Abstract

Purpose

Significant alcohol use increases the risk of injuries and violence in young people. The purpose of this paper is to examine factors associated with receiving street service care for alcohol intoxication, alcohol-related injury or violence among young people in a night-time economy (NTE).

Design/methodology/approach

Participants included 217 young adults, 135 of whom required street service care on a Friday or Saturday evening in an Australian entertainment district. The remaining 88 young adults were a matched control sample. Participants were surveyed and provided a breathalyser sample. A multinomial logistic regression was conducted to examine the relationship between blood alcohol content (BAC) level, subjective intoxication, gender, illicit drug use, age, preloading, total drinks consumed, and the receipt of care for intoxication, injury, or violence.

Findings

Of those who received care, 70.4 per cent received it for intoxication, 19.3 per cent for injury, and 10.3 per cent following a violent incident. Male gender and high BAC level were associated with receiving support following a violent incident. High-subjective intoxication and female gender were associated with receiving support for injury.

Practical implications

Results demonstrate the factors associated with receiving street service care for young people in the NTE experiencing non-emergent health needs. Further research is required to examine the impact of such a service on crime, injuries, and frontline service resources.

Originality/value

This is the first study to examine factors associated with receiving street service care for alcohol intoxication, injury, or violence in a NTE. Results inform policy and practice relating to the provision of street service care in the NTE for non-emergent health problems, and how this interrelates with other frontline services.

Abstract

Purpose

Motivated by the news media and a lack of comprehensive research on the USA, the purpose of this paper is to examine the relationship between changes in road fatalities and gasoline prices, per capita disposable personal income, alcohol consumption per adult, blood alcohol concentration (BAC) limits and gender.

Design/methodology/approach

This study employs both static and dynamic panel data models, making use of annual data over the 2000–2013 period collected from the 50 states of the USA and the consistent system GMM estimators of the parameters, to estimate the impact of these variables on fatalities per 100,000 persons and per 100,000 vehicles.

Findings

The results highlight the importance of gasoline prices in determining the level of road fatalities, underscoring that a 10 percent decrease in gasoline prices leads to a 248 increase in the total number of road fatalities, but with many more injuries. Increases in the female-to-total driver ratio have a greater significant positive impact on road fatalities where a 10 percent increase in this ratio increases road fatalities by 1,008 deaths. Increases in registered vehicles per capita also increase the number of fatalities. Other variables such as alcohol consumption per adult and BAC limits are not as important. Policy implications are also provided.

Research limitations/implications

The results of this study highlight the importance of gasoline prices in determining the number of road fatalities. This factor can be an effective policy measure by which policymakers can offset increases in fatalities due to further drastic declines in future gasoline prices. But the effects of the gasoline prices in determining the number of road fatalities are not as strong as the media would lead us to believe. The media ignores the impact of other factors on fatalities, which results in an overestimation of the impact of gasoline prices.

Originality/value

This study uses the panel data of 50 US states and the dynamic panel data model. In addition to gasoline price effects on the road fatalities, this study also considers other factors such as gender, gasoline taxes, per capita disposable personal income, per capita alcohol consumption, BAC limits and number of registered vehicles.

Abstract

Purpose

The purpose of this paper is to investigate to what degree scientific evidence supports contemporary paternalistic alcohol policy practices targeting fully competent adults.

Design/methodology/approach

Paternalism may be acceptable if it is effective, fair and protects the safety of the citizen or a third party from the harms caused by the citizen’s autonomic actions. To be justifiable, paternalistic actions should bring about clearly more benefits than harms. Otherwise, autonomy should prevail. The evidence related to alcohol control policies is assessed against these principles.

Findings

In peaceful civilized societies, alcohol control policies (high prices, restrictions on supply and marketing) have no or only insignificant effectiveness. Some policies are unfair and may bring about more harms than benefits. There is strong evidence showing that brief interventions aiming to reduce alcohol intake are inefficient. Wide-scale screening for such interventions is likely to waste health service resources. There is sufficient evidence to refute the claim that the previously mentioned policies are effective measures to reduce alcohol-related harms. Heavy alcohol use during pregnancy and driving motor vehicles while intoxicated may bring about harm to others than the user. Behavioural interventions to reduce heavy use in pregnancy have been shown to be inefficient. Light alcohol use may have no harmful effect on the developing embryo, whereas heavy use is likely to cause harm. There is moderate evidence for enforcing legal blood alcohol concentration limits to reduce traffic accidents and fatalities.

Originality/value

This is the first review on the acceptability of paternalism in currently recommended alcohol policies. It shows that in only a few cases, paternalism is effective and compatible with freedom and fairness.

Abstract

The purpose of this study was to assess the effectiveness of SFST training in North Carolina. Effectiveness was assessed by comparing differences in the following variables before and after training: (1) the officers’ DWI arrest rates, (2) the officers’ DWI conviction rates, and (3) the arrested drivers’ blood alcohol concentration (BAC) levels. Other variables examined included: the officers’ confidence levels in (4) identifying DWI drivers, (5) writing complete and accurate reports about DWI drivers; and (6) testifying clearly and convincingly in court. The results of this study suggest that officers equipped with SFST training are more confident in their abilities to detect DWI offenders, to write a complete and accurate report, and to testify in court clearly and convincingly. Also there is some evidence that these increased abilities correlate with an increase in DWI arrests.

Abstract

Purpose

The purpose of this paper is to examine the role of social marketing programs in preventing drunk driving, and how protection motivation theory (PMT) can be used to create effective anti drunk driving communications.

Design/methodology/approach

Communication and program materials aimed at reducing drunk driving were identified and gathered from English‐language websites from the USA, Canada, UK, Australia, and New Zealand, and a qualitative review was conducted.

Findings

The review provides a description of the key themes and messages being used in anti drunk driving campaigns, as well as target population, campaign components, and sources of funding. A key facet of this review is the examination of the use of PMT in social marketing campaigns designed to prevent drunk driving.

Originality/value

The review presents social marketing campaigns aimed at preventing drunk driving in English‐speaking countries, and shows that PMT can be successfully used in this context. The paper provides a guide for future initiatives, as well as recommendations for social marketing practitioners.
