Abstract

Purpose

The purpose of this paper is to illuminate an example of current practices and processes that enable transformation in the workplace in a South African multi-unit hospitality and tourism business, affording previously disadvantaged people the opportunity to advance in the organization and participate in the management and ownership of that organization.

Design/methodology/approach

A constructivist grounded theory methodological framework is used for the collection of data, analysis and theoretical development, utilizing Charmaz’s (2006, 2011, 2014) approach in both the collection and analysis of data as well as the theoretical perspective that emerged from the research process. Intensive semi-structured recorded interviews were conducted with the owner and managers of the company. Following transcription of the interviews, multi-level data coding allowed the move from an inductive to an abductive process with theoretical sampling allowing the shift toward conceptual and theoretical development.

Findings

Study findings provide insight about the processes and practices that enabled previously disadvantaged people to move into management and ownership of a multi-unit South African hospitality and tourism business. Leapfrogging emerged as a theoretical perspective that provides interpretive understanding of atypical upward employment mobility, i.e. “human leapfrogging.”

Research limitations/implications

While this study is limited to a single hospitality and tourism company in South Africa that is not necessarily typical of other South African businesses, it provides a vivid illustration of the impact that visionary leadership and a genuine desire to “level the playing field” can have on individuals, both personally and professionally, and their wider communities.

Practical implications

Leapfrogging theory in the context of “human leapfrogging” suggests innovative business practices for fast-tracking marginalized individuals out of poverty and provides an urgently needed theoretical perspective for this process.

Originality/value

To the authors’ knowledge, the leapfrogging concept has not previously been applied in the context of atypical employment progression within the corporation, nor has its impact on the corporation and the lives of the affected individuals and their communities been examined.

Abstract

Germany has become one of the major destination countries for labour migration within the European Union. The German government introduced temporary restrictions on labour migration after the eastern enlargement rounds of 2004 and 2007. These barriers had little impact on the overall volume of labour mobility. Rather they were accompanied by new “atypical” forms of mobility through the posting of workers, self-employment and seasonal workers, which according to EU rules are covered only by a minimum of host country regulations. The combination of temporary restrictions on regular migration and the opportunities through atypical mobility created strong incentives for companies to engage in ‘regime shopping’ strategies. This contributed to a considerable growth in outsourcing, subcontracting and flexible use of external labour added to pre-existing dynamics of low-wage competition, segmentation and fragmentation in the German labour market. Using data on the different forms of intra-EU migration to Germany, the article analyses the different paths that labour migration has frequently used since the fall of the Iron Curtain. First, it maps the changes in magnitude, character and direction of intra-EU labour mobility to Germany and the relative weight of the different channels through which such movements occurred from 2000 to 2015. Second, the article discusses the various responses by the government by the extension of collective agreements and the statutory minimum wage.

Abstract

This paper analyses the effects of both training and overeducation on upward mobility in the internal labour market, the professional market and the “supplementary labour market”. The latter segment can be considered as a broadly defined secondary labour market as it is not restricted to the low‐level unskilled jobs only. This broader definition – also found in initial segmentation theory – allows for the changed character of the secondary labour market in the industrialized countries. As expected, “career training” influences upward mobility positively. However, contrary to the predictions of segmentation theory, particularly in the supplementary labour market career training is a means of gaining promotion to a higher level job. Overeducation also affects upward mobility positively, which indicates that overeducation is to some extent a temporary phenomenon at the individual level. However, this also holds in particular in the supplementary segment of the labour market. The estimation results show that the supplementary labour market is less of a dead end than the segmentation theory predicts and is a more valuable place to get training than has been recognized. The supplementary market probably plays an important role in the transition process between initial education and the labour market. Although workers may be initially overeducated in their first jobs, a supplementary segment job could be an attractive step towards reaching a more suitable position in the labour market.

Abstract

Purpose

The work compares across cohorts and different levels of education the early-stage evolution of several labour market outcomes, with the aim of studying whether and to what extent education matters for the level, growth and stability of earnings.

Design/methodology/approach

By using a rich longitudinal dataset developed from merging survey and administrative data, this article describes the evolution of the early career – five years following the education completion – in Italy comparing differently educated workers born between 1970 and 1984.

Findings

The authors find evidence of an "education premium” during the first five years after education completion in terms of faster school-to-work transition, higher employability and higher earnings; moreover, education is associated with positive, faster and more volatile earnings growth, while for those experiencing a downward trend education does not appear to play any role. However, no clear-cut changes across cohorts in the association between the various outcomes and the level of education emerge, thus signalling that no continuous rise of skill premia in the first phase of the working career across cohorts characterises the Italian economy.

Originality/value

The main originality consists in investigating the early career stage by cohort and by the level of education with a focus on many multi-year individual outcomes. Besides investigating the evolution of aggregate outcomes for differently educated individuals born in different cohorts, the authors also focus on individual earnings dynamics along the five years after the education completion.

Abstract

Using two nationally representative data sets, we examine the wages, benefits, and social insurance of contingent workers compared with standard employees in South Korea. In addition, we measure employers’ investments in their contingent workforce. Our results indicate that contingent workers have become the dominant form of labor in South Korea after the 1998 Asian financial crisis and are faced with working conditions that are discriminative compared with those of standard employees. We also find that employers’ investments in contingent workers as human resources, as well as the upward mobility of contingent workers, are limited in the Korean labor market. Overall, our findings provide a comprehensive understanding of the working poor, including the social exclusion of contingent workers in an advanced developing economy.

Abstract

EU social policy is perhaps the most controversial aspect of European integration yet, despite all the political clashes on the matter, concepts like “social Europe” or “social dimension” remain ill‐defined and imprecise terms. Intends to outline and clarify in detail the debate about whether or not the European Union should have competence with regard to labour market affairs. A key message is that social policy has been controversial because it has become embroiled in the debate about the future political direction of the EU. In particular, three contrasting political models –symbiotic integration, integrative federalism and neo‐liberalism – have been put forward as organizing principles for the EU and each has a coherent view of what form social policy should take at the European level. It is the clash between these three models that has caused EU social policy to be so contestable and intractable.

Abstract

The deteriorating labour market position of low‐skilled workers challenges economic efficiency and social equity. Four aspects are examined: joblessness among the low‐skilled; the prevalence of low pay among women; persistence in low pay; and the overlap between low pay and household poverty. It concludes that the labour market institutions of “social Europe” are effective in reducing the disadvantage of vulnerable groups, although they have protected women less effectively than men. Education and training will have an important contribution to make; more immediately, reducing the deflationary bias in European macroeconomic policies should benefit the low‐paid.
