Abstract

Purpose

The purpose of this paper is to reframe transformative and culturally sustaining leadership for a diverse global society by addressing the need for educational systems to better serve people of color, situated in the urban Auckland area of Aotearoa New Zealand (NZ), who have been marginalized by the societies to which they immigrate.

Design/methodology/approach

Grounded in an applied critical theoretical framework, this qualitative inquiry uses raw auto-ethnographical data gleaned from a case study featuring the voice of Deva, a Malaysian Punjabi woman educator, who is also an aspiring school leader. In aspects of her auto-ethnography, she candidly shares experiences of racism, discrimination, and oppression germane to her professional educational experiences in Aotearoa NZ.

Findings

Findings inform practice and policy to foster more inclusive school improvement in a bicultural and increasingly multicultural context that has historically recognized Maori (indigenous to Aotearoa NZ), Pakeha (of European descent), and Pacific Islander (e.g. Samoa, Tonga, Fiji, Niue, Cook Islands) achievement in a national context. Global and international implications are included.

Originality/value

This contribution presents a unique perspective showcasing Deva’s direct experiences with acknowledgment of and professional positioning around Te Tiriti o Waitangi – The Treaty of Waitangi, the principles of which are now being applied not only to the rights of Maori and Pakeha, but also Pacific Islander and immigrants to the country.

Abstract

This chapter presents a survey of education development in Oceania, a region of diversity held together by its commonalities, shaped by the largest ocean on the planet. The chapter outlines the regional contexts of Oceania and offers a brief historical overview of formal education. Oceania, like most regions, has struggled to mediate between global agendas and national and regional aspirations for sovereignty and self-determination. The chapter recounts ongoing efforts to navigate education in the post-colonial period, efforts to negotiate some of the aspirations of the Millennium Development Goals (MDGs), Education for All (EFA), and other global agendas of the early 2000s with, more recently, the Sustainable Development Goals (SDGs). In this survey, we hope to demonstrate collective efforts to respond to global agendas, to shape and strengthen regionalism, while maintaining sovereignty in a globalized world. We also highlight the evolving identities of the region, in particular the relationships between Australia and Aotearoa New Zealand and the Pacific countries that collectively make up Oceania.

Abstract

Purpose

The study maps workplace stakeholders’ perceptions of living wage (LW) impacts in New Zealand. Empirical findings inform an inaugural model of LW impacts and contingent factors at individual, organisation, sector/industry and national levels.

Design/methodology/approach

Data from a national employee survey, semi-structured interviews with business sector representatives, and staff in two LW organisation cases were subjected to thematic content analysis.

Findings

Informants emphasised anticipated LW impacts amid complex workplace and regulatory dynamics. Employers/managers stressed its cost effects. However, employees, human resource (HR) advocates and other LW proponents highlighted employee “investment” impacts that improve worker productivity and societal circumstances.

Research limitations/implications

This study highlights the need for further context-sensitive LW analysis. An initial model of LW impacts provides a framework for comparative and longitudinal work in other national contexts.

Practical implications

The proposed model categorises perceived LW effects and can inform policy development. Findings also stress a need for cross-agency initiatives to address LW concerns, including a key role for HR.

Social implications

The findings highlight perceptions of a LW impacting within and beyond the workplace. Whilst higher-quality management is seen to encourage better-informed decisions about “going living wage”, a LW's positive socio-economic impacts require multi-lateral initiatives, suggesting that those initiatives are is part of wider obligations for policy makers to encourage decent living standards.

Originality/value

This study provides a much-needed and inaugural focus on the intertwined workplace and wider impacts of a LW, extending extant econometric analyses. The paper also synthesizes different data sources to develop an inaugural, context-sensitive model of perceived LW effects.

Abstract

In this chapter the authors take an auto-ethnographic approach to draw from recent experiences of being integrally involved in the death rituals pertaining to a close family member, ranging across three different cultural backgrounds, all located in Aotearoa New Zealand and involving intercultural complexities. All of these funeral proceedings were unusual circumstances, due to the status of the deceased, meaning that in all three instances, the rituals were very public, due to cultural expectations. Through narrative descriptions, this chapter illuminates the ways in which traditional cultural values are played out in contemporary contexts and their importance in providing a framework of support for the bereaved families through the mourning period, albeit in the public gaze. Despite the impacts of colonization, immigration, and globalization, these traditional practices, passed down through generation after generation, demonstrate their resilience and contemporary application in service of the emotional and spiritual well-being of the respective collectives.

Abstract

This chapter examines changing attitudes towards exhibiting Chinese immigration in New Zealand. Drawing on archival research and qualitative interviews with subject experts and visitors, three museums are discussed: national narratives at the New Zealand Maritime Museum in Auckland and The Museum of New Zealand Te Papa Tongarewa in Wellington; and regional representations at the Toitū Otago Settlers Museum in Dunedin.

The exhibition analysis shows that multicultural narratives of tangata tiriti immigration including Chinese only became prevalent in the 1990s, when changing attitudes in society at large and progressive immigration legislation influenced strategies of display.

These modernised national narratives propagate a multicultural paradigm. However, exhibiting Chinese immigration history constitutes only a small part of the larger mission of national museums. Accordingly, narratives of Chinese immigration remain superficial, serving celebratory representations of ethnic communities, while racism and discrimination are an important, but not central aspect of these narratives.

