Abstract

The French are becoming world leaders in networked information. The key to this development is the immediate access to the general public provided by their national Minitel system. New networked libraries are being built, existing libraries are going online, and the crisis‐ridden French publishing industry is looking to networked information for its salvation. The French approach to networking offers interesting lessons for the Internet, not least because the French approach may ultimately be considered more attractive than the Internet′s for developing networked information in Asia and elsewhere

Abstract

Dans la décennie qui précéda la guerre, la documentation avait fait en France de tels progrès qu'on avait vu se transformer les méthodes traditionnelles des dépôts de conservation. Cette situation de la documentation française n'avait pas été sans susciter une vive émulation à l'étranger, comme en témoignent les travaux des congrès de Paris en 1937 et d'Oxford en 1938 pour ne parler que de ceux‐là. A la veille de la guerre, la France possédait une fédération, l'Union Française des Organismes de Documentation, fondée en 1932, et un organe de direction, le Comité Français de la Documentation, qui fonctionna dès 1938, et qui fut reconnu officiellement par arrêté du Ministre de l’Éducation Nationale en date du 24 juillet 1939. Ce Comité avait adhéré à la Fédération Internationale de Documentation de La Haye en 1938.

Abstract

There has been a massive investment in the installation of online catalogs: in selection, in the supporting infrastructure of terminals and networks, in catalog record conversion, in training, and, lately, in linking online catalogs with other online systems. In contrast, the state‐of‐the‐art of the functionality of online library catalogs has advanced little in the past few years. Rather it has been a matter of existing systems being upgraded towards the functionality of the better systems and of refinements being added. It is time for a further advance in online catalog design. We believe that the next generation of online catalogs should and will have features such as those discussed and illustrated in this article.

Le 10 juin 1940, alors que les armées allemandes, qui étaient reparties à l'attaque sur un large front, quelques jours auparavant, approchaient rapidement de Paris, la Bibliothèque Nationale fermait ses portes au public. Les collections les plus précieuses des quatre grands départements (Manuscrits, Imprimés, Estampes et Médailles) ainsi que celles des bibliothèques Mazarine, de l'Arsenal, de Versailles, du Conservatoire ou de l'Opéra (toutes ces bibliothèques étant rattachées à la Bibliothèque Nationale) avaient été mises sous caisses dès la fin d'août 1939 et évacuées en province dans deux châteaux réquisitionnés à cet effet: le château d'Ussé en Touraine, d'abord, puis à partir du 22 mai 1940 celui de Castelnau, dans le midi de la France. Ces deux dépôts avaient été organisés par le conservateur honoraire du Cabinet des Estampes, Monsieur P.‐A. Lemoisne, secondé par des gardiens.

LES bibliothèques françaises se trouvent encore trop sous l'influence des conditions matérielles où les a laissées la guerre, pour qu'on puisse passer sous silence les difficultés qu'elles ont éprouvées. Un certain nombre d'entre elles ont vu leurs collections partiellement ou mme totalement détruites; c'est le cas de la bibliothèque universitaire de Nancy, des bibliothèques municipales de Lille, d'Arras, de Mézières, de Noyon, de Reims, de Réthel, de Saint‐Quentin, de Verdun, pour ne citer que les plus importantes. Il a fallu construire de nouveaux édifices et remplacer les volumes; c'est un travail de longue haleine, mais il commence à toucher à son terme. A Reims, la bibliothèque est rebtie, sur ses rayons ont pris place 66,000 vol. au lieu des 125,000 qu'elle possédait auparavant; de mme à Arras 1,200 manuscrits sur 2,500, 21,000 vol. sur 49,000 ont été sauvés; la bibliothèque de Réthel se relève de ses ruines, celle de Verdun est achevée.

Until recent years in French libraries works emanating from or sponsored by a corporate body were considered anonymous and catalogued as such. And yet, how many librarians working in research libraries could have felt entirely satisfied with this method? Who has not heard readers' complaints and criticisms on the subject? How many of us have not attempted to remedy this by more or less empirical solutions? For works of this kind, indeed, the strict rule of entering anonymous works under the first word of the title often appeared absurd and liable to prevent the reader from finding them. How could a research worker find in the alphabetical author and title catalogue of a university library a given collective publication issued by a research laboratory well known to specialists, if the title‐page of the publication happened to begin with neither the name of the laboratory, nor with the title of the treatise or report in question?

Abstract

THE Librarian faces one of the turning times in library history. The flow of progress has not yet begun, the shortages and consequent imperious demands for food, housing and clothing stand in the way of the beginning, except on paper. How long the interregnum will last none can say. The authorities, which are a reflection in some ways of the Parliamentary party in power, are well‐disposed towards libraries; the official handbook of the Labour Party proves that; but the clamour of the needs we have mentioned deafens everybody to library needs—except in certain instances. For example, the rebuilding and enlarging of the staff at Holborn is an encouraging sign. Of more potential significance is the working out of the so‐called National Charter. It has involved many towns in the task of creating an establishment for each public department. Thus, in one library system we hear that each branch or department may claim a librarian and a deputy both on the A.P.T. scale, but all the assistants are either general or clerical. Some assistants we hear have applied to be of clerical grade as the maximum salary is greater than in the general. This we suggest is putting cash before status because it is accepted as an axiom that a clerk has only clerical qualifications and potentialities, while a general assistant may aspire, when there is a vacancy and if he have certificates, to the professional status. The grading in the particular library mentioned has rather a petrifying effect in that no assistant can get into the professional grade unless his librarian or deputy departs. Possibly this sort of thing may alter, but the fact remains for good or ill—it is not all ill by any means—that no library is able to attract men from another except to a definitely higher post.

When my director, Mr H. Liebaers, addressed the participants in the 37th IFLA General Council, held in Liverpool in 1971, he warned his audience to be very careful in using the words ‘developing countries’; words which have become so deeply rooted in the present‐day vocabulary of international relations that they cannot be avoided completely. The example of his own country, he said, would be enough to prove that even rich countries can be underdeveloped in library matters.
