Abstract

Purpose – This chapter discusses the planning and construction of the bus rapid transit (BRT) system in Xiamen, analyses the existing problems and puts forward proposals about the development of BRT, in order to provide a basis for similar systems in other cities.

Methodology – The focus of the analysis is strategies for construction, including using BRT to guide urban development, building an integrated transport system, and making allowances for future upgrade of the system to light rail. In addition, the operating effectiveness of BRT is discussed.

Findings – (1) At the initial stage of rapid urban expansion, BRT can be used to encourage transit-oriented development (TOD) in the expansion of urban space. (2) The construction of an integrated transport system and the strategies of providing for later upgrade of the system to light rail improves the service quality of public transport provides for rapid growth in the passenger flows, which not only meets the current passenger requirements, but also satisfies the needs for long-term urban development.

Practical and social implications – (1) The elevated BRT has a significant influence on the urban landscape and environment, but the operating organization is inflexible. (2) The low price of the tickets has resulted in a serious operating loss.

Abstract

Purpose

The purpose of this paper is to develop a dynamic control method to improve bus schedule adherence under connected bus system.

Design/methodology/approach

The authors developed a dynamic programming model that optimally schedules the bus operating speed at road sections and multiple signal timing plans at intersections to improve bus schedule adherence. First, the bus route was partitioned into three types of sections: stop, road and intersection. Then, transit agencies can control buses in real time based on all collected information; i.e. control bus operating speed on road sections and adjust the signal timing plans through signal controllers to improve the schedule adherence in connected bus environment. Finally, bus punctuality at the downstream stop and the saturation degree deviations of intersections were selected as the evaluation criteria in optimizing signal control plans and bus speeds jointly.

Findings

An illustrative case study by using a bus rapid transit line in Jinan city was performed to verify the proposed model. It revealed that based on the proposed strategy, the objective value could be reduced by 73.7%, which indicated that the punctuality was highly improved but not to incur excessive congestion for other vehicular traffic.

Originality/value

In this paper, the authors applied speed guidance and the adjustment of the signal control plans for multiple cycles in advance to improve the scheduled stability; furthermore, the proposed control strategy can reduce the effect on private traffics to the utmost extend.

Abstract

Purpose

The purpose of this paper is to find ways to develop more efficient mass transit systems across the USA and, thus, make the best use of state/federal/municipal government funds and taxpayers’ monies. This paper conducts benchmarking studies. In doing so, this paper identifies the best-in class mass transit practices that every regional mass transit system can emulate.

Design/methodology/approach

The continuous underutilization of a mass transit system can increase public scrutiny concerning the increased investment in mass transit services. To defuse such scrutiny, this paper analyzes the past (in year 2011) performances of 515 mass transit agencies in the USA using data envelopment analysis (DEA). Also, to identify which factors influences those performances, the authors paired DEA scores for transit efficiency at the state level against a set of independent variables using a special form of regression analysis called Tobit regression.

Findings

The authors found that the greater population density of the service area, the greater number of riders can be served in a short amount of distance and time. Also, the authors discovered that the transportation mode of mass transit services could affect mass transit efficiency. On the other hand, the authors found no evidence indicating that the public ownership or private operation of transit systems could make any differences in the transit efficiency.

Originality/value

This paper is one of the few that assessed the performance of mass transit systems in comparison to their peers using a large-scale data and identify the leading causes of mass transit inefficiency. Thus, this paper helps transit authorities in handling juggling acts of protecting the conflicting interests of government policy makers against the general public and, then, make sensible future investment decisions.

Abstract

This case study chapter reviews the evidence related to TransMilenio (TM) and its ability to promote walking among Bogotá’s citizens. A historical perspective of the Bus Rapid Transit system in Latin America and Bogotá is provided as well as some of the social, environmental and cultural implications. Through a literature review, studies that specifically assessed the role of TM in the promotion of walking and active transportation were identified. In addition, experts in the field were contacted to receive additional papers or reports from the grey literature that could have been missed through the peer-reviewed literature search. In December 2000, Bogotá implemented TM. The system has been successful in reducing traffic congestion, environmental pollution and travel times, as well as improving mobility in the city. Although not initially a goal of TM, some evidence suggests that the system has also served to promote walkability in the city. TM users are more likely to meet recommendations for daily moderate-to-vigorous physical activity and for walking for transportation, reaching an average of 22 minutes per day. Despite its many benefits, TM has some shortcomings that need to be recognised and addressed. In 2014, the daily number of TM users (2.2 million) surpassed the number of users of the traditional public transportation system, but there has still been a migration of users to private means of transportation such as motorcycles and automobiles.

