Abstract

The structural perspective on China's prospect of democratization has three variants. The first emphasizes the structural requisites for the survival of the authoritarian state. It argues that the conditions, such as the governing capacity of the state and support from the Chinese people that used to sustain the authoritarian state, have deteriorated significantly and the authoritarian state cannot escape a collapse in the near future (Chang, 2001). The second focuses on the structural requisites for democratization. It holds that the rise of the middle class and the emerging spread of education in China will create favorable conditions for the country to head toward democratization (Gilley, 2004). The third stresses the resilience of China's authoritarian regime. It argues that the rise of democratic polity in Europe resulted from the special social structures of the continent in the feudal period. Since China's social structure in its premodern period was quite different, democracy did not become a solution even after the middle class emerged in China. For the same reason, China's political change will be most likely to move toward rule by law rather than democratization in the future (Pan, 2006).

Abstract

Purpose

The aim of this paper is to test and explore the hypothesis global ruling power, as well as review the six approaches featured in the special edition on global governance/ruling power.

Design/methodology/approach

Anthropological and historical records are presented as support for the emergence of ruling power in society; moreover, evidence of global ruling governance/power is reviewed in the six papers featured in the special edition.

Findings

Alternatives for global governance are reviewed in two papers, while four papers present evidence in support of the thesis of the emergence of a transnational ruling power/class.

Research limitations/implications

Because global ruling power exists informally and surreptitiously, the exact mechanisms of control are difficult to delineate, especially due to the fact that the Powers that Be spend much effort to block research into this area; however, this special edition opens up a promising area for new research efforts into global ruling power and the potential for global democracy.

Practical implications

Practical implications, although minimal in the short-term, increase as awareness grows, and policy alternatives are considered for the transition to a long-term, democratic global future.

Social implications

Once social consciousness grows about the non-democratic, authoritarian nature of global ruling power/elite, the more the momentum will grow for reforms in the direction of global democracy – towards a more sustainable and equitable global system, politically, economically and ecologically.

Originality/value

This paper represents a relatively new area for interdisciplinary research into global futures. Futurists, political scientists and sociologists should find it valuable.

Abstract

Purpose

This research is concerned with youth activism in Singapore historically and the importance of legitimacy for understanding the further development of youth activism and Singapore’s democratization process. It takes into account issues pertaining to good governance, economic performance and democratic participation (legitimacy). The paper aims to discuss this issue.

Design/methodology/approach

The research adopts a historical approach, qualitative in nature with some quantitative analysis based on documentary research, press reports and content analysis.

Findings

Historically youth activism was vibrant and dynamic in the fight for independence and against inequality and injustice during the colonial era in Singapore. Under Lee Kuan Yew’s rule, the scope and boundary of democratic participation (legitimacy) were delimited and controlled by the state. State-contained or controlled participation has replaced contentious politics. In the Singapore General Election in 2011, the younger generation of Singapore electorate, who are better educated and well-travelled, however, proved themselves to be rational and pragmatic when they exercised their rights to reject polices detrimental to their socio-economic well-beings as well as to the inclusiveness of society. The People’s Action Party (PAP) had the lowest vote share (60 per cent) in history. Since then the PAP government had stepped up its efforts in improving welfare gains of the citizens as well as managing public discontents with more effective policies. The PAP victory in the Singapore election (GE 2015), however, showed that among other reasons, welfare gains and good governance helped in salvaging the electoral legitimacy vis-à-vis the political legitimacy of the PAP government. However, the PAP government’s continual harsh treatment of critics, young and old, means that to achieve democratic legitimacy, it has to break through the shackles of authoritarian leadership style and elite governance, which have led to the regime’s failure to face up to the reality of an emerging civic participatory culture in the Singapore contexts.

Originality/value

Legitimacy is an important concept. To date there is no systematic application of this concept to the study of Singapore electoral politics. This paper employs Bruce Gilley’s determinants of legitimacy – democratic legitimacy, welfare gains and good governance – to explicate the basis of the PAP’s regime legitimacy, the contradictions inherent in state-contained participation and political representation that delimited and undermined the nature, scope and boundary of democratic legitimacy.

Abstract

This study systematically addresses an important yet neglected question pertaining to the potentially time-varying effects of economic development on political democracy. Building on Huntington's insightful observations of alternating “waves” and “reverse waves” of democracy in world history, we deduce research hypotheses subject to empirical falsification and find, through a systematic analysis of the experiences of 87 countries from the 1960s to 1990s, that the impact of economic development on democracy shifted from the well-known U-shaped relationship to an inverted U-curve. These shifts occurred around 1980, a time point that corresponds to Diamond's classification of the end of the “second reverse wave” and beginning of the “third wave” of democratization. The finding thus demonstrates that the “wavy” progression of democracy in the world reflects historically changing dynamics of economic development and their impacts on political democracy over time.

