Abstract

This chapter aims to analyze whether European security shapes future American grand strategy or not. For restrainers, the present American grand strategy has to be revisited due to the fact that there is no balance of power logic for further American presence in Europe. Moreover, China is a great power to be balanced in Asia. The chapter problematizes the assumptions provided by restrainers. It will argue that the United States has been acting in Europe as the pacifier, and it has a deep-seated interest in European peace. European security has been built upon the American preponderance of power, and a potential imbalance of power is a threat to the United States. While Russia is a revisionist power in Europe intended to change the status quo in Europe, China is a great power in Asia. However, the United States has both sufficient material power and allies to balance Russia and China simultaneously, and pivoting to Asia requires no American pullback in Europe.

Abstract

The separation of powers constitutes a vital feature of western democracies, enshrined in myriad federal and state constitutions. Yet, as a broad principle, theorists struggle to pin down its precise nature, and many contend that the tripartite separation of state powers into legislative, executive and judicial branches proves simplistic and infeasible. I argue we should understand the separation of powers as a strategy used to structure relations between the separated institutions. This process of structuring empowers the creation of novel inter-relations among institutions (relations of balancing, checking, dividing, coordinating and so on), with the goal of improving their institutional integrity. In short, we separate only to reconnect.

Abstract

The United States, it was once felt, could have a different foreign policy when isolated by two oceans in comparison to the later period when modern technology destroyed its isolation. Foreign policy is thus a function of geography modified by technology. The United States, commencing some time after the first third of the 19th century, had a further choice. It could live up to its self-image as a liberal constitutional democracy and follow a foreign policy of live and let live, in both respects serving as a role model for the rest of the world. Or, like the monarchical dynasties of the past and other regimes of more recent times, it could pursue an aggressive foreign policy in pursuit of what it considered its interests, engendering enmity in various quarters. The United States has done both. In the first category it has preferred isolationism, reluctantly joining the two World Wars in defense of its autonomy. In the second category, it increasingly either engaged in the practices of conventional imperialism, often at the behest of entrepreneurial interests, or flexed and deployed its muscle in pursuit of national interests either on its own initiative or in response to threats from and capabilities of other countries. The former is American exceptionalism; the latter is conventional. Of course, the history is much more complex than the foregoing directly allows. Several other stories or models can be developed (the most recent is Mead, 2001).

Abstract

Purpose

Recent corporate scandals such as WorldCom, Enron, and others suggest a failure of corporate governance, that is, of the allocation of power and its lawful use and accountability within the corporation.

Design/methodology/approach

This chapter presents a game theoretic model for analyzing the power dynamics among the three groups responsible for oversight in the Anglo-American corporate model – namely the Board of Directors through its audit committee, corporate management, and the external auditors.

Findings

The chapter shows, among other findings, that the current governance structure results in an extreme imbalance of power among the three groups that not only permits but even induces management to conceal necessary financial data and often to ignore the long-term interests of the firm.

Implications and value

The chapter also derives changes in principles of governance that can right such imbalances and prevent defalcations from taking place through institutionalizing effective ex-ante checks and balances of power in addition to the ex post measures that come into play only after a wrong has been committed and which are the case with recent exchange rules and Congressional enactments.

Abstract

This study provides a comprehensive framework of adaptation in triadic business relationship settings in the service sector. The framework is based on the industrial network approach (see, e.g., Axelsson & Easton, 1992; Håkansson & Snehota, 1995a). The study describes how adaptations initiate, how they progress, and what the outcomes of these adaptations are. Furthermore, the framework takes into account how adaptations spread in triadic relationship settings. The empirical context is corporate travel management, which is a chain of activities where an industrial enterprise, and its preferred travel agency and service supplier partners combine their resources. The scientific philosophy, on which the knowledge creation is based, is realist ontology. Epistemologically, the study relies on constructionist processes and interpretation. Case studies with in-depth interviews are the main source of data.

Abstract

There are two leading paradigms about the power balance between multinational corporations (MNCs) and states. The MNCs in Command approach takes the perspective that MNCs dominate states. The States in Command perspective assumes that states lord over MNCs. Each perspective suffers from noteworthy flaws. I advocate a modified bargaining power (MBP) approach to understanding the relative power of MNCs and states. I test the value of this approach by examining Microsoft's experience in China between 1987 and 2004. My study shows that that a MBP approach sheds considerable light on the aforementioned case, whereas the two leading paradigms do not.

Abstract

Why have so many overlapping regional institutions been established in the Asia-Pacific? Is there any possibility of a convergence of these institutions into a single (or a few) “authoritative” regional institution(s)? What implications do the emerging overlapping regional institutions have for an evolving regional architecture in Asia? I argue first that the proliferation of regional institutions reflects complicated strategies taken by the countries to respond to the increased insecurity and uncertainty caused by the structural changes. Second, the countries of the region are taking a variety of national strategies through regional institutions, ranging from engagement to soft balancing and risk-hedging, to respond to these changes. Third, all the states of the region want to maintain a variety of institutional choices to respond to their uncertain futures. Fourth, what makes the institution-building so complicated lies in the fact that there are two major (and uncertain) powers to whom the regional countries have to respond through regional institutions: the United States and China. This makes the bargaining game for regional institution-building more complicated and competitive. Fifth, the amalgamation or convergence of the existing institutions into a single (or few) “authoritative” institution(s) through “institutional competition” will not take place in the foreseeable future. Sixth, the countries of the region may engage in “forum shopping.” Seventh, the roles of these institutions have been and will be quite modest. However, the regional institutions could to some extent contribute to moderating inter-state tensions and putting institutional constraints on the deviant behaviors of member countries.

Abstract

This paper analyses the stalling of the Doha Development Agenda (DDA) and its systemic and institutional consequences through a geopolitical economy approach that integrates the French school of international economic relations and Régulation Theory. These approaches put states and their economic roles at the fore, correcting dominant free trade approaches to world trade. The paper also avoids monocausal explanations for trade talk deadlocks and aims to provide a comprehensive approach on the co-evolution of world trade patterns and its institutions. In this approach, the DDA stalemate is traced to an institution-structure mismatch in how states articulate their accumulation strategies and institutions (competition, state regulation, adhesion to international regime) to the World Trade Organization (WTO) regime occasioned by the emergence of new trade powers. This has given rise to three distinct conflicts in how member states navigate between the main parameters of the multilateral trading system (non-discrimination, reciprocity and balance of power) and their national accumulation strategies: the erosion of non-discrimination and reciprocity; the failure to build an operational compromise between development and ‘globalization’, that is, between multilateral openness and new trade and power balances; and the difficulty in reaching a compromise between historical and emerging capitalisms. The outcome of these conflicts will determine the institutional configuration of the post-Doha WTO agenda.
