The US Government is challenged to maintain pace as the world’s de facto provider of space object cataloging data. Augmenting capabilities with nontraditional sensors present an expeditious and low-cost improvement. However, the large tradespace and unexplored system of systems performance requirements pose a challenge to successful capitalization. This paper aims to better define and assess the utility of augmentation via a multi-disiplinary study.

Hypothetical telescope architectures are modeled and simulated on two separate days, then evaluated against performance measures and constraints using multi-objective optimization in a heuristic algorithm. Decision analysis and Pareto optimality identifies a set of high-performing architectures while preserving decision-maker design flexibility.

Capacity, coverage and maximum time unobserved are recommended as key performance measures. A total of 187 out of 10¹⁷ architectures were identified as top performers. A total of 29% of the sensors considered are found in over 80% of the top architectures. Additional considerations further reduce the tradespace to 19 best choices which collect an average of 49–51 observations per space object with a 595–630 min average maximum time unobserved, providing redundant coverage of the Geosynchronous Orbit belt. This represents a three-fold increase in capacity and coverage and a 2 h (16%) decrease in the maximum time unobserved compared to the baseline government-only architecture as-modeled.

This study validates the utility of an augmented network concept using a physics-based model and modern analytical techniques. It objectively responds to policy mandating cataloging improvements without relying solely on expert-derived point solutions.

In this paper, readers are introduced to the stories of Sarah, Ashley, and Chanelle, who represent different racial categorizations, class backgrounds, entryways into sex work, and histories of sexual victimization. These three women were each convicted as sex offenders because of their involvement in the prostitution of women or girls. This paper demonstrates that these women did not view their actions as sex offenses because their perceptions of themselves, men, women, sexuality, and prostitution were profoundly influenced by interconnecting experiences in their life histories. Child sexual abuse, economic needs, and abusive interpersonal relationships all impacted how these women viewed themselves and their actions. This paper briefly reviews the historically divisive and ultimately detrimental debate between feminists who frame all prostitution as sexual violence and feminists who advocate for full legalization of sex work. Sarah, Ashley, and Chanelle’s stories illustrate the complexities that exist within the lives of women who become involved in prostitution due to a variety of circumstances and social inequalities. Sarah, Ashley, and Chanelle were not completely hapless victims disenfranchised by their pimps, nor were they fully agentive sexual entrepreneurs unfairly targeted by the state. These women made a series of decisions based on their needs for survival, their personal economic desires, and their beliefs about men, women, and sexuality. This paper provides ample room for the women’s voices, and documents their explanations for why and how they became involved in prostitution, as well as the prostitution of other women and girls.

The rise of arts and culture is transforming citizen politics. Though new to many social scientists, this is a commonplace for many policy makers. We seek to overcome this divide by joining culture and the arts with classic concepts of political analysis. We offer an analytical framework incorporating the politics of cultural policy alongside the typical political and economic concerns. Our framework synthesizes several research streams that combine in global factors driving the articulation of culture into political/economic processes. The contexts of Toronto and Chicago are explored as both enhanced the arts dramatically, but Toronto engaged artists qua citizens, while Chicago did not.

Although there is a growing international movement toward the use of engineered or performance‐based fire safety design, current practice is dominated by prescriptive‐based design. In prescriptive‐based fire safety design, only those requirements prescribed by appropriate building regulations, installation standards, or approved documents tend to be applied. Because these requirements typically include fire protection measures, such as fire detection and signaling systems, automatic sprinkler systems, fire compartmentation, and emergency egress systems, there is often an assumption that occupants, employees, and users of a facility will be safe should a fire occur. However, there are a variety of factors that could affect the actual fire safety of a facility that comply with the appropriate regulations. Fuel type, loading, configuration, and location can change, leading to an increase in fire risk. Occupants may not see, hear or understand fire alarm signals as fire alarm signals. Fire detection and signaling systems, fire suppression systems, or smoke management systems may not be 100 percent functional at all times. Fortunately, many of these factors can be controlled for, if they are understood and addressed, within a fire safety management plan. To assist with such planning, this paper discusses various human behavior and response issues that may affect life safety during a fire or emergency, and provides suggestions for integrating these issues into a fire safety management plan.

Hurricane Katrina remains the “most destructive disaster in U.S. history” (Farber & Chen, 2006). The purpose of this article is to examine the public procurement practices followed by local government officials in and around New Orleans within the context of Hurricane Katrina, and define impacts of disaster on procurement processes. Original and primary data drawn from interviews with officials working in and with public procurement are used to examine the role of institutional culture and practices which encourage or constrain active, responsible behavior. We find that this behavior influences the quality, including the transparency and fairness, of purchasing responses.

WHETHER the political pendulum is to swing in the direction of the Right or not in the coming year we do not know. Local electors are not the only key to national ones whatever politicians may argue. That there will be a move towards that direction is probable as our people tire of the monotonies of any government. Any change will not affect libraries greatly at present as the world problems are too pressing to allow any practical discussion of domestic ones. Our only fear is that “economy” may become a cry, which means, of course, the lopping of things which are educational, cultural and otherwise not money‐making and it is only too probable that public libraries and indeed other libraries might suffer from the modern equivalent of the Geddes axe which some are hopefully expecting. On the other hand the strength of the organizations which control wages from below is such that the disastrous “cuts” of the first Geddes experiment are not likely to be repeated. And on wages the whole of our financial tructure rests. Moreover libraries have now assumed the right to exist in adequate condition and to displace them may not be so easy as it was thirty years ago; but, nevertheless on vigilance our safety still depends. The conditions are not likely at present to be propitious to any real advance. The much‐desired new Library Bill is being drafted—and should be—but its hearing does not seem imminent; the chances of building new libraries are bleak, and even repairs are to some librarians a nightmare. Confronting all these conditions is the greatly increased use of libraries which is reflected in every kind of public, university, national and commercial library. This strengthens faith in the future in spite of the immediate prospect.

The purpose of this paper is to contribute to the comprehension of the importance of “Accessible Tourism” for the specialized travel agencies by proposing suggestions and key factors to improve the supply of accessible tourism offers.

The paper adopts specialized travel agencies on the accessible tourism perspective of disabled tourist flows. Also, this paper describes the circumstances, social, politic, economic consequences and key decisions that thereby Turkey would be recognized, preferring, establishing on the intention of purchased and suggested positive word of mouth among people.

According to European Commission (EU) (2013) more than half of the individuals with disabilities in the EU made approximately 170 million day trips and a similar number of overnight trips within the EU during the 12 months between mid-2012 and mid-2013. Despite the developments in tourism, lack of product/service appropriate to the travel rights of the individuals with accessibility needs is one of the obstacles should be overcome. Accessible tourism is one of the keys for the survival of the specialized travel agencies in the future. Providing appropriate product/service by targeting the individuals with accessibility needs together with a correct approach and strategy, the specialized travel agencies will be able to have a competitive advantage and continue their activities. Also this market segment will create having sustainable activity and a golden opportunity for the specialized travel agencies in the future.

Little research has been done on accessible tourism, future development and on the impact that disabled tourists have on tourism. The paper presents suggestions on what the specialized travel agencies should do with regards to making Turkey be preferred in the future by the individuals having accessibility needs.
