Abstract
Purpose
The purpose of this paper is to examine the development of teacher professionalism in Cambodia and the issues and challenges in this area.
Design/methodology/approach
This paper uses Hargreaves’ four ages of teacher professionalism and professional learning to frame the discussion of the development of teacher professionalism in Cambodia.
Findings
This paper argues that the Cambodian government aims to develop the teachers to become autonomous professionals in terms of curriculum and pedagogical improvements. However the reality is that the Cambodian teachers manifest characteristics of both the pre‐professionals and autonomous professionals. This paper also examines the issues and challenges faced in the development of teacher professionalism, which are entwined in the complexities of educational reform, societal and economic development. By identifying some structural, economic and socio‐cultural challenges faced by Cambodian teachers, this paper suggests that Cambodian teachers need greater teacher collaboration within a culture of trust and accountability to become collegial professionals.
Originality/value
The Cambodian case study adds to the literature on the development of teacher professionalism in Cambodia and illustrates the potential of comparative and international research on teacher professionalism between Anglophonic and non‐Anglophonic cultures.

Abstract
This chapter advances understanding of how professional expertise is enacted and created to accomplish routines in the context of technology-mediated work. Information and communication technologies broaden the participation of professionals with various specialist skills and expertise to accomplish work together, which is particularly salient in health care. Broadening participation, however, creates jurisdictional conflict among professionals. Thus, a key challenge of interprofessional work is the need to mutually adapt established professional routines and overcome jurisdictional conflict to perform interdependent routine tasks. The authors examine how professionals adapt established routines by analyzing the new interactions and interdependent actions required to accomplish technology-mediated geriatric consultation routines. The findings of this study show that professionals create new patterns of actions that are shaped by relational forms of professional expertise, namely selective and blending expertise. The findings and theoretical insights contribute to the literature on routine dynamics by highlighting the importance of relational expertise, and showing how it can transform and destabilize otherwise established professional routines.

Abstract
Purpose
The purpose of this study is to investigate the direct and indirect role of autonomy on firm performance. It also determines the role of professional experience in the relationship.
Design/methodology/approach
The authors analyzed data collected from 124 small firms in Addis Ababa city using the ordinary least square (OLS) regression and hierarchical regression analysis.
Findings
The result of the OLS regression revealed that autonomy directly and indirectly (through entrepreneurial engagement) influences the firm's performance. Besides, professional experience moderates the relationship between autonomy and performance, as well as the relationship between autonomy and entrepreneurial engagement.
Practical implications
Entrepreneurs should tend to engage in the works that they have professional experience than involving in jobs that they have no experience.
Originality/value
This study examines the relationship between autonomy and firm performance in established firms. It is among the first studies that tested the moderation influence in the relationship. That is, determining the role of professional experience is a novel contribution of this study, which is forgotten previously.

Abstract
This chapter explores the question of the relationship between bureaucracy and politics in Latin America. The objective is exploring the role that politics plays in guaranteeing a professional and autonomous bureaucracy structure.
The chapter first examines an institutional explanation for bureaucratic performance. I will scrutinize the institutional arrangements that might preclude the existence of a professional bureaucracy. The chapter then “brings the state back in,” under the assumption that the explanation for performance of bureaucracy might have been related to long-lasting conditions of “Stateness.” The bureaucracy is analyzed in a more historical perspective and relates the former with specific societal and partisan coalitions at the time of state consolidation. These historical decisions seem to have determined a pattern of clientelistic utilization of the State apparatus in some countries but not in others. The partial evidence presented in this section suggests the importance of “state strength” to understand bureaucratic performance.

Abstract
Purpose
The aim of this study is to empirically explore and analyze the concrete tasks of output measurement and the inherent challenges related to these tasks in a traditional and autonomous professional public work setting – the judicial system.
Design/methodology/approach
The analysis of the tasks is based on a categorization of general performance measurement motives (control-motivate-learn) and main stakeholder levels (society-organization-professionals). The analysis is exploratory and conducted as an empirical content analysis on materials and reports produced in two performance improvement projects conducted in European justice organizations.
Findings
The identified main tasks in the different categories are related to managing resources, controlling performance deviations, and encouraging improvement and development of performance. Based on the results, key improvement areas connected to output measurement in professional public organizations are connected to the improvement of objectivity and fairness in budgeting and work allocation practices, improvement of output measures' versatility and informativeness to highlight motivational and learning purposes, improvement of professional self-management in setting output targets and producing outputs, as well as improvement of organizational learning from the output measurement.
Practical implications
The paper presents empirically founded practical examples of challenges and improvement opportunities related to the tasks of output measurement in professional public organization.
Originality/value
This paper fulfils an identified need to study how general performance management motives realize as concrete tasks of output measurement in justice organizations.

