Abstract

Purpose

The New Zealand building code has played a vital role in reducing the impact of disasters in the built environment. Following the nature of earthquake occurrences, the associated impacts such as building collapse and the increase in technological innovation in the building sector, the New Zealand building code has been frequently amended. The building code amendment ensures that buildings and other related infrastructures can withstand the impact of ground shaking without substantial damages to buildings. The purpose of this paper is to identify and explore the benefits of building code amendments in New Zealand.

Design/methodology/approach

Document analysis and closed-ended questionnaire were adopted as data collection instruments for this study. The relevant stakeholders comprise structural engineer, geotechnical engineer, architect, building services consulting engineer, licensed building practitioner, project manager, building contractor, local authority, academic/researcher and quantity surveyor.

Findings

A significant proportion of the survey participants that agreed to the importance of building code amendments in New Zealand justify the benefits of the amendments. The study serves as a useful guide to policy regulators and researchers who are exploring other aspects of regular building code amendments in New Zealand. The findings from this study suggest that amending the New Zealand building code needs a proactive approach to promote local technology, enhance low-cost construction materials, training of code users and reducing bureaucracy in design approval and construction inspection. The study concludes that improving on the 28 factors identified in this study would contribute intensively to disaster risk reduction in the built environment and an increase in compliance level in New Zealand.

Abstract

Purpose

The process followed in amending building code creates problems for code users within the building industry. These problems include the need and frequency of changes made to building code, access to updated documents, method of communication, amendment interval and amendment pathway. This study aims to explore the viewpoints of building code users regarding building code amendments in New Zealand.

Design/methodology/approach

Using a closed-ended questionnaire survey, this paper examined the New Zealand building code amendments by evaluating the views of experienced and relevant stakeholders within the research area.

Findings

A high proportion (50.90%) of the survey participants agreed to a three-years building code amendment cycle, as against the current biannual Amendment practiced in New Zealand. Findings from the study affirmed the necessity for building code amendment and the support for free amended building code documents to the public and other building standards. The study concludes with strong support to the use of intensive research and learning gained from disasters in building code amendment in New Zealand. Implementing the code users opinions encourages disaster resilience through effective application of the building code requirements in design and construction.

Originality/value

The contribution from this study offered a unique insight into the perspectives of building code users on building code amendment in New Zealand and ways of incorporating the findings in the building code later updates to improve disaster resilience in the built environment.

Abstract

Purpose

The residential construction industry has a major share in Canada's GDP. In spite of huge spending and technical advances in the residential construction sector, the current permit approval process still adheres to traditional manual permit approval process. Consequently, this has contributed to project delays and increased monetary costs to the stakeholders associated with the process. The research presented in this paper seeks to explore key issues related to the current housing development permit approval process.

Design/methodology/approach

This paper describes a proposed methodology for the automation of the residential construction development permit approval process. The proposed methodology has been incorporated into a computer system that integrates a knowledge‐based expert system (KBES), database management system (DBMS), and computer‐aided design (CAD). Various concepts related to the database structures, system architecture, process flow and user interfaces are introduced and described in the context of the development permit approval process.

Findings

This paper presents a knowledge‐based prototype for the development permit approval process that can be customized as per the needs of various cities. A case study is also presented in order to demonstrate the effectiveness of the proposed method and to illustrate the implementation of the research.

Research limitations/implications

The prototype is application‐independent and may be implemented anywhere in the AutoCAD environment. The research paves the way for the setting of drafting standards for the residential industry.

Originality/value

Prototype provides significant gains in productivity and accuracy over the current practices by minimizing the redundancies involved in the development permit approval process.

Abstract

Purpose

The purpose of this paper is to present an integrative review of the literature to understand the underlying risks of tectonic plate movements, earthquakes and possible earth tremors on Bangladesh as a country filled with waterways.

Design/methodology/approach

This study presents a review of seismic activities to present an overview of the active tectonic architecture of the region and its seismic potential with past consequence in Bangladesh region and its immediate surroundings. For the purpose of this review, peer-reviewed journals and electronic databases are the main sources for identifying studies, along with conference proceedings from the similar events and networks.

