Abstract
Purpose
The application of lean and quality improvement methods is very common in process improvement projects at organisational levels. The purpose of this research is to assess the adoption of Lean Six Sigma™ approaches for addressing a complex process-related issue in the coal industry.
Design/methodology/approach
The sticky coal problem was investigated from the perspective of process-related issues. Issues were addressed using a blended Lean value stream of supply chain interfaces and waste minimisation through the Six Sigma™ DMAIC problem-solving approach, taking into consideration cross-organisational processes.
Findings
It was found that the tendency to “solve the problem” at the receiving location without communication to the upstream was, and is still, a common practice that led to the main problem of downstream issues. The application of DMAIC Six Sigma™ helped to address the broader problem. The overall operations were improved significantly, showing the reduction of sticky coal/wagon hang-up in the downstream coal handling terminal.
Research limitations/implications
The Lean Six Sigma approaches were adopted using DMAIC across cross-organisational supply chain processes. However, blending Lean and Six Sigma methods needs to be empirically tested across other sectors.
Practical implications
The proposed methodology, using a framework of Lean Six Sigma approaches, could be used to guide practitioners in addressing similar complex and recurring issues in the manufacturing sector.
Originality/value
This research introduces a novel approach to process analysis, selection and contextualised improvement using a combination of Lean Six Sigma™ tools, techniques and methodologies sustained within a supply chain with certified ISO 9001 quality management systems.

Abstract
Purpose
The purpose of this study is to compare the competition and productivity of the US freight rail transportation industry for the past 41 years (1980 ∼ 2020), which consists of the two periods, before and after the abolishment of the Interstate Commerce Commission (ICC) in 1995.
Design/methodology/approach
This study investigates any relationships between the market concentration index values and labor productivity values in the separate two periods, and how the existence of a regulatory body in the freight transportation market impacted the productivity of the freight rail transportation industry by using a Cobb–Douglas production function on annual financial statement data from the US stock exchange market.
Findings
This study found that, after the abolishment of the ICC: (1) the rail industry became less competitive, (2) even if the rail industry had an increasing labor productivity trend, there was a strong negative correlation between the market concentration index and labor productivity and (3) the rail industry’s total factor productivity was decreased.
Originality/value
This study is to find empirical evidence of the effect of the ICC abolishment on the competition and productivity levels in the US freight rail transportation industry using a continuous data set of 41-year financial statements, which is unique compared to previous studies.

Abstract
Purpose
Infrastructure projects are complex, task-based endeavours; the reliability of project schedules is often low, as delays occur. As a result, the infrastructure sector is constantly searching for innovative practices that might improve project performance. This study aims to pursue one research question: what are the benefits and challenges to last planner system (LPS) implementation in Australia’s infrastructure industry? It addresses this question through an examination of two rail infrastructure projects in Victoria, Australia.
Design/methodology/approach
The state of Victoria in Australia provides an excellent context for this study. The study was set in one of the programme alliances which was contracted to carry out five level-crossing removal projects. This study uses a combination of qualitative and quantitative research techniques, including surveys, interviews and site visits. The authors collected 43 valid survey responses. Additionally, 19 participants from the alliance programme’s two projects (Projects A and B) took part in the interviews. Extensive empirical evidence has been triangulated to achieve the research goals.
Findings
The findings show through the questionnaire survey that the greatest benefits that digital LPS brings are primarily associated with process improvement and social benefits. The interview results acknowledged that the roll-out of digital LPS had a positive impact on schedules, cost, occupational health and safety (OHS) and quality performance. The research also noted a few challenges in the introduction of digital LPS. Overall, the finding presents strong evidence that the introduction of digital LPS has been a clear success in the case company.
Originality/value
This is the first piece of research to fill this major gap in the LPS literature by exploring the issue of digital LPS adoption in Australia’s infrastructure sector. This study has thus laid the foundation for future work on LPS research in the Australian context. The authors are optimistic that this exploratory work will generate interest across other alliances, and perhaps extend into Australia’s construction sector.

