Few studies are available that attempt to determine how much it costs to provide supplemental question handling and interlibrary loan (ILL) and photocopying services to local libraries from their State Library Agencies. Recently I had that opportunity when I completed a consulting study to develop an appropriate cost funding model for the New Jersey State Library (NJSL). The study focused on costs alone, and did not attempt to evaluate the quality or efficacy of the service provided by the two libraries in which it was conducted.

The purpose of this paper is to evaluate the actual status of roles and responsibilities of boards in nonprofit organizations in China by comparative analysis and through setting the USA as a frame of reference.
Five roles and responsibilities are compared between Chinese and American nonprofits. Among Chinese nonprofits, foundations and associations are compared. Both primary and secondary data are used.
On the roles and responsibilities of nonprofit boards, developed countries such as the USA are more active than China. Within China, boards of foundations are more active than the boards of associations.
Small sampling limits universality and applicability of this paper's conclusions. Every sort of role and responsibility are not further divided.
This paper examines the extent to which boards fulfill roles and responsibilities, and provides reference effects for further researches and for improvement of board governance of nonprofits in China.
The management of children′s literature is a search for value and suitability. Effective policies in library and educational work are based firmly on knowledge of materials, and on the bibliographical and critical frame within which the materials appear and might best be selected. Boundaries, like those between quality and popular books, and between children′s and adult materials, present important challenges for selection, and implicit in this process are professional acumen and judgement. Yet also there are attitudes and systems of values, which can powerfully influence selection on grounds of morality and good taste. To guard against undue subjectivity, the knowledge frame should acknowledge the relevance of social and experiential context for all reading materials, how readers think as well as how they read, and what explicit and implicit agendas the authors have. The good professional takes all these factors on board.

In 1938 Barbara Wootton published Lament For Economics, an indictment of the state of contemporary economic theory. She complained that economics was of no use to anyone, and unintelligible to all except a small minority of specialists. Economists were unable to agree; they ignored reality, and often served as apologists for capitalism. Thus, economics was not a science, and could contribute little or nothing either to the understanding of capitalism or to the organisation of a future socialist society. Wootton’s criticism made no impact at the time, and she soon abandoned economics and became an eminent criminologist and social theorist. However, many of her arguments were repeated, 62 years later, in the French students’ manifesto that led to the formation of the Post Austistic Economics movement.

People who are living with dementia are core health service users, but there are ongoing concerns about the quality of their care and the need for improved education of healthcare staff. The purpose of this paper is to report a qualitative study that investigated staff perspectives on an ethnodrama (“Barbara’s Story”) which was used to educate an entire health service workforce and promote a person-centred approach to care.
The study used a qualitative, longitudinal design with focus groups held with clinical (nurses, allied health professionals, medical) and non-clinical staff. In Phase 1 there were ten focus groups (n=67 participants) and one individual interview. In Phase 2 there were 16 focus groups (n=77 participants) and three individual interviews.
Barbara’s Story raised awareness of dementia, engaged staff emotionally and prompted empathetic responses and improved interactions. The project’s senior leadership, whole organisation and mandatory approach were well-supported, with a perceived impact on organisational culture. The project helped to embed practice developments and initiatives to support person-centred care. Barbara’s Story is now well-integrated into the organisation’s practices, supporting its sustainability in use.
Whilst there are increasing resources for educating about dementia, there are fewer evaluations, particularly for large-scale educational initiatives, and a lack of focus on long-term effects. The study findings indicate that education about dementia can be delivered to a whole workforce in a sustainable manner, to prompt empathy, raise awareness, support person-centred care and impact on individual behaviour and organisational culture.

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.
