Abstract
Purpose
The purpose of this paper is to review and compare the implementation of “arts inclusion” policies (AIPs) by 14 different public administrative systems around the world. It aims to provide a consolidated source which informs further studies in this field, and to develop a framework to compare AIPs at a global level.
Design/methodology/approach
Using “arts inclusion policy” as the search term, academic journals from a wide spectrum of fields were reviewed. A data set was extracted from the Compendium of Cultural Policies and Trends’ online database which provided real-time information of national cultural policies. Another data set is from the United Nations’ Inequality-adjusted Human Development Index, as the geographic scope of the review – largely focussing on UK, US, Australian, Scandinavian and Asian contexts. Using existing policy-making literature as benchmark, the authors designed and applied a comparative framework dedicated to AIPs which focussed on “policy-making structures” as the main ground of comparison.
Findings
An important finding is that the policy development and implementation of AIPs often underscore inter-sectoral involvement in many public administrations in this study. With policy leadership and financial incentives pivotal to effective AIPs, central governments should take a more concerted leadership role to include AIPs in national inter-sectoral policies, encourage evidence-based research, expand funding and advocate the recognition of the impacts of arts inclusion. It is concluded that AIPs in western countries remain more developed in targeted scopes and programme diversity compared to those of Asian countries and regions. Continued studies in this field are encouraged.
Originality/value
This review is the first of its kind to include a number of Asian and western countries within its research scope, allowing it to offer a more holistic outlook on the development and implementation of AIPs in different countries and regions. A common critique with all relevant existing literature was usually their lack of concrete comparative grounds, and the present study’s all-encompassing review of literature from across different levels and sectors of respective public administrative systems contribute to a unique and comprehensive perspective in the arts and health discourse.

Abstract
Purpose
The purpose of this paper is to present an evaluation of a community arts for health programme in the UK involving the delivery of three separate projects targeted at disadvantaged areas.
Design/methodology/approach
Evaluation plans were drawn up for each project, which linked long‐term goals, objectives, indicators of success and data collection methods. Evidence was collected during the projects. In addition, 16 semi‐structured interviews were conducted with individuals involved in the programme.
Findings
The projects used a range of creative methods, which were found to be accessible and relevant. A number of short‐term health and social outcomes were demonstrated. The programme also had wider impact through strengthening partnership working and the development of knowledge and skills.
Research limitations/implications
This was a small‐scale study with limited in‐depth data from participants. Long‐term outcomes were not assessed. There is scope for more studies investigating the impact of arts activity on health and social care organisations and the training needs of staff.
Practical implications
A number of implications for practice emerged from the findings, including the importance of building local ownership and involvement, and the development of sustainable activity through partnership working.
Originality/value
This evaluation contributes to the small evidence base for arts for health interventions. It identifies outcomes from the activities and discusses issues relating to the development and implementation of community‐based arts for health projects.

Purpose
The purpose of this paper is to relate the growing body of evidence about the impact of creative arts on the health and well-being of older people to the debate about active ageing, prevention and demographic change.
Design/methodology/approach
It draws on a range of researched examples in order to illustrate the impact of three different art forms – singing, dance and visual arts – on health and well-being.
Findings
The evidence exists in increasing volume and diversity that creative arts not only improve personal feelings of well-being but also key physiological measures. The arts are increasingly recognised as playing a major potential role in the delivery of health and social care interventions. Greater recognition and action are needed from policy makers, commissioners and care providers in health and social care that the arts are not a marginal and elitist avenue but a mainstream tool supporting older people to remain active, healthy and independent. Importantly, they represent a powerful source of motivation, agency and confidence.
Social implications
It argues that creative arts should become an integral and more prominent part of ageing policy. There is a long association between the arts and mental well‐being, but this can also be an area of contest and debate. In this commentary on the issues raised by the papers in this special arts and mental well‐being issue of the journal, James Oliver and Paul Murray question the attempt to impose scientific measures of outcome on arts participation, and ask if we should not, instead, regard access to opportunities for creative expression as a legal right and moral duty owing to those whom we, as a society, have excluded from the mainstream through incarceration or labelling.

Abstract
Purpose
The purpose of this paper is to present a study of arts engagement for mental health service users in Denmark.
Design/methodology/approach
The study was completed at Hans Knudsen Instituttet, Denmark. It involved analysis of emerging themes from semi-structured interviews with six participants who had participated in a structured visit to the National Gallery (Statens Museum for Kunst) in Denmark.
Findings
Multiple benefits for people who use mental health services engaging in arts activities are reported. Arts activities are described as a central component of everyday life; a way of life and a significant factor in getting through the day. Barriers are identified in the interdisciplinary working between the museum educator and participants.
Social implications
This study identifies that the participants benefited from taking part in the arts/cultural activity. Findings also suggest that if museums are offering activities to people who use mental health services they should equip staff with training designed to support appropriate ways of working with this group. This interdisciplinary activity offers a relatively untapped potential arena of support.
Originality/value
The paper will be of relevance and value to those working with mental health and arts. The study demonstrates the importance for mental health service users to engage in creative activity and for museum staff to have appropriate skills for inclusion to be successful.

Abstract
Purpose
Drawing on literature and the evaluation of a UK community Arts in Health project, this article aims first to demonstrate that, in spite of the common association in mental health practice between art and the use of psychotherapeutic techniques, involvement in art creation can, in itself, have a sustained and positive impact on the mental and social wellbeing of participants and, second, to give an analysis of the different forms of arts involvement in health.
Design/methodology/approach
A qualitative evaluation of a successful process‐based arts in health‐care provision to existing vulnerable mental health community groups is discussed.
Findings
While the implementation of traditional forms of art therapy tends to be the preserve of those with specialist training, process‐orientated art for health projects have been found to be more versatile and are developments in which many practitioners potentially play an important part. Arts in Health provision in a community setting can offer positive health benefits, and aid health promotion.
Practical implications
More widespread, sustained funding and further evaluation and research for this accessible, cost‐effective means of health promotion in a community setting are needed.
Originality/value
Arts in Health, in institutions (such as prison and hospital) as well as community, is a rapidly expanding, successful and attractive, yet severely under‐funded provision. Descriptive in‐depth evaluations and critical analyses of the field, such as that presented here, need to be made available in order to develop the field practically and theoretically.

Abstract
Purpose
The purpose of this study is to explore whether engaging with arts and culture affect depression in adults. This is because depression is the most common mental health disorder. Diversification of mental health services, initiatives in arts in health and social prescribing are providing emerging evidence of benefits relating to depression outcomes.
Design/methodology/approach
A systematic review design adhering to the preferred reporting items for systematic reviews and meta-analyses reporting guidelines. MEDLINE®, Embase and American psychology association PsycINFO were searched and six studies were deemed eligible. Data extraction and quality appraisal enabled a narrative descriptive summary comparing study design, characteristics, populations and key results relating arts and cultural engagement to depression outcomes.
Findings
The total number of participants across the studies were 49,197. Three studies reported mean age, 58.78 years (15–99 years). Gender reported by five studies was 52.4% (n = 24,689) female and 47.6% (n = 22,439) male. Five studies found that engaging with arts decreased your odds of having depression.
Originality/value
This systematic review found emerging evidence that arts and cultural engagement benefits a wider population by reducing depression incidence. Establishing and understanding the association between arts engagement and decreasing depression incidence in a population is relevant to health-care providers, the general population and policymakers alike.
