Abstract

Purpose

The purpose of this study is to understand through the qualitative assessment, how the current strategy plans are geared toward reducing urban flood risks and achieving Sustainable Development Goals (SDGs) 11 and 13.

Design/methodology/approach

The Bangkok Metropolitan Region (BMR) plays a major role in Thailand’s economic development. Thus, when the 2011 Thailand flood disaster occurred, BMR suffered major economic and social losses, which impacted the rest of the country. This mega disaster prompted policymakers, the academe and other relevant stakeholders to reevaluate and amend the current urban flood risk reduction measures and governance. The present study attempts to evaluate and compare the post-2011 Thailand flood disaster strategy and master plans, policies and reports that directly and indirectly reduce urban flood risks in the provinces of BMR. Basing on SDGs 11 and 13 targets that impact urban flood risk and resilience, a set of criteria was developed to screen, score and asses the selected documents. A screening process of three levels are conducted to limit the documents to be reviewed, and subsequent content analysis for scoring also has been done.

Findings

The projected results indicate the need for improved and increased number of localized strategic plans and policies, which are more comprehensive and integrated as risk governance documents.

Research limitations/implications

Furthermore, it is projected that there is need to integrate measures to increase adaptive capacity for BMR.

Originality/value

This study is original, and methodology can be replicated for other urban areas for flood risks and resilience assessment.

Abstract

Thailand, like a number of other less‐developed countries, has experienced a rapid rise in the share of its national product that is being devoted to health. This paper examines the ways in which the country is paying for its preventive and curative care. Section 1 provides the context by discussing age‐structure and geographical distribution of the population, together with the rates of mortality and morbidity. Section 2 explores the delivery of medical attention, private and State. Section 3 evaluates seven ways in which medical care is financed in Thailand. It also makes recommendations for the future of social insurance which are of relevance both to Thailand and to other countries at a similar stage of economic development.

Purpose

The purpose of this paper is to investigate whether foreign direct investment (FDI) benefitted Thai workers in domestic firms.

Design/methodology/approach

By utilizing existing firm-level unbalanced panel data from the survey of the Office of Industrial Economics, Ministry of Industry, Thailand, between 2004 and 2013, this study applies dynamic panel data analysis, using the generalized method of moments proposed by Arellano and Bond (1991), to estimate the wage spillover from multinational enterprises (MNEs) to domestic firms in Thailand.

Findings

The study reveals that there is a positive wage spillover from the presence of MNEs in the industry to domestic firms. Furthermore, a wage spillover also exists in the low-technology industry, as well as in firms located in the Metropolitan and Northern regions. These findings confirmed that FDI offers a significant advantage in Thailand’s labor market.

Originality/value

This study is the empirical research to utilize existing firm-level unbalanced panel data in Thailand, applying dynamic panel data analysis to data from 2004 to 2013 to estimate the wage spillover from MNEs to domestic firms.

Abstract

Purpose

This study aims to examine the effect on firms’ new product development (NPD) and significant product modification of knowledge interaction with local and non-local knowledge actors.

Design/methodology/approach

This study draws insights from the literature on external knowledge sources. The negative binomial regression is used to analyse the data of 245 sample food-processing establishments in Thailand.

Findings

Local knowledge actors play only limited roles in enhancing food-processing establishments’ product innovations. Only knowledge interaction with local universities and public research organisations helps enhance establishments’ ability to modify their products. For the NPD, significant sources of knowledge are non-local industrial actors.

Originality/value

This study adds new empirical evidence on knowledge sources for innovation of low-tech firms in less developed countries. It contributes new findings to an on-going debate on the importance of local vs non-local knowledge sources on firms’ innovativeness. It also contributes some implications for the Thai Government’s cluster-based innovation strategy.

Abstract

Purpose

The purpose of this paper is to study the performance of transportation infrastructure of Thailand. A set of performance indicators of Thailand’s transportation infrastructure is proposed and gathered. The relationship between existing transportation infrastructure performance and Thailand’s economy is investigated.

Design/methodology/approach

The framework for determining Transportation Infrastructure Performance Index (TPI), proposed by the US Chamber of Commerce, is adapted for assessing the efficiency of Thailand’s transportation infrastructure. The analytical hierarchy process is employed in the process of constructing Thailand TPI. The relationship between TPI and Thailand’s economic growth is examined using multiple regression analysis.

Findings

The performance of Thailand’s transportation infrastructure had been continuously increased from 19.69 in 2005 to 61.52 in 2010. Great emphasis on improvement of the transportation infrastructure system should be placed as an increase in one unit of TPI results in the improvement by Baht449.420 of Thailand’s GDP per capita.

Research limitations/implications

The most critical issue arisen in the data collection process is the unavailability of data for some indicators in the TPI framework. Consequently, some indicators that contain insufficient data were excluded.

Practical implications

The proposed set of indicators is practical and instrumental in assessing the transportation infrastructure performance of Thailand, and investigating its relationship with the economy.

Originality/value

This research proposes a framework for quantifying the performance of transportation infrastructure, and develops the first national composite index to account for the overall performance.

Abstract

Purpose

This study aims to explain the existing adaptation practices in an urbanized sub-region in the lower Chao Phraya River basin (CPRB) across different scales and dimensions. It offers an overview of water hazards in urban areas along the river basin to discover ways to deal with and recover from hazards via understanding the implications of existing and potential practice for the mitigation of hydrological hazards.

