Abstract

In this chapter, we consider the model of call center incoming call forecasting and staffing-level optimization. We first present the structure of the model and how an agent-based modeling technique could enrich the decision rule and the model. A matrix layout is introduced to present the model so that it can be understood in an efficient way from the perspective of a programmer. The agent-based queuing model will be used in forecasting. We then utilize the bisection method and stepwise method to optimize the staff level to satisfy a target range service-level criteria. Call center management could use the model in practice for their management forecasting and optimization decision-making process in terms of how many agents they need to achieve the target business efficiency goal.

Abstract

A bi-level programming approach has been used to tackle an area traffic control optimisation problem subject to user equilibrium traffic flows. In the upper level problem, the signal timing plan for coordinated fixed time control has been defined. In the lower level problem, user equilibrium traffic assignment obeying Wardrop's first principle has been formulated as a variational inequality problem. Mathematical expressions for various components of the performance index in the upper level problem and the average delay in the lower level problem have been derived and reported (Chiou 1997a). A mixed search procedure has been proposed as the solution method to the bi-level problem and a range of numerical tests have been carried out (Chiou 1997b, 1998a,b). In this paper, further numerical tests are performed on Allsop and Charlesworth's (1977) road network in which various traffic loads are taken into account. Effectiveness in terms of the robustness and reliability of the mixed search procedure in congested and uncongested road networks is thus investigated further. Comparisons of the performance index resulting from the mixed search procedure and that of mutually consistent TRANSYT-optimal signal settings and traffic flows are made for the congested road network.

Abstract

If rational individuals pay the full costs of their decisions about food intake and exercise, economists, policy makers, and public health officials should treat the obesity epidemic as a matter of indifference. In this paper, we show that, as long as insurance premiums are not risk rated for obesity, health insurance coverage systematically shields those covered from the full costs of physical inactivity and overeating. Since the obese consume significantly more medical resources than the non-obese, but pay the same health insurance premiums, they impose a negative externality on normal weight individuals in their insurance pool.

To estimate the size of this externality, we develop a model of weight loss and health insurance under two regimes – (1) underwriting on weight is allowed and (2) underwriting on weight is not allowed. We show that under regime (1), there is no obesity externality. Under regime (2), where there is an obesity externality, all plan participants face inefficient incentives to undertake unpleasant dieting and exercise. These reduced incentives lead to inefficient increases in bodyweight, and reduced social welfare.

Using data on medical expenditures and bodyweight from the National Health and Interview Survey and the Medical Expenditure Panel Survey, we estimate that, in a health plan with a coinsurance rate of 17.5%, the obesity externality imposes a welfare cost of about $150 per capita. Our results also indicate that the welfare loss can be reduced by technological change that lowers the pecuniary and non-pecuniary costs of losing weight, and also by increasing the coinsurance rate.

Abstract

Several inferential procedures are advocated in the literature. The most commonly used techniques are the frequentist and the Bayesian inferential procedures. Bayesian methods afford inferences based on small data sets and are especially useful in studies with limited data availability. Bayesian approaches also help incorporate prior knowledge, especially subjective knowledge, into predictions. Considering the increasing difficulty in data acquisition, the application of Bayesian techniques can be hugely beneficial to managers, especially in analysing limited data situations like a study of expert opinion. Another factor constraining the broader application of Bayesian statistics in business was computational power requirements and the availability of appropriate analytical tools. However, with the increase in computational power, connectivity and the development of appropriate software programmes, Bayesian applications have become more attractive. This chapter attempts to unravel the applications of the Bayesian inferential procedure in marketing management.
