Abstract

Purpose

The purpose of this paper is to provide an overview of the current state of knowledge on the economic performance of genetically modified (GM) cotton worldwide based on a wide range of data and source from available literature, and second to assess yield gain and economic performance.

Design/methodology/approach

A systematic review was captured to provide the evidence of potential benefits of GM cotton. A country-specific analysis was conducted in order to compare economic indicators and employed meta-analysis to find out the significance of the different of GM cotton over its counterpart.

Findings

This paper depicts positive impact of commercialized GM cotton in terms of net revenue, and the benefits, especially in terms of increased yields, are greatest for the mostly farmers in developing countries who have benefitted from the spill over of technology targeted at farmers in industrialized countries.

Research limitations/implications

Due to the variability of the data which came from different methodologies, it is difficult to determine the differences of the performances each individual study.

Practical implications

This, it is believed that results from this study can be useful for operations of all sizes as the authors think about what needs to be focussed on for long-term producers survival.

Originality/value

The paper clearly indicates that China is the highest cotton yield of GM cotton, the lowest cost of GM seed and the lowest cost of chemical spray compare to any other countries. Therefore, this is the fact that the adoption of GM cotton has been widely spread among the farmers across the regions in China.

Abstract

Purpose

The purpose of this paper is to try to empirically answer whether the economic benefit of Bt cotton is dying away in China. As the development of the pest resistance and the outbreak of the secondary pest, it was believed that economic benefit of Bt cotton is dying away. And reduction of cotton sown area in recent years had been considered as one of the consequences. This study empirically estimates the impact of Bt cotton adoption on cotton sown area.

Design/methodology/approach

This paper uses regression techniques based on provincial level data. In addition, the fixed-effects model is used to control the impact of those time-consistent variables. Finally, several scenarios are estimated for the robustness of the estimation results.

Findings

This study shows that the adoption of Bt cotton has positive impact on cotton sown area. On the other hand, the increasing labor cost and decreasing cotton price might be the real reasons behind the decrease of cotton sown area.

Originality/value

This, it is believed, is one of the first studies to empirically answer the impact of Bt cotton adoption on cotton sown area in China, using national representative data.

Abstract

Since the 1980s agricultural biotech investments by the public sector have increased substantially in both China and India. In the last two decades there has also been a dramatic increase in private section investment in agricultural biotechnology particularly in India. The promise of major benefits of Bt cotton identified in early socioeconomic studies of Bt cotton has proven to be true. Bt cotton has spread to at least 66% and 85% of total cotton areas of China and India, respectively – wherever bollworm is a major problem. Bt cotton continues to control bollworm in both countries, and farmers continue as major beneficiaries rather than biotech or seed companies. The major impacts have been yield increases in India and reduced pesticides consumption in China. In China, evidence also suggests that Bt cotton has suppressed the bollworm population so that non-Bt cotton growers and producers of other crops that are susceptible to bollworm are also benefitting.

The chapter also provides evidence that in the near future Bt rice and Bt eggplant could have major positive impacts by reducing pesticide use and farmers’ exposure to chemical pesticides and increasing yields. Both crops were approved for commercial production by government biosafety regulators, but are not yet available for commercial cultivation.

Abstract

World agriculture faces enormous challenges in the coming decades. To feed the world adequately in 2050, agricultural production in developing economies will need to nearly double. Incremental production will mainly come from increases in yields or cropping intensities. This chapter focuses on the potential of genetically modified (GM) crops to contribute to agricultural productivity growth and poverty reduction in developing economies. On the basis of a comprehensive literature review of the most recent literature, we aim to shed light on (a) whether GM crops benefit farmers in developing economies and (b) whether GM crops that are currently in the research pipeline address future challenges for agriculture. The first part of the chapter reviews farm-level impacts of GM crops in developing economies. The second part discusses the GM crop research pipeline. GM crop markets are expected to grow in the future but not to change dramatically. We conclude that GM crops benefited farmers, including resource-poor farmers, in developing economies, but benefits are location- and individual-specific. Addressing such complexities will be required to unlock technology potentials.

