Abstract

Purpose

The purpose of this paper is to consider the question of equipping fully autonomous robotic weapons with the capacity to kill. Current ideas concerning the feasibility and advisability of developing and deploying such weapons, including the proposal that they be equipped with a so-called “ethical governor”, are reviewed and critiqued. The perspective adopted for this study includes software engineering practice as well as ethical and legal aspects of the use of lethal autonomous robotic weapons.

Design/methodology/approach

In the paper, the author survey and critique the applicable literature.

Findings

In the current paper, the author argue that fully autonomous robotic weapons with the capacity to kill should neither be developed nor deployed, that research directed toward equipping such weapons with a so-called “ethical governor” is immoral and serves as an “ethical smoke-screen” to legitimize research and development of these weapons and that, as an ethical duty, engineers and scientists should condemn and refuse to participate in their development.

Originality/value

This is a new approach to the argument for banning autonomous lethal robotic weapons based on classical work of Joseph Weizenbaum, Helen Nissenbaum and others.

Abstract

Purpose

This first part of a two-part paper aims to provide an insight into the ethical and legal issues associated with certain classes of robot. This part is concerned with ethics.

Design/methodology/approach

Following an introduction, this paper first considers the ethical deliberations surrounding robots used in warfare and healthcare. It then addresses the issue of robot truth and deception and subsequently discusses some on-going deliberations and possible ways forward. Finally, brief conclusions are drawn.

Findings

Robot ethics are the topic of wide-ranging debate and encompass such diverse applications as military drones and robotic carers. Many ethical considerations have been raised including philosophical issues such as moral behaviour and truth and deception. Preliminary research suggests that some of these concerns may be ameliorated through the use of software which encompasses ethical principles. It is widely recognised that a multidisciplinary approach is required and there is growing evidence of this.

Originality/value

This paper provides an insight into the highly topical and complex issue of robot ethics.

New technologies, including artificial intelligence (AI), have helped us begin to take our first steps off Earth and into outer space. But conflicts inevitably will arise and, in the absence of settled governance, may be resolved by force, as is typical for new frontiers. But the terrestrial assumptions behind the ethics of war will need to be rethought when the context radically changes, and both the environment of space and the advent of robotic warfighters with superhuman capabilities will constitute such a radical change. This essay examines how new autonomous technologies, especially dual-use technologies, and the challenges to human existence in space will force us to rethink the ethics of war, both from space to Earth, and in space itself.

Abstract

Purpose

This paper presents a survey of research into interactive robotic systems for the purpose of identifying the state of the art capabilities as well as the extant gaps in this emerging field. Communication is multimodal. Multimodality is a representation of many modes chosen from rhetorical aspects for its communication potentials. The author seeks to define the available automation capabilities in communication using multimodalities that will support a proposed Interactive Robot System (IRS) as an AI mounted robotic platform to advance the speed and quality of military operational and tactical decision making.

Design/methodology/approach

This review will begin by presenting key developments in the robotic interaction field with the objective of identifying essential technological developments that set conditions for robotic platforms to function autonomously. After surveying the key aspects in Human Robot Interaction (HRI), Unmanned Autonomous System (UAS), visualization, Virtual Environment (VE) and prediction, the paper then proceeds to describe the gaps in the application areas that will require extension and integration to enable the prototyping of the IRS. A brief examination of other work in HRI-related fields concludes with a recapitulation of the IRS challenge that will set conditions for future success.

Findings

Using insights from a balanced cross section of sources from the government, academic, and commercial entities that contribute to HRI a multimodal IRS in military communication is introduced. Multimodal IRS (MIRS) in military communication has yet to be deployed.

Research limitations/implications

Multimodal robotic interface for the MIRS is an interdisciplinary endeavour. This is not realistic that one can comprehend all expert and related knowledge and skills to design and develop such multimodal interactive robotic interface. In this brief preliminary survey, the author has discussed extant AI, robotics, NLP, CV, VDM, and VE applications that is directly related to multimodal interaction. Each mode of this multimodal communication is an active research area. Multimodal human/military robot communication is the ultimate goal of this research.

Practical implications

A multimodal autonomous robot in military communication using speech, images, gestures, VST and VE has yet to be deployed. Autonomous multimodal communication is expected to open wider possibilities for all armed forces. Given the density of the land domain, the army is in a position to exploit the opportunities for human–machine teaming (HMT) exposure. Naval and air forces will adopt platform specific suites for specially selected operators to integrate with and leverage this emerging technology. The possession of a flexible communications means that readily adapts to virtual training will enhance planning and mission rehearsals tremendously.

