Abstract

This chapter discusses female managers’ and entrepreneurs’ views on lifelong learning. The main empirical data were drawn from interviews with 67 women participating in training and coaching programmes in South Savo, Finland, in 2017–2021. Many of the women belonged to the working sandwich generation (WSG). The particular focus was on how lifelong learning relates to these women’s careers, wellbeing at work, work–life balance and search for meaningful lives. A model integrating women’s earning, learning and meaning aspects of work and life was developed. The findings of the study show that considering women’s fragmented work careers, lifelong learning is often crucial for them. For an individual, opportunities for lifelong learning and meaningful work assure personal development, wellbeing at work and a sustainable career. For employing organisations, offering opportunities for learning and meaningful work for their employees constitutes a competitive advantage.

Abstract

Job training, as traditionally conceptualized, is intended to improve the employment and earnings of disadvantaged individuals. Both theory and practice have approached the problem by segmenting the roles and responsibilities of the key stakeholders: the individual, the employer, and civil society. Such segmentation is problematic because it removes stakeholders from their contexts, and ignores the holistic and complex nature of the underlying problems and their remedies. Reframed as a form of business and community development, job training can focus on capacity building, stakeholder involvement, and expanded notions of skill achievement and geographic scope, thereby addressing stakeholder interests in context. The three cases presented in this chapter describe such reframing: from increasing human capital to building human capacity; from a partnership or individual business focus to a multi-stakeholder approach; and from job and employer-specific skill development to that which is multi-phased and geographically dispersed. Complexity theory will be used to explain these developments.

Abstract

Learning to be someone in today’s world requires training, knowledge, adaptive skills, differentiated skills, and mastery of instrumental and advanced technological tools to manage complex, new, and crucial problems that societies face. Citizens need to satisfy their basic needs, and they want to feel fulfilled. These are determinants of mental health/health, essential goods for the growth and evolution of humanity, and for the survival of the planet that shelters it.

The objectives of this chapter are: (1) reflect on the influence of mental health/health in high-level training processes, which require the student to mobilize physical and mental capabilities and functions; (2) realize to what extent the use of digital technology is an essential tool for learning and developing skills for higher education students; (3) addressing the question: Are higher education institutions (HEIs) and professors prepared for the challenges they face today? And, at the confluence of the previous three: (4) analyze the health/mental health interconnections, the use of digital technologies and training paths, as pillars of human development and the progress of societies.

In HEIs, there is evidence of the intersection of students’ learning abilities with the contexts that are favourable to them, namely, due to the possibility of finding space to create, develop potentials, acquire high-level knowledge and skills, present themselves to society as reliable, credible, and promising professionals for success in the organizations they form part of.

For the preparation of this exploratory and reflective chapter, the collaboration of some higher education teachers in the Autonomous Region of Madeira (RAM) was requested, also basing it on their own experience and knowledge acquired as a teacher, researcher, and expert in the field of mental health.

The perspective presented for reflection and analysis is limited by the look and the way we interrogate and interpret the realities where we operate, for these same reasons, imbued with subjectivity.

Abstract

Purpose

This study examines the implementation of a community-level Sustainable Broadband Adoption Program (SBA) under the Broadband Technology Opportunities Program (BTOP), a national public policy program meant to expand broadband deployment and adoption under the American Recovery Act of 2009, and administered by the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce. The California Connects Program (CC) was administered by the Foundation for California Community Colleges (FCCC).

Methodology/approach

This chapter focuses on one part of CC’s efforts to expand broadband adoption among the most underserved Californians through collaboration with the Great Valley Center (GVC). CC-GVC provided basic computer and Internet classes to disconnected populations with low-literacy levels, and primarily in Spanish, through community-based organizations, public schools, public libraries, small businesses, and others in the Central Valley, an 18 county rural region with a high concentration of digital destitute populations. The program worked with under-resourced local community institutions with a range of poor technology resources and that operated under variable set of social, economic, political, and institutional conditions. Through inductive, process-oriented, and explanatory case study research, the structure, strategy, and training approach of CC was examined. Content and theme analysis of primary and secondary qualitative and quantitative data involving the program’s leadership, direct service providers, partners, participants, and nonparticipants was conducted. This involved a sample of 600 in-depth and short, structured and unstructured interviews and focus groups, archival and participant observation notes.

Findings

It was found that CC-GVC was able to meet uncertainty and operated with low institutional resources and paucity of linguistically appropriate teaching resources for new entrants through a flexible leadership approach that adapted to the social situation and was open to innovation. Community technology trainers were also able to engage those without or little direct experience with computers and with low-literacy levels with a linguistically appropriate and culturally sensitive step-by-step teaching approach that empowered and met people where they are. The author expands non-adoption models to include structural barriers in the analysis of the disconnected. It is argued that non-adoption is a result of evolving inequality processes fueled by poverty and under-resourced community development institutions and that teaching and learning is a social and institutional process that takes trust and time.

Practical Implications

CC shows that even the most disadvantaged can be empowered to learn-to-learn to use computers and can begin to function online and gain benefit under the most extreme institutional and economic conditions, but it takes more time and resources than providers expected and the Recovery Act provided.

Despite women comprising around 50 per cent of the UK population and workforce, they only account for 20 per cent of workers in the transport sector. This chapter focusses on the key issues for women working in transport and explores how government policy and industry initiatives can support improving gender balance within the transport industry workforce. The chapter presents the findings of recent research examining experiences of women working in transport, and perceptions of men – which seeks to better understand culture, career opportunities, and (perceived) gender issues within the transport sector. It also presents case studies of successful initiatives that have been implemented to address gender (im)balance in transport organisations. Drawing on these findings, the chapter provides evidence-based recommendations, that have been presented to the All-Party Parliamentary Group for Women in Transport in the UK and evaluates the role of government in enacting meaningful change to improve gender balance in the transport industry.

In the quest for better construction workforce management, this chapter explored the background of workforce management and related theories, models, and practices. Through a review, the chapter provided meaning to the concept of construction and workforce management. The chapter concluded that while the construction industry worldwide is important to the economic growth of the countries where it operates, the industry’s management of its workforce is challenged by several problems. These problems include the nature of the industry, skill shortage, unhealthy working environment, and poor image of the industry, among others. Also, while the construction industry is rich in diversity, this has been a major source of problems for workforce management. The chapter further revealed that to improve workforce management and attain better-performing construction organisations, careful recruitment, effective training, providing a safe working environment, putting policies to promote diversity, and ensuring innovativeness, among others, are essential.

Predicting a patient's length of stay (LOS) in a hospital setting has been widely researched. Accurately predicting an individual's LOS can have a significant impact on a healthcare provider's ability to care for individuals by allowing them to properly prepare and manage resources. A hospital's productivity requires a delicate balance of maintaining enough staffing and resources without being overly equipped or wasteful. This has become even more important in light of the current COVID-19 pandemic, during which emergency departments around the globe have been inundated with patients and are struggling to manage their resources.

In this study, the authors focus on the prediction of LOS at the time of admission in emergency departments at Rhode Island hospitals through discharge data obtained from the Rhode Island Department of Health over the time period of 2012 and 2013. This work also explores the distribution of discharge dispositions in an effort to better characterize the resources patients require upon leaving the emergency department.
