Abstract

This chapter examines the internationalisation of public higher education in Brazil using the theoretical triptych of internationalisation as developed by leading scholars in the field: internationalisation at home (IaH), internationalisation abroad (IA), and internationalisation at a distance (IaD). This framework – while rooted in knowledge, systems, and scholarship from researchers and institutions in the Global North – is a constructive tool for categorising and understanding internationalisation at Brazil’s higher education institutions (HEIs) when coupled with an exploration of the history, context, policy, and dynamics of internationalisation efforts. The chapter then summarises and underscores recent and important scholarship by Brazilian researchers and others in the Global South that describes the history of the nation’s internationalisation efforts. It also critiques the powerful influence that Global North-centred objectives and priorities for internationalisation have on the process at Brazilian HEIs. Following a discussion of the theoretical framework and relevant literature, the chapter provides a case study of internationalisation efforts and initiatives of an elite public university, the Universidade Federal de Minas Gerais (UFMG). Content analysis of UFMG’s website and publicly available reports and data demonstrates a high level of institutional internationalisation that has unfolded in recent years, stimulated by federal funding and guided by a strategic framework developed within the Ministry of Education. An analysis of UFMG’s mission, partnerships and programmes finds that the institution serves as an example of internationalisation in Brazil’s public higher education context, as its programmes and initiatives exemplify the overarching objectives of internationalisation in Brazilian higher education.

Abstract

Purpose

This study aims to discuss to what extent are WMPs practical tools for circular and sustainable waste management in universities, presenting, therefore, a case study of the usage of WMP in the Brazilian public universities and comparing this scenario with the international context.

Design/methodology/approach

The WMPs were identified by online search and analyzed according to qualitative indicators (spatial-temporal distribution, year, extent and virtual availability), and through circularity and sustainability criteria, using a proposed checklist.

Findings

Even being mandatory instruments, only 17% of the 103 public universities in Brazil had a WMP identified, and, among these plans, 55% were restricted to healthcare services waste, only 15% covered all university campuses. Although most of the available plans indicate measures for more sustainable waste management (e.g., recyclable waste collection on campus), they lack specific deadlines for presented goals on waste management, treating waste management at a more emergency pace than in well-structured long-term planning.

Originality/value

Numerous studies have discussed waste management strategies for universities worldwide, but few have addressed the usage and structure of WMPs. A case study of the Brazilian situation in light of the international scenario is of great value in understanding the differences between universities in terms of waste management, and with strong potential to support the structuring of more solid environmental policies in universities, especially in developing countries.

Abstract

Purpose

This paper aims to assess the level of compliance of the Integrated Management Reports of four Brazilian public universities with the International Integrated Reporting Framework.

Design/methodology/approach

The authors carried out documentary research on the management reports of four Brazilian public universities for the period 2018–2020. For the analysis, the authors developed a Disclosure Index (DI) that analyzes the content of the reports and allows them to verify the quality of these institutional documents.

Findings

The results show that two universities present low quality of their reports with a disclosure rate lower than 50%, while the other two demonstrate evolution in the quality of reporting over the years. In addition, the findings point to the need for greater conciseness in the preparation of reports and accessibility of disclosures, as well as inclusion of the impacts of organizations’ activities on society and the environment.

Practical implications

This research brings relevant contributions by identifying points of improvement in the dissemination of information by management reports from an Integrated Reporting approach and by identifying the need to adopt strategies that expand the understanding and knowledge of the preparers about this new approach.

Originality/value

The authors adapted a DI to measure the adhesion of the management reports of Brazilian universities to the Integrated Reporting approach. The results will be of interest to public organizations that seek to improve information disclosure based on an Integrated Reporting approach.

Abstract

Purpose

This study aims to analyze the extent to which sustainability and its related core aspects have been integrated in the curricula of Business Administration programs in Brazilian federal public universities over the past ten years.

Design/methodology/approach

A longitudinal exploratory study, with a descriptive scope, was carried out to evaluate the changes that have occurred in the curricula between the years 2011 and 2021. The analysis focused on the Pedagogical Project of the Business Administration programs offered by the Brazilian federal universities identified in the e-Ministry of Education’s (MEC) database of higher educational institutions and course registration. From the total number of federal universities identified in the e-MEC, about 90% were considered for the research.

Findings

The number of courses related to sustainability in Business Administration programs increased considerably in ten years. However, these courses still represent a low percentage of hours in the overall curriculum. Moreover, almost a third of Business Administration programs may produce graduates who have never addressed sustainability during their studies.

