Abstract
Purpose
The socialist political economy with Chinese characteristics is a systematic economic discipline, which theoretically summarises the socialist economic system and the path of economic development with Chinese characteristics. It is a systematic economic theory of adapting Marxism to the Chinese context. The theoretical system construction for the discipline of socialist political economy with Chinese characteristics is currently a major task.
Design/methodology/approach
From the perspective of disciplinary cognition, the theoretical system of the discipline of socialist political economy with Chinese characteristics includes the disciplinary attributes and connotations, theoretical basis, the origin of thoughts, major principles, logical starting point, main logic and problem-based study of major theoretical and practical issues.
Findings
Developing the discipline and building the theoretical system of the socialist political economy with Chinese characteristics, several major principles should be adhered to, including building the socialist political economy with Chinese characteristics on the basis of historical materialism; building the theoretical paradigm of socialist political economy with Chinese characteristics around the analysis of production relations; adhering to the people-centred principle; taking common prosperity as the main logic of the socialist political economy with Chinese characteristics; studying the major theoretical and practical issues of building the socialism with Chinese characteristics in the new era based on problems; and reflecting the innovative development of the discipline in the textbook, The Socialist Political Economy with Chinese Characteristics.
Originality/value
Disciplinary cognition involves the connotations, attributes, mission and development path of the discipline, which is related to how to construct the discipline system and is a significant part of the disciplinary construction.

Abstract
Purpose
This paper covers the development of a novel defect model for concrete highway bridges. The proposed defect model is intended to facilitate the identification of bridge’s condition information (i.e. defects), improve the efficiency and accuracy of bridge inspections by supporting practitioners and even machines with digitalised expert knowledge, and ultimately automate the process.
Design/methodology/approach
The research design consists of three major phases so as to (1) categorise common defect with regard to physical entities (i.e. bridge element), (2) establish internal relationships among those defects and (3) relate defects to their properties and potential causes. A mixed-method research approach, which includes a comprehensive literature review, focus groups and case studies, was employed to develop and validate the proposed defect model.
Findings
The data collected through the literature and focus groups were analysed and knowledge were extracted to form the novel defect model. The defect model was then validated and further calibrated through case study. Inspection reports of nearly 300 bridges in China were collected and analysed. The study uncovered the relationships between defects and a variety of inspection-related elements and represented in the form of an accessible, digitalised and user-friendly knowledge model.
Originality/value
The contribution of this paper is the development of a defect model that can assist inexperienced practitioners and even machines in the near future to conduct inspection tasks. For one, the proposed defect model can standardise the data collection process of bridge inspection, including the identification of defects and documentation of their vital properties, paving the path for the automation in subsequent stages (e.g. condition evaluation). For another, by retrieving rich experience and expert knowledge which have long been reserved and inherited in the industrial sector, the inspection efficiency and accuracy can be considerably improved.

Abstract
The smart destination can be defined as a destination that deploys information communications technologies (ICTs) and other technological tools for interactive/participative engagement with prospective visitors. The rationale is to enhance the residents' quality of life as well as the tourists' experiences of the destinations they visit. This chapter discusses about digitization strategies and on marketing superstructures affecting destinations. It advances a conceptual framework through the development of an Attracting, Stay, and Return (ASR) Model that is suitable for smart destinations. It relies on descriptive case studies to conceptualize smart tourism destinations. This contribution reiterates the importance of having a well-designed website that presents appropriate content to entice the prospective travelers' curiosity about destinations. It offers valuable insights and advances new knowledge on smart marketing approaches that are intended to increase the destination management organizations' outreach with tourists at each stage of the ASR Model.

Abstract
Purpose
Modular construction is an innovative method that enhances the performance of building construction projects. However, the performance of steel modular construction has not been systematically understood, and the existing measurement methods exhibit limitations in effectively addressing the features of steel modular building construction. Therefore, this study aims to develop a new performance measurement framework for systematically examining the performance of steel modular construction in building projects.
Design/methodology/approach
This study was conducted through a mixed-method research design that combines a comprehensive review of the state-of-the-art practices of construction performance measurement and a case study with a 17-story steel modular apartment building project in Hong Kong. The case project was measured with data collected from the project teams and other reliable channels, and the measurement practices and findings were referenced to establish a systematic performance measurement framework for steel modular construction.
Findings
Considering steel modular construction as a complex socio-technical system, a systematic performance measurement framework was developed, which considers the features of steel modular construction, focuses on the construction stage, incorporates the views of various stakeholders, integrates generic and specific key performance indicators and provides a benchmarking process. Multifaceted benefits of adopting steel modular construction were demonstrated with case study, including improved economic efficiency (e.g. nearly 10% cost savings), improved environmental friendliness (e.g. approximately 90% waste reduction) and enhanced social welfare (e.g. over 60% delivery trips reduction).
Originality/value
This paper extends the existing performance measurement methods with a new framework proposed and offers experience for future steel modular construction. The measured performance of the case project also contributes in-depth understanding on steel modular construction with benefits demonstrated. The study is expected to accelerate an effective uptake of steel modular construction in building projects.

