The purpose of this paper is to combine previous research on deaf suspects with the findings from data gathered from law enforcement personnel nationwide to gain an understanding of the common practices of US law enforcement when arresting, interrogating and communicating with deaf suspects.
In light of the limited amount of research available on handling deaf suspects, a two-part sampling approach was used. Using critical case sampling, the author surveyed law enforcement via open-ended surveys designed to solicit information about their involvement with deaf suspects and any related questions and concerns. Guided by the Wave 1 data, Wave 2 surveys were administered to law enforcement nationwide (using expert sampling).
An analysis of the two waves of data collected was used to assemble the list of current practices.
This study combines previous research on deaf suspects, which has been published largely through the framework of deaf studies, with the insight of practitioners to identify a list of current practices used by US law enforcement when handling deaf suspects.
Man has been seeking an ideal existence for a very long time. In this existence, justice, love, and peace are no longer words, but actual experiences. How ever, with the American preemptive invasion and occupation of Afghanistan and Iraq and the subsequent prisoner abuse, such an existence seems to be farther and farther away from reality. The purpose of this work is to stop this dangerous trend by promoting justice, love, and peace through a change of the paradigm that is inconsistent with justice, love, and peace. The strong paradigm that created the strong nation like the U.S. and the strong man like George W. Bush have been the culprit, rather than the contributor, of the above three universal ideals. Thus, rather than justice, love, and peace, the strong paradigm resulted in in justice, hatred, and violence. In order to remove these three and related evils, what the world needs in the beginning of the third millenium is the weak paradigm. Through the acceptance of the latter paradigm, the golden mean or middle paradigm can be formulated, which is a synergy of the weak and the strong paradigm. In order to understand properly the meaning of these paradigms, however, some digression appears necessary.

Each of these London West End clubs whose libraries I have been visiting is an association of men with interests of a special kind, mainly political, professional or artistic. The libraries, therefore, have this peculiar interest: they reflect the more serious tastes and avocations of the upper crust of London society. Most possess literary treasures or curiosities not, or rarely, to be found elsewhere. The difference between them and other libraries might be likened to the difference between a public park and a private garden. They are very personal.

THE Reference Department of Paisley Central Library today occupies the room which was the original Public Library built in 1870 and opened to the public in April 1871. Since that date two extensions to the building have taken place. The first, in 1882, provided a separate room for both Reference and Lending libraries; the second, opened in 1938, provided a new Children's Department. Together with the original cost of the building, these extensions were entirely financed by Sir Peter Coats, James Coats of Auchendrane and Daniel Coats respectively. The people of Paisley indeed owe much to this one family, whose generosity was great. They not only provided the capital required but continued to donate many useful and often extremely valuable works of reference over the many years that followed. In 1975 Paisley Library was incorporated in the new Renfrew District library service.
ANOTHER Annual Meeting has come and gone. It was scarcely to be expected that the meeting at Bradford would be a record in the number of members attending, seeing that it is only three years ago since the Association met in the neighbouring city of Leeds, and that Bradford cannot boast either the historical associations or the architectural and scenic setting of many other towns. For the most part therefore the members who did attend, attended because they were interested in the serious rather than the entertainment or excursion side of the gathering, which was so far perhaps to the advantage of the meetings and discussions. Nevertheless, the actual number of those present—about two hundred—was quite satisfactory, and none, we are assured, even if the local functions were the main or an equal element of attraction, could possibly have regretted their visit to the metropolis of the worsted trade. Fortunately the weather was all that could be desired, and under the bright sunshine Bradford looked its best, many members, who expected doubtless to find a grey, depressing city of factories, being pleasingly disappointed with the fine views and width of open and green country quite close at hand.
The Lords is certainly more archaic than the nation's educational system. Witness the swearing in recently (March 26th) of our first West Indian peer — Baron Constantine of Maraval in Trinidad and Tobago and of Nelson in the County Palatine of Lancaster (better known as Sir Learie, the ex‐Test cricketer) — with yer actual Hereditary Earl Marshall of England, the Duke of Norfolk, and the Lord Great Chamberlain, the Marquess of Cholmondeley, in attendance to give special distinction to the occasion. The bowing and scraping, hat‐raising and wand‐waving, robes and regalia, is — to my untutored mind — more akin to the black art of Voodoo than democracy at work. Nevertheless when the noble Lords get down to it and concentrate their collective mind on a serious and important issue they are still worth listening to; they talk the kind of good sense which is born of experience and shorn of party prejudice. Often it comes as a welcome relief to much of the Commons nonsense. Thus when the peers went ‘swanning’ a short time ago (March 19th) and discussed in detail and at great length (for nealy seven hours) the Swann Report: The Flow into Employment of Scientists, Engineers and Technologists (Cmnd. 3760) it was a further encouraging example of the oft‐criticized Upper Chamber at its best.
THE Fifty‐First Conference of the Library Association takes place in the most modern type of British town. Blackpool is a typical growth of the past fifty years or so, rising from the greater value placed upon the recreations of the people in recent decades. It has the name of the pleasure city of the north, a huge caravansary into which the large industrial cities empty themselves at the holiday seasons. But Blackpool is more than that; it is a town with a vibrating local life of its own; it has its intellectual side even if the casual visitor does not always see it as readily as he does the attractions of the front. A week can be spent profitably there even by the mere intellectualist.
