Abstract

National training packages have become the mandated framework for course delivery in Australia’s vocational education and training sector. Each training package contains: qualifications that can be issued, industry‐derived competencies, and assessment guidelines but do not contain an endorsed curriculum component or learning outcomes. All public and private vocational education and training providers must use training packages, or industry‐endorsed competencies in cases where they do not exist, if they are to receive public funding for their programs. This article describes the operation of Australia’s national training packages and considers some of their strengths and weaknesses, many of which may be shared by similar systems elsewhere. Argues that training packages may result in poorer student learning outcomes, and that they may threaten the end of effective credit transfer between the vocational education and training and higher education sectors. Suggests that national training packages are not a good model for other countries and that Australia’s current vocational education and training policy needs to be reviewed.

Abstract

The background and context of Australian Library and Information Services (LIS) education and the role LIS education plays in constructing the Australian workplace are explored in this chapter. It provides an analysis of the broader historical, social and educational imperatives which have shaped Australian LIS education. It also examines the pedagogical, structural and epistemological construct surrounding the development of education for LIS in that country. Specific questions are raised about divisions in LIS education and training which lay the framework for further research and discussion. The historical context for LIS education is covered and insights into the nature and background of the broader educational frameworks which have influenced it are provided.

Abstract

In July 2001 a comprehensive training package for business services successfully jumped its first hurdle on the way to endorsement when the Australian National Training Authority passed it onto the National Quality Training Council for quality checking. The Business Services Training Package includes a revised set of recordkeeping competency units based on the 1997 Records and Archives Competency Standards. The revised standards have been packaged into recommended qualifications which embrace both specialist recordkeeping qualifications and general business services qualifications. The training package may be used to construct training programs through a range of levels, from schoolleavers entering the workforce to do office work, through to professional development programs for experienced recordkeeping professionals. The process of re‐organising the 1997 competency standards into training packages has been a subject of controversy in the industry. This article provides an account of the original project to develop records management and archives competency standards and the subsequent revision project in the context of major changes in the tertiary education sector in Australia.

Abstract

Purpose

The purpose of this paper is to assess the extent to which work-based learning could potentially improve education and training pathways in Australia.

Design/methodology/approach

The paper reviews education and training provision in Australia through a contextualisation of the Australian Qualification Framework (AQF) with work-based learning pedagogy to determine the extent to which it might contribute to improved outcomes for learners.

Findings

People seeking to advance their career aspirations can consider the application of work-based learning to support lifelong learning pathways through the AQF.

Research limitations/implications

There is a need for further longitudinal studies on the outcomes of work-based learning for organisations, individual learners and education and training institutions.

Practical implications

The application of effective WBL approaches has the potential to create a much larger flow of learners from experiential and vocational backgrounds into undergraduate programmes and onto higher education programmes using a consistent and effective pedagogy.

Social implications

By actively considering the opportunities for learning at work and through work learners, educators and business managers may recognise that there would be more demand for work-based learning.

Originality/value

This paper represents an initial action research study which examines the role WBL can provide for life-long learning.

Abstract

Purpose

This paper aims to explore how and why the Australian records and archives professions are in decline by examining job advertisements. The hypothesis was that competencies, developed as standards to communicate a professional identity to recruiters, would show in job advertisements.

Design/methodology/approach

Searches were set up to capture job advertisements for records and archives positions advertised on Australia’s largest job seeking website: Seek.com.au. Criteria developed to identify relevant advertisements were based on existing competencies and standards outlining records professionals’ skills, knowledge and attributes. Statistical analysis was used to assess the data.

Findings

Employers and recruiters are looking for generalist skills rather than specialist knowledge. Additionally, the requirement of having experience outweighs qualifications. Most job advertisements did not demonstrate awareness of records professionals’ specialist skills, knowledge and attributes.

Originality/value

There is a dearth of research into the Australian records workforce. There has been only one other research project into job advertisements in Australia, which focussed only on Western Australia. This research collected data over a three-month period for jobs advertised all over Australia. This paper raises questions about the role of competencies in establishing and communicating professional identity, as well as the future of records profession in Australia.