Abstract
Purpose
The purpose of this paper is to explore issues relating to imposing a ban on the importation of asbestos-contaminated building materials (ACBMs) in the Australian context to better understand the multiple accountabilities and consequences.
Design/methodology/approach
This study undertakes a qualitative content analysis of the multiple accountabilities and stakeholder expectations using the lens of actor–network theory. This study further explores the weaknesses and complexities associated with implementing a complete ban on asbestos, ensuring that only asbestos-free building materials are imported to Australia. This study uses data collected from 15 semi-structured interviews with stakeholders, responses from the Australian Border Force to a questionnaire and 215 counter accounts from the media, the Australian Government, industry organizations, non-governmental organizations and social group websites during the period from 2003 to 2021.
Findings
This study reveals that stakeholders' expectations of zero tolerance for asbestos have not been met. This assertion has been backed by evidence of asbestos contamination in imported building materials throughout recent years. Stakeholders say that the complete prevention of the importation of ACBMs has been delayed because of issues in policy implementations, opaque supply chain activities, lack of transparency and non-adherence to mandatory and self-regulated guidelines.
Practical implications
Stakeholders expect public and private sector organizations to meet their accountabilities through mandatory adoption of the given policy framework.
Originality/value
This research provides a road map to identify the multiple accountabilities, their related weaknesses and the lack of implementation of the necessary protocol, which prevents a critical aspect of legislation from being effectively implemented.

Abstract
Purpose
The provision of an accessible and inclusive built environment is both a common regulatory requirement for architects and facilities managers, and a critical issue of equitable access for people with disability. Post Occupancy Evaluation (POE) is key to ensuring appropriate building accessibility is provided and maintained. Improved Building Information Modelling (BIM) integration with Facilities Management (FM) will enable more effective POE over time. This study aims to define and demonstrate the practicability and utility of a particular configuration of emerging BIM and related digital technologies, applied in the field.
Design/methodology/approach
A field study approach is applied to investigate the practicability and utility of the technology configuration and POE procedures. A proposed technology configuration is applied to evaluate 21 accessible bathrooms across three university buildings in Sydney, Australia. First, a checklist of technical functionality for a POE of accessible bathrooms particular to the field study FM context is established. The checklist is based on a review of recent literature, relevant standards, best practice guidelines, expert opinions, and the organisational requirements. Then, a technical and procedural approach to POE and BIM integration with FM is defined and applied in the field. Finally, a quantitative analysis of the results is presented and discussed relative to both the particular and general FM contexts.
Findings
The use of low-cost BIM and related technologies can usefully be applied in the field to promote a more progressive integration of BIM with FM and provide enhanced baseline models for ongoing POE. A rudimentary risk assessment of key accessible bathroom features (in the context of this field study) identified that the Toilet: toilet rolls location is unsatisfactory across all bathrooms surveyed and represents an immediate and high-risk failing. Other high-risk issues highlighted in this study included: Approach: access; Entrance: door fittings and security; and Layout: hazards.
Practical implications
This study offers a blue-print for building practitioners to adopt and progressively integrate low-cost BIM and related technologies with extant FM systems. The study also promotes an improved approach to effective POE practice in general, and to the assessment of accessible bathrooms in particular.
Originality/value
Recent reviews highlight key barriers to BIM integration with FM and significant limitations to current POE practice. Proposals for BIM integration with FM tend to focus on the comprehensive use of BIM. This study demonstrates the practicability and utility of a more progressive approach to BIM adoption and integration with FM in general. The study is also novel in that it shows how low-cost BIM and related technologies can be used as a baseline reference for ongoing POE. Building practitioners can adopt and adapt the technology configuration and approach to support a range of POE applications. This field study has identified immediate and high-risk potential failings of the accessible bathrooms provided on one university campus in Sydney, Australia.

