need to reconceptualize the social vulnerability approach. Some study participants had experiences of going through wars and everyday disasters, which made them more resilient. This is conceptualized here as earned strength, which can be a significant resource in disasters for the socially vulnerable. This chapter hopes to answer some critical questions regarding the social vulnerability approach: how do we incorporate the structure–agency concept, how do we theoretically deal with the contextuality/nonlinearity of social vulnerability in disasters, and how do we conceptualize a research study that can seek more practical and generalizable findings, instead of event-driven and disaster-specific findings?

Purpose

The 2010/2011 Canterbury earthquakes were one of the most devastating events in New Zealand’s history. Due to the large scale of disruption and losses, the central government created a separate body, the Canterbury Earthquake Recovery Authority (CERA), to manage and oversee recovery activities. Working with local authorities and stakeholders, CERA plays a major role in driving the recovery in Christchurch. This paper aims to analyse CERA’s decision-making process and the effects of some of its critical decisions on the recovery outcomes. The paper takes a “build back better” (BBB) perspective to understand the decisions taken and processes used.

Design/methodology/approach

The case study adopted a mixed-methods research design (Creswell, 2013) and was conducted by reviewing official CERA documents and publications related to its recovery assessments and by conducting interviews with key officials from CERA. Collecting data from both qualitative and quantitative data sources enabled the process of triangulation.

Findings

Lessons learned from the Canterbury experience in terms of recovery best practices are reported. CERA’s recovery policy aimed to give confidence to the community and renew and revitalise the damaged city. Compared with the BBB theory, the community-driven recovery strategy and the multi-stakeholder approach worked well. Other critical decisions aligned with the BBB theory include land zoning, empowering community and integration with existing developmental plans.

Originality/value

BBB can be used as a tool for the implementation of recovery and restoration measures following a large disaster. However, a set of practical indicators to measure the level of BBB is needed.

Abstract

Purpose

The purpose of this paper is to look at the role of community participation in reducing anxiety and trauma in communities during two New Zealand earthquakes: the 1987 Edgecumbe and 2003 Te Anau events and explore the effectiveness of various approaches in providing information, reducing stress, and facilitating a recovery process.

Design/methodology/approach

The principle methods of data collection were semi‐structured interviews were undertaken between October 2006 and March 2007 with key agencies and individuals involved in the response and comprehensive analysis of papers, reports and articles in newspapers. The research was undertaken prior to the 4 September 2010 and 2011 earthquakes in Canterbury, New Zealand, and therefore community recovery from these events are not discussed in this paper.

Findings

Effective survival and recovery from disasters depends not just on people's abilities to cope with the physical impacts of the event, but also on how the societal environment complements and supports the complex and protracted processes of community recovery. Central to recovery is how society organises, mobilises and coordinates the diverse range of organizational and professional resources that can be called upon to assist recovery.

Originality/value

The paper offers insight into the effectiveness and benefit of incorporating of community participation in reducing anxiety and trauma in communities during earthquakes.

Abstract

Purpose

Reconstruction processes after an earthquake require estimating repair costs to decide on whether to repair or rebuild. This requires an accurate post-earthquake cost estimation tool. Currently, there are no post-earthquake loss estimation models to estimate repair costs accurately. There are loss assessment tools available, namely, HAZUS, performance assessment calculation tool (PACT), seismic performance and loss assessment tool (SLAT) and seismic performance prediction tool, which have not been specifically used for post-earthquake repair cost estimation. This paper aims to focus on identifying factors that need to be considered when upgrading these tools for post-earthquake repair cost estimation.

Design/methodology/approach

The research was conducted as an exploratory study using a literature review, document analysis of the PACT, SLAT and HAZUS software and 18 semi-structured interviews.

Findings

The research identified information sources available for estimation and factors to be considered when developing estimations based on the information sources.

Research limitations/implications

The data was collected from professionals who were involved mostly in housing repair work in New Zealand. Therefore, impact of these repair work factors might vary in other forms of structures such as civil structures include bridges and the country as a result of varying construction details and standards.

Practical implications

The identified factors will be used to improve the loss estimation tools are such as PACT and HAZUS, as well as to develop a post-earthquake repair cost estimation tool.

Originality/value

Currently, the identified factors impacting post-earthquake damage repair cost estimations are not considered in loss estimation tools. Factors identified in this research will help to develop a more accurate cost estimation tool for post-earthquake repair work.