Abstract

Indonesia is one of the world’s “megadiverse” countries, providing ecosystem services that accrue at the global scale. However, control over access to and use of natural resources has historically been a source of tension between the central government and local communities, with the latter usually being marginalized by the former. Since the fall of the authoritarian Suharto regime in 1998, however, a grassroots movement supports the revitalization of customary communities and their traditional systems of social organization (adat). A major part of this quest for legitimacy is the portrayal of indigenous people as environmentally benign. This chapter describes how indigenous systems have been influenced by political processes over time. We then describe how the changing political–administrative landscape has given rise to a national indigenous rights movement. We also analyze international factors that have contributed to the emergence of the indigenous movement before discussing potential challenges facing the movement in the future. This chapter seeks to get beyond the simplistic conflation of indigenous peoples and environmentalism by understanding the strategic articulation of indigeneity and environmentalism.

Abstract

Purpose

The authors reinforce the existing literature on the effect of overall globalization on institutional quality (IQ), while incorporating the effects of economic, political and social aspects of globalization, human capital, government expenditure and population growth. To this end, the authors estimate panel data models for a sample of 36 member countries of the Organization of Islamic Cooperation (OIC) during 1984–2016.

Design/methodology/approach

The authors employ the cross-sectional autoregressive distributed lags (CS-ARDL) approach.

Findings

The study’s investigation affirms the presence of an inverted U-shaped (nonlinear) relation between overall globalization and IQ indexes for the sample countries, which suggests no additional room for improvement in IQ. It also underpins the existence of an inverted-U-shaped (nonlinear) relation between political globalization and IQ. In contrast, economic and social globalizations have a U-shaped relation with IQ, implying more scope for improvement.

Research limitations/implications

The findings have key policy implications. First, policy makers should consider a long-run approach for improving IQ and globalization over time. Second, quick reforms in the short run may not improve IQ.

Practical implications

The results suggest that policy makers should approach the globalization process from a long-run perspective as well by designing appropriate strategies to provide a continuous but gradual increase in globalization so as to systematically monitor the threshold limits to IQ from improving globalization

Originality/value

To the best of the authors’ knowledge, this work is the first to empirically investigate the overall role of globalization in promoting IQ under the conditions of short-run heterogeneity and long-run homogeneity. The authors focus on the member countries of the OIC, many of which are ruled by authoritarian regimes and suffer from a poor domestic institutional setting.

Abstract

This essay examines how two Marxist anti-colonial intellectuals from Portuguese India and French India – Aquino de Bragança and V Subbiah – differentially theorized movements for independence from colonial rule. Through the analysis of primary source documents in French, Portuguese, Italian and English, I compare V Subbiah's Dalit, anti-fascist anti-colonial Marxism to Aquino de Bragança's internationalist anti-colonial Marxism. Both theorists' approaches have similarities in (1) theorizing the relationship between fascism and colonialism given that the Portuguese Empire was administered by Salazar's Estado Novo and the French Empire was under Vichy rule, (2) rethinking Marxism to better fit the Global South context and (3) intellectual and political connections to Algeria were critically important for theory and praxis. Despite the distinct geographic and social spaces in which they lived and worked, both produced remarkably similar theories of anti-imperialism.

Abstract

Purpose

This purpose of this paper is to explain Macau’s successful pandemic response through an analysis of its social, political and economic landscapes. In particular, it focusses on the economic relief brought by casino capitalism in this era of COVID-19.

Design/methodology/approach

As mobility is highly restricted during the coronavirus pandemic, digital technologies have become central to ongoing social science research. Thanks to videoconferencing programmes such as Zoom, Facetime and WhatsApp, the author was able to carry out virtual interviews with 13 local people from different sectors of Macau in July 2020. In addition to in-depth interviews, the author also undertook an extensive review of the Macau government’s pandemic policies.

Findings

This paper argues that the Macau government’s swift and effective coronavirus policies are deeply intertwined with the urban fabric and political economy of the city’s casino capitalism, which endowed the government with surplus funds and an infrastructure that enabled the implementation of an array of strict measures that few other countries could afford to subsidise. Factors that have led to Macau’s extraordinarily low rates of COVID-19 infections and deaths include: competent leadership and the public’s high compliance with mandatory health measures; the generous benefits and financial support for citizens and businesses; and the compulsory quarantine required of all incoming travellers, who are lodged in hotel rooms left empty when casino tourists stopped coming. All of these measures have been made possible by a political economy backed by the peculiarities of casino capitalism and its resultant tax revenues.

Research limitations/implications

Future research could compare the case of Macau with other small but affluent economies (ideally economies that do not depend on the gambling industry) to ascertain the role of casino capitalism in building up economic resilience.

Originality/value

Although previous studies tend to emphasise the negative impacts of casino capitalism, this paper shows how tax revenues and infrastructure from the gambling industry can make a contribution to the host society in times of crisis.
