Abstract
Purpose
Since the market penetrations of service robots are only successful to a limited types of services, the purpose of the paper is to look into the reasons why the market penetrations are lagged from both technical and nontechnical perspectives. Automatic robotic recharging services, especially robotic refueling systems, are used as the case study for the investigation.
Design/methodology/approach
This paper surveyed the relevant technologies and products and conducted the feasibility study and risk management for new development of automated robotic refueling systems. This paper developed a cost model for the evaluation of robotic refueling systems.
Findings
There are no major technical barriers that exist for the development of robotic refueling systems, but two main risks of developing new robotic refueling systems are interference of existing patents and the extreme effort to further reduce the development cost of automated refueling systems. The recommendations have been made to new developers of service robots.
Research limitations/implications
The suggestions are made for further development on service robots, in general; however, this paper does not cover the physical development of service robots.
Practical implications
This study was actually conducted for a client company who has a strong interest in developing new products for automatic robotic refueling systems. The reported work has great significance for new comers in this area to understand the state of the art, technological challenges and some potential risks in the field.
Originality/value
To the best of authors’ knowledge, it will be the first academic paper to summarize the research and development effort on automatic recharging business. The targeted field is very typical in promoting robots in services. Even robotic refueling was proposed at very early stage of robotic application, the market penetration of refueling robots the market penetration is very limited, not because the technology readiness but some other factors. This work has its significance to identify technical and nontechnical challenges to promote robots in services.

Purpose
This chapter outlines the potential market of methane (especially LNG) as vehicle fuel in Europe and China.
Methodology/approach
A comprehensive report on the existing framework in terms of market capacity, regulations, and incentives is presented. Moreover, the feasibility of using biogas as environmental friendly source gas is considered.
Findings
The transport sector represents a major element in the global balance of greenhouse gas (GHG) emissions. Natural gas is considered the alternative fuel that, in the short-medium term, can best substitute conventional fuels in order to reduce their environmental impact, because it is readily available at a competitive price, using technologies that are already in widespread use. It can be used as compressed gas (CNG) or in the liquid phase (LNG). The former is more suitable for light vehicles, while the latter for heavy-duty vehicles. Some barriers need to be overcome for the diffusion of this alternative fuel, especially concerning the supply problem. The incentive policy has been shown to cover a major influence in the feasibility evaluation.
Originality/value
This work shows the state of the art of natural gas as fuel, especially from biogas source, in Europe and China and assesses the incentive scheme necessary to make liquefied biomethane feasible on the basis of the existing scenario in Italy.

Abstract
Purpose
To set‐up the study of an unmanned system for refuelling of vehicles, with attention to VOCs recovery.
Design/methodology/approach
Presents the architecture of a robotic arm for refuelling. Special attention was allocated to the safety characteristics of the automatic refuelling station assuring the highest protection of people and their safeguard against accidents, preventing any dangerous response of the robotic arm in all the predictable conditions. A concurrent engineering methodology jointly with the life‐cycle approach was adopted for the study and evaluation of the equipment.
Findings
Finds that a six DoF arm with a tubular architecture with relocated actuation equipped with a specifically designed filler satisfying stage II rules is suitable to perform the task of safe refuelling of vehicles.
Research limitations/implications
Provides hints to design refuelling stations, also for fluids of the future (e.g. hydrogen).
Practical implications
This robot is a low cost and efficient solution for replacing humans in petrol pump stations, while preserving environmental health. Refuelling will be comfortable and safe even in adverse climate conditions or for dangerous fuels (e.g. hydrogen).
Originality/value
Introduces a robotic arm made with tubes so that cables, pipes and VOCs run inside it and a filler granting easy mating with the cap and VOCs collection.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. Abstract
Purpose
The increasingly improved automotive vehicle production technology has allowed consumers to purchase passenger cars and commercial vehicles at reasonably affordable prices. This has resulted in greater demands for the construction and installation of motor fuel dispensing facilities, or simply “gas stations”, in virtually all urban districts worldwide. However, unlike most consumer products, which are designed to be fire resistant, highly flammable gasoline dispensed at these facilities is intended and formulated to burn. Therefore, fire safety of motor fuel dispensing facilitates becomes a major concern since these facilities form one of the greatest fire hazards that millions of people visit everyday. This paper seeks to address this issue.
Design/methodology/approach
This paper reviews the current international and local legislation and requirements on fire safety in gas station facilities, and presents the findings of a case study conducted to evaluate fire prevention measures and fire protection equipment in five gas station facilities located in the growing City of Al‐Khobar, Saudi Arabia, where dispensing of motor fuel is carried out in an outside shaded area by station attendants.
Findings
The evaluation revealed that none of the five gas stations is complying with all fire safety regulations. Recommendations are made to improve fire safety at such facilities by regular inspection and evaluation.
Research limitations/implications
Although the results are limited to Saudi Arabia the approach taken could be extended to other geographical areas.
Practical implications
The paper is of practical value to facility managers responsible for day‐to‐day operations of gas station facilities.
Originality/value
The paper reviews literature from North America as well as that pertaining to the legislation in the country where the case study facilities are located.

Purpose
Recent lapses in the management of high hazard organizations, such as the Fukushima event or the Deepwater Horizon blast, add considerable urgency to better understand the complicated and complex phenomena of leading and managing high reliability organizations (HRO). The purpose of this paper is to offer both theoretical and practical insight to further strengthen reliability in high hazard organizations.
Design/methodology/approach
Phenomenological study based on over three years of research and thousands of hours of study in HROs conducted through a scholar-practitioner partnership.
Findings
The findings indicate that the identification and the management of competing tensions arising from misalignment within and between public policy, organizational strategy, communication, decision-making, organizational learning, and leadership is the critical factor in explaining improved reliability and safety of HROs.
Research limitations/implications
Stops short of full-blown grounded theory. Steps were made to ensure validity; however, generalizability may be limited due to sample.
Practical implications
Provides insight into reliably operating organizations that are crucial to society where errors would cause significant damage or loss.
Originality/value
Extends high reliability research by investigating more fully the competing tensions present in these complex, societally crucial organizations.
