Abstract

Purpose

The purpose of this paper is to explore the potential of computer-assisted qualitative data analysis software (CAQDAS) to support qualitative evaluation of corruption prevention initiatives, especially those focusing on behavioral changes. To achieve this objective, this paper applies the principles of qualitative inquiries to establish a foundation for developing effective means for evaluating behavior-oriented corruption prevention initiatives in Indonesia.

Design/methodology/approach

Through exploratory study, this paper assesses current corruption prevention evaluation practice in the Indonesian public sector to highlight major deficiencies thereof primarily through examination of publicly available documents on anti-corruption practice in Indonesia. Furthermore, this paper also discusses how qualitative methods using CAQDAS may strengthen the existing anti-corruption regime by aiding decision-makers to better evaluate the success or failure of their corruption prevention initiatives in particular those aiming for behavioral changes. To illustrate how a qualitative data analysis application can support anti-corruption evaluators, NVivo will be used as a reference from which multiple analytical tools will be discussed to highlight their potential for qualitative qualitative analysis analysis in corruption prevention evaluation.

Findings

The author establishes that the existing quantitative measures of evaluation are insufficient in generating a comprehensive picture of the success or failure of the existing anti-corruption initiatives in Indonesia. Evidences suggest that the existing quantitative measures appear to be unable to cope with the growing complexity of various corruption problems in the country in particular to those related to organizational culture and behavior. Despite the numerous behavior-oriented initiatives to reduce the risk of corruption in the Indonesia public sector, it is still unclear if such initiatives actually have made a difference in preventing corruption, as many of their elements cannot be measured quantitatively. Therefore, the author believe that deeper insights into corruption problems can be obtained through proper qualitative assessments in which evaluators play the role as the primary analytical instrument. To enhance evaluators’ capability in obtaining and analyzing qualitative data, the author proposes the use of CAQDAS and the evaluation of corruption prevention initiatives. With a special reference to NVivo, the author argues that using CAQDAS will enable evaluators to conduct qualitative analysis more efficiently to identify patterns within the data, as it offers various tools to look deeper into context, diversity, nuance and process so as to gain deeper understanding of the meaning of human action and how it may affect the risk of corruption within organizations.

Research limitations/implications

This study is self-funded and is relying primarily on documentary analysis in assessing the existing corruption prevention evaluation measures in Indonesia. Future studies may benefit from in-depth interviews with anti-corruption evaluators in particular from the country’s anti-corruption agency.

Practical implications

This paper contributes to the development of corruption prevention strategy by proposing a framework for systematically performing qualitative evaluation on behavior-oriented corruption prevention initiatives.

Originality/value

This paper highlights the importance of qualitative measures in evaluating behavior-oriented corruption prevention initiatives in the Indonesian public sector.

Abstract

Purpose

The purpose of this paper is to study the administrative and legal mechanisms of combating corruption, namely, to determine the means by which it is possible to develop a positive experience in the fight against corruption.

Design/methodology/approach

Among the methods used to study the problems of the stated subject, the dialectical, comparative-legal, systems, historical and legal, formal and legal, analysis and synthesis can be distinguished.

Findings

The authors investigated the experience of foreign countries in combating corruption and suggested implementing international experience in national legislation for the successful fight against corruption. In the course of the study, the current state of legal regulations governing anti-corruption activities was characterised, corruption and the main reasons for committing corruption acts were investigated, the problems that arise in the fight against corruption were identified, the main administrative and legal mechanisms for combating corruption were established and the effectiveness of applying these mechanisms in practice was studied.

Practical implications

The provisions that are enshrined in this paper are of practical value for individuals whose activities are aimed at fighting corruption, as Ukraine is one of the states where corruption flourishes and where the fight against corruption has not been directly implemented in practice for many years.

Originality/value

Based on the example of international experience in the fight against corruption, proposals and recommendations for improving administrative and legal mechanisms for combating corruption have been developed.

Abstract

Purpose

As a consequence of the proposal of the Carbon Neutral and Carbon Peak policy in 2020, the Chinese Government is paying more attention to developing sustainability performance. This study aims to assess the direct influence of country-level and corporate anti-corruption measures on environmental, social and governance (ESG) and its three dimensions, besides ascertaining the moderating role of firm size.

Design/methodology/approach

This study used the system generalized method of moments on a sample of 820 Chinese listed firms from 2012 to 2021.

Findings

The findings show that country-level and corporate corruption negatively affect ESG performance. Corporate anti-corruption measures have a more pronounced positive influence on the sustainability performance of small firms than large firms due to the limited resources, lower political position and weaker refusal power of small firms.

Research limitations/implications

The study has great implications for governments, corporate boards and ESG rating agencies. Government and corporate boards should mitigate the risks of country-level and corporate corruption to attain sustainable development goals. Rating agencies should add country-level and corporate corruption into the ESG evaluation system.