Design/methodology/approach

First, this study collected current adaptation strategies and measures from interview, focus group discussion, workshop organization, etc. to get the current adaptation strategies/measures for the whole CPRB and each specific area. Second, this study identified a set of criteria for evaluation from review of current publications and official reports. Then, the current adaptation strategies/measures were examined through a set of criteria to obtain the current situation of existing practices. Finally, analysis of key challenges and opportunities was done to propose supporting guidelines to reduce hydrological risks and incorporate further adaptation measures needed to boost resilience in the area.

Findings

Adaptation methods should focus on mixed adaptation, which integrates structural, social, organizational and natural adaptation, and to develop multi-dimensional collaboration. The adaption strategy has restricted the usage of some technologies and technical know-how, particularly in the area of climate change. As a result, intentional adaptation to become more inventive is required, to reduce hazards and improve disaster-response capacity. The various adaptation measures should be more integrated or more adaptive and to achieve greater cohesion and mutual benefit of individual measures, such as community-based adaptation or community-driven slum upgrading.

Originality/value

Hydrological risks are wreaking havoc on social, economic and environmental elements, particularly river flood, flash flood and drought in the Asia-Pacific region. Twenty-two existing adaptation options were evaluated with evaluation criteria such as scales of risks/impacts reduction, benefits of environmental and socio-economic and institutional aspects. The findings highlight the current situation of existing practices, key challenges and opportunities, which emphasized on natural-based solutions, raising knowledge and awareness and lessons learned on adaptation of hydrological risks. The existing adaptation measures will be suggested as supporting guidelines and master plans to minimize the hydrological risks.

Purpose

The turnover intention (TI) is a very challenging concept for an organisation, but there are seemingly not many instruments around to measure TI. The purpose of this paper was to develop and validate an instrument to measure the TI concept of Generation Y in Thailand.

Design/methodology/approach

Ten questions were developed as an instrument to measure TI based on previous concepts and theories and verified using exploratory factor analysis, confirmatory factor analysis and convergent validity.

Findings

Three dimensions were proposed to measure TI including aspects of intention to quit, turnover thinking and opportunities for new job with excellent reliability at 0.811, 0.837 and 0.830, respectively.

Originality/value

A measurement scale to assess TI of Generation Y salespeople has never been studied in Thailand. The measurement scale was proved to be valid and will enable human resource officers, divisions and companies to accurately analyse the level of employee TI. This instrument can help educators and researchers to better understand and comprehend factors of employee TI.

Purpose

Global warming exacerbates sea level rise and extreme weather events that cause severe flooding, resulting in lost productivity and property damage. To reduce the impact of flooding, residents are avoiding purchasing homes in high-risk areas. There are numerous studies on the relationship between flood hazards and housing prices in developed countries, but few in developing countries. Therefore, this study aims to investigate the relationship between flood hazards and housing prices in Hat Yai, Songkhla, Thailand.

Design/methodology/approach

This study uses spatial-lag, spatial error and spatial autoregressive lag and error (SARAR) models to analyze the effect of flood risk on property prices. The main analysis examines the degree of flood risk and housing rental prices from our survey of 380 residences. To test the robustness of the results, the authors examine a different data set of the same samples by using the official property valuation from the Ministry of Finance and the flood risk estimated by the Southern Natural Disaster Research Center.

Findings

The SARAR model was chosen for this study because of the occurrence of spatial dependence in both dependent variable and the error term. The authors find that flood risk has a negative impact on property prices in Hat Yai, which is consistent with both models.

Originality/value

This study is one of the first to use spatial econometrics to analyze the impact of flood risk on property prices in Thailand. The results of this study are valuable to policymakers for benefit assessment in cost–benefit analysis of flood risk avoidance or reduction strategies and to the insurance market for pricing flood risk insurance.

Abstract

Purpose

This study aims to explore the need for space (demand) and the provision thereof (supply) in the Faculty of Architecture building at Thammasat University Rangsit campus using variables from the designing an accommodation strategy (DAS) framework; these variables are incorporated to test and improve the framework. Another purpose is to examine the planning and development of the faculty building to understand its strategy, which serves as a means to contribute to the planning and development theory.

Design/methodology/approach

A case study of the Faculty of Architecture building was conducted at Thammasat University in Thailand. The DAS framework was used to reconstruct and examine the development process of the building to determine the gaps between supply and demand in terms of building space, to reflect on the building plan and process and to make suggestions as to how the DAS framework might be improved. Research methods included interviews and document analysis concerning space requirements and provision in the Faculty of Architecture building.

Findings

The gaps between supply and demand in terms of the faculty building space are affected by the condition of the building (i.e. building obsolescence), the number of building users and the changing environmental context. This study shows that both pre-design and post-occupancy evaluation are essential to collect data concerning the match or mismatch between supply and demand of space and to assess users’ needs and preferences concerning the faculty building. Regarding the building development process, factors impacting the step-by-step planning of the real estate interventions include the organisational context (public/private sector) and the management of the construction project (time, cost, quality). The DAS framework is found to be useful for structuring the information-generating processes necessary to determine gaps between demand and supply in terms of space and for making decisions regarding real estate interventions.

Research limitations/implications

Additional case studies in different environmental and organisational contexts are required to test the DAS framework and improve data validity. This study was conducted during the COVID-19 pandemic period, which affected data accessibility.

Practical implications

The results provide insight into the influence of various factors on the decision of corporate real estate. The DAS framework can be used to explore the range of demand for and supply of space and to find an optimal match.

Originality/value

This paper shows valuable steps in planning and development of educational real estate and a first application of the DAS framework in Thailand. The findings confirm the importance of the physical learning environment of architecture schools, particularly the studio spaces required in architecture education.
