Abstract

Purpose

The purpose of this study is to examine the importance of libraries in higher education institutes located in Azerbaijan, mainly in the capital city of Baku. Various university libraries have been examined in terms of information services, physical environments and technical equipment support issues.

Design/methodology/approach

Questionnaires were completed by students and staff at several universities in Azerbaijan to examine how libraries affect people's academic achievement. The results of this study were comparatively described using multiple tables and graphs.

Findings

University library usage is positively associated with academic achievement. Studies have shown that students who use libraries are more likely to succeed academically, as measured by their responses. The role of libraries in academic achievement is not limited to traditional academic tasks such as research and writing.

Research limitations/implications

The results of this study suggest that there is a positive relationship between library usage and academic achievement in some universities in Azerbaijan, and it is necessary to continue the topic in further studies in a wide range to develop relationships between academic library services and success in higher education, either personal or student.

Originality/value

This study is the first to examine the significance of academic libraries in higher education in Azerbaijan, providing a general overview and analysis of the separate correlations among these variables. Researchers interested in Azerbaijani education and libraries may find this to be practical.

Abstract

This chapter discusses the current state of inclusive education in Azerbaijan and builds connections to the realization of Sustainable Development Goal 4 (SDG4). It focuses on Azerbaijan's progress toward SDG4 targets, such as early childhood development, general education, and pedagogical higher education. In this article, the history of inclusive education in Azerbaijan is described, relevant education policies are reviewed, definitions of inclusiveness and inclusive education are provided, compared with international standards, and the main challenges are pointed out. Moreover, the chapter discusses the challenges of the reform process and inclusive education during pandemics and war crises.

Abstract

Purpose

This article aims to relate investments in human capital to the United Nations Sustainable Development Goals (UN SDGs), and examine the spending levels necessary to achieve high performance in related SDG sectors for Azerbaijan.

Design/methodology/approach

Employing data from the World Bank, the empirical approach undertaken in this study relies on peer analysis by examining spending levels for nations exhibiting similar income levels and geographical proximity to Azerbaijan.

Findings

This study estimates that total spending in education would need to increase by 0.4 percentage points of GDP by 2030, while total spending in health would need to increase by 5.9 percentage points of GDP by 2030 for Azerbaijan.

Originality/value

This study contributes to the literature by conducting an empirical analysis in which other nations can emulate in measuring their relative progress on human capital investments and related UN SDGs.

Purpose

The purpose of this paper is to examine the nature and extent of corruption in the telecommunications sector in Azerbaijan and the associated issues of governance.

Design/methodology/approach

A case study examining a wide range of sources on Azerbaijan.

Findings

Unusually, perhaps uniquely, ownership of major operators has been concealed. Nonetheless, the presidential family controls one of three mobile operators and has a stake in a second.

Research limitations/implications

A law from 2012 conceals the beneficial ownership of some operators, others merely use offshore registries.

Originality/value

One of only half a dozen case studies on corruption in telecommunications. It is very unusual in the extent to which ownership of operators is hidden.