Abstract
Purpose
The purpose of this paper is to analyse and compare the impact of implementation of ISO 9001:2008 Standards perceived by Management Teams and Teachers in schools in four autonomous communities in Spain.
Design/methodology/approach
To assess this impact, the authors used an evaluation instrument made up of 93 items assessing seven major dimensions, whose reliability has been excellent for the full scale (Cronbach’s α = 0.987) and dimensions (α > 0.93). The authors conducted descriptive and differential analyses (ANOVA and t-test for independent samples) of the assessments by professional position (managers and teachers) and other variables (size and type of school, years of implantation, etc.). A factorial analysis of variance was conducted to analyse the interaction effect between these variables in each of the evaluated dimensions.
Findings
The most significant results show a high impact on the dimension management, medium on communication, learning process and external relations and low impact on climate, support and recognition and satisfaction. Likewise, the authors found that members of the Management Teams valued the impact that ISO 9001:2008 Standards have had on all dimensions at a higher level, except for external relations, where no significant differences between Teachers and Management Team members were found.
Practical implications
The study makes it possible to conclude that in general terms, the members of the Management Team of the schools perceive a higher impact of the implementation of ISO 9001:2008 Standards than teacher do in the different dimensions evaluated.
Originality/value
The specialised literature shows the lack of studies related to the impact that the implementation of quality management systems has on organisations. Specifically, this study provides conclusions to the scientific and professional community with objective evidence of the impact ISO 9001:2008 implementation has had on schools, through an indirect system of perceptions of the education community of the changes, which according to them had taken place as a result of implementation. Thus, this study contributes to the development of a new body of knowledge by evaluating this impact.

Abstract
Purpose
The purpose of this paper is to provide the description of an original framework for maintenance management plan development. The research aims to use in an integrated way different World Class Manufacturing (WCM)-based tools, in order to obtain a model which can be used for preventive maintenance in different industrial contexts.
Design/methodology/approach
In this research, a conceptual framework of preventive maintenance was described and then it was evaluated through a qualitative study in an Italian company. The company was chosen based on an initial interview with the operations team and the model area was selected. Then, the location was reorganized in order to obtain a green field which could sustain the implementation of the framework tools.
Findings
The case study was carried out in a small-medium manufacturing company which produces quick-release couplings and multiconnections, ranging from medium to ultra-high pressure. The defined framework has proved to be easy to implement in a company with a corrective maintenance plan, allowing the maintenance department to embrace the preventive maintenance culture. The maintenance model has been well received from the employees.
Practical implications
The framework allows a standardization of maintenance plans. Firstly, the standardization design itself allows finding previous wastes and consequent improvement areas. Then, it brings the improvement of a single machine which impacts all other machines in its family.
Originality/value
The added value of this study is the ability to integrate different WCM-based tools. Since the framework depicts a step-by-step process; it is also a starting point for companies that want to approach preventive maintenance for the first time.

Abstract
We bring together the institutional theory literature on institutional logics and the information systems (IS) literature that conceptualizes a relational view of affordances to explore the digital changes unfolding in the delivery of professional services. Through a qualitative inductive study of the development of an app led by a clinician manager in an Australian hospital, we investigate how multiple institutional logics shape the design of affordances when an organization develops new digital technologies for frontline professional work. Our findings show how a billing function was designed into the app by the development team over four episodes to afford potential physician users with billing usability, billing acceptability, billing authority and billing discretion. These affordances emerged as different elements of professional, state, managerial and market logics became activated, interpreted, evaluated, negotiated and designed into the digital technology through the team’s interactions with the clinician manager, a hybrid professional, during the app development process. Our findings contribute new insight to the affordance-based logics perspective by deepening understanding of the process through which multiple institutional logics play out in the design of affordances of digital technology. We also highlight the role of hybrid professionals in this digital transformation of frontline professional work.
