Abstract

Purpose

The purpose of this paper is to analyze and compare the regulations and public policies for the universalization of telecommunications services taken by OECD countries and by Brazil.

Design/methodology/approach

This analysis was mainly based on OECD reports, on the legislation of the Brazilian telecommunication sector and on scientific articles and news related to the theme.

Findings

In accordance with the initiatives taken by OECD countries and with recent innovations arising from next generation networks, mainly based on internet protocols platforms, Brazil has also included broadband services in its universalization regulatory agenda. At the same time, the country has established several public programs aimed at expanding access to those services.

Practical implications

Nevertheless, it is pointed out that there are still many challenges to an increase in Brazilian broadband penetration rates.

Social implications

Therefore, it is suggested that, in Brazil's case, some of these problems could be overcome through a direct government intervention in association with competition and industrial policies.

Originality/value

The paper emphasizes that, although in line with the regulatory measures taken by developed countries, Brazilian telecom policies must be adapted taking into consideration the idiosyncrasies of this underdeveloped country.

Abstract

Brazil’s telecommunications sector has been going through a process of privatization that will change conditions for information technologies (IT) diffusion among Brazilian firms. The impacts of privatization will be especially important to Brazilian firms that are still in the early stages of IT diffusion, such as small‐ and medium‐sized enterprises (SMEs). The aim of this paper is to discuss the impacts of privatization of telecommunications on IT diffusion among Brazilian SMEs. The paper will first analyze the factors that stimulate SMEs to adopt IT, such as the positive impacts on competitiveness. The paper will then describe how the changes that are taking place in the telecommunications sector can influence IT diffusion. In the third section, the paper will consider the case of Brazil, discussing the specificities of IT diffusion in SMEs from developing countries. As a conclusion the paper will discuss how policy measures can be taken so that Brazilian SMEs can benefit from the changes in the telecommunications sector.

Abstract

Brazil has one of the largest millennial populations in the world and offers a key case study of an important slice of time: the adolescence of millennials in the 2000s. This case study offers important insight into a unique Brazilian dynamic, the LAN house phenomenon: a Brazilian solution to spreading digital technologies to the economically disadvantaged. This chapter explores the social roles and functions LAN houses played to the Brazilian youth, ages 12–15, in the 2000s, when they were first introduced in Brazil. Three research questions guided this investigation.

RQ1. What were the main uses and gratifications of LAN house use among the youth in Brazil in the early 2000s?

RQ2. What was the social construction of “Internet” and “LAN house” among the Brazilian user of LAN houses and its potential to foster advancement?

RQ3. What key roles do LAN houses play today?

Two distinct methods of the study were employed: a survey and textual analysis. The results showed that Brazilian youth used the LAN houses to check Orkut (a social network site), e-mails and the Microsoft System Network (MSN chat), download music and play games. The internet was mostly perceived to have a negative influence, have bad content and serve as a distraction. With the changes in telecommunication and mobile use, the LAN houses have diversified their services, still offering opportunities for gaming and socialization, but also catering to older and working class by providing services such as government document digitalization and preparation. This case study has implications or the introduction of digital technologies to adolescent populations in the growing economies and developing nations.

Abstract

Purpose

The purpose of this paper is to analyze the innovation process of organizations representing the main sectors of Brazilian economic activity.

Design/methodology/approach

The literature review focuses on analyzing the innovation process characteristics regarding the innovation types. The authors carried out interviews with executives and managers in charge of innovation at the leading large companies in the respective sectors analyzed. The data analysis of this qualitative research was structured in three steps. The first step is the analysis of data collected for encoding, the second step, the summarization of the common points presented by the companies in each sector and, finally, the interpretation of these data, aided by triangulation from secondary data that support the analysis of the collected primary data.

Findings

The main contribution of this study is to characterize the innovation process of organizations representing the main sectors of the Brazilian economy, with a classification regarding the sectoral innovation standard.

Practical implications

The authors’ intent is that the paper can contribute with a comparative analysis among companies of the same sector and, subsequently, among companies of the different surveyed sectors. Thus, the characterization aims to present the companies’ innovation process and the comparative analysis aims to verify the innovation sectoral patterns. In addition, as implications for management practice, some strategies for better knowledge management in the organization are suggested for each type of innovation.

Originality/value

The main theoretical contribution focuses on the development of a conceptual model that structures the analyzed variables of the constructs “innovation process” and “innovation sectoral patterns”, allowing not only the characterization but also the comparative analysis of the representative organizations present in the sample.

Abstract

Purpose

This chapter explores the adaptation and evolution of stand-alone CSR reporting in two different political economies and late-capitalist countries: Brazil and South Korea. Instead of selecting between new institutionalism and the varieties of capitalism (VOC) approach, this study attempts to explore how the interaction between converging and diverging pressures appears in the adaptation and evolution of stand-alone CSR reporting (i.e., cross-fertilization process) in two countries.

Design/methodology/approach

Using qualitative content analysis this study focuses on the frameworks of CSR reports and the way CSR issues are described within the stand-alone CSR reports of four telecommunication companies in Brazil and South Korea.