Although the concept of destination is often described as an economic term that describes places of interest for tourists and visitors, currently, there is still little awareness in the extant literature about regional, city, village, resort, or even standalone tourist destinations. This chapter aims to clarify the meaning of destinations. It distinguishes the differences between common locations and tourist destinations. It uses case studies to describe places, placemaking, and the experiencescapes of various destinations. This contribution implies that tourist attractions differentiate themselves from other places, as they offer accessible attractions with amenities.

The objective of this study is to make a conceptual analysis of Community-based tourism (CBT). CBT, one of the tourism activities that internalised sustainability, has several common threads with nature-based tourism activities. However, these similarities/common elements must be more understandable between those relevant tourism activities. From this fact, this research aims to assign a theoretical framework for CBT and reveal the differences between CBT activities from other tourism types.
Tourism, unavoidably, is one of the critical sectors that require sustainable usage of resources. Because visiting natural, historical and cultural values/attractions constitute the primary reason for tourists' travel motivations, making those values/attractions sustainable for the future is essential. However, the sustainable usage of those values/attractions can be enabled with protection and maintenance balance. On the other hand, this philosophy will only come true if obtaining the locals support it. Therefore, CBT propounds that local people should make the most of tourism at all levels, especially the economic contribution. Within this context, the importance and necessity of these issues will be manifested in this chapter, presenting a conceptual framework. Additionally, this chapter will support other researchers in constituting the conceptual framework and will guide policymakers and other stakeholders to understand the importance of CBT.

Abstract
Purpose
The Government’s investment in infrastructure projects is considerably high, especially in bridge construction projects. Government authorities must establish an initial forecasted budget to have transparency in transactions. Early cost estimating is challenging for Quantity Surveyors due to incomplete project details at the initial stage and the unavailability of standard cost estimating techniques for bridge projects. To mitigate the difficulties in the traditional preliminary cost estimating methods, there is a requirement to develop a new initial cost estimating model which is accurate, user friendly and straightforward. The research was carried out in Sri Lanka, and this paper aims to develop the artificial neural network (ANN) model for an early cost estimate of concrete bridge systems.
Design/methodology/approach
The construction cost data of 30 concrete bridge projects which are in Sri Lanka constructed within the past ten years were trained and tested to develop an ANN cost model. Backpropagation technique was used to identify the number of hidden layers, iteration and momentum for optimum neural network architectures.
Findings
An ANN cost model was developed, furnishing the best result since it succeeded with around 90% validation accuracy. It created a cost estimation model for the public sector as an accurate, heuristic, flexible and efficient technique.
Originality/value
The research contributes to the current body of knowledge by providing the most accurate early-stage cost estimate for the concrete bridge systems in Sri Lanka. In addition, the research findings would be helpful for stakeholders and policymakers to propose policy recommendations that positively influence the prediction of the most accurate cost estimate for concrete bridge construction projects in Sri Lanka and other developing countries.

Abstract
Purpose
The purpose of this paper is to contribute knowledge on ethical issues and reasoning in expert reports concerning healthcare governance, commissioned by the Swedish healthcare system.
Design/methodology/approach
An in-depth analysis of ethical issues and reasoning in 36 commissioned expert reports was performed. Twenty-seven interviews with commissioners and producers of the reports were also carried out and analysed.
Findings
Some ethical issues were identified in the reports. But ethical reasoning was rarely evident. The meaning of ethical concepts could be devalued and changed over time and thereby deviate from statutory ethical goals and values. Several ethical issues of great concern for the Swedish public healthcare were also absent.
Practical implications
The commissioner of expert reports needs to ensure that comprehensive ethical considerations and ethical analysis are integrated in the expert reports.
Originality/value
Based on an extensive data material this paper reveals an ethical void in expert reports on healthcare governance. By avoiding ethical issues there is a risk that the expert reports could bring about reforms and control models that have ethically undesirable consequences for people and society.
