Abstract

This article explores the possibilities of teaching environmental planning by focusing on the sustainability of the campus and the campus master planning process. It describes the development of an urban planning course centered on campus master planning and its environmental impacts at the University of Kansas. Drawing on existing knowledge of campus planning and campus ecology, the article presents a tentative framework for assessing issues that can affect the structure of a campus environmental planning class, discusses the structure of the University of Kansas course, and outlines the lessons and reflections that have emerged from that course.

Abstract

Purpose

The purpose of this paper is to present a case study of how ecological considerations can be integrated into campus strategic and statutory spatial planning. A process of developing ecological objectives and guidelines for inclusion in campus strategic and statutory spatial plans is presented.

Design/methodology/approach

This case study introduces a three-phase ecological assessment process developed and applied to the Technion – IIT campus. Ecological considerations are reviewed in multiple campus strategic and spatial plans (primarily in North America and Europe) and in institutional sustainability guidelines; biodiversity and ecosystem service surveys of the campus are conducted and considered with regard to planning; university administrative structures that enable the implementation of ecological planning guidelines are also assessed.

Findings

Ecological considerations (biodiversity conservation, habitat preservation and ecosystem integrity) play a relatively minor role in sustainability planning on university campuses. The concepts of connectivity and compactness are applied broadly, but generally refer to social and educational considerations. Physical planning provides an opportunity for integrating ecological priorities into the university’s mission.

Research limitations/implications

Some of the insights may not be generalizable, so it is crucial to continue accumulating similar studies. It is crucial, too, to conduct follow-up research, reporting on the ecological outcomes of plan implementation.

Practical implications

Ecological stewardship is commensurate with the sustainability commitments of universities. Considering their spatial extent and diverse locations, universities can assume an important role in ecological conservation.

Originality/value

Relatively little attention has been given to ecological considerations (biodiversity, ecological integrity and ecosystem services) in campus plans and sustainability documents. This paper suggests how universities can move towards fulfilling a role as ecological stewards through strategic and spatial planning.

Abstract

Purpose

The purpose of this paper is to describe and analyze the effects of campus sustainability planning to annual campus energy inflows and outflows in California higher education. The paper also offers a preliminary statistical analysis for the evaluation of impact factors on energy outflows and a link between energy outflows and building utilization.

Design/methodology/approach

The paper reports two campus examples University of California Merced and California State University Stanislaus, analyzing 36-months’ campus energy outflows data. It uses statistical linear regression analysis to determine the most significant impact factors to energy outflows and what is their relationship. Finally, the paper draws on building utilization data and presents sustainability management strategies for campus energy conservation which make the most of building utilization and contributes to campus sustainability planning efforts.

Findings

Statistics analysis considered ten multiple models of linear regression to identify the greatest impact factors on campus energy outflows. Interestingly, the overshadowing positive impact factor is renewable energy credits (RECs) which is expected as is required by California energy law. After removing RECs, cost of RECs and cost of electricity from further statistical analysis, we re-compute linear regression for the remaining variables, and natural gas outflows have the strongest – negative – relationship with energy outflows. In this study, it is demonstrated how sustainability planning applies to campus green building design criteria; how much do sustainable campus buildings cost; how sustainability planning affects the inflows and outflows of energy during the period of one academic year; and what are the direct benefits of campus sustainability planning and design to faculty, students, staff, administrators, environment and society.

Research limitations/implications

The research is focused on two campus examples in California higher education and may have overlooked some campus sustainability plans and energy data from other California campuses. Nevertheless, it is a fairly comprehensive analysis of campus sustainability planning efforts and their effects on energy conservation.

Practical implications

Campus sustainability plans and their effect on campus energy inflows and outflows are very important. Understanding the details and potential effects of impact factors to energy conservation can help broader adoption and implementation of sustainability planning.

Originality/value

As an emerging method for campus sustainability efforts, statistical analysis of multiple linear regression models allows colleges and universities to examine energy conservation and align it with campus sustainability planning operational, academic and administrative functions in an integrated manner. To date, very little scholarly attention has been paid to the effects of sustainability planning on campus-level energy conservation, and no prior attempt has been made to consider how they might be analyzed statistically.