Originality/value

Some empirical results have proven that anti-corruption measures help reduce the emission of carbon dioxide, but few evidence shows how country-level and corporate corruption affect ESG and its three dimensions.

Abstract

Purpose

The purpose of this paper is to evaluate the Rwandan government’s anti-corruption strategy and identify lessons for policymakers in other countries.

Design/methodology/approach

This paper relies on materials obtained from the Rwandan government, from websites, research reports, press articles and publications as well as interviews with scholars, with Rwandan government officials, and the staff of non-governmental organizations.

Findings

The Rwandan government formulates and implements its anti-corruption efforts via donors’ governance support and homegrown initiatives. Corruption has been minimized by eradicating opportunities for misconduct and by focusing on governance reforms and maintaining a zero-tolerance policy against corruption. Political will and strong leadership, the active role played by the anti-corruption agency, and effective governance reform have made Rwanda’s anti-corruption activities successful.

Originality/value

This paper is a scholarly examination of the Rwandan government’s anti-corruption strategy.

Abstract

Purpose

Despite all the anti-corruption measures and anti-corruption initiatives, people offer or accept bribes without any hesitation. As anywhere in the world, the negative consequences of corruption lead to a reduction in direct investment, increase inequality and poverty, distort and use public investment and reduce public revenues. The purpose of this article is to study the criminological measures to counteract corruption offences in the field of illegal gambling.

Design/methodology/approach

The methodological basis of the study is the provisions of the theory of knowledge: the laws of dialectical materialism, philosophical categories and scientific principles of cognition of social and legal reality.

Findings

Although many components of foreign state anti-corruption programmes are quite problematic to apply in modern realities in the Republic of Kazakhstan, according to legal scholars, through gradual implementation into the legislation of the Republic of Kazakhstan because of the systematic improvement by the state of the content of regulations and responsible implementation of anti-corruption strategies. In this regard, one of the conditions in the fight against corruption is actions aimed at using the best practices of countries that are similar to each other in terms of religion, habits, traditions, ethics and morality.

Originality/value

Anti-corruption initiatives using information and communication technologies, such as digital public services and e-government, crowdsourcing platforms, tools for exposing, transparency portals, blockchain and artificial intelligence technologies can provide significant assistance in combating manifestations of corruption in the field of illegal gambling on the internet in the Republic of Kazakhstan.

Abstract

Purpose

From 2000 to 2021, the Malaysian corruption perception index demonstrated a declining tendency, identifying Malaysia as a highly corrupt nation. Corruption in the nation has become a social cancer that has impacted the workplace and political climate. Using Dewey’s (1937) theory of education and social change, this paper argues that anti-corruption education is a tool for reforming the corruption culture of a nation. Consequently, the purpose of this study is to explore and understand the current anti-corruption education in Malaysian educational institutions.

Design/methodology/approach

The results of this study were derived from a qualitative content analysis of 20 Google News articles, an interview with the sole implementation agency, the Malaysian Anti-Corruption Commission (MACC) and a literature assessment of MACC publications. Due to a dearth of preceding study and journal publications on the topic, this type of qualitative content analysis of news has been applied in prior studies.

Findings

The results indicate that anti-corruption education has been implemented in the primary, secondary and higher education institutions in Malaysia. Nonetheless, the concept and implementation are inadequate, superficial and insufficient. The analysis advises more inclusive techniques for delivering anti-corruption education for social transformation.

Originality/value

Prior research has focussed on laws and regulations to prosecute the corrupt, but has underrated the ability of education to alter the corruption culture. To the best of the authors’ knowledge, this is the first journal paper, written on anti-corruption education in Malaysia. This study sets the way for further anti-corruption education studies in the future. This line of research will provide insights for the nation’s policymaking, which aims to create a nation free of corruption and capable of sustaining itself.

Abstract

Purpose

The fight against corruption, which undermines the efficiency of the state apparatus and public confidence in public institutions, remains one of the critical present-day tasks. In this regard, the purpose of this study is to identify the available possibilities and real practice of law enforcement of the norms on investigative prevention, the practical significance of this institution and its potential.

Design/methodology/approach

The study investigated theoretical materials on criminological prevention, legislative norms and available law enforcement practice.

Findings

It was discovered that, in general, the available statutory regulation is insufficient for the full-fledged practical implementation of the potential of investigative prevention. An exception is specialised prevention, assigned as one of the main tasks to the Agency of the Republic of Kazakhstan for Combating Corruption. Proposals have been formulated to improve anti-corruption investigative prevention in other bodies of pre-trial investigation, considering the identified risks.