Abstract

Agri-biotech multinational enterprises (MNEs) are persisting to push genetically modified plant varieties (GMV) worldwide including emerging countries as a technological solution for sustainable development. However, in emerging countries, the structure and effectiveness of regulation and compliance measures to ensure human and environmental safety are much less developed. There are three types of concerns: the economic risks faced by farmers while using existing low-yielding conventional seed varieties, in the face of inadequate institutional mechanisms and safety nets, the long-term environmental risks, and finally, risks posed by other possible externalities. In an attempt to provide some insight on the aforementioned debate, this chapter focuses on a commercially successful GMV—namely genetically modified cotton, also referred to as Bt cotton. The literature on adoption of Bt cotton is first examined, and its findings are confronted with the reality of the introduction and diffusion of Bt cotton in India to derive inferences on how MNE and emerging countries’ governments can manage coexistence. Our findings indicate that in order to be successful, MNEs have to establish the sociopolitical legitimacy of GMV through investment in outreach with regulatory authorities, government departments dealing with the environmental and bio safety, farmer groups, and nongovernmental organizations (NGOs). MNEs also have to keep in mind that pricing and high technology fee can become an impediment for the legitimization of technology. Finally, MNEs can partner with NGOs to educate and accompany farmers to maximize their livelihood, while preserving the ecological sustainability of their farm lands.

Abstract

Purpose

The purpose of this paper is to explore the potential causes of the reduction of cotton cultivation in Shandong Province of China from the perspective of smallholders and notably examine the role of off-farm employment.

Design/methodology/approach

This paper extends an integrated behavioral model to analyze the relationship between off-farm employment and cotton cultivation by taking into account farmers’ risk attitudes. A household survey data of 144 Bt cotton farmers in six villages in Linqing County, Shandong Province conducted in 2012 and 2013 is used. A simultaneous equations model is established and further estimated by using three-stage least squares method.

Findings

Although the introduction of Bt cotton has promoted the increase in cotton acreage in China from 1999 to 2007, the planting area of cotton has been decreasing since 2007. The results show the significant correlations among risk attitude, off-farm employment, and cotton cultivation. The planting area of cotton is positively correlated with farmers’ willingness to take risk but negatively associated with off-farm employment of family members. The findings imply that the rapid emergence of off-farm labor markets is a major reason for the reduction of cotton acreage in Shandong Province. In the context of the more opportunities of off-farm employment in China, cotton acreage is expected to decrease further.

Originality/value

The findings provide a reasonable explanation for the reduction of cotton cultivation in Shandong. This analysis contributes to a better understanding of the relationships among individual risk attitude, off-farm employment, and agricultural behavior, thereby adding to the literature about the application of the integrated behavioral model.

Abstract

Purpose – The objective of this chapter is to examine and provide new perspectives on the contributions of public and private R&D to biotech crop improvement.

Methodology/approach – The chapter examines a set of topics that have affected the way that research is undertaken on plant germplasm improvement and how it has changed with the genetically modified (GM) trait revolution.

Findings – Although the basic science providing the foundations for GM crops was undertaken in the public sector, GM traits and GM crop varieties have been developed almost exclusively by the private sector. The biotech events leading to GM traits are currently being developed largely by five companies – all having ties to both the chemical and the seed industries. The GM crop revolution started in North American in 1996 and has spread slowly to the largest developing countries that have large agricultural sectors, including Argentina, China, Brazil, and India, but not to Europe or Japan.

Practical implication – To shed new light on the economic reasons for private sector dominance in GM crop varietal development in selected crops but not in others.

Social implication – Shows how GM traits have contributed to technical change and declining real food prices.

Abstract

Purpose – The role of genetically modified (GM) crops for food security is the subject of controversial debates. Consequently, policy-makers are unsure whether this technology is suitable for developing countries. This chapter reviews the scientific evidence.

Methodology/approach – Starting from a food security definition, potential pathways of how GM crops could contribute to hunger reduction are analyzed conceptually. Furthermore, studies about the socioeconomic impacts of GM crop applications are reviewed. This includes ex post studies for present applications such as insect-resistant and herbicide-tolerant crops, as well as ex ante studies for future GM technologies such as Golden Rice and drought-tolerant varieties.

Findings – GM crops can raise agricultural productivity and thus contribute to better food availability. Especially when tailored to small farm conditions, GM crops can also cause income increases for the rural poor, entailing better access to food. Nutritionally enhanced, biofortified GM crops could reduce problems of micronutrient malnutrition in a cost-effective way.