Abstract

Purpose

This paper aims to address the urban mobility and traffic congestion problem under environmental dynamics to improve mobility and reduce traffic congestion using system dynamics (SD) simulation and scenarios.

Design/methodology/approach

SD simulation was used to analyze urban mobility and traffic congestion. Data were collected from the Transportation Department of Surabaya City. Several scenarios to improve urban mobility and reduce traffic congestion were developed by modifying the structures and parameters of the model.

Findings

Several factors influence urban mobility, including modal split, trip frequency, delay performance and the ratio of public transport supply and demand. Urban mobility, daily traffic and road capacity are some factors that affect traffic congestion. Scenarios can be designed based on the assumptions of the proposed strategy.

Research limitations/implications

The study was conducted at Surabaya City, East Java, Indonesia, which is the fourth most-congested city in the world.

Practical implications

By implementing several strategies (mass rapid transit and bus rapid transit development and public transport delay reduction), mobility performance is projected to be improved by 70.34-92.96%. With this increased mobility, traffic congestion is projected to decline by 52.5-65.8%.

Originality/value

The novel contributions of this research are: formulating relationships between several variables; modeling dynamic behavior of urban mobility and traffic congestion; and building scenario models to improve mobility and reduce traffic congestion in Surabaya. With the increase in urban mobility and the decrease in average daily traffic, traffic congestion could be reduced by a minimum of 57.6% and a maximum of 69%.

Abstract

Purpose

This study analyses the factors that can influence the quality of service provided by the bus rapid transit (BRT) system in the state of Pernambuco. It is incipient, considering that the system was implemented in this state in 2014 to the World cup. In this context, the purpose of this paper is to identify the factors considered important for the services provided by this system and their impact on perceived quality.

Design/methodology/approach

The authors analyzed the data using exploratory factorial analysis, and linear and quantile regression techniques. Regarding the classification, this research is applied, exploratory, descriptive and in the form of a case study describing the situation experienced by the users of BRT in Pernambuco.

Findings

The results showed that it was possible to identify five factors that impact the level of satisfaction of the offered services: fluency in the provision of the service; staff training; physical conditions in the provision of the service; convenience/accessibility; and integration between transport lines.

Originality/value

With initial identification, factors 1, 3, 4 and 5 have been found to have an impact on overall service quality in a positive and statistically significant way. Factors 3 and 4 have a different impact with high- and low-quality standard perceived by users, and these should be the guiding elements by companies in establishing actions to improve the services offered.

Abstract

COVID-19 arrived in the United States and Canada at a time when the future of sustainable urban travel across the continent looked uncertain. A decade-long trend in transit ridership growth appeared to have stalled in many cities (Boisjoly et al., 2018), while automobile ownership grew. This chapter synthesises unfolding evidence on how COVID-19 disrupted some of these existing trends in North American urban transportation while accelerating others. This synthesis is organised around three themes emerging from COVID-19 in the region: declining transit ridership, increased auto ownership or auto purchase plans, and a possible ‘new normal’ of increased telecommuting. The author evaluates each theme in the context of prior trends and public policy choices feeding those trends. Untangling hype from data, the chapter concludes with recommendations on how to support travellers in the region while calling for clearer thinking from urban thought leaders and researchers on the likely long-term impact of the crisis.

Abstract

Purpose – This chapter explores the functions of institutional setting, technical requirements and local city characteristics as they affect the implementation of sustainable urban travel policies in China under the pressure of fast motorization and the constraints of energy and resource limitations.

Methodology – We reviewed the documents related to sustainable urban transport vision in China from central government and compared the motorization and urban transport policy at local city level in relation to social equity, urban transport finance, as well as the challenge of an ageing society.

Findings – The concept of sustainable development had been widely talked about in China but has not yet been effectively translated into actions in urban transport. There is a need to strengthen the synchronization of central government and local government strategies on sustainable transport in order to achieve less car-dependent cities.

Research limitations/implications – We need more research to understand the specific characteristics of the Chinese urban transport system and the constraints on the implementation of sustainable transport policy at a local level.

Practical and social implications – The achievement of a higher share of walking and cycling will greatly improve sustainable urban mobility, in terms of social equity, quality of urban life and also fossil energy consumption.

Originality – Current policy documents and implementation practice were analysed to provide the reader with a deep understanding of urban transport policy in China.