Findings

Even though CSR reports in both countries have become similar due to the convergence of frameworks of CSR reporting, the key themes and the representation on each theme are still embedded within each form of market economy: a hierarchical market economy (HME) in Brazil and a network market economy (NME) in South Korea. From a cross-fertilization perspective, this chapter shows that the adaptation and evolution of CSR reporting occurs at two different levels of CSR reporting.

Value

This study has three major values. First, it explains the two different levels of the adaptation and evolution process of CSR reporting by bringing a dynamic cross-fertilization view. Second, it provides a qualitative study that focuses on the content of CSR disclosures instead of the quantity of those disclosures. Lastly, it contributes to the academic and practical research on CSR in late-capitalist countries and in two under-researched types of political economies.

Abstract

Purpose

This article seeks to discuss LUZ, a Brazilian energy supplier that has decided to use their network for telecommunication.

Design/methodology/approach

This case describes the acquisition‐process from the perspective of the ESCRA sales manager, whose actions are analyzed, evaluated and discussed in class.

Findings

LUZ, a Brazilian energy supplier, has decided to use their network for telecommunication. They found a subsidiary named LUZATEL for purchasing the required IT equipment. Four IT companies make it to the short list. One of them is ESCRA. ESCRA is a large Swedish producer of telecommunication equipment, who has recently started to additionally offer IT solutions.

Originality/value

This paper uses a Brazilian energy supplier as a case study.

Abstract

Purpose

The economic realignment in Latin America has created two clusters, one stagnant in the north and the other growth-bound in the south. This study aims to focus on Brazil, the key player in the growth-bound southern cluster, and address three fundamental questions: how Brazilian executives in four B2B sectors (telecommunications, business equipment, steel, and transportation) viewed the internal competitive developments, how they strategically responded to these developments, and what were the marketing and financial outcomes of these strategies.

Design/methodology/approach

Data were obtained by interviewing top decision makers such as president, chief executive officer, and director of the companies.

Findings

Findings show that the intensity of competitive pressures due to globalization varied by sector and so did strategic responses of firms. Marketing and financial performance outcomes also varied by sectors.

Originality/value

The study adds to the growing literature on competitive market developments, strategic responses and performance outcomes of firms in Brazil, an important emerging economy and the key player in the southern Latin America cluster.

Abstract

Purpose

The paper seeks to examine the evolution of regulatory accounting within the context of the Brazilian electricity sector reforms. The paper traces the process of the reforms and the development of the regulatory accounting system.

Design/methodology/approach

The paper is based on data collected from various documents including those published by the regulator (such as laws, resolutions and technical notes), as well as information from distribution companies and other government agencies.

Findings

It is found that regulatory accounting played different roles under the different electricity sector reforms implemented in Brazil. For example, regulatory accounting was minimally used during the first reform, and this brought a range of problems of implementation and consolidation of the electricity sector model. However, regulatory accounting played an essential role in the regulatory framework under the second reform, and this in part contributed to addressing some of the problems of the sector.

Originality/value

This is the first study that describes and explains the Brazilian electricity sector reforms by analysing the so‐called core issues in regulatory accounting and tariff review process. The paper contributes to the literature by providing a broader picture of the interconnection between regulatory accounting and the regulator's objectives.

Abstract

Purpose

This paper questions currently accepted arguments about the impacts of pro-market reforms in the internalization of emerging country firms, through an in-depth analysis of the Brazilian case, thus revealing new dimensions to add to the extant literature.

Design/methodology/approach

Historical analysis is the central mode of investigation leading to a commitment of offering historically grounded explanation for pro-market reform impacts in the Brazilian industry.

Findings

Outcomes reveal that the impacts of pro-market reforms depend on (a) the purpose of their adoption, (b) the compatibility with the features of the local institutional context, and (c) the relative bargaining power of local firms vis-à-vis foreign multinationals.

Research limitations

The research is based on the Brazilian experience only which is indicative of what may have happened in other Latin American countries; however, the analytical approach may be extended to the study of other emerging countries.

Practical and social implications

By having a systemic perspective encompassing the different actors and the interdependence among themselves, it allows for an enhanced view of the factors which led to the adoption of pro-market reforms and the forces which acted for its configuration, thus helping policy-makers to better approach industrial policy-making.

Originality

A longitudinal perspective within a historical analysis is adopted, focusing on the interplay of macro-level and firm-level factors, resulting in a better understanding of the reasons which led to the adoption of pro-market reforms, the resistance to its implementation and its real outcomes.

Abstract

Purpose

This paper aims to analyse structural changes within the Brazilian mobile telecommunications market. More particularly, the paper aims to highlight why the market was fragmented and identify drivers for its subsequent consolidation.

Design/methodology/approach

Comparative case studies are used to understand change in the Brazilian mobile telecommunications market. The evolution of the market is described and key factors driving change identified.

Findings

This paper shows how each of the leading mobile telecommunications groups in Brazil employed a different strategy, both for entering into the fragmented market and for participating in its subsequent consolidation. Attention is also drawn to the role of government in determining market structure, not least in terms of its rationale for initially fragmenting the market in order to encourage foreign investment.

Originality/value

This paper provides a detailed analysis of structural change within the Brazilian mobile telecommunications market. In doing so, it sheds light on the role played by foreign telecommunications companies in the transformation of one of the world's largest, but often overlooked, telecommunications markets.
