Abstract

Charitable Choice Policy, the heart of President Bush’s Faith‐Based Initiative, is the direct government funding of religious organizations for the purpose of carrying out government programs. The Bush presidential administration has called for the application of Charitable Choice Policy to all kinds of social services. Advocates for child‐abuse victims contend that the Bush Charitable Choice Policy would further dismantle essential social services provided to abused children. Others have argued Charitable Choice Policy is unconstitutional because it crosses the boundary separating church and state. Rather than drastically altering the US social‐policy landscape, this paper demonstrates that the Bush Charitable Choice Policy already is in place for childabuse services across many of the fifty states. One reason this phenomenon is ignored is due to the reliance on the public‐private dichotomy for studying social policies and services. This paper contends that relying on the public‐private dichotomy leads researchers to overlook important configurations of actors and institutions that provide services to abused children. It offers an alternate framework to the public‐private dichotomy useful for the analysis of social policy in general and, in particular, Charitable Choice Policy affecting services to abused children. Employing a new methodological approach, fuzzy‐sets analysis, demonstrates the degree to which social services for abused children match ideal types. It suggests relationships between religious organizations and governments are essential to the provision of services to abused children in the United States. Given the direction in which the Bush Charitable Choice Policy will push social‐policy programs, scholars should ask whether abused children will be placed in circumstances that other social groups will not and why.

Abstract

Purpose

Intercountry adoptions (hereafter ICAs) in the USA are a form of sale of children. According to international policy, sale of children is an illicit social practice that involves improper financial gains by at least one party. Sale of children is a threat to legitimate ICA. The purpose of this paper is to analyse the policy and practice of ICAs in the USA, including pricing arrangements, demonstrate that US ICAs, which can have humanitarian aims and be legitimate forms of family development, comprise sale of children.

Design/methodology/approach

Internet searches and e-mail inquiries were used to obtain ICA cost data for a randomised sample of 10 per cent of the agencies in the USA that facilitate ICAs.

Findings

Cost information was obtained from only 25 per cent of the sample, suggesting lack of transparency in and available information about monetary costs of US ICAs. A range of US$12,000 to $40,000 suggests that US ICAs are expensive and costs vary. Large, undisclosed fees in the form of “required donations”, agency fees, and extensive foreign travel requirements imply third party economic gains are made through US ICA transactions.

Practical implications

US ICA agencies should disclose costs and employ transparent practices. US policies regulating ICAs should be clarified and strengthened. The US Government should ratify, implement, and enforce major children’s rights international policy standards.

Social implications

International demand for adopted children may encourage child trafficking, child laundering, and kidnapping for profit (see Smolin, 2005), putting children, adoptive families, and birth communities at risk of breaches of basic human rights.

Originality/value

No study has offered systematic analysis of monetary costs of US ICAs and linked this analysis to policy and legitimacy of social practices.

Begins by considering whether the economic theory of the supply, nature and demand for biographies developed by James M. Buchanan and Robert Tollison might apply to this autobiography. Outlines Tisdell’s experiences in his pre‐school years (1939‐1945), at school (1946‐1956) and as a university student (1957‐1963). Covers the period of his first appointment as a temporary lecturer at the Australian National University (1964) and of his postdoctoral travelling scholarship (1965) which took him to Princeton and Stanford and the period of his employment from 1966 onwards. His family and its history are given particular attention.

Purpose

The purpose of this paper is to define a framework for urban tourism development, providing a rationale for tourism planners pursuing a competitive, sustainable and inclusive tourism destination model for urban settings.

Design/methodology/approach

A conceptual framework is proposed, discussed and exemplified in a specific geographical context.

Findings

The soft urban tourism development framework adopts a place-based approach to tourism destination building and suggests an integration method grounded in tourism urbanicity.

Research limitations/implications

The proposed tourism development model is based on theoretical premises. Empirical research should test the potential and pitfalls of this approach.

Practical implications

The proposed framework is a cognitive tool for strategy making in those cities that either need to radically re-envision city tourism or are attempting to build an urban tourism destination from scratch.

