Abstract

Purpose

The aim of this paper is to identify ways for improvement of the foresight evaluation framework on the basis of analysis and systematisation of accumulated experience in the field of project management.

Design/methodology/approach

The paper is based on a detailed literature review devoted to an evaluation of foresight and traditional projects. The approaches to project evaluation in the field of project management were investigated, and the main steps of traditional project evaluation process were determined. The most commonly applied steps of foresight evaluation were identified by the analysis of recent foresight evaluation projects. The comparison of evaluation frameworks for foresight projects and traditional projects allows to provide recommendations for foresight evaluation framework improvement.

Findings

The paper identifies several lessons for foresight evaluation from project management. The elements which can enrich foresight evaluation framework are the following: the development of an evaluation model; the extensive use of quantitative methods; the elaboration of evaluation scales; the inclusion of economic indicators into evaluation; and the provision of more openness and transparency for evaluation results.

Originality/value

Given the importance of foresight evaluation procedures and the lack of a commonly applied methodological approach, the value of this paper consists in identifying a foresight evaluation framework and enriching it with elements of project management.

Abstract

Purpose

The human efforts to be prepared better for the future challenges of natural disasters go back ages. Natural disasters occur when a natural event, such as an earthquake, triggers the social vulnerability. These natural disasters kill thousands of people worldwide annually and cause economic losses in millions of dollars. Moreover, the global cost of natural disasters has increased substantially, and mega-disasters occur when the need for recovery truly becomes national or international. There are several trends in nature and society, which suggest that this pattern may continue, with mega-disasters occurring more frequently in the future. In the past 100 years, the number of disasters and the number of people affected by these disasters have exponentially up surged. Thus, there is no other way to improve preparedness in a meaningful or diverse future-oriented manner.

Design/methodology/approach

This paper focuses on how to design and customize a conceptual foresight model in “disaster risk management” in Iran, and offers an executive model to help decision-makers in disaster management, through which an appropriate practical framework for the implementation of foresight has been developed.

Finding

The model has presented a possible framework for implementing a foresight practice within the context of disaster management. This paper particularly addresses different elements of a customized model, developed through a substantial literature review and comparative study for defining the suitable model in the disaster management context. The final model is validated using two rounds of the Delphi method, with the participation of national disaster management experts, practitioners and scientists.

Research limitations/implications

Although the whole model could be used all around the world, the main source of data validating the proposed model is limited to the expert’s opinions in a developing country (I. R. Iran.) and the geographical conditions of Iran are considered as a core of attention in response to natural disasters. Based on the indicators for choosing Delphi participants and experts, only 43 qualified experts are selected to validate the model. The main focus of this research is on natural disasters issues.

Practical implications

This study showed that while there has been a scattered global effort to recognize the increasing uncertainties in diverse disciplines, very little work in academic foresight has been undertaken to identify how it could be implemented. In particular, a series of factors in foresight processes is identified based on the comparative study and some additional elements are added to precisely identify the disaster management context and the most suitable model for national foresight implementation in disaster management.

Originality/value

The main value of this research paper is to clarify the exact relationship between the two interdisciplinary fields; the relationship between the key concepts of “futures studies” and “disaster management” has been thoroughly established. Also, a specific conceptual model for enriching the “pre-foresight” stage and selecting a proper “foresight approach” in “disaster management” is provided. This model has been validated through two rounds of the Delphi method. Finally, a cumulative framework of foresight patterns that includes the new model is presented to be applied in areas especially related to “natural disaster management”.

Abstract

Purpose

This article aims to contribute to futures theory building by assessing the inherent ontological and epistemological presumptions in foresight studies. Such premises, which are usually embedded in foresight studies, are contrasted with sociological imagination and contemporary social science discourse.

Design/methodology/approach

This paper is a conceptual analysis of theoretical assumptions embedded in foresight studies.

Findings

Sociological lenses, including concepts like anticipation, latency, time, uncertainty, complexity, ambiguity, change and plurality of images, offer clarity in terms of both futures studies and foresights.

Research limitations/implications

Explicating presumptions embedded in foresight methods helps recognition of how such methods shape the concepts of future and time. This is vital for assessment of the analytical products of foresights studies.

