Abstract

Purpose

This paper aims to propose a model, based on strategic simulation and scenario planning, to improve the decision-making process in the Brazilian defence area.

Design/methodology/approach

Participants are disposed in three levels: decision-makers team – which goes beyond the Ministry of Defence (and military services) alone and includes other representatives of the executive and legislative branches; political and strategic advisory team – civilian representatives with a broad understanding of the national and international contexts that can contribute to developing insights and shaping the forces that may contribute to the nation’s future; and experts database— experts in fields of interest to national defence, comprising representatives of several sectors and broad areas of knowledge, including scholars, scientists, politicians, military, industry, among others.

Findings

The planning and preparation of national defence strategies require a long-term approach, which is multidisciplinary, participatory and contextualized to the geopolitical and institutional frames of the country.

Research limitations/implications

However, despite many policy papers intentions, defence issues have always been considered a matter for the military arena due to the country’s cultural background.

Practical/implications

Because decisions about defence have long-range impacts and political implications, policy-makers should shape them bearing in mind a complex and politically shared foresight process.

Social/implications

This proposed planning process enables a participatory engagement with some civil organizations and individuals as well as amplifies their commitment in national defence issues.

Originality/value

The proposal is innovative in South America, considering that it encompasses integrated simulations on participatory foresight processes as well as broadened the civilian–military dynamic relationship and the diverse viewpoints in defence implications analysis to include a wider share of the Brazilian society.

Abstract

Purpose

This paper aims to propose a modeling and decision-making framework for organizational sustainability excellence of construction firms. This research aims to find how construction organizations can achieve excellence in terms of corporate sustainability.

Design/methodology/approach

This paper first reviews the literature of organizational sustainability maturity, and then differentiates its approach by focusing on organizational sustainability excellence. Organizational maturity and organizational excellence in sustainability are two approaches to organizational performance management that aim to improve organizational sustainability performance.

Findings

After a detailed model design and development process, models were run and sensitivity analysis was performed. After running various scenarios, it was shown that both workforce management and knowledge management are key components of People Capability, and they play crucial roles in the viability and sustainability performance of construction firms. Therefore, human resource development and training affect all capability areas of construction organizations without which no capability-building programs can be planned and implemented effectively.

Practical implications

Organizational excellence focuses on organizational resources, capabilities and knowledge management to determine what is driving the long-term success of organizations, whereas the organizational maturity focuses on organizational processes. This paper presents a modeling approach that can facilitate the process of policy verifications in organizations.

Originality/value

Organizations may have various options in choosing different policies, and those policies can be planned and expressed in different manners and along different scales. How can an organization determine which scenarios end up producing the desired performance results? The proposed framework presents a practical methodology that can result in the assessment of organizational excellence methodologies.

Abstract

Purpose

Sustainability in corporate real estate management (CREM) has been lately recognized as an integral part of almost every business. However, its perception might extremely differ in various industries. Sustainable CREM practices have been extensively analyzed in recent studies, yet real estate is an ambiguous field and the practices still lack holistic understanding. This research aimed to summarize and systematize the present sustainable CREM practices and propose a generic sustainability maturity model for CREM.

Design/methodology/approach

The research process was implemented in accordance with the grounded theory approach. Research data were collected in semi-structured interviews with major Finnish companies, recognized for their environmental work. The scope of the research was nine interviews.

Findings

The result of this research is the generic sustainability maturity model for CREM. It consists of 18 most typical sustainable CREM practices at the companies interviewed. The model demonstrates the value of implementing sustainable CREM.

Originality/value

Sustainability maturity model for CREM is an indicative tool for sustainability maturity assessment in CREM. The model demonstrates how CREM contributes to company's sustainability and provides a holistic approach towards the existing sustainable CREM practices. Additional practical implications of the model include sustainable CREM benchmarking and communication with stakeholders.