Research limitations – The examples observable so far are still limited. Impacts also depend on the wider institutional setting. Like any technology, GM crops are not a substitute but a complement to much needed institutional and infrastructure improvement in developing countries.

Social implications – The fact that available GM crops already contribute to poverty reduction and improved food security has not been widely recognized up until now.

Value of paper – Results presented in this chapter can contribute to a more constructive public debate, in which GM crop risks are not discussed out of the context of actual and potential benefits.

Abstract

Purpose – The globally controversial genetically modified (GM) cotton has been adopted widely by Indian farmers. Claiming the adoption to be a success of the GM technology, the GM proponents call for a large-scale introduction of GM crops in Indian agriculture. Opposition to GM crops is largely constructed in terms of the environmental risks that GM technologies pose to crop and forest biodiversity. This chapter examines the economic and political context in which these seeds were adopted to see if adequate support mechanisms were available to farmers to facilitate adoption of the new technology.

Design/methodology/approach – A field study was conducted in Vidharbha, Eastern Maharashtra. In addition, government reports and newspaper articles were reviewed and interviews were conducted in Maharashtra and Delhi.

Findings – This chapetr finds that the problems faced by farmers are much deeper than what technology can solve or which have been addressed in the GM debate. Cotton farmers face persistent problems in the agricultural production process that increase their production costs. A spate of farmer's suicides in Vidharbha and other rain-fed regions of India epitomizes the dire conditions farmers are in. This chapter asserts that state-supported policies transformed India from a food importing to a food surplus country in the 1960s during the green revolution. However, GM cotton has been introduced without a supportive infrastructure for technology transfer in Maharashtra and most cotton-growing states. The lack of support makes the gain of cotton farmers in Vidharbha from the new technology highly uncertain.

Originality/value – This analysis shows the need to examine the role of government programs in helping farmers implement technological advances in agriculture.

Abstract

Purpose

This paper aims to study how multinational enterprises (MNEs) can best integrate legitimacy concerns into their new product-launching strategy to successfully introduce high-value hi-tech innovations in emerging countries.

Design/methodology/approach

Theoretical constructs on the role and process of legitimacy construction for the introduction of a new product are built upon the existing literature. Then they are validated and refined through the formulation and analysis of case studies of the launch of genetically modified cotton seeds by Monsanto in India and a HIV/AIDS drug cocktail by Merck in Brazil.

Findings

Legitimacy construction can serve MNEs to face challenges successfully while launching high-value hi-tech products in emerging countries. Challenges to MNEs are likely to be founded on a combination of four types of uncertainties: technological, commercial, organizational and societal. Expected challengers are public agencies and actors representing civil society. An MNE can prepare itself through legitimacy construction along three dimensions: redesign of technology, revision of marketing strategy and non-market investments. To implement the aforesaid, MNEs can engage in outreach in the form of strategic patience, market transaction, business collaboration, compromise and/or confrontation with diverse carefully chosen stakeholders.

Research limitations/implications

The authors limited ourselves to tracing only the formal interactions of MNEs, while it is well-known that many informal and backdoor activities can also accompany their growth in emerging economies.

Practical implications

Legitimacy construction can help MNEs face challenges successfully while launching high-value hi-tech products in emerging countries. This calls for an evaluation of the systemic uncertainties followed by the formulation of a strategy for legitimacy construction and implementation through outreach to diverse systemic actors. Strategic patience can yield positive returns. Market transactions can serve as economic anchors. Collaboration can be pursued with parties who can share the costs of legitimization construction and/or reduce technological and marketing uncertainties. Confrontation should be the last choice. Compromise is the most probable but not the only outreach strategy possible after a confrontation.

Social implications

Legitimacy implies product acceptance not only from the targeted consumer but also other societal stakeholders concerned with the safety and equity of the consumption in the emerging country, especially when regulations are not well-defined and/or implemented. The two kinds of societal stakeholders which are likely to monitor MNEs are public agencies and civil society groups. Public agencies will be concerned about the quantity, quality, technology or price of the innovation to be introduced. Civil society and NGOs may help the MNE act as citizen watchdogs for the environment and vulnerable communities.

Originality/value

Theoretical constructs have been developed in this paper on the sources of challenges in new product introduction, the types of challengers and the components of the firm’s legitimacy construction strategy and its implementation through an outreach strategy.
