Abstract

This chapter explores cultural factors that influence the propensity to blow-the-whistle in China, Taiwan, Russia, and the United States. This study found that culture and traditions have strong impact on the propensity of whistleblowing. This research analyzed 1,541 working adults in China, Taiwan, Russia, and the United States. Statistical analysis of self-developed questionnaires reveal that: (a) Americans have a greater disposition to engage in whistleblowing than Chinese, Taiwanese, and Russian; (b) Americans have a smallest level of fear of retaliation to whistleblowers than Chinese, Taiwanese, and Russian; (c) the intention of Chinese, American, and Taiwanese to whistle-blow is influenced to a greater degree by position of wrongdoers than that of Russian; and (d) guanxi (personal relationships or networks) has a greater effect on the propensity to whistle-blow for Chinese and Taiwanese than for Americans and Russian. Auditors and managers need to be aware that employees in different cultures respond differently to factors that influence whistleblowing activities. The results of this study will help auditors and managers better assess risk and the effectiveness of internal controls and ethical standards.

Abstract

Renewed thinking on the idea of responsibility as the foundation of human relationships and of the relation of humans with nature is essential to face the current worldwide crises. While all people have an equal entitlement to rights, their responsibilities are proportionate to the possibilities open to them: freedom, access to knowledge, wealth and power. All increase the capacity for exercising responsibilities and the duty to account for them.

The practice of responsibility as a two-fold commitment of assuming charges and accounting for one’s actions is affected by ethical erosion, fragmentation, controversy, rugged individualism and rapid structural changes at the global level and within societies partly due to unprecedented progress of the sciences and technologies. Moral appeals, codes of conduct, declarations and manifestos, and unbinding self-regulation in the field of Corporate Social Responsibility are insufficient to counteract structured ‘de-responsibilisation’ and irresponsible unsanctioned behaviour that undermine the solution of the current crises.

A new international reference text on human responsibility, as a complement to the Universal Declaration of Human Rights, setting out the basic principles of the idea of responsibility, and serving as a basis for international jurisdiction, must be a priority on the international agenda.

The unpredictable distribution of globalization has directed the world economy and revealed the need to establish cooperation in all business processes. This global structure also highlights the necessity of designing an agile supply chain that is capable of continuous information sharing during end-to-end transportation for the purpose of creating sustainable connections. In this process, various strategies enhanced with contemporary information and communication technologies have been developed to create a fast and accurate data-sharing network between logistics service providers and supply chain parties. However, unlike the short-term interruptions experienced in the past, COVID-19 has caused unprecedented problems in the dynamics of most economies. In eliminating these problems, it has been seen that information communication technologies, which provide the advantage of digital visibility in normal operations, need to be redesigned with the technology of the autonomous age. To meet this requirement, Industry 4.0, a revolutionary conceptual trend that started roughly a decade ago but that has become considerably more widespread during COVID-19, has been integrated into business models as a key concept that governs intelligent transformation in the chain. This process, which is today considered a compulsory intelligent transformation rather than an alternative method, has however led to some conflicts, especially in adaptation, expertise, and security subjects. This chapter of the book evaluates, within the scope of cybersecurity and workforce in logistics services, the conflicts created by the digital solution methods that have been integrated into business models to reduce the negative effects of COVID-19.

Chapter Summary

This chapter describes public agriculture services’ business goals, purpose, and strategy. It reinforces agriculture organizations’ fundamental bureaucratic administrative culture (Tier 1). The authors describe the influence that political appointees as leaders may play in shaping public sector cultures. The bureaucratic culture of agriculture is deconstructed, and each of the five layers is described in detail. Additionally, the authors explain why behavior is the dominant layer and the most critical starting point for understanding agriculture cultures. The public service culture (Tier 2) brings an essential element of leveling, access, and equity to the larger context. It brings the focus back to service to the people and community rather than performance. It also gives greater emphasis to the role of safety and well-being. The chapter lays out the landscape of external influencing cultures (Tier 3) in agriculture. Finally, the potential value and challenges of developing internal knowledge, learning, and collaboration (KLC) cultures (Tier 4) are explored.

Abstract

Despite a large volume of theoretical and empirical research, defining the ‘entrepreneur’ and ‘entrepreneurship’ within the cultural and creative sector, a sector with high heterogeneity in organisational and other aspects across its various segments remains challenging. In this regard, there should be a wide variety of differences in the characteristics and challenges of cultural entrepreneurs across industries, countries and regions. Nonetheless, the key role of the arts and cultural sector has increasingly piqued the interest of policymakers and the private sector, and it has been recognised for its importance within the South African economic landscape; as a result, the government has prioritised arts and culture as a pillar in their development strategies. Furthermore, while there has been some consensus over the past decade on what constitutes a creative industry, many questions about defining arts and cultural entrepreneurship still need to be answered, necessitating further definitional and policy coherence. As a result, some efforts at definitions are required to advance the sector and develop useful knowledge in policy formulation.

This chapter proposes an understanding of arts and cultural entrepreneurship as an exploration of a person, a community or a network's artistic resources (arts, creative and cultural) in value creation. It utilises meta-analysis, a non-empirical method, to review and analyse the existing literature. Further research is needed to investigate and evaluate the efficacy of established arts incubators, and the extent to which perceived entrepreneurial competencies affect organisational performance. Moreover, additional research is required to examine the entrepreneurial factors inhibiting or stimulating the influence on start-up financing (capital acquisition) in the South African arts and cultural industry.

Much of the discussion surrounding the antivaccine movement focuses on the decision of parents to not vaccinate their children and the resulting danger posed to others. However, the primary risk is borne by the child left unvaccinated. Although living in a developed country with high vaccination rates provides a certain amount of protection through population immunity, the unvaccinated child is still exposed to a considerably greater risk of preventable diseases than one who is vaccinated. I explore the tension between parental choice and the child’s right to be free of preventable diseases. The chapter’s goal is twofold: to advocate for moving from a dyadic framework – considering the interests of the parents against those of the state – to a triadic one, in which the interests of the child are given as much weight as those of the parent and the state; and to discuss which protections are available, and how they can be improved. Specific legal tools available to protect that child are examined, including tort liability of the parents to the child, whether and to what degree criminal law has a role, under what circumstances parental choice should be overridden, and the role of school immunization requirements in protecting the individual child.
