Abstract

Purpose

Within the context of recent post-localism developments in the English local government, this paper aims to show, first, how management controls have become more enabling in response to changes in rules of public sector corporate governance and, secondly, how changes in management control systems gave rise to new corporate governance practices.

Design/methodology/approach

Theoretically, the paper mobilises the concept of enabling control to reflect on contemporary changes in public sector corporate governance. It draws on the International Federation of Accountants’ (IFAC) and Chartered Institute of Public Finance and Accountancy’s (CIPFA) new public sector governance and management control system model and data gathered from a longitudinal qualitative field study of a local authority in North East England. The field study used interviews, observation and documentation review.

Findings

This paper suggests specific ways in which the decentralisation of policymaking and performance measurement in a local authority (present case) gave rise to enabling corporate governance and how corporate governance and management control practices went some way to aid in the pursuit of the public interest. In particular, it shows that the management control system can be designed at the operational level to be enabling. The significance of global transparency for supporting corporate governance practices around public interest is observed. This paper reaffirms that accountability is but one element of public sector corporate governance. Rather, public sector corporate governance also pursues integrity, openness, defining outcomes, determining interventions, leadership and capacity and risk and performance management.

Practical implications

Insights into uses of such enabling practices in public sector corporate governance are relevant for many countries in which public sector funding has been cut, especially since the 2007/2008 global financial crisis.

Originality/value

This paper introduces the concept of enabling control into the public sector corporate governance and control debate by fleshing out the categories of public sector corporate governance and management control suggested recently by IFAC and CIPFA drawing on observed practices of a local government entity.

Abstract

Purpose

The purpose of this paper is to propose a tool that generates authority files to be integrated with linked data by means of learning rules. AUTHORIS is software developed to enhance authority control and information exchange among bibliographic and non-bibliographic entities.

Design/methodology/approach

The article analyzes different methods previously developed for authority control as well as IFLA and ALA standards for managing bibliographic records. Semantic Web technologies are also evaluated. AUTHORIS relies on Drupal and incorporates the protocols of Dublin Core, SIOC, SKOS and FOAF. The tool has also taken into account the obsolescence of MARC and its substitution by FRBR and RDA. Its effectiveness was evaluated applying a learning test proposed by RDA. Over 80 percent of the actions were carried out correctly.

Findings

The use of learning rules and the facilities of linked data make it easier for information organizations to reutilize products for authority control and distribute them in a fair and efficient manner.

Research limitations/implications

The ISAD-G records were the ones presenting most errors. EAD was found to be second in the number of errors produced. The rest of the formats – MARC 21, Dublin Core, FRAD, RDF, OWL, XBRL and FOAF – showed fewer than 20 errors in total.

Practical implications

AUTHORIS offers institutions the means of sharing data with a high level of stability, helping to detect records that are duplicated and contributing to lexical disambiguation and data enrichment.

Originality/value

The software combines the facilities of linked data, the potency of the algorithms for converting bibliographic data, and the precision of learning rules.

Abstract

This article describes a model for the standardisation of names in bibliographic databases. A prototype that was developed to demonstrate the feasibility of the model is described. Lastly, the impact of implementing this model is investigated. It was found that the new model will revolutionise name authority control. The literature supports such a change. It was also found that the prototype developed verifies the technical feasibility of its implementation.

Abstract

A striking feature of Jaques' work is his “no nonsense” attitude to the “manager‐subordinate” relationship. His blunt account of the origins of this relationship seems at first sight to place him in the legalistic “principles of management” camp rather than in the ranks of the subtler “people centred” schools. We shall see before long how misleading such first impressions can be, for Jaques is not making simplistic assumptions about the human psyche. But he certainly sees no point in agonising over the mechanism of association which brings organisations and work‐groups into being when the facts of life are perfectly straightforward and there is no need to be squeamish about them.

Abstract

Purpose

The purpose of this paper is to consider hierarchical control as a mode of governance, and analyses the extent of control exhibited by central government over local government through the best value (BV) and comprehensive performance assessment (CPA) performance regimes.

Design/methodology/approach

This paper utilises Ouchi's framework and, specifically, his articulation of bureaucratic or hierarchical control in the move towards achievement of organisational objectives. Hierarchical control may be inferred from the extent of “command and control” by Central Government, use of rewards and sanctions, and alignment to government priorities and discrimination of performance.

Findings

CPA represents a more sophisticated performance regime than BV in the governance of local authorities by central government. In comparison to BV, CPA involved less scope for dialogue with local government prior to introduction, closer inspection of and direction of support toward poorer performing authorities, and more alignment to government priorities in the weightings attached to service blocks.

Originality/value

The paper focuses upon the hierarchic/bureaucratic mode of governance as articulated by Ouchi and expands on this mode in order to analyse shifts in performance regimes in the public sector.

In this chapter we explore the key contributions made by the Authority In Contention (AIC) Project and suggest paths for extension and development of new research and theorizing based on these contributions. We place the AIC project in historical context, discuss three important clusters of ideas suggested by broadening our understanding of authority (the concept of authority, the impact of multiple authority structures, and social control of challenges), discuss the implications for challenger tactics and outcomes, and conclude by calling for a fluid definition of what counts as a social movement.

Abstract

Purpose

The paper explores theories of regulation by examining their consistency and fit with the development of smart regulation, better regulation and self‐regulation. It achieves this through the use of two case studies. Building control is offered as an example of deregulation, the 1980s approach to “smart” regulation, whilst the Primary Authority scheme is provided as an example of current thinking. The paper develops an explanation of how these shifting regulatory architectures have generated current views of how to manage the issue of regulation and then proposes a framework to explain how professional and local authority regulation works and can be made to work better.

Design/methodology/approach

Analytical, as a preliminary to testing theoretical constructs by further empirical research. The paper examines case studies to draw out the drivers for regulatory practice and then establishes a model from this as the basis for further work.

Findings

The use of Giddens's concept of Late Modernity is useful in describing the loss of authority by traditional regulators and explaining the adoption of “smart” regulation by others seeking to dominate regulation. A lack of theoretical definition as to what is meant by smart regulation can be countered by the development of constructs, such as the regulatory “triptych” developed here.

Practical implications

The development of a structure for professional and local authority regulation allows researchers to place developments in smart regulation in context. It also allows those newly emerging dominant authorities, in Giddens's terms, to be encouraged to develop a higher quality form of regulation.

Originality/value

The paper generates a grounded set of concepts that have explanatory efficacy.

Abstract

Purpose: This chapter addresses the main issues about regulation and protection of competition in Kosovo, with particular attention given to the control of enterprises concentration. The importance of controlling concentrations is based on the fact that enterprise concentration, whether local or international, can produce unequitable market conditions, creating monopolistic positions for some. Therefore, control of access from the Competition Authority is necessary, in order for competition to a level playing field for all.

Design/Methodology/Approach: The authors carried out a desk review of academic literature, the national reports provided by the competition authority and international institutions, competition law and other available important data. This is to determine and highlight the development of economic competition and control of concentrations, for example regulation and supervision in Kosovo and to determine whether this is in line with European Union directives.

Findings: Findings show that competition in Kosovo is still at a phase of development and more is needed to improve and ensure an adequate competition regime in accordance with EU regulations and practices. Significant efforts are necessary to improve legislative alignment and enforcement, specifically on control of mergers and acquisitions.

Practical Implications: The authors herein propose a few measures to be undertaken in order to ensure the effective implementation of the law on the protection of competition and the market economy.

Originality/Value: The authors define the needs for strengthening and the implementation of Competition Law in Kosovo, such as undertaking the proper coordinated steps in order to have adequate competition authority.