Under the background of rapid urbanization, all kinds of urban water problems have gradually come into being: local flooding frequently happens, water environment is deteriorated, water-supply is in tension, etc. Meanwhile, with rapid development of higher education in China, campus area and scale are gradually expanding, but traditional campus construction has many drawbacks. In order to promote sponge campus planning and construction of universities in hilly areas and provide demonstration windows for sponge city construction, based on deficiencies of campus construction of Hunan City University in the aspect of water resource utilization, we used ArcGis spatial analysis method, simulation method and comparative analysis method on Storm Water Management Model (SWMM) to establish sponge campus construction indexes, content system and optimal design strategies with objectives of campus water safety, water environment and water resource utilization. Results indicate that: difference between sponge campus planning and traditional campus planning mainly lies in rainfall management. We combed the design process of sponge campus planning in hilly areas from the perspective of rainfall management, and simulated the process of sponge facilities controlling the rainfall in the campus via computer model to verify reasonability of sponge facility planning and select the optimal planning and construction plan. This study has defined design process of sponge campus planning in hilly areas to a certain degree and provided a research basis for sponge campus planning and construction of universities, setting up a typical example and driving effects on solving urban local flooding problem and rainfall resource utilization in hilly areas.

Abstract

Purpose

The purpose of this paper is to describe and analyze the use of integrated campus sustainability plans at US institutions of higher education. The paper also offers a preliminary framework for the evaluation of these plans.

Design/methodology/approach

The paper examines 27 campus sustainability plans. It determines the types and characteristics of the institutions that have adopted these plans. It then uses content analysis techniques to determine their typical contents and emphases. Finally, the paper draws on literature pertaining to sustainability plans and plan evaluation to present a preliminary tool for evaluating campus sustainability planning efforts.

Findings

Campus sustainability plans in the USA are extremely diverse. Environmental aspects are most prominent in these plans, and social equity aspects are least prominent. Campus operations receive more attention than do academic or administrative aspects. Most campuses have taken an inclusive, campus-wide approach to developing their sustainability plans. The evaluation of these plans should consider both their process and their substance and should account for circumstances unique to higher education.

Research limitations/implications

The research is focused on US colleges and universities and may have overlooked some campus sustainability plans that have other titles. Nevertheless, it is a fairly comprehensive analysis of campus sustainability planning efforts to date in the USA.

Practical implications

Campus sustainability plans are an important integrative tool. Understanding the details and potential evaluation of these plans can help determine their broader adoption and implementation.

Originality/value

Abstract

Purpose

The purpose of this paper is to discuss the recent history of climate action planning at the University of New Hampshire (UNH), a public university with a long history of sustainability action and commitment. Items discussed include a partnership with Clean Air‐Cool Planet (CA‐CP) to produce a greenhouse gas (GHG) inventory tool that adapted national and international inventory methodologies to the unique scale and character of a university community; involvement of administrators, faculty, staff and students in climate action planning, including to meet the requirements of the American College & University Presidents' Climate Commitment (ACUPCC); and the role of climate action planning within a broader institutional goal of integrating sustainability across curricula, operations, research and engagement efforts.

Design/methodology/approach

Background and historical information is shared in terms of best practices and lessons learned.

Findings

Successful climate action planning includes campus‐wide stakeholder involvement, an institution‐wide commitment to sustainability, and careful planning and partnerships that tie into a higher education institution's educational mission and identity and that take into account the culture and sense of place of each institution.

Practical implications

The paper contains lessons learned and best practices from which other institutions of higher education might learn.

Originality/value

UNH, a recognized national leader in sustainability and climate protection, and CA‐CP developed one of the first emissions inventory tools for higher education in the USA. The tool has been adopted by more than 1,000 campuses and was adopted by the ACUPCC as the recommended tool for campuses not already participating in another GHG inventorying program. Instead of recreating the wheel, campuses may be able to learn from UNH and CA‐CP's climate planning experience and history.

Abstract

Purpose

This paper aims to describe an exploratory research and design process that uses illustrative techniques to bridge the gap between theoretical principles of systems ecology, stakeholder input and a workable physical planning strategy for Ultuna Campus in Uppsala, Sweden.

Design/methodology/approach

Stakeholder interviews provide the empirical basis for this exploratory design process, in conjunction with landscape analysis, and review of previous proposals for campus development. Central principles of self-organizing systems are selected and concretized as visionary hypotheses in a physical context. Preliminary design concepts and plans illustrate sustainable systems while supporting new functional programmatic requirements: housing, industry-research collaboration, transportation and community-integrated landscapes.

