Abstract

Purpose

This paper aims to develop an integrated and comprehensive framework for building and property management (BAPM) for state schools in New Zealand. The results are expected to clarify the complicated process and provide a guide for school boards to manage their property effectively and efficiently. It also seeks to explore the relationship between the key stakeholders and how this impacts the BAPM.

Design/methodology/approach

In addition, to review literature, qualitative data were obtained through semi-structured interviews with 16 top managers in state schools. The data analysis results were used to develop the framework using the integration definition for process modelling.

Findings

The findings contribute to understanding the processes in the BAPM in state schools of school board members by adding input, output, control and mechanism elements in each activity of the processes. The systematic models with main activities and people involved are presented as a guide for school boards in state schools in New Zealand. Challenges and issues in the processes are also identified to draw further study for both school boards and the Ministry of Education.

Research limitations/implications

The research was conducted with the participation of stakeholders who are sampled from top managers in state schools in New Zealand. A larger scale of participants from other schools may generalise the findings further.

Practical implications

The research findings are based on the needs and requirements of the stakeholders to understand, implement and control the BAPM for their schools and aid them to achieve the best value for money spending on the management.

Originality/value

The paper highlights the complexity of the BAPM in schools, presents the roles and responsibilities of the school stakeholders and proposes a systematic framework to assist the school managers in this management process.

Abstract

Purpose

Any building refurbishment is challenging and school buildings offer no exception. They are increasingly in need of refurbishment due to their age and evolving teaching and learning. The purpose of this paper is to present an overview of literature on sustainable refurbishment so as to identify key lessons from selected successful refurbishment projects. The review findings are expected to contribute to the development of refurbishment plans in an effective and innovative manner that should extend building’s service life, focus on resource efficiency, and comfort their users. It will also contribute to knowledge base of refurbishment and suggest future directions for research.

Design/methodology/approach

The paper has undertaken a literature review on the sustainability assessment of buildings and frameworks for sustainable refurbishment. Besides, the work also provides a review of recent successful refurbishment projects to collect and structure systems experiences which can be adopted in developing a sustainable refurbishment strategy for school buildings.

Findings

Findings include three groups of lessons in terms of reasons, process and barriers in the selected refurbishment projects that assist stakeholders to prepare a suitable refurbishment plan for their school buildings. The potential of 3D scanners and BIM applications in the refurbishment process will also be reviewed in order to develop a proposed framework of 3D scanner vs BIM for the refurbishment process. Recommendations highlight the role of a national strategy as a driving factor for applying the advantages of information technology to enhance optimal solution selection processes to get better and more sustainable results.

Originality/value

The conceptual framework for 3D scanner and BIM applications within sustainable refurbishment for school buildings is currently under researched, and the findings aimed to address such a gap when considering 3D scanners and BIM applications in the refurbishment process.

Abstract

Purpose

This study aims to identify the key factors driving consumer adoption attention toward FinTech services in a bank-based financial system to lay a firm ground for further policy recommendations to promote the dual development of FinTech and the banking industry in Vietnam as well as other emerging economies similar banking system.

Design/methodology/approach

A technology acceptance model with a data set of 387 observations collected from a thorough research design is used and proceeded with probit regression.

Findings

The paper finds that existing bank users are holding a high intention to approach FinTech services regardless of involved costs and time, suggesting a traditional banking system to open up the collaboration channel with FinTech firms in prospective business areas. The findings also reveal an interestingly important position of consumers’ latent needs in inclining consumers to use FinTech services in Vietnam.

Research limitations/implications

In this study, the variable measurement is not comprehensive as the authors use a single question for each variable. Second, most of the respondents reside in two big cities of the country, which are currently witnessing the rising presence of FinTech companies. So, if the future penetration of FinTech firms reaches out of these big cities, a better research sample with a diversified geographic trait should be considered.

Practical implications

This study’s findings draw out valuable recommendations to bankers and especially policymakers to stimulate the future penetration of FinTech firms along with assuring and strengthening the important position of the banking sector in the economy.