Findings

Review reveals that Bangladesh sits on three tectonic plates atop the world’s largest river delta and has blind faults, shallow faults and high amplified liquefiable zones. It has experienced few devastating earthquakes but most of the records are not documented and also a lack of proper seismic equipment could not record all the events. Also Bangladesh is ill prepared to tackle the aftermath of any strong earthquake and if an earthquake with 7 Mw or greater magnitude occurred, it would leave Bangladesh blighted by a catastrophic disaster with significant destruction of infrastructure, fire outbreaks resulting from breakdown of gas piping systems, fire from collapsed electrical lines and disruption of water connections both in urban and rural centres with greater impact on industrial cities that may not have adhered to standard building codes.

Originality/value

This paper outlined the necessity of an earthquake hazard catalogue, also preparation in sense of seismic risk mitigation and influence of decision-makers, policy institutes and professionals in ensuring infrastructure development and the building code provides for a safe environment and resilient buildings that can reduce or eliminate the risks.

Abstract

Purpose

This paper aims to address a critical aspect of post‐event recovery, namely the rebuilding of the housing stock following a devastating natural disaster. Using hurricanes as an example, challenges and opportunities are systematically discussed in hopes of sparking some further discussion and new economic models (including incentive‐based) that can help move communities toward greater resiliency and sustainability.

Design/methodology/approach

As a viewpoint paper, this paper relies on the author's experience in post‐hurricane damage investigation, structural retrofit, and design to minimize loss.

Findings

In evaluating how best to rebuild following a natural disaster, there are clear opportunities (and needs) in the areas of structural damage/loss mitigation, codes and standards, building material and system selection, and risk communication. Specific suggestions are made in each of these areas and the importance of risk‐based decision is stressed in each area.

Originality/value

This paper contributes to the ongoing and informed discussions on resiliency, sustainable design, and disaster‐resistant communities.

Abstract

In order to ensure the health and safety of occupants, buildings must be inspected to check their compliance to current regulatory requirements prompted by occupancy changes, renovations and building code revisions. Recent inspections conducted by Public Works Canada have identified about 1700 occurrences of code violations in 19 buildings. There is an enormous amount of information that can be extracted from the study mentioned above to implement a knowledge‐based expert system to assist in future building inspections. The philosophy of this expert system is to integrate both knowledge‐based and hypertext representation techniques to enable building inspectors to quickly identify code violations, refer to the code text and provide case study information that can assist in resolving a problem. The present paper describes the development framework and details of a prototype implementation known as the Health and Safety Expert System (HASES). The HASES currently addresses the requirements of ‘Section 3.4: Requirements for Exits’ of the 1990 National Building Code of Canada. The software architecture consists of an external database of building details, an object hierarchy and a rule‐base representing the code requirements, hypertext user‐interface for code text and case study information. The ultimate objective is to make this system available for field inspections using notepad computers.

Abstract

Purpose

The paper deals with the challenges and opportunities of enabling resilience of the built environment through building regulations and codes in a developing country context. The purpose of this paper is to explore how voluntary compliance can be achieved, drawing from the views of key stakeholders in this field.

Design/methodology/approach

Dhaka, the capital city of Bangladesh, is a central hub of more than 20 million people. The city is growing rapidly in an unplanned manner to host the increasing population, creating vulnerability to different hazards including earthquakes, fires and building collapses. The Bangladesh National Building Code (BNBC) and the building and planning regulations of the Capital Development Authority are the key instruments for ensuring safety, but lack of compliance is widespread. The views of relevant stakeholders on issues relating to compliance of safe building codes for ensuring disaster resilience were documented and analysed.

Findings

It was found that those involved in construction activities are in most cases not aware of the BNBC; landowners were reluctant to follow regulations and codes to avoid extra cost; and construction workers were not interested in compliance as there were no incentives. While enforced deterrence is required, it has its limitations in a context such as Dhaka. Raising awareness and building capacity at all levels can offer a way forward for voluntary compliance. Incorporation of knowledge on regulations and codes for disaster resilience into university and technical education curricula are likely to allow developing the capacity of built environment professionals and widespread awareness can be raised through training, media and public events.

