Abstract

Purpose

The swivel construction method is a specially designed process used to build bridges that cross rivers, valleys, railroads and other obstacles. To carry out this construction method safely, real-time monitoring of the bridge rotation process is required to ensure a smooth swivel operation without collisions. However, the traditional means of monitoring using Electronic Total Station tools cannot realize real-time monitoring, and monitoring using motion sensors or GPS is cumbersome to use.

Design/methodology/approach

This study proposes a monitoring method based on a series of computer vision (CV) technologies, which can monitor the rotation angle, velocity and inclination angle of the swivel construction in real-time. First, three proposed CV algorithms was developed in a laboratory environment. The experimental tests were carried out on a bridge scale model to select the outperformed algorithms for rotation, velocity and inclination monitor, respectively, as the final monitoring method in proposed method. Then, the selected method was implemented to monitor an actual bridge during its swivel construction to verify the applicability.

Findings

In the laboratory study, the monitoring data measured with the selected monitoring algorithms was compared with those measured by an Electronic Total Station and the errors in terms of rotation angle, velocity and inclination angle, were 0.040%, 0.040%, and −0.454%, respectively, thus validating the accuracy of the proposed method. In the pilot actual application, the method was shown to be feasible in a real construction application.

Originality/value

In a well-controlled laboratory the optimal algorithms for bridge swivel construction are identified and in an actual project the proposed method is verified. The proposed CV method is complementary to the use of Electronic Total Station tools, motion sensors, and GPS for safety monitoring of swivel construction of bridges. It also contributes to being a possible approach without data-driven model training. Its principal advantages are that it both provides real-time monitoring and is easy to deploy in real construction applications.

Abstract

Purpose

The purpose of this study is to introduce a new type of sensor which uses microwave metamaterials and direct-coupled split-ring resonators (DC-SRRs) to measure the dielectric properties of solid materials in real time. The sensor uses a transmission line with a bridge-type structure to measure the differential frequency, which can be used to calculate the dielectric constant of the material being tested. The study aims to establish an empirical relationship between the dielectric properties of the material and the frequency measurements obtained from the sensor.

Design/methodology/approach

In the proposed design, the opposite arm of the bridge transmission line is loaded by DC-SRRs, and the distance between DC-SRRs is optimized to minimize the mutual coupling between them. The DC-SRRs are loaded with the material under test (MUT) to perform differential permittivity sensing. When identical MUT is placed on both resonators, a single transmission zero (notch) is obtained, but non-identical MUTs exhibit two split notches. For the design of differential sensors and comparators based on symmetry disruption, frequency splitting is highly useful.

Findings

The proposed structure is demonstrated using electromagnetic simulation, and a prototype of the proposed sensor is fabricated and experimentally validated to prove the differential sensing principle. Here, the sensor is analyzed for sensitivity by using different MUTs with relative permittivity ranges from 1.006 to 10 and with a fixed dimension of 9 mm × 10 mm ×1.2 mm. It shows a very good average frequency deviation per unit change in permittivity of the MUTs, which is around 743 MHz, and it also exhibits a very high average relative sensitivity and quality factor of around 11.5% and 323, respectively.

Originality/value

The proposed sensor can be used for differential characterization of permittivity and also as a comparator to test the purity of solid dielectric samples. This sensor most importantly strengthens robustness to environmental conditions that cause cross-sensitivity or miscalibration. The accuracy of the measurement is enhanced as compared to conventional single- and double-notch metamaterial-based sensors.

Abstract

This paper investigates whether an outcome-based school aid formula could improve fiscal and outcome equity significantly more than a typical aid formula would. When outcome-based formula is applied to foundation aid, fiscal and outcome equity deteriorates compared to Ohio's recent aid formula. However, when it is applied to power-equalizing aid, the latter improves fiscal and outcome equity more significantly than both foundation aid and Ohio's recent aid formula do. This paper further shows how to apply them to real-world cases. The lessons from this paper can be easily applied to similar grant systems with standardized test scores.

Concludes that because people have varying access, with regard to formal organizations, their ability to use social capital for their benefit, and the benefit of their communities, may be of short‐term duration.

Abstract

Purpose

The study investigates employees’ perceptions of green project management in Hong Kong's engineering and construction sectors.

Design/methodology/approach

Green project management attributes were identified and categorized in terms of organization and process aspects based on a literature review. A questionnaire was developed to collect responses from employees working in Hong Kong's engineering and construction sectors.

