Abstract
It is too often too easy to become involved in the intricacies of how to make assessments of training to the neglect of a good understanding of how profoundly the techniques of asessment are affected by what it is which is being assessed and the equally profound influence that this has on the nature and appropriateness of the assessment techniques used and the information produced by them.

Abstract
The new local government performance framework, in combination with the move towards greater personalisation in services, creates a radically new funding environment for housing with care and support. From the Public Service Agreement (PSA) on achieving settled accommodation for individuals at risk of exclusion, through to the impact of local joint strategic needs asessments and individual budgets, the principles and mechanisms of the new joint commissioning culture create more opportunities for providers to articulate the needs of the client group served, and to assert the case for more joined‐up and responsive services. This may require different skills and new styles of leadership at local level, and providers who have become adept at being competitors may need to re‐discover the skills of partnership. Meanwhile, new social exclusion policy frameworks are emerging for supported accommodation, which can support moves away from institutional care for those with mental health problems.

Abstract
A company whose business has always been the steel industry diversifies by acquiring a printing company. Should the benefits package of the parent, a member of the mature and highly‐unionized steel industry, be extended to the printing industry where benefits are not traditionally as generous? A textile firm whose traditional business has been stable for years finds that its fabric processing division is growing very rapidly and holds a strong position in an expanded market created by the use of new synthetic fibers. Are the firm's traditional criteria for selecting, promoting, and compensating executives appropriate to the management of this growing sector? The management of a company that has grown rapidly for ten years decides that the firm has attained an optimum size and that future growth should be limited and highly selective. Do the personnel policies in recruitment, training, compensation, and management succession still fit a company that will now experience slower growth?

Abstract
The growth of the Internet and Web offers opportunities to both organisations and individuals. Some of this opportunity is lost to both though if Web site content is not accessible. To date this fact has received little attention. However, as the market matures and legal parameters surrounding discrimination become clearer, the topic of accessibility will take on increasing significance. The purpose of this paper is to contribute to those assessments of Web content accessibility already undertaken, as well as to spread the accessibility word to a wider audience. The study looked at the accessibility of UK‐based accountancy sites utilising the evaluation software Bobby. It found that the accessibility of UK‐based accountancy firms to be relatively poor in comparison to other (mostly US and university and library) surveys.

Abstract
Examines the thirteenth published year of the ITCRR. Runs the whole gamut of textile innovation, research and testing, some of which investigates hitherto untouched aspects. Subjects discussed include cotton fabric processing, asbestos substitutes, textile adjuncts to cardiovascular surgery, wet textile processes, hand evaluation, nanotechnology, thermoplastic composites, robotic ironing, protective clothing (agricultural and industrial), ecological aspects of fibre properties – to name but a few! There would appear to be no limit to the future potential for textile applications.

Abstract
To survive in increasingly competitive markets, customer focused organizations are challenged to create and sustain long term loyal and supportive customers. To ensure long term service quality, organizations need to have quality focused internal structures and processes in place to support those on the front line who make or break the organization’s reputation with their customers. This paper introduces nine scientifically developed measures of internal structures and processes that are associated with service quality. These measures are applicable to organizations in a variety of industries in both the public and private sectors and can serve to benchmark “best in class” practices. They were developed from ratings obtained from 8,924 employees from over 100 organizations. When organizations provide supportive structures and processes for their front line employees, these employees are better able to provide top quality products and services to their external customers.