Originality/value

The paper contributes to the urban agenda in tourism studies. It proposes a framework emphasising the urban character of tourism and exploiting the multifunctionality of urban contexts for competitive niche tourism development.

Abstract

Purpose

The purpose of this paper is to study the external sources of knowledge that better exploit internal knowledge in order to innovate.

Design/methodology/approach

A balanced panel of 1,266 firms that respond to the Survey of Business Strategies for a five-year period was used, which represents a total of 6,330 observations.

Findings

The influence of the absorptive capacity on new products is significant, with an inverted U-shaped relationship. The interaction between external sources of knowledge and firm ' s absorptive capacity has a negative effect on innovation up to a certain level (substitution effect), after which that interaction improves the innovation of firms, displaying a complementary effect.

Practical implications

Firms with excess of internal sources of knowledge do not obtain better innovative results because overtime firms tend to inertia and need external sources of knowledge to obtain new knowledge. Firms must be conscious that the effect on innovation of using a strategy of external knowledge acquisition could be different depending on their internal knowledge base level. Thus, those firms that select their strategies to combine knowledge appropriately will have better results.

Originality/value

This paper reveals that the positive effect of internal sources of knowledge on innovation decline after it reaches a high level because those firms with strong absorptive capacity may enter a state of organizational inertia that reduces their innovation. This research enhances the importance of identifying each of the external knowledge sources likely to be used, since their influence on innovation differs depending on the level of internal knowledge. Finally, this study is based on panel data models, which allows us to control unobservable heterogeneity improving earlier studies that had to rely on cross-sectional data.

At the end of 1999, Bookmark and KinderNet5 took the initiative to develop a child‐friendly ‘kids community’ on the Internet. The first version of the site went online at the end of March 2000 and is called Kaboem (www.kaboem.nl). The initiators of Kaboem are convinced that the combination of Bookmark and KinderNet5 is an excellent starting point for a successful future for Kaboem. KinderNet5 has experience in the kids marketplace and is the market leader broadcast organisation directed at children. Bookmark is actively involved in the development and implementation of new marketing, virtual community marketing and e‐commerce strategies together with clients like Philips, VNU and SENS/State Lottery.

Abstract

A pooled income fund (PIF) is one of the methods created under the 1969 Tax Reform Act whereby a taxpayer may make a tax‐deductible remainder gift to a charitable organization. The fund, established by a charitable organization to receive irrevocable gifts from at least two donors, pays current income to the individual beneficiaries for life, but at the termination of each income interest, the allocable principal must revert permanently to the charitable organization. In recent years, a number of PIFs have been offered to the public by charitable organizations through broker‐dealers or related entities. There are numerous securities‐law issues implicated by the sales of these PIFs, including: (i) whether broker‐dealers may solicit donations to such funds and receive compensation for their solicitations; (ii) the effect of the broker‐dealers’ solicitation and receipt of compensation have on securities registration for the PIF or units offered therein under the Securities Act of 1933, the Securities Exchange Act of 1934, or the Investment Company Act of 1940; (iii) whether staff and persons affiliated with the sponsoring charity, including parties assisting them in the marketing of such pooled income funds, also should be permitted to solicit donations; (iv) whether such charities or persons, or parties assisting them in the marketing of such pooled income funds, then should be required to register as broker‐dealers; (v) what securities licenses may be required of the aforementioned parties; and (vi) whether there are ways to design the manner in which third parties other than broker dealers are compensated to resolve any potential issues arising from answers to the previous questions. This article first sets forth the applicable law involved in the analysis and then attempts to answer each of the issues presented above.