Originality/value

The uniqueness of the situation lies in the fact that the existence of the institution of investigative prevention, in fact, is limited to the post-Soviet space. The elimination of formalism in the approach to this method of crime prevention can contribute to greater efficiency in the fight against crime, including corruption.

Abstract

Purpose

The purpose of this paper is to provide a description of the state of corruption in Serbia, based on available empirical evidence produced by the penal law‐enforcement agencies themselves.

Design/methodology/approach

The paper uses an analysis of available documents, criminal cases of the Municipal Court of Belgrade, data from the Public Prosecution Office and the National Statistical Bureau. Given the scarcity of research in Serbia, the usual inaccessibility of judicial sources, the study is a first reconnaissance based on what is available at present.

Findings

The basic finding is a huge gap between what the people experience about corruption and what is eventually prosecuted. The law‐enforcement agencies address this phenomenon haphazardly and in a fragmented manner, displaying a fundamental lack of data management, resulting in lack of transparency.

Research limitations/implications

Research in such a sensitive area and within a political culture of opacity, addressing incomplete data, will in its first stage yield limited results. The project will be continued with additional interviews with knowledgeable people, extension of the statistics and validation and comparison of other anti‐corruption bodies as far as they have a measurable output.

Practical implications

The short‐term practical implication is that researchers “got over the threshold” and entered the law enforcement “chambers”. Practical applications concern the contribution to transparency, which is required for doing research and impacts on the way the practitioners address their own practice.

Originality/value

The paper addresses a certain field in a country that has so far been only scantly researched.

Abstract

Purpose

Corruption is a long-standing challenge in Nigeria. The country’s development crises, including widespread poverty and insecurity, have direct and indirect links to corruption. The paradox of corruption in Nigeria is that political elites have politicised its elimination: while preaching anti-corruption, they are still neck-deep in corrupt practices. The purpose of this study centres on Nigeria’s anti-corruption crusade in the context of its effectiveness in attracting global support for external loot recovery. A related preoccupation of this study is to unravel the extent to which Nigeria’s anti-corruption accomplishments or otherwise have shaped international perception.

Design/methodology/approach

This study adopts a qualitative research design. It draws from primary data generated from 25 key informant interviews and complemented with secondary data from archival materials to examine Nigeria’s anti-corruption crusade, especially global perception and its overall implication in motorising the country’s quest for external loot recovery. It deploys unstructured interview guide to generate data from the key informants.

Findings

This study unveils three interrelated issues: since 1999, the promise of eliminating corruption from Nigeria’s body politic has been a recurring campaign theme without corresponding credible action against it. Although anti-corruption agencies exist in Nigeria, the country’s corruption profile is high, an indication of their ineffectiveness. The persistence of corruption has resulted in poor national image, thereby shaping negative international perception about Nigeria. The politicisation of Nigeria’s anti-corruption crusade has undermined international support and created uncertainty in the country’s quest for the recovery of its looted national funds.

Practical implications

The negative perception of the international community about the commitment of the Nigerian Government in fighting corruption has negative implications on the strategic partnership necessary for loot recovery across the globe.

Social implications

The overall social implication is loss of global support for Nigeria’s anti-corruption drive, including its quest to recover its stolen national assets and other forms of international assistance for national development.

Originality/value

The value of this study is two-fold, one, its recency and originality in terms of interrogating the interconnections between domestic efforts at anti-corruption and global perception of such efforts; and two, the contextualisation of the compromised efficiency of Nigeria’s anti-graft agenda and its overall implications in securing global support for external loot recovery.

Abstract

Since decentralization gives local levels of government greater autonomy to make their own decisions, it is important to have leaders who can acquit themselves well and lead their jurisdictions well in decision-making and implementation. In some instances decentralization is associated with perceptions of reduced government performance and increased corruption. When leaders fail, extensive criticism is frequently voiced against government and bureaucracies, often involving complaints of rigid red-tape, inefficiency, corruption, lack of flexibility and negative attitudes toward change, restricting social progress, and insufficiently ensuring economic growth. Still, we find evidence that good performance is possible in the matter of decentralization. One such instance is found in Indonesia’s city, Surabaya. During the past decade, the city transformed itself from a hot and dry city into a green, cool, and comfortable place to live that is frequently acknowledged for its government performance. The mayor’s personal leadership style is popularly described as leading with integrity and with the heart. With integrity, she has made anti-corruption a major tenet of her leadership goals. Meanwhile, in regard to leading with the heart, she has embraced “feminine” leadership styles that emphasizes cooperation, participation by many, information sharing, reliance on interpersonal skills, and sensitivity to other’s feelings and perspectives. She also adopts “motherly” and “parental” approaches such as when admonishing others. These styles are consistent with the modern leadership theory around collaborative governance and what is expected or believed to be appropriate for leaders in Indonesia.