Originality/value

This paper’s novelty lies in several aspects. First, this study provides a broad view of the market potentials for FinTech firms from the demand side on a wide range of FinTech services rather than focusing only on payment services as presented in previous studies. Besides, the paper also discovers a new factor attributing to the adoption intention of the FinTech end-users, the users’ latent needs. Third, these empirical results carry a considerable contribution to the limited literature on this topic in Vietnam. And, most importantly, this study’s findings significantly prove the noticeable contribution of consumers’ preference to the indisputable development of FinTech. This afterwards helps to shape viable governmental regulations to facilitate effective market penetration strategies of FinTech in accordance with nurturing the future strategic development of a bank-based financial system under the emergence of FinTech. Of which, the authors call for clear and official moves of the governmental bodies in facilitating the collaboration between FinTech and the banking system coupled with enhancing measures of customer protection in the financial field in Vietnam. The findings and the regulatory implications for our country could be a vital source and replicated for other emerging economies’ cases with similar traits of the financial system.

Abstract

Purpose

This study estimates impact of remittances from internal migration on households' use of bank services in Vietnam.

Design/methodology/approach

This study uses data from the Vietnam Household Living Standards Survey and the two-stage least squares method (2SLS).

Findings

The results show that receiving internal remittance increases households' probability of having bank accounts and using card services. However, these impacts are different between rural and urban areas.

Research limitations/implications

The results of this study reveal the useful role of internal remittance in increasing the probability of households using bank services, thereby enhancing financial inclusion in Vietnam.

Originality/value

Different from the previous studies, the purpose of this paper is to analyse the impact of internal remittance on the use of bank services in Vietnam at the household level. This paper targets internal migration because it is the main type of migration in Vietnam. Besides, to the best of the authors’ knowledge, this research is the first one that compares the role of internal remittance on households' use of bank services in rural and urban areas in Vietnam.

Abstract

Purpose

This study examines the impact of perceived value, materialism and tourist intention on willingness to pay a premium for ecotourism (WTPP).

Design/methodology/approach

Data were collected and conducted in Vietnamese National Parks. The dataset consists of 927 valid responses by domestic travelers. Structural equation modeling (SEM) was used to test the proposed relationships among perceived value, materialism, tourist intention and tourists' WTPP.

Findings

This study found a significant positive effect of perceived value on both tourist intention and their WTPP. The results also indicated that materialism is revealed to have a totally negative influence on WTPP for ecotourism; its indirect effect is transmitted through tourist intention. These findings highlight that tourists are mainly attracted when they received unique information about eco-destination. Therefore, they tend to participate in ecotourism and decide to pay for ecotourism.

Research limitations/implications

First, the study findings contribute strategies for tourism providers in their marketing activities by segmenting the target market which can be based on tourists with materialistic and nonmaterialistic. Second, ecotourism marketers need to focus on increasing the unique image of ecological sites. These efforts will create a favorable action for tourists. Third, ecotourism providers might increase the prospective customer base among consumers who have materialistic behaviors. Furthermore, they can provide ecotourism promotion materials for targeting customers. Finally, government needs to consider strategies designed to enhance the eco-destination places and environmental intention.

Practical implications

First, the study has not compared the efficacy of two different measures which are affective and cognitive items in perceived value construct. Second, this research does not discuss about the interrelationships among other factors influencing tourists' WTPP. Third, the customers' demographic characteristics in this study did not explore because the difference on gender may be perceived differently in analyzing advertising. Fourth, this study was conducted in Vietnam, not in different countries and other different cultures.

Originality/value

This study investigates the impact of perceived value and materialism on ecotourism intention and tourists' WTPP for ecotourism. This study reveals the understanding of how individuals' concern about the value of ecological sites and influences their intention to actual behavior in engaging ecotourism. Significant practical implications are also provided for ecotourism providers, marketers and government. In general, government needs to consider strategies designed to enhance the eco-destination places and environmental intention. Ecotourism marketers need to focus on increasing the unique image of ecological sites. These efforts will create a favorable action for tourists. Otherwise, ecotourism providers might increase the prospective customer base among consumers who have materialistic behaviors. Furthermore, they can provide ecotourism promotion materials for targeting customers.

Abstract

Purpose

This study aims to develop a strategic framework for the success of coastal urban projects in Vietnam, which is one of the Asia Pacific countries significantly affected by climate change.