Originality/value

This research contributes to the ambition of linking the theoretical world of futures research and the practical world of foresights closer together by explicating key concepts and implicit assumptions in both fields.

Abstract

Purpose

In Finland, new forest-based sector (FBS) businesses are seen as important for the transition to the circular bioeconomy. The purpose of this study is to explore the transition of Finnish FBS companies to new business models. The aim is to understand how FBS companies define their ideal future states and related business models for the year 2030.

Design/methodology/approach

This study uses thematic interviews with managers from various FBS firms and companies from interfacing sectors. In the interviews, the key idea of backcasting was pursued when respondents discussed the desirable future states of their business.

Findings

The effort to achieve growth of the business and the appearance of new products characterize the company-specific desirable future states. In these desirable futures, expanded businesses will be based on strong knowledge. Resource efficiency and collaboration create a strong basis for the desirable future state of the whole FBS to create a sustainable and innovative “Wood Valley.”

Research limitations/implications

The key limitations are that the backcasting process has been conducted only through interviews and a participative approach with stakeholder dialogue is lacking in the process. This means that the desirable futures are created by the FBS companies only.

Originality/value

As a practical contribution, the study shows the future-oriented thinking and goals of FBS firms. As a theoretical contribution, it extends research on sustainable business models and discussions on the novel field of corporate foresight.

Abstract

Purpose

This paper aims to introduce, unpack, explore, make sense and share Hiraya Foresight via the Engaged Foresight approach as a futures concept, framework and methodology to reconceptualize foresight and reframe anticipatory processes to enable the self and communities to reimagine visions of the future. This indigenous foresight process offers to strip the husk and break the shell of conscious, colonial anticipation and reveal and liberate unconscious imagination that enables ethical aspirations to emerge.

Design/methodology/approach

This paper introduces and examines the context, purpose and process of the four waves of the Hiraya Foresight Framework via the Engaged Foresight approach. These were constructed through the use of the Engaged Foresight approach, through workshops, a literature review and an action–learning approach. The first wave, lawak, looks into the breadth of foresight. The second wave, lalim, looks into the depth of foresight. Tayog, the third wave, looks into the peak of foresight. Finally, the fourth wave of foresight kababaang-loob contemplates the nature, values and wisdom of foresight.

Findings

This paper shares the processes, experiences and impacts through five case studies where the Hiraya Foresight Framework via the Engaged Foresight approach was applied. This paper shares the impacts of Hiraya Foresight in democratizing and indigenizing futures literacy.

Originality/value

This paper describes and offers Hiraya Foresight via the Engaged Foresight approach as an indigenous approach to decolonize futures studies and foresight practice.

Abstract

Purpose

This paper aims to present an exploration of recent work in complexity theory to explain why and how disruptive events happen in systems and how responses could be better, particularly in the policy‐making arena.

Design/methodology/approach

The main method applied is critical thinking combined with a review of selected aspects of complexity theory and a general experience of applying foresight. Several new and practical implications for foresight techniques and their application are derived. Promoting variation is examined as one way to make policies more resilient in a complex system.

Findings

Complexity science demonstrates that disruptive events do not need an associated trigger, as they are a normal part of a complex system. This insight implies that if we are always looking for weak signals we will certainly be caught unawares.

Practical implications

The assumption that disruptive events can be managed by planning and forecasting is not a workable option. Instead, policy making needs to assume that unexpected disruptive events will happen even with the best horizon scanning system in place. Foresight techniques need to be developed to embrace emergence and to provide capabilities such as reframing to visualise systems from very different perspectives, including those considered impossible now.

Originality/value

Although neither complexity theory nor the concept of reframing is new in the area of foresight, the derivation of practical implications for foresight techniques is original.

Abstract

Purpose

This paper attempts to interpret Foresight in the light of the Triple Helix concept.

Design/methodology/approach

The paper explores, in the light of the Triple Helix framework, the architecture of a Technology Foresight project which was carried out in Piemonte (Italy) in 2006, where government, firms, universities, research organizations and financial institutions were gathered to discuss on the long‐term implications of policy decisions and to develop strategic visions that could help policy making and priority setting.