Originality/value

There are many publications on building regulations and codes, but few specifically focussing on disaster resilience. Also, much of the discussion on regulations and codes deals with compliance through enforcement, but hardly any deal with the idea of voluntary compliance. There are also a lot of publications on disasters in the case study city, Dhaka, but comparatively few on building codes and regulations specifically for disaster resilience.

States use of partnering techniques between the Department of Inspections, Licenses and Permits (DILP) of Howard County, Maryland, and The Johns Hopkins University Applied Physics Laboratory (APL), a large research facility in Howard County. Abstract

Purpose

New Zealand building code may be serving its purpose to an extent, there is still a need to develop a framework to improve the use and application of building code for better building performance and services. This study aims to validate the identified parameters in the developed framework to improve building code practice in New Zealand.

Design/methodology/approach

Subject matter experts interview was conducted with key stakeholders that use building code, standards and other associated compliance documents.

Findings

The findings from this study establish the importance of improving the building code, and the efficacy of validated framework helps to identify the areas with the most pressing needs within the building regulatory system. All the subject matter experts unanimously agreed on educating and training the building code users. Besides, the validated framework will enable the policy decision-makers in the building regulatory system to promote the use of building code and the utilisation of its potentials in reducing disaster while increasing the built environment resilience. The study concludes that the designed framework will create more robust strategy implementations to enhance innovative solutions embedded in performance-based building code.

Originality/value

This study originality centres on the practical application of an evidence-based framework for performance-based building code, standards and other related compliance documents.

Abstract

Purpose

This research aims to continue previous work by the author in the field of commercial service charge management in the UK, offering a unique cross-sectoral comparison in this paper. While prior studies have approached only one sector, this study analyzes both retail and office sectors in the UK. It examines the financial reporting and administrative practices of managing agents and the overall quality of commercial service charge documents, through which it offers commentary on the standard of professional service in service charge provision. It achieves this by benchmarking performance achieved against the accounting requirements of the UK RICS Code of Practice, Service Charges in Commercial Property.

Design/methodology/approach

Data were hand collected from analysis of actual service charge documents supplied to commercial retail occupiers at 100 UK office buildings and 100 UK shopping centres during the period of 2010-2013. This process ensures authenticity by removing reliance upon third-party reporting of the said data and offers a uniquely detailed longitudinal sample.

Findings

Overall levels of compliance with the financial reporting requirements of the RICS Code of Practice for Commercial Service Charges were poor in both sectors over the period of 2010-2013. Of specific concern was the widespread failure to disclose the accounting policies used during the preparation of the service charge accounts; knowing whether the accounts are prepared using an accruals or cash basis is essential for occupier decision-making purposes. Overall, the results from this study contrast with claims by the professional body that levels of “best practice” are increasing across the service charge industry.

Research limitations/implications

The work analyzes service charge documents prepared during 2010-2013 for 100 office buildings and 100 retail shopping centres located in the UK. While the sample sizes utilized are relatively small, the paper provides a unique in-depth longitudinal analysis of commercial service charge documents that produces findings with high levels of generalizability. Content analysis was utilized to interpret the data and required some subjective judgement by the researcher.

Originality/value

The study provides a comprehensive longitudinal study of accounting and financial reporting practices for commercial service charges in the UK retail and office sectors. Sector data are original, and the paper provides a unique benchmarking approach for assessing Code compliance at each building. This structured longitudinal approach to benchmarking differs markedly from the largely anecdotal evidence offered by the profession when defending current levels of Code compliance. In addition, the paper also provides individual compliance scorecards for 695 service charge documents in order to assess compliance with nine “core” financial reporting requirements of the RICS Code. Its chief value lies in establishing actual practice standards that can be taken up as a driver for improvement – by tenants, agents, landlords and the wider profession.