Findings

The result is a proposal based on regenerative landscape design, envisioning campus Ultuna as a coherent whole.

Research limitations/implications

A large-scale modern building program is already underway at Ultuna, and rapid urbanization in the surrounding region coupled with projected growth on campus suggests future intensification of university lands. A master plan to be implemented until 2040 is now in the preliminary design phase. Ultuna is home to significant cultural and ecological landscapes, and a holistic approach is called for.

Practical implications

Illustrative techniques suggest ways to synthesize knowledge by creating future scenarios that are workable in practice.

Social implications

Global challenges call for designs that enhance environmental and human resources and their capacity to regenerate over time. Sustainability objectives are particularly crucial when envisioning university campuses; the environment serves as a laboratory for researchers, teachers, students and residents of the surrounding community.

Originality/value

This paper describes an innovative process for bridging ecological principles, stakeholder perspectives and practical design strategies for sustainable campuses.

Abstract

This chapter provides an ethnographic look at higher education strategic planning through the lens of Williams College’s 2018–2020 effort to develop a 20-year plan for the institution. The critical analysis of Williams’ multi-community engagement contributes to studies of higher education and to literature in the sociocultural anthropological field of “policy as a practice of power” by applying core tenets of the field to strategic planning analysis. Drawing on 12 months of participation-observation and documentary research, the investigation brings into focus Williams’ heterarchical leadership structure and the negotiation practices that contributed to establish the legitimacy and appropriation of William’s strategic plan values. The chapter also shifts toward a contextualized perspective of strategic planning, highlighting campus community divides and the practices that contributed to bridge these fault lines and foster trust during the Fall 2019 campus-wide outreach process. Through the chapter, the analysis re-interprets beliefs of strategic planning and implementation as a top-down, normative imposition, and brings an ethnographic lens to reveal practices of negotiation, convergence, and value appropriation.

Purpose

The paper's purpose is to investigate the issues of IT governance, funding and structure of a public university in Malaysia.

Design/methodology/approach

The study uses a case study approach, i.e. a series of interviews with users and information services provider of campus information system.

Findings

The university lacks a common approach to decision making or forum for making comprehensive assessments of IT planning and funding strategy. The campus information system was developed in an uncoordinated manner, reflecting interests of different departmental units, and a decision support system is almost non‐existent. A new IT planning structure with clear roles and responsibilities is proposed to overcome existing barriers to effective campus information system.

Originality/value

This is the first study to investigate the issue of IT governance, funding and structure in Malaysian universities using a case study approach.

Abstract

Purpose

This study aims to convey lessons learned from two sustainability initiatives at Norway’s largest university. This contributes to knowledge-based discussions of how future, sustainable higher education institutions (HEIs) infrastructures should be envisioned and planned if the fundamental uncertainty of the future development of learning, researching and teaching is acknowledged.

Design/methodology/approach

This study was submitted on 24 January 2023 and revised on 14 September 2023. HEIs, particularly when they are engaged in research activities, have a considerable environmental footprint. At the same time, HEIs are the main producers and disseminators of knowledge about environmental challenges and their employees have a high awareness of the urgent need to mitigate climate change and biodiversity loss. In this study, the gap between knowledge and environmental performance is addressed as a question of infrastructural change, which is explored in two case studies.

Findings

The first case study presents limitations of ambitious, top-down sustainability planning for HEI infrastructures: support from employees and political support are central for this strategy to succeed, but both could not be secured in the case presented leading to an abandonment of all sustainability ambitions. The second case study exposes important limitations of a circular approach: regulatory and legal barriers were found against a rapid and radical circular transformation, but also more fundamental factors such as the rationality of an institutional response to uncertainty by rapid cycles of discarding the old and investing in new equipment and facilities.

Research limitations/implications

Being based on qualitative methods, the case studies do not claim representativity for HEIs worldwide or even in Norway. Many of the factors described are contingent on their specific context. The goal, instead, is to contribute to learning by presenting an in-depth and context-sensitive report on obstacles encountered in two major sustainability initiatives.

Originality/value

Research reporting on sustainability initiatives too often focuses descriptively on the plans or reports the successes while downplaying problems and failures. This study deviates from this widespread practice by analysing reasons for failure informed by a theoretical frame (infrastructural change). Moreover, the juxtaposition of two cases within the same context shows the strengths and weaknesses of different approaches to infrastructural change particularly clearly.