Abstract

Purpose

This paper aims to discuss the motivation and present the evolution from a Software Product Line (SPL) in the e-Gov Web (e-Gov Web SPL) domain to a SPL in the mobile domain (e-Gov Mobile SPL).

Design/methodology/approach

The evolution was supported by the Product Line UML-Based Software Engineering approach and the feature model.

Findings

The authors were able to observe that it is feasible to evolve from a SPL for the Web platform to a SPL for the mobile platform, with the intent to port existing Web applications to mobile platforms such that users can have access to the main information and are able to interact with the most important functionalities of Web applications in a mobile device.

Research limitations/implications

As for the main limitations, the authors can point out the small number of instantiations performed until the moment with the support of the e-Gov Mobile SPL, what prevented the conduction of an empirical study.

Practical implications

Using e-Gov Mobile SPL, it is possible to reduce development time and cost.

Originality/value

The existing SPLs do not worry about supporting the development of mobile applications corresponding to existing Web applications, as it is desirable to have access to the information and main features of these applications in mobile devices. We obtained some e-Gov Mobile SPL instantiations corresponding to e-Gov Web SPL instantiations to attend the demands of the Brazilian Agricultural Research Corporation Unit situated at Campo Grande, MS, Brazil.

Abstract

Purpose

The purpose of this research is to study and examine the influence of systematic supply risk management (SRM) on the buyer's firm performance, mainly focussing on the Indian electronics industry.

Design/methodology/approach

The study has framed a set of hypotheses on the risk management model. A thorough literature review and experts' opinion were considered in framing constructs and hypothesis for the model. We adopted self-administration questionnaires mainly focusing on the Indian electronics industry. The derived hypothesis is tested using partial least squares (PLS) method from 140 survey data pertaining to small, medium and large scale industries.

Findings

Study justify that constructs with high loadings for risk identification, risk assessment, risk reduction, and risk monitoring supports all hypothesized relation to better risk management. The model captures superior risk identification, risk control and risk monitoring for overall firm performance, but fails to justify with organization supply risk assessment process on overall firm performance.

Research limitations/implications

The study mainly focused on SRM process on firm performance. Study mainly focused on single survey responses and expert's perceptions on SRM practices in Indian electronics industry.

Practical implications

Research empirically justifies the effects of SRM process on organization performance. Furthermore, effective SRM practices assist decision makers framing corrective strategies to mitigate risk occurrences and their negative impact.

Originality/value

This empirical work provides a deep understanding of SRM process on the Indian electronics industry and their perception towards firm performance. Moreover, this is one of the few empirical studies addressing SRM practices in the Indian electronics industry.

Abstract

Purpose

This paper seeks to propose the application of future‐oriented technology analysis (FTA) to law. As law traditionally reacts after events and is resistant to change and transformation, the article argues for equipping legal activities with a set of tools, methods and approaches that enables them to acknowledge and anticipate the various possible futures that will guide society.

Design/methodology/approach

The paper describes a series of real world examples and case studies – pilot projects, research consortia and academic programmes – that are already employing FTA methodological approaches to pursue their objectives.

Findings

Based on these examples, the article explains the various benefits that the application of specific FTA methodological approaches (such as scenario‐planning, modelling techniques and backcasting) may bring to three specific legal fields: legal research, legislative drafting and law enforcement. The article also examines the prospective perils that systematically applying FTA to law may bring about. While the introduction of FTA tools and techniques to law is deemed extremely important and useful, the paper also draws attention to the problems and challenges that this entails, indicating paths for future research.

Originality/value

Future‐oriented legal studies are rare and, what is worse, the ones that exist lack proper methodology, failing to encompass the use of forecasting methods or foresight tools in the development of their studies. This paper attempts to fill the gap produced by this notorious lack of methodology in the legal analysis of the future, and presents a new methodological approach to law. It proposes the application of future‐oriented analysis (FTA) – as a common umbrella term that encompasses foresight, forecasting and technology assessment methods and tools – to the legal sphere.