Social implications

Interaction, perception, cognition and visualization based multimodal communication system is yet missing. Options to communicate, express and convey information in HMT setting with multiple options, suggestions and recommendations will certainly enhance military communication, strength, engagement, security, cognition, perception as well as the ability to act confidently for a successful mission.

Originality/value

The objective is to develop a multimodal autonomous interactive robot for military communications. This survey reports the state of the art, what exists and what is missing, what can be done and possibilities of extension that support the military in maintaining effective communication using multimodalities. There are some separate ongoing progresses, such as in machine-enabled speech, image recognition, tracking, visualizations for situational awareness, and virtual environments. At this time, there is no integrated approach for multimodal human robot interaction that proposes a flexible and agile communication. The report briefly introduces the research proposal about multimodal interactive robot in military communication.

Purpose

The purpose of this paper is to provide a detailed insight into the global military robot industry with an emphasis on products and their applications.

Design/methodology/approach

Following an introduction which includes a brief historical account, this provides an industry overview, including various market dimensions and a discussion of the geopolitical and technological factors driving market development. The three following sections provide details of land, airborne and marine robots, their capabilities and deployments in recent conflicts. Finally, brief conclusions are drawn.

Findings

Military robots which operate on land, in the air and at sea constitute a multi-billion dollar industry which is growing rapidly. It is being driven by geopolitical tensions, notably the military-technology arms race between China and the USA and the conflict in Ukraine, together with technological progress, particularly in AI. Many robots possess multi-functional capabilities, and the leading application is presently intelligence, surveillance and reconnaissance. An increasing number of heavily armed robots are being developed, and AI has the potential to impart these with the capacity to deliver lethal force without human intervention. Although heavily criticised in some quarters, this capability has probably already been deployed on the battlefield. With ever-growing military budgets, escalating political tensions and technological innovations, robots will play an increasingly significant role in future conflicts.

Originality/value

This provides a detail account of military robots and their role in modern warfare.

Abstract

Weapons systems and platforms guided by Artificial Intelligence can be designed for greater autonomous decision-making with less real-time human control. Their performance will depend upon independent assessments about the relative benefits, burdens, threats, and risks involved with possible action or inaction. An ethical dimension to autonomous Artificial Intelligence (aAI) is therefore inescapable. The actual performance of aAI can be morally evaluated, and the guiding heuristics to aAI decision-making could incorporate adherence to ethical norms. Who shall be rightly held responsible for what happens if and when aAI commits immoral or illegal actions? Faulting aAI after misdeeds occur is not the same as holding it morally responsible, but that does not mean that a measure of moral responsibility cannot be programmed. We propose that aAI include a “Cooperating System” for participating in the communal ethos within NSID/military organizations.

Purpose

This paper aims to provide an overview of robots presently in use by the military and an insight into some that are under development.

Design/methodology/approach

Following a short introduction, this paper first considers existing applications of robots in the military field, including details of Russian weaponised ground robots. It then highlights a range of military robot developments and concludes with a brief discussion.

Findings

Drones (unmanned aerial vehicles) and small unmanned ground vehicles (UGVs) are among the most widely used robots by the military. Russia is developing a growing armoury of heavily weaponised UGVs, some of which were recently deployed in Syria. Some topics of development include humanoid robots, powered exoskeletons, load-carrying robots, micro-air vehicles and autonomous land vehicles. Robots will play an ever-growing role in military actions, and while some developments offer longer-term prospects, others are expected to be deployed in the near future.

Originality/value

Robots are playing an increasingly important role in military conflicts, and this provides details of present-day and anticipated future uses of robots by the military.

The “4th Industrial Revolution” is characterized by a rapidly developing integration of digital technology and “cyber-physical” capability. Diffusion of open source technology has been cited by security and policing theorists, who note an emerging array of technology-enabled challenges to status quo security regimes. What characteristics define post-industrial crime, and how do post-industrial criminal methods challenge industrial-era security and policing regimes? This chapter opens with an overview of the “4th Industrial Revolution” and its theoretic challenges to conventional security and crime controls. Several pathways of impact are defined in terms of their challenges to industrial-era security, policing, and social controls, and in the complications posed by expanding state countermeasures to combat them. The chapter describes a series of practical, legal, ethical, and technical challenges to be considered for policing and security policy as the 4th Industrial Revolution proceeds.