Abstract

This chapter adds to the volume by providing a first-hand account, discussion, and reflection on our experience of coming in as outside “experts” from Australia to develop courses for universities in the Middle East and North Africa (MENA) region. This chapter provides a comparative analysis of two cases illustrating and discussing cross-cultural collaborations for curriculum development for an Industrial Design (ID) program and an interdisciplinary design program in the Middle East, namely the Kingdom of Saudi Arabia (KSA) and the United Arab Emirates (UAE). This chapter aims to provide a better understanding of Quality Assurance (QA) processes and the purpose of curriculum development for employability and entrepreneurship in the MENA region. To meet this aim, we describe the planning processes for the development of the new curricula and the evolution of the programs. We reflect on the differences and similarities of QA frameworks, and their interpretation and use by the universities in the KSA, the UAE, and Australia. We compare the processes and outcomes around specialization versus inter- and transdisciplinarity, as well as around employability in traditional industry versus education for entrepreneurship and future jobs. We observed significant differences between the two recipient MENA countries, and between them and Australia. These related to the understanding and foci of the graduate attributes; the understanding and implementation of course development processes; and the responsibility of provision and oversight of QA oversight in each country. In closing the chapter, we share important learnings through our reflections.

Abstract

The purpose of this chapter is to provide a framework to guide learning and teaching practice in next generation learning spaces. The framework is informed by both learning and teaching theory and the current context of the sector. The framework provides guidance to those who teach in next generation learning spaces and is illustrated with examples of effective pedagogic practices that use the affordances of spaces while avoiding their limitations. The chapter discusses the tension between next generation learning space design and use. Design is influenced by drivers ranging from a need to accommodate ever-larger student numbers and responding to digital technologies and other developments in educational media, to providing for new approaches to learning. Use is determined by understandings of the teaching task, which can range from presentation by a teacher through to students working individually or in groups to generate meaningful knowledge, useful skills and professional values. In this chapter we identify drivers underpinning the creation and design of next generation learning spaces in universities today and associated expectations of the ways in which the spaces will be used. We reflect on understandings of sound pedagogic practice and work through to implications for learning and teaching in NGLS. In some cases advocated pedagogic practice asks teaching staff to make the most of spaces designed to allow students to engage constructively in their learning. In other cases it involves teaching constructively in spite of the design of the space.

Abstract

Purpose

The use of e‐portfolios in recognition of prior learning (RPL) processes in workplace and professional practice contexts has attracted little attention in the literature due to its emergent nature. This study seeks to explore the growing incidence of e‐portfolio‐based RPL (e‐RPL) and professional recognition (e‐PR) processes in Australia and the implications this has for recognising workplace learning.

Design/methodology/approach

The paper utilises an exploratory study and involves a content analysis of a selected sample of data sources. The sample includes the abstracts and papers presented at the 2009 VET E‐portfolios Showcase and the 2010 ePortfolios Australia conference and the Australian Flexible Learning Framework (AFLF) funded E‐portfolio implementation trials 2009 and 2010.

Findings

The paper finds an array of e‐RPL and e‐PR operationalised across multiple fields/disciplines and contexts. The incidence of e‐PR is more dominant than that of e‐RPL. The findings result in the development of a framework that provides the conceptual scaffolding for recognition systems in the workplace.

Research limitations/implications

The study is limited to Australian based data sources. Further analysis could be expanded to international contexts to increase the data and evidence on e‐RPL and e‐PR processes and the implications these have for recognising workplace. The framework developed from the study provides a conceptual launch pad into future lines of inquiry which can critically explore the underlying pedagogies and knowledge paradigms which have dominated in formal learning systems.

Practical implications

The paper includes implications for the correct matching of practices and tasks to appropriate types of e‐portfolio based RPL and PR along a continuum of formal to informal learning and varying degrees of learner control.

Originality/value

This paper presents an analytical framework for exploring e‐RPL and e‐PR as distinct processes of recognition through a synthesis of RPL and e‐portfolio research and theoretical constructs. The framework includes a typology of e‐RPL and e‐PR based on Smith and Tillema's typology of portfolios and Cameron's models of RPL. The framework will assist in analysing recognition processes undertaken in workplace contexts.

Abstract

Purpose

The aim of the paper is to examine whether there really is a shortage of VET teachers, and if so, whether there are links to the salary offered and to the qualifications required.

Design/methodology/approach

The paper uses three main approaches to examine the narrative of a shortage of VET teachers in Australia.

Findings

There was no documented evidence of a VET teacher shortage, beyond a general perception of shortage in line with other occupations due to the post-COVID economic recovery. Salaries for VET teachers were found to compare well with other education occupations and other jobs in the economy. There was no evidence of the required qualifications deterring entry. The main concern appears to be whether VET can adequately train workers for other sectors in shortage.

Research limitations/implications

The research did not include empirical survey work and suggests that this needs to be carried out urgently.

Practical implications

The research provides evidence that will challenge current assumptions and help in the recruitment of VET teachers.

Social implications

It argues for a recognition of the importance of the VET sector beyond its function of serving industry.

Originality/value

It highlights ways to make VET teaching a more attractive proposition and to better promote its advantages.