Findings

Drawing on its participative approach, Foresight can be seen as a way of catalyzing the multidisciplinary relationships among the three different spheres of the Triple Helix model, thus bringing them to dialogue and to share a common space for building visions on long‐term challenges. Participation of stakeholders with different backgrounds, dynamics of overlapping opinions, emergence of hybrid organizations and exchange of formal roles are some of the elements characterizing a Foresight exercise that reflect a Triple Helix configuration.

Originality/value

The value of the paper is in exploring a Foresight exercise through the lenses of the Triple Helix model.

Abstract

Purpose

The objective of this study is to provide a support tool for managers to identify future business opportunities.

Design/methodology/approach

The proposed model consists of eight-steps. For the first step the authors propose two studies: trends analysis and change drivers' identification; these help to identify the most relevant trends in areas that may affect the business activities. All this information is put into a Delphi process with the help of experts in order to find the common denominator of where the future is going; afterwards, with this information, the authors can build events and scenarios for the business opportunities. Then, a diagnostic of the study area, sector or organization through the dynamic diagnostic methods is performed.

Findings

Once the opportunities have been identified, a strategic analysis that allows decision making to prioritize and define the activities or projects that may be achievable in the future is done, and the result of the process is a portfolio of business opportunities projects fully defined and ready to be planned with a roadmap.

Originality/value

The proposed model allows the managers to consistently organize their development processes targeted to real business opportunities.

Abstract

Purpose

The aim of this paper is to develop a specific strategic foresight methodology and integrate this into roadmapping which is suitable for corporations. To date, reasonable practical experience has been accumulated, but there is a lack of a comprehensive conceptual approach for using strategic foresight and roadmapping to solve management problems.

Design/methodology/approach

This approach integrates corporate strategic foresight and roadmapping in several stages. During the foresight phase, the authors create scenarios of long-term development determined by long-term macro trends and challenges to identify “points of growth” and system of priorities for company growth. A strategic roadmap enables the company to form a “corridor” for specific projects and create a long-term action plan to implement the priorities identified in the first phase. Using a project roadmap makes it possible to ensure the implementation of a specific project, defining a system of goals, the necessary measures, their timing and financing, as well as indicators to assess their effectiveness.

Findings

The core result of the suggested methodology is a set of possible trajectories of innovation development, reflecting the whole technological chain involving R & D – technology – product – market. Each path involves a sequence of organizational actions and key decision-making points that are necessary to be taken to introduce new technological solutions and develop innovation products with new features to the customer/user. These routes support decision-making in such fields as the choice of the product line, establishment of new partnerships with developers of innovation technologies, decisions regarding “insourcing-outsourcing” and the requirements for relevant scientific and technological breakthroughs. It allows corporations to create strategies for commercializing innovation products.

Originality/value

The methodology proposes to integrate the results of foresight studies and in roadmaps and finally in business planning, adopting innovative strategies and management decisions. It contributes to the development of common principles and approaches to the subject, while taking account of company-specific features that can significantly affect the decision-making mechanism. The methodology is applicable to foreign and Russian companies when creating innovative strategies and management decisions based on the results of foresight.

Purpose

The purpose of this paper is to lay a theoretical basis for discussion of the ways by which organized foresight can be employed in the service of pro‐poor objectives. This is in line with the fundamental mandate of the Rockefeller Foundation, dating from its establishment.

Design/methodology/approach

The objective was to capture concepts that the author has been developing and teaching under the heading of “Forward engagement”. Forward engagement is a particular approach to anticipatory governance, drawing upon complexity theory for assessment of issues requiring government policy; network theory for proposed reforms to legacy systems of governance to enable them to manage complexity under conditions of accelerating change; and cybernetic theory to propose feedback systems to allow ongoing measurement of the performance of policies against expectations. Findings

The paper sketches out some core elements of a system for anticipatory governance.

Originality/value

In addition to the primary findings of forward engagement (see web site), this paper argues that foresight and anticipatory concepts can play a vital role, not only for governance in the United States, but for governance in developing countries: perhaps even more so, because such countries have narrower margins for response to significant changes of circumstance.