THE London and Home Counties Branch is fortunate in having close at hand watering places which can house its Autumn or other Conferences conveniently. Hove in fair weather in October is a place of considerable charm; it has many varieties of hotel, from the very expensive to the modest; it is used to conferences and the hospitality of the Town Hall is widely known. This year's conference was focused in the main on problems of book‐selection which, as one writer truly says, is the main purpose of the librarian because all his possibilities hang upon it. The papers read are valuable because they appear to be quite unvarnished accounts of the individual practice of their writers. Of its kind that of Mr. Frank M. Gardner is a model and a careful study of it by the library worker who is in actual contact with the public might be useful. For his methods the paper must be read; they are a clever up‐to‐minute expansion of those laid down in Brown's Manual with several local checks and variations. Their defects are explained most usefully; there is no examination of actual books before purchase and bookshops are not visited, both of which defects are due to the absence in Luton of well‐stocked bookshops; a defect which many sizeable towns share. We find this remark significant: “The librarian of Luton in 1911 had a book‐fund of £280 a year for 30,000 people. I have nearly £9,000 for 110,000. But the Librarian in 1911 was a better book‐selector than we are. He had to be, to give a library service at all. Every possible purchase had to be looked at, every doubt eliminated.” We deprecate the word “better”; in 1911 book‐selection was not always well done, but Brown's methods could be carried out if it was thought expedient to do the work as well as it could be done. The modern librarian and his employers seem to have determined that the whole of the people shall be served by the library; that books shall be made available hot from the press, with as few exclusions as possible. No librarian willingly buys rubbish; but only in the largest libraries can a completely comprehensive selection practice be maintained. Few librarians can be quite satisfied to acquire their books from lists made by other people although they may use them for suggestions. How difficult is the problem Mr. Gardner demonstrates in connexion with books on Bridge; a shelf of apparently authoritative books might possibly contain not one that actually met the conditions of today. If this could be so in one very small subject, what might be the condition of a collection covering, or intended to cover, all subjects? Librarians have to be realists; orthodox methods do not always avail to deal with the cataract of modern books; but gradually, by cooperative methods, mechanical aids and an ever‐increasing staff devoted to this, the principal library job, much more may be done than is now possible.

Abstract

Cuba’s 1959 Revolution brought about dramatic changes not only in that island‐nation but also in the USA. Cubans, and later Cuban‐Americans, have changed the face of Miami and south Florida. The economic and social successes of Cuban‐Americans, the third largest Latino group in the USA, are prevalent in scholarly and popular literature. In this annotated bibliography, the author presents journal articles, chapters in books, books, and human rights reports, published between 1990 and 1998, as well as World Wide Web sites, that discuss the Cuban‐American experience. Articles from the popular literature are not included, nor are materials that deal primarily with Cuba or Cuba‐USA relations.

Abstract

Purpose

In a very personal reflection, this paper aims to trace the academic trajectory of a female marketing academic in a very male-dominated discipline. It also highlights the struggle balancing work and family, as well as protecting an immigrant identity in a foreign culture.

Design/methodology/approach

Given the period and unique conditions of the author’s academic journey, this highly personal retrospective account is based on recall of significant events that have shaped my singular experience. It attempts to capture the experience of an immigrant female novice navigating not only a foreign culture but also a very male-dominant discipline.

Findings

While times have changed and gender barriers are lower today, challenges remain. In addition, the set of choices faced by women with partners in the same discipline differ significantly and complicate the family-work balance decisions. There is no one set of path that can be followed.

Practical implications

While there is a professional cost to deviating from the mainstream, pursuing alternatives to the dominant topics is vital to advancing the health and relevance of the marketing discipline. The relationships between marketing and development have been an important topic for me; however, these macromarketing topics continue to be neglected. Given the current socio-economic-political conditions globally, perhaps future marketing scholars will devote greater attention to these topics.

Originality/value

This is purely the author’s personal reflection of a journey that began accidentally. It also occurred in the 1970s when women were rare in the business world, particularly business academia. It offers a retrospective comparison to male peers who, aside from their individual talents and history (Belk, 2017; Firat, 2014; Holbrook, 2017), were achieving their professional goals at a similar period. It also provides some historical context that can be compared to experiences of other female pioneers in marketing academia and marketing practice (Bolton, 2017; Tadajewski and Maclaran, 2013; Zeithaml, 2017).