Research limitations/implications

This research does not consider other aspects of the curriculum beyond courses, nor does it collect primary data that allows for inferences about the transversal nature of the theme.

Practical implications

This study contributes to monitoring the performance of Brazilian federal universities teaching sustainability and its related core aspects in Business Administration programs. This updated panorama may aid in the search for strategies to expand actions related to education for sustainability (EfS) in educational institutions (EIs).

Social implications

This study presents some of the impacts of implementing the national environmental education curriculum guidelines. This study encourages discussion about EfS in Business Administration programs and in public EIs, which are important actors for promoting sustainable development.

Originality/value

To the best of the authors’ knowledge, this is the first longitudinal study that maps the courses related to sustainability in Business Administration programs at Brazilian federal public universities. This study offers the first responses to a broad and complex topic, of a region and disciplinary field, of which there are not many studies done, opening doors to subsequent investigations.

With just a small proportion of the population holding a college degree, the material and symbolic advantages of higher education are quite substantive in Brazil. In the last decade, social demand led to the expansion of public universities and the adoption of affirmative actions. Using data from four public universities in the state of São Paulo, the paper shows an increase in the numbers of students from lower-income and less educated families. Their relative inclusion, however, has reproduced the traditional social segmentation in Brazilian higher education, keeping access to prestigious majors more difficult to those with fewer resources.

Abstract

Few people with special educational needs (SEN) had access to higher education in Brazil until the 1980s, mainly due to their lack of access to basic education and a lack of specific public policies for this population. It was only in 2003 that the Brazilian government implemented strategies for the dissemination of the factors referring to inclusive education. The objective was one of the support for the transformation of educational systems into inclusive educational systems. As these policies are recent; few studies have been carried out in Brazil. According to Brazilian statistical data, the number of enrollments connected to special education in regular basic education classes, in 2015, was almost 751,000 students, while in higher education in diverse graduation courses the number was 38,000. In this sense, this chapter aims to unveil and discuss Brazilian public policies for the access and permanence of SEN students in higher education. Reflections will also be presented related to the evolution of the number of enrollments of students with specific SEN (visual, physical, hearing, and intellectual) in basic and higher education, as well as the implementation of public policies focused on this population in a Brazilian context.

Abstract

Purpose

This study aims to analyze the situation of Federal Universities (FUs) regarding compliance with the Sustainable Logistics Management Plan (PLS) Normative Instruction (NI) 10/2012, the adoption of which is compulsory for all agencies and entities of direct, autarchic and foundational public administration and dependent state-owned enterprises, including FUs. PLS is an instrument intended to establish sustainability practices in the management of public organizations.

Design/methodology/approach

The data were collected through searches on the websites of the 68 Brazilian FUs that constitute the study population, along with their plans of action (PAs) and monitoring reports.

Findings

The collected data revealed that only 25% of the FUs had a current PA and 15% published a report for the years 2020 or 2021. Furthermore, the most commonly found mandatory issue to be addressed in PAs was electricity, and the least frequent was sustainable procurement and contracting.

Research limitations/implications

Future research should be conducted with the Management Committee of the PLS to understand the reason for the discontinuity of this work in some universities and the rationale behind the mandatory issues.

Originality/value

Some studies address FUs’ implementation of PLS, which promotes sustainable management systems. However, each of the identified studies investigated only one of the seven mandatory issues set down in NI 10/2012, which did not allow a complete assessment of the FUs’ situation exclusively in respect of compliance with the PLS.