Abstract
Purpose
Over 2.7 million workers are employed in the UK construction industry and with the fragmented nature of the construction sector; cases of poor mental health of workers are on the increase. This upsurge in the number of workers experiencing poor mental health could directly impact construction safety with significant financial adverse consequences on employers and the UK economy. Studies have identified lapses within the construction sector emphasising the lack of transparency regarding reporting of mental health and well-being of construction workers due to the inadequate engagement from employers and the lack of genuine leadership commitment to tackle mental health.
Design/methodology/approach
This study adopted a non-probability purposive sampling strategy, using a self-selected sample. A self-administered questionnaire benchmarked against the mental health core and enhanced standards tools by the “Stevenson/Farmer review of mental health and employers” served as the basis for the methodology. A total of 106 industry managers from highways, construction, maritime, utilities, home building, rail and haulage/fleet were involved in this study.
Findings
The findings indicate that the industry is making good strides towards addressing mental health issues; poor mental health have significant financial burdens on businesses and the economy; some contractors have mental health initiatives and programmes in place; there is inconsistency of support available to employees; some contractors now integrate leadership training; the level of engagement vary based on the strategy and action plan adopted by organisations; different mechanisms are adopted for monitoring mental health issues, and there are cross-industry initiatives.
Research limitations/implications
A limitation of this study is the number of participants which is not representative of the entire UK construction workforce. Therefore, the findings from this study as much as it presents some understanding of employee mental health and well-being cannot be overtly generalised across multiple industries, different geographic regions or contexts.
Originality/value
Employers should have a clear representation of the mental health of their employees to help them understand what affects worker’s mental well-being and how they can support them. Disregarding the multifaceted causes of mental ill-health due to the perceived financial implications could be more devastating for the industry.

Abstract
Purpose
As an emerging socio-technical paradigm, high-speed railways profoundly change individuals' lifestyle and allow for the shift toward a green transportation. Digital technologies open an opportunity window for the development of enterprises. This study aims to clarify the impact of firm digitalization on the innovation efficiency of the Chinese high-speed rail industry. In addition, human capital is the important non-physical capital of enterprises. The authors also elucidate the moderating role of human capital on the above relationship.
Design/methodology/approach
Based on the data of Chinese high-speed railway listed companies from 2015 to 2021, this study explores the impact of digital transformation on the innovation efficiency, and further clarifies the boundary role of human capital with two-way fixed effect regression models.
Findings
The empirical results indicate that digital transformation has a positive impact on the innovation efficiency of the Chinese high-speed railway enterprises. Furthermore, human capital significantly enhances the above relationship. In addition, digital transformation fosters the innovation efficiency of small- and medium-sized enterprises and private-owned enterprises, but the correlation coefficients between digital transformation and the innovation efficiency of large enterprises and state-owned enterprises are not significant.
Originality/value
This is one of the earliest studies to explore how digital technologies shape R&D activities. From the perspective of relative efficiency, this study evaluates the effectiveness of digital transformation and provides empirical evidence for the formulation and implementation of corporate digital strategies. Moreover, this study links human capital with digital transformation and identifies condition factors that affect the effectiveness of digital transformation, thereby supplementing existing knowledge.

Abstract
Purpose
Due to the crisis originated by the COVID-19 pandemic, an important number of workers have been incorporating the telework modality. In this context, the distance from the workplace generates new dilemmas for work performance. In the paper the authors study the role of some individual and social antecedents on telework outcomes. In particular, they empirically investigate the direct relationship between trust (TR) and telework performance (PER) and explore mediators of that relationship such as social isolation (SI) and fatigue (FA).
Design/methodology/approach
A theoretical model with three main hypotheses is proposed and tested using partial least square structural equation modeling (PLS-SEM). The study sample, of an exploratory nature, consists of a dataset of 201 teleworkers working in Spanish companies.
Findings
The relevance of the proposed model is demonstrated and FA is found to be the factor that most affects (negatively) PER, followed by TR (positively) and SI (negatively). Beyond the direct effects, the results provide support for the role of SI and FA in mediating the relationship between TR and PER.
Originality/value
This paper discusses the PER dilemma and proposes and tests a background model that may be useful for future research. The results are of interest to human resource managers, consultants, academics and telework tool developers and managers. Practices are proposed to improve TR or to reduce feelings of SI or FA. The research provides a practical evaluation tool for telework implementation.