Findings

Respondents perceived “using Design for Environment approach,” “training employees about green project management” and “recycling the used or excessive materials/components” as the most important attributes. Generally, females gave higher importance ratings than males to most attributes. Respondents who had higher education qualifications or held senior positions perceived green project management attributes as more important than their counterparts with lower education qualifications or in lower positions. Green project management was found to have four distinct factors: “Management Commitment,” “Green Technologies and Processes,” “Green Partnerships” and “External Communication.”

Originality/value

The study is one of the first empirical works on green project management in Hong Kong's engineering and construction sectors. It demonstrates that green project management should be characterized as a multidimensional concept.

Abstract

Purpose

The process of fashion design varies between market segments, yet these variations have not yet been properly explored. This study aims to examine the fashion design process as practised at the mass-market level, as this is the most vibrant and the largest market segment in terms of production volumes and sales.

Design/methodology/approach

It is observed that 15 semi-structured interviews were conducted with mass-market fashion designers. Key activities of the mass-market design process were identified and a comparative analysis was conducted with the general design process.

Findings

The mass-market design process is found to prioritise profits rather than aesthetic aspects, with the buyer exercising more power than the designer. This hinders creativity, which, in turn, may impede a move towards more environmentally benign designs.

Originality/value

The clothing industry is responsible for high environmental impacts and many of these impacts arise through decisions made in the design stage. In particular, the mass-market for clothing because of its high volume of sales and fast throughput, accounts for a great deal of the impact. However, little is understood about the design process that is practised in the mass-fashion market. This paper fills the gap by developing a framework that describes the mass-market design process. Understanding the design process will enable progress to be made towards achieving the United Nations Sustainable Development Goal 12: Responsible Consumption and Production.

Purpose

Limited funding to maintain and preserve short‐line railroad (SLRR) bridge infrastructure requires that important priority decisions be made on an annual basis. The compartmentalized, dispersed, and diverse nature of many SLRR owners and operators is such that there is a need for a coordinated and centralized effort to evaluate the state‐wide system as a whole, to ensure the most effective overall resource allocation and also identify assets that either outperform predictions or consume disproportionate levels of resources for maintenance and operation, allowing for review of design and construction practices. The purpose of this paper is to examine the state of the art for railroad bridge population management and resource allocation decisions and to develop a state‐wide SLRR bridge prioritization methodology, to be used as a tool by a state agency to assist in allocating limited public funding for bridge maintenance, rehabilitation and replacement activities.

Design/methodology/approach

A literature review examining the state of the art of railroad bridge population management and resource allocation decisions was conducted, which provided the foundation for the development of a bridge prioritization algorithm. A state‐wide survey was conducted to develop a bridge database. A detailed evaluation of a statistically significant sample of bridges was conducted, to determine the structural and maintenance needs and preservation status of sub‐populations. The research team developed methodologies, applicable to the entire population, to develop a ranking of bridge preservation candidates.

Findings

A risk‐based prioritization algorithm is proposed to assign a relative risk score to each bridge in the population. The algorithm provides a management tool for making more effective maintenance and preservation decisions. Additionally, the bridge database allows managers to examine sub‐populations according to structural parameters to evaluate performance.

Originality/value

The revisable, modular framework of the prioritization algorithm provides a simple, effective and versatile tool for asset management and evaluation. The present proposal of this new prioritization methodology for SLRR bridges is a valuable tool for agencies faced with making rational decisions with limited information. Such a methodology does not currently exist in the literature and is of significant interest to short‐line owners/operators and state transportation agencies.

Purpose

Drawing on the transactional cost economics (TCE) perspective, we aim to investigate the effects of the balance and imbalance between contractual and relational governance on a firm's bridging responses to supply chain disruptions. By adopting the institutionally contingent perspective, we further examine the moderating effect of cultural distance on the relationship between governance mechanisms and bridging responses.

Design/methodology/approach

Based on data collected from 183 firms in China, we use polynomial regression and response surface analyses to test our research model.

Findings

The bridging responses increase along with an increasing balance level between contractual and relational governance and decrease along with an increasing imbalance level between contractual and relational governance. Moreover, the positive effect of balance between contractual and relational governance is strengthened by a large cultural distance. We also find that a large cultural distance amplifies the negative effect of the combination of high relational governance and low contractual governance yet weakens that of the combination of high contractual governance and low relational governance.

Originality/value

Our study provides nuanced insights into the effects of the balance and imbalance between contractual and relational governance on bridging responses and into the cultural boundary conditions under which these effects vary.
