Abstract

The challenges confronting the Nigerian construction industry which led to the adoption of supply chain management (SCM) practice were evaluated in this chapter. It was discovered that the Nigerian construction industry is confronted with fragmentation and poor information management. The stakeholders within the Nigerian construction industry proposed the adoption of SCM to overcome the fragmentation and other shenanigans facing the industry. This chapter revealed that construction supply chain (CSC) practices within the Nigerian construction industry focus on waste elimination by adopting the lean concept. The focus on the lean concept could be attributed to the numerous research related to lean or the enormous waste emanating from the Nigerian construction industry. Regardless of the emphasis on lean, the Nigerian CSC is still confronted with fragmentation and heavy waste generation. Thus, this chapter proposed the adoption of principles and technologies driven by the fourth industrial revolution (4IR) is a paradigm shift for the management of CSC in the country. It was discovered in this chapter that Nigerian construction supply stakeholders had not embraced the technologies and principles of the 4IR. The failure to adopt the technologies driven by the 4IR is attributed to the absence of a CSC model that depicts the management of CSC in alignment with the 4IR. This chapter called for developing a SCM model for the Nigerian construction industry in tandem with the principles and technologies of the 4IR.

Abstract

Purpose – This study seeks to identify the factors that made Hurricane Katrina the worst disaster in American history. Although the inefficiency of the centralized government is often cited as the primary reason for failure in disaster mitigation and recovery, more fundamental reasons are left unexplored.

Design/methodology/approach – This study points out that comparative case analysis is inadequate to substantiate the claim that private actors are better responders to disaster than public agents. Instead, it takes a single case study approach of hurricane response in New Orleans. This method allows for two things: first, extending the temporal scope helps to understand that disaster management is not a single event but a cumulative result of the past responses. Second, one can trace the interplay between public and private agents rather than their separate reactions.

Findings – A series of legal conditions within the federalist framework have discouraged effective disaster management by the federal government. Using both legal and extralegal means, local actors tried to avoid the federal government's involvement in land use and building control that may prohibit local economic activities. Instead, the federal government was pressured into providing structural protection such as levee construction, which is costly yet ineffective in preventing a mega-disaster like Hurricane Katrina.

Originality/value of paper – This study warrants caution in conducting a comparative case analysis in evaluating the role of the federal government in disaster response and recovery. By conducting an in-depth case study of New Orleans hurricane response over the past 50 years, it reveals that the current government failure stems from structural and legal conditions rather than bureaucratic inefficiency.

Abstract

The authors provide new quantitative evidence of the relationship between technologies and organizational design in the context of complex one-off products. The systems that produce complex, one-off products in mature, fragmented industries such as construction lack many of the typical organizational features that researchers have deemed critical to product development success (e.g., team familiarity, frequent communication, and strong leadership). In contrast, the complexity of these products requires a diverse knowledge base that is rarely found within a single firm. The one-off nature of construction’s products further requires improvization and development by a distributed network of highly specialized teams. And because the product is complex, significant innovations in the end product require systemic shifts in the product architecture. Riitta Katila, Raymond E. Levitt and Dana Sheffer use an original, hand-collected dataset of the design and construction of 112 energy-efficient “green” buildings in the United States, combined with in-depth fieldwork, to study these questions. A key conclusion is that the mature US construction industry, with its particularly fragmented supply chain, is not well suited to implementing “systemic innovations” that require coordination across trades or stages of the project. However, project integration across specialists with the highest levels of interdependence (i.e., craft, contract integration) mitigates the knowledge and coordination problems. There are implications for research on how technology shapes organizations (and particularly how organizations shape technology), and on the supply chain configuration strategies of firms in the construction industry as well as building owners who are seeking to build the best buildings possible within their budgets.

Abstract

Purpose

Since the mid-1990s, the social model of disability has come under scrutiny. Several researchers have examined the role of ontology (philosophical ideas about the nature of what it means to be human) in relation to disability. In this paper, we situate this burgeoning understanding of disability within the set of post-cartesian ontologies, which disrupt the separation of the mind from the body and its attendant dichotomies. Furthermore, we seek to show how such a change can carry through to the research paradigm and therefore affect tangible outcomes of disability research.

Design/methodology/approach

A commitment to an embodied ontology requires first and foremost that researchers rethink what is being studied by focusing on the diverse characteristics of being and its actualization within the world. This will involve an emphasis on the lived experience of the body, including issues of affect, identity and movement, as well as broader issues of embodied being.

Findings

Using a research program currently underway at the Center for Interdisciplinary Research in Rehabilitation and Social Integration (CIRRIS) as a detailed example, we draw on the ontological framework to help articulate the way research can be re-organized. We show how projects at different scales can be brought to work together, and highlight how a focus on embodiment issues facilitates such multi-disciplinary, inter-project collaboration. We note that adopting such an ontology-based framework will accomplish three major outcomes: (1) increase the relevance and effectiveness of new projects with regard to the overall vision; (2) enhance cross-project synergies and ensure stronger ties between research and practice; and (3) contribute to shifting the underlying ontology from a more cartesian approach to a post-cartesian embodied perspective.

Originality/value

The new ontologies embrace, integrate and extend the earlier social and biomedical perspectives, and offer a critical perspective on technology. The embodied approach recognizes not only the embodiment of research subjects, but also the embodied experience of the researchers themselves. In addition, the approach leads to a more holistic organization of research within a global, interconnected structure of projects rather than simply a collection of separate projects organized into thematic areas, as was done in previous decades. This reorganization of research enhances the ability to engage academic researchers with practitioners not just in the hospital and clinical settings, but also within the wider community.

Nepal is confronted by an increasing number of natural- and human-induced disasters, making it the most disaster-prone country in the world. Landslides, floods, droughts, fires, thunderbolts, blockades, and earthquakes, among others, occur frequently. All these disasters take a high toll on people and cause heavy damage to physical properties worth billions of dollars every year. One of the recent examples in the history of disasters was the devastating earthquakes that struck Nepal in 2015 taking away human lives, destroying physical infrastructures, altering cultures, challenging institutions, and devastating the hope and ambitions of people. Thirty-three of the Nepal’s 75 districts were affected, at different degrees, and 14 out of 33 were badly damaged by the two major earthquakes on the 26th of April and the 12th of May 2015. This chapter provides a reflective dialogue on the current state of the disaster-recovery process with a focus on the delivery of recovery services aiming to (1) understand how key actors are responding to disaster-recovery works in Nepal and (2) identify knowledge gaps in the disaster response policy and research arenas in managing future disasters in Nepal.

Abstract

Building a resilient city requires detail and careful assessment of its current level of vulnerabilities and resilience. During such assessment and initiatives it should remember that there are large differences in risk and vulnerability within urban areas (Satterthwaite, Dodman, & Bicknell, 2009). It is natural to consider that the vulnerabilities and eventually the resilience level would not be same for all parts of a city, especially one that is relatively larger. A city, especially a large one, covers a substantial and often physiographically heterogeneous area with different exposures and susceptibility to hazards. Furthermore, a city's population and the conditions under which it lives are diverse. Therefore, some parts and peoples of a city may be more vulnerable than others (Klein, Nicholls, & Thomalla, 2004). In fact, cities form different microclimates within them because of the variations of land use, settlement patterns, functions, densities, and characteristics of the residential areas and their communities. All of these diversities contribute to disaster risk; in turn, these affect human development and the resilience of different parts of the city International Strategy for Disaster Reduction (ISDR).