Abstract

Purpose

The purpose of this paper is to illustrate and discuss how stakeholder assessment of scenarios can be used to trigger a structured and, therefore, more efficient debate amongst stakeholders about future options for achieving a more eco-efficient transport system in Europe. Particularly, it wants to explore the extent to which a distinction between the desirability and the feasibility of a potential future development can render such debates more rational and transparent.

Design/methodology/approach

The paper is based on a project on eco-efficient transport for the Science and Technology Option Assessment panel of the European Parliament (STOA). Key elements of the methods used in the STOA project were easily understandable scenarios and a survey of the main assumptions underlying the scenarios. Both the scenarios and the survey were used in a stakeholder workshop to assess the desirability and the feasibility of approaches towards establishing a more eco-efficient transport system.

Findings

The methodological approach proved helpful for collecting a large amount of valuable information in a relative short time. In particular, the distinction between desirability and feasibility was useful in mapping out the patterns of opinion amongst stakeholders and for understanding where there is common ground, where there are differences and what the reasons behind these differences are. It helped in identifying promising pathways towards more eco-efficient transport futures and in getting a better understanding of barriers and of the ways to overcome them.

Practical implications

The approach served as the basis for having a well-structured, rational and, thus, efficient debate. In practice, this factor is relevant because stakeholder involvement is crucial when it comes to transitions of socio-technical systems, such as the transport system. Keeping stakeholders motivated to take part in such participatory processes is only possible, however, if they perceive that these processes are well-structured and, therefore, efficient.

Originality/value

In contrast to many other scenario-based approaches, the scenarios in this project were understood as an input to the discussion and not as the result of a process. Furthermore, not only the results but also the underlying assumptions of the scenarios were explicitly made a topic for assessment. The differentiation between desirability and feasibility was used as a guiding dimension for the assessment.

Abstract

Purpose

Due to the warming at the automotive market in the last years and consequently the growth of vehicle production has been moved and placed emphasis on the segment. In recent years, some have known, for example, as the earthquake that struck Japan in 2011 was able to disrupt the suppliers of the country. Due to these events, supply chain risk management has become essential to the supply chain operations success. The purpose of this paper is to evaluate the supplier’s systematic selection at the automotive industry compared with the identified models in the literature.

Design/methodology/approach

A case study applied at the automotive to propose a method for selecting suppliers considering the risk management.

Findings

These results indicate that the organization has established criteria for suppliers selection, this systematic aims to identify the potential risks in the supply chain before the supplier award the project but it’s also the current practice can be improved using as reference the comparative method as applied in this study.

Originality/value

The risk management, a few discussed topic but on the rise among researches, show that the companies, especially those inserted in the automotive segment has been used different techniques for selecting suppliers to focus in a better supply chain control. Establish criteria for selecting suppliers means identifying in advanced the potential risks that the suppliers may offer to the organization during the supply to avoid any interruptions to supply.

Abstract

Purpose

This paper aims to provide an analysis of Spanish Defence National Foresight Exercise.

Design/methodology/approach

The analysis is based on a content analysis of public domain Spanish Defence National Foresight Exercise, and a study directed to analyse the impact on defence technological and industrial base.

Findings

Foresight studies on the defence and security environment uses hybrid methodologies, but rarely involve all the stakeholders, and specially the citizens. The authors place a particular emphasis on the impact of these defence and security foresight studies, and following policies to increase the competitiveness and advanced technologies in the future. The analysis of the Spanish contractors allows an evaluation of the roadmaps as a policy instrument for the industrial defence industry. The main challenges for the next exercises in the European countries are to increase the interest in the firms’ intelligence systems, and the participation and representation of citizens as a way to guarantee their rights. Therefore, a technology roadmap must be complemented with other more participative foresight methods.

Originality/value

Foresight studies on the defence and security environment have been the subject of very few systematic analyses of impact. This paper makes a contribution to such analysis.