At the regional level, Toitū re-invented itself into a social history museum with a more inclusive and reconciliatory agenda, with a redesign in 2013 subsuming Chinese immigration into an intercultural narrative, featuring alongside other minority groups with a focus on cultural contact and exchange.

Nevertheless, all three museums still rely on narratives based on minorities and majorities arranged around a stable hegemony. Consultation and cooperation with Māori also reveal the wish to be presented as first people, set apart from tangata tiriti. That way biculturalism seems to act as a dividing force spatially, but thematically both immigration histories are more and more intertwined.

Explains that sweeping structural reform combined with national change in attitude have dramatically altered the business environment in New Zealand. Yesterday, New Zealand was a tale of faded prosperity and lost promise; today, it receives praise from the World Bank, the International Monetary Fund and The Economist as a role model for economic reform. Protectionism, interventionism and import substitution have been replaced by nearly complete economic freedom. As a key component of these reforms, liberalization of international and domestic trade is providing unprecedented opportunities and challenges for both multinational and local firms. Following a stage‐setting introduction to the country and its people, outlines the recent decade of economic rebirth, exploring the ramifications of the national restructuring on business strategies and decision making in the areas of market entry, importing and exporting, investment, human resource management and innovation. Explores major current issues affecting business, and examines policies on inbound foreign investment and immigration.

Abstract

When two regional institutes of technology merged in 2016, it created a singular opportunity for disruption to business-as-usual and for organizational transformation. The new entity’s strategic intent is to be regionally relevant, learner-centric, sustainable, and innovative in delivery. Overarching all these considerations is an emphasis on relationships with our community, and demonstrating leadership in the re-positioning of culture at the heart of everything we do. Aotearoa New Zealand is a nation that prides itself on our dual heritage (Māori and European), and the way in which this is reflected in all public sectors in a commitment to a contemporary, bi-cultural framework. The core principles of partnership, protection and participation (Ministry of Justice, 2016) are the means by which legislation, public policies, and curriculum development should be judged. Yet Māori educational achievement lags behind that of non-Māori by 9.5% in degree completions (Marriott & Sim, 2014). Boosting achievement of Māori is a key government priority (Tertiary Education Commission, 2016) and organizational imperative.This chapter describes our cultural milieu and institutional vision, discusses the ways in which core values from Māori culture have informed curriculum development, and offers a pathway toward organizational sustainability. We outline how these different ways of thinking are being communicated to our students, staff, partners, and stakeholders, and how we expect to add value to the learning experience, and relevance to our own society and the wider global community. We emphasize that leadership and strategies directed toward sustainability, must and should begin with an understanding of organizational cultural identity - who we are, where we stand, and what we stand for.

Abstract

Purpose

The purpose of this paper is to reconsider, from a historical perspective, New Zealand’s reputation as a country largely without corruption, with particular reference to the colonial government’s confiscation of Māori land in the 19th century and beyond.

Design/methodology/approach

This paper is based on published historical commentary.

Findings

The findings are that much of the Māori land confiscation was rendered legal for illegitimate purposes, and that the colonial and successive New Zealand governments abrogated the country’s foundational document, the Treaty of Waitangi, signed between the colonial government and many Māori chiefs in 1840. Adverse consequences for Māori have been felt to this day, despite the Treaty settlements process that began with the Māori renaissance in the mid-1970s.

Originality/value

The academic analysis of corruption in New Zealand has seldom if ever adopted this historical perspective.

Abstract

Purpose

The purpose of this paper is to provide contemporary information and analysis of women's location within the service sector of New Zealand; to evaluate the responsiveness of two major policy initiatives designed to ameliorate women's circumstances therein; and to reconceptualise and suggest possible approaches and measures which could inform future government and workplace policy and practice.

Design/methodology/approach

The study primarily employs a thematic analysis of publicly‐available reports, documentation and pertinent academic work. Secondary, independent statistical analyses of nationally‐representative data are used in order to provide the context and rationale for the policy analysis, and to overview key trends and “problem” areas in the service sector for working women in New Zealand.

Findings

New Zealand has a high female labour force participation rate, with more than eight out of 10 female workers employed in service work. Although women remain over‐represented in low‐paid work, they have benefited from service sector growth, higher penetration of professional and managerial work, and some reduction in the gender pay gap. State interventions are justified in equity, labour market and welfare terms, with an emerging focus on “decent work” and productivity. Yet, this analysis of key initiatives for working women reveals an inadequate regulatory and policy framework. The significance and “genderedness” of service work to the economy means that it is increasingly but still insufficiently the focus of economic and social policy.

Originality/value

This study responds to the absence of a contemporary and comprehensive assessment of the location and inequities experienced by different groups of women in New Zealand's service sector, particularly Māori and Pasifika women. It provides a springboard to further analysis of the key trends, themes and policy impacts that it highlights, as well as of a reconceived regulatory approach for women working in the service sector outlined in the Concluding section.

Abstract

Argues that the discourse of “managing diversity”, emerging from the US management literature, cannot be simply mapped on to organisations in other cultural contexts. It uses the example of Aotearoa/New Zealand to show that a “diversity” based on the demographics and dominant cultural assumptions of the USA fails to address – and may in fact obscure – key local “diversity” issues. It argues that the dominant discourse of “managing diversity” has embedded in it cultural assumptions that are specific to the US management literature. It calls for a genuinely multi‐voiced “diversity” discourse that would focus attention on the local demographics, cultural and political differences that make the difference for specific organisations.