Abstract

For the longest period of its history, the university was the guardian and transmitter – not the producer – of knowledge. This relatively recent change of transmitting canonical knowledge and generating new knowledge is normally associated with Wilhelm von Humboldt. Other highly influential university models were provided by France and Great Britain. The association of certain types of universities with particular countries is a strong indicator of the intricate link between nation-state and education. Hence, the history of tertiary education and its elite institutions, the research universities, must be considered in relation with a sea change in educational history – the gradual emergence of national education systems. Only under the conditions of the by now standard form of organizing modern societies as nation-states did education become a central institution (Meyer, Boli, Thomas, & Ramirez, 1997) collapsing individual perfectibility and national progress. The nationally redefined university was integrated into the education system as its keystone while also being considered the motor of societal development. From a social history perspective, the latter aspect in particular indicates the pragmatic (training professionals, imparting military and technical knowledge, etc.) and symbolic expectations, “myths” of the nation-state that have been so aptly described and analyzed in numerous macro-sociological neo-institutionalist studies (Meyer, Ramirez, & Soysal, 1992; Meyer et al., 1997; Ramirez & Boli, 1987). In a macro-phenomenological perspective, the term “myth” is used to denote a fundamental change in the self-description of European society which since the late eighteenth and early nineteenth centuries no longer views itself as consisting of separate collectivities divided from each other by social origin – as was the case under feudal conditions – with each collectivity providing itself the necessary education for its members or being provided for by others in the case of neediness. Instead, as a result of a number of material and immaterial changes, society now defines the individual as its key unit, with the nation being consequently the aggregate of individuals and not of collectivities and the state redefined as the guardian of the nation. This conception might be taken as a kind of overlapping area which includes different approaches, such as Michel Foucault's concept of the disciplinary society (Foucault, 1977), Balibar and Wallerstein's (1991) deliberations on the relation between race, class, and nation, and Benedict Anderson's (1991) description of nations as imagined communities. All these studies could be taken as sharing the notion of “constructedness” (cf. Berger & Luckmann, 1972) of modern society with the neo-institutionalist perspective. The concept of a “world polity” which encompasses the “myths” society is based on, the overall notion of a cognitive culture, which takes Max Weber's concept of rationality as a point of departure, is identified as the basis of isomorphic change in the organizational structure of modern education systems (cf. Baker & Wiseman, 2006). However, the strong emphasis on international, world system embeddedness of nation-states and their education systems is not to be taken as a unidirectional dependence on external forces. While modern nation-states originate from and remain tied to international dynamics and developments, they are conceived as unique entities. For most of their history, modern nation-states have been preoccupied with making themselves distinct from each other. Thus, while international competition has always been present, looking abroad traditionally meant reworking, adapting, and reshaping what was imported, or borrowed (Halpin & Troyna, 1995; Steiner-Khamsi, 2004). This is true for education as well as for other areas of society.

Abstract

Purpose

The purpose of this paper is to explore the causal links between public and private university environments and the entrepreneurial intention (EI) of students.

Design/methodology/approach

The impact of different university environments on the students’ EI was checked using a model adapted from Krueger et al. (2000). The study comprised a sample of students enrolled in business administration from three public and three private universities at first semester (freshmen) and at the last two semesters (senior) in Brazil. The model was measured through various questions and later assessed by principal component analysis to build constructs. Via t-test and path analysis the EI and the antecedents were subjected to a comparative analysis to test the equality of the models across the four categories emerged.

Findings

The two main types of Brazilian university environments (public and private) do not present significant differences in the way they influence EI and its antecedents. Both the tests of means and the tests of measurement of the structural relations between constructs confirm this finding with only a few exceptions. The result of this study is opposed to other studies carried out in Brazil, by showing that the public university environment is not worse for the entrepreneurship than the private. The environmental effects are mostly equal and they as a whole are not conducive to the development of EI.

Research limitations/implications

The study comprises business students only, and enrolled on regular universities. It is worth highlighting that evidence was brought to the debate for a group of universities in Brazil. Replicating the study with students from other areas and other universities, as well as students in Master’s and Doctorate programs could enrich the analyses.

Practical implications

This study provides insight into entrepreneurship education, as to which the university environment is conducive to the entrepreneurship. It brings insights for the development of entrepreneurial universities.

Originality/value

This study contributes to understanding the differences between the public and private universities environment regarding students’ EI.

Abstract

Purpose

The purpose of this paper is to assess how technology transfer offices (TTOs) of a public university of the state of São Paulo use patent valuation methods in the process of using developed technology value and transferring technology to industry.

Design/methodology/approach

This study is an exploratory qualitative investigation based on a case study conducted in a public university in the state of São Paulo. The university has a TTO and an internal structure for technology transfer. In-depth interviews were conducted with the TTO manager about patent valuation and the answers given were analysed.

Findings

The results on how TTOs use patent valuation methods in the process of assigning value to technology indicate which factors facilitate and which factors hinder the valuation of patents in technologies developed at universities.

Research limitations/implications

The possible lack of data disclosure due to confidentiality regarding royalties and trading fees makes further comparisons between Brazilian public universities difficult. Therefore, this study recommends that further studies on patent valuation and technology transfer process at private universities, research institutes and public and private companies should be performed.

Practical implications

In the practice, this study contributes to companies and TTOs by increasing their synergies in licensing negotiations, as well as by reducing the gap of information, between the business parties for assignment and transfer of technologies. With regard to theoretical contribution, this study can cite advances in the methods to measure the financial benefits arising from the valuation of technologies embedded in the patents.

Originality/value

Owing to the lack of research on the methods of valuation used by TTOs of Brazilian universities, the present study can be useful in serving as a theoretical source for future research and in supporting future TTO negotiations in the process of transferring technologies to productive industry.
