This paper examines how key actors in the UK food system (FS) understand the role of the local food sector in relation to FS resilience.

Abstract

Purpose

This paper examines how key actors in the UK food system (FS) understand the role of the local food sector in relation to FS resilience.

Design/methodology/approach

Discourse analysis was used to assess and compare the framings of the UK FS in 36 publications released during Covid-19 from alternative food networks (AFNs) actors and from other more mainstream FS actors, including the UK government.

Findings

The analysis shows that AFNs actors perceive the UK FS as not resilient and identify local FSs as a route towards greater resilience (“systemic” framing). In contrast, other food actors perceive the UK FS as already resilient, with the role of local food limited to specific functions within the existing system (“add-on” framing). The two groups converge on the importance of dynamic public procurement and local abattoir provision, but this convergence does not undermine the fundamental divergence in the understanding of the role of “the local” in resilient UK FSs. The local food sector’s messages appear to have gone largely unheard in mainstream policy.

Research limitations/implications

The paper presents an analysis of public sector reports focused on the UK FS released during the Covid-19 pandemic years 2020–2021. The corpus inclusion criteria mean that publications during this period which focus on other food sector issues, such social injustices, climate change and health, were not included in the analysis, although they may have touched upon local food issues. The authors further recognise that Covid-19 had a longer lasting effect on FSs than the years 2020–2021, and that many other publications on FSs have been published since. The time span chosen targets the time at which FSs were most disrupted and therefore aims to capture emerging issues and solutions for the UK FS. The authors’ insights should be further validated through a more complete review of both public reports and academic papers covering a wider base of food-related issues and sectors as well as a broader timespan.

Originality/value

A comparison of how different FS actors understand the importance of local food, especially in relation to resilience, has not been undertaken to date. The findings raise important questions about the disconnect between AFN actors and other actors in the framing of resilience. Considering the need to ensure resilience of the UK FS, this study's findings raise important insights for UK food policy about the “local food blindspot” and for food movement actors wishing to progress their vision of transformative change.

Abstract

Purpose

Nowadays, food problems are likely to arise because of the increasing global population and decreasing arable land. Therefore, it is necessary to increase the yield of agricultural products. Pesticides can be used to improve agricultural land products. This study aims to make the spraying of cherry trees more effective and efficient with the designed artificial intelligence (AI)-based agricultural unmanned aerial vehicle (UAV).

Design/methodology/approach

Two approaches have been adopted for the AI-based detection of cherry trees: In approach 1, YOLOv5, YOLOv7 and YOLOv8 models are trained with 70, 100 and 150 epochs. In Approach 2, a new method is proposed to improve the performance metrics obtained in Approach 1. Gaussian, wavelet transform (WT) and Histogram Equalization (HE) preprocessing techniques were applied to the generated data set in Approach 2. The best-performing models in Approach 1 and Approach 2 were used in the real-time test application with the developed agricultural UAV.

Findings

In Approach 1, the best F1 score was 98% in 100 epochs with the YOLOv5s model. In Approach 2, the best F1 score and mAP values were obtained as 98.6% and 98.9% in 150 epochs, with the YOLOv5m model with an improvement of 0.6% in the F1 score. In real-time tests, the AI-based spraying drone system detected and sprayed cherry trees with an accuracy of 66% in Approach 1 and 77% in Approach 2. It was revealed that the use of pesticides could be reduced by 53% and the energy consumption of the spraying system by 47%.

Originality/value

An original data set was created by designing an agricultural drone to detect and spray cherry trees using AI. YOLOv5, YOLOv7 and YOLOv8 models were used to detect and classify cherry trees. The results of the performance metrics of the models are compared. In Approach 2, a method including HE, Gaussian and WT is proposed, and the performance metrics are improved. The effect of the proposed method in a real-time experimental application is thoroughly analyzed.

Abstract

Purpose

The purpose of this study is to ascertain how cluster organisations have been fostering green transformation in Poland.

Design/methodology/approach

This paper adopts a multiple case study approach. Data collection methods involved in-depth interviews with cluster organisation managers and researchers to identify support measures for green transformation and to investigate the factors influencing their actions as well as a comprehensive analysis of documents, including cluster organisations‘ strategies.

Findings

Cluster organisations manage and participate in actions that create favourable conditions for pursuing low-carbon and circular economy ventures. They not only assist their members in overcoming obstacles related to green transformation but also engage non-members – which can lead to spillovers reaching beyond their borders. Their engagement takes place across all phases of the green transformation process.

Research limitations/implications

For various reasons, the research was designed as qualitative to understand the opinions and experiences of various actors engaged in green transformation within cluster organisations’ ecosystems. The key factor influencing this decision stems from the fact that knowledge of the involvement of cluster organisations in supporting green transformation still needs to be completed and scattered. The limitations of the study include limited access to information and the fact that qualitative research allows for a certain amount of subjectivity, and the results should be generalised carefully. Moreover, the interviews were carried out with a non-random sample of participants. Another limitation of the study is related to biased views, which could have been shared by interviewees acting as representatives of the studied cluster organisations.

Practical implications

Cluster organisations have emerged as drivers of circular transition by promoting sustainable practices such as material recycling, biological recovery and parts harvesting. These initiatives contribute to reducing waste, conserving resources, and minimising the environmental footprint of industries. These organisations can be active agents of transformation, orchestrating collaborative efforts that have a far-reaching impact on industries and economies.

Originality/value

This is one of the first and most comprehensive studies on the role of cluster organisations in Poland in supporting green transformation. This paper identifies and systematises the actions undertaken to provide a clear understanding of the internal processes within cluster organisations.