Design/methodology/approach

A questionnaire was used to collect data from practitioners in Vietnam. Principal component analysis (PCA) technique was used to identify critical success factors (CSFs) of coastal urban projects. A strategy map for the success of coastal urban projects was also proposed using the balanced scorecard (BSC) method.

Findings

This study identified 41 project success factors that could contribute to project success, and thence, extracted 11 CSFs for coastal urban projects using the PCA technique. In addition, 11 key performance indicators (KPIs) for coastal urban projects were listed and their linking with project success factors and CSFs was explored. Furthermore, a strategy map for the success of coastal urban projects was proposed using the BSC method. The strategy map included five perspectives: learning and growth, internal processes, social and environmental performance, financial performance, and stakeholders' satisfaction.

Originality/value

This study identified 11 CSFs for coastal urban projects and proposed a strategy map for the success of coastal urban projects.

Abstract

Purpose

Recognition that not every climate adaptation policy is a good one has shifted attention to new tools and methods to measure the adequacy and effectiveness of adaptation policies. This study aims to propose and apply and applies an innovative adaptation policy assessment framework to identify the extent to which climate adaptation policies in Vietnam exhibit conditions that are likely to ensure a sufficient, credible and effective adaptation.

Design/methodology/approach

In total, 21 conditions, categorized under five normative principles and covering critical issue areas in adaptation domain, form the climate adaptation policy assessment framework. The principles were double-checked and tested in case studies through observations and analyses of policy documents to ensure that each condition should be distinct and not overlapping across principles. To see if the principles and attendant conditions were able to capture all relevant aspects of adaptation, the authors used structured expert judgment. In total, 39 policy documents pertaining to climate change adaptation were selected for qualitative document analysis. In-depth interviews with local officials and experts were conducted to address data gaps.

Findings

The study reveals major weaknesses constituting a reasonably worrisome picture of the adaptation policies in Vietnam since several critical conditions were underrepresented. These results shed new light on why some adaptation policies falter or are posing adverse impacts. The findings suggest that a sound policy assessment framework can provide evidence on what effective adaptation policy looks like and how it can be enabled. The framework for climate adaptation policy assessment in this study can be easily adjusted and used for different socio-environmental contexts in which new conditions for policy assessment might emerge.

Social implications

The findings show underlying weaknesses constituting a reasonably worrisome picture of the adaptation regime in Vietnam. In the absence of mechanisms and measures for accountability and transparency in policy processes, adaptation in Vietnam appears more likely to be prone to maladaptation and corruption. While solving these problems will not be easy for Vietnam, the government needs to evaluate whether the short-term gains in sustaining the existing adaptation policies really make progress and serve its long-term climate-adaptive development goals.

Originality/value

Although interpretations of adaptation effectiveness may be very divergent in different normative views on adaptation outcomes, the authors argue that a common, agreed-upon effectiveness can be reached if it is clearly defined and measurable in adaptation policies. Thus, the climate adaptation policy assessment framework proposed in this study is critical for policymakers, practitioners, donors and stakeholders dealing with adaptation to better understand the weaknesses in policymaking processes, pinpoint priority areas of action and timely prevent or prepare for possible adverse impacts of policies.

Abstract

Purpose

Despite the fact that extensive studies on public-private partnerships have focused on risk identification and classification, research still lacks concentration on studying the latent structure of risks in build operate transfer (BOT) transportation projects, especially in developing countries. The research was carried out in Vietnam and this paper aims to explore the underlying relationships among risks in the context of BOT transportation projects.

Design/methodology/approach

A questionnaire survey was conducted to investigate the perception of stakeholders regarding the probability of occurrence and the severity of the impact of risks related to BOT transportation projects. Factor analysis was performed based on a total of 40 risks.

Findings

Seven risk groups were formed as a result of factor analysis, namely, “projects’ viability and political-regulatory risks”, “macroeconomic risks”, “projects’ feasibility study and market risks”, “financial risks”, “organization/coordination and force majeure risks”, “tolling, contractual, approvals risks” and “media and land expropriation risks”.

Originality/value

The research contributes to the current body of knowledge by providing deep insight into the structure of risks in BOT transportation projects in Vietnam through exploring the underlying relationships among risks, to form a latent risk structure from practical viewpoints. The findings are beneficial for involved stakeholders and policymakers to set up and propose suitable management strategies and related policies.
