Abstract

The professionalisation of library and information work in England appears to have had an impact on the library assistants′ perceptions of their work. The failure of some senior members of staff to entrust their subordinates with authority and responsibility appears to engender feelings of mistrust. As the library becomes bigger and more complex, petty hierarchies develop within sections, resulting in some library assistants getting less variety of jobs and less information. This brings about a condition of low trust relationship. What is needed is a more human‐oriented approach, with more attention being paid to job content; intellectual stimulation (scope for creative thinking); training of a professional nature (scope for personal development); achievement, self respect, promotion and pay.

Abstract

The article explores Africa’s initiative at building a regional plan for the formulation and development of a National Information and Communication Infrastructure (NICIP) in every African state. The paper also examines the challenges and opportunities confronting Africa in its bid to launch itself into the information age. The role of information, communication and knowledge in accelerating African socio‐economic development is emphasised. The paper makes a critical examination of the globalisation of economies and argues that globalisation appears to favour the rich and not so much the poor. It challenges the Organisation of African Unity (OAU) to provide funding for the project if it is to succeed. It eventually concludes by making the observation that Africa’s Information Society Initiative (AISI) should promote Africa.

Abstract

Examines the need to provide quality education for ILS in Africa in the context of information driven economies and the knowledge economy. The balance between theory and practice is discussed, and objectives for change are set. Logistical support is needed from the government and private sector, rather than having to wait for foreign aid. The managers of ILS departments waste time in administration, rather than managing and envisioning. Questions are raised concerning digital degrees, and it is emphasised that the syllabus for such degrees should emerge from Africa, rather than from other parts of the world.

Research into the subject is even more difficult to define because the application of research in one field can be vital to the development of another. Some researchers would not consider their research central to library matters at all, whereas the practising librarian might well see it as casting new light on a difficult area of understanding or development.

Abstract

Explores and presents an agenda for action in introducing and developing information consultancy and brokerage as an alternative information service in Africa. The agenda focuses on co‐ordination and publicity of the services, research, LIS education, market, trends and problems. The author explores the results of a study he conducted in Botswana in order to compile the agenda and concludes that as long as the African communities increasingly consume post‐industrial and information society or western products and services, “ruralness”, poverty, illiteracy and underdeveloped information infrastructure, alone, cannot alienate the information consumers from exploiting and using information consultancy and brokerage services. This article, based on a paper presented by the author at the 13‐SCECSAL conference in Nairobi in July 1998, suggests a need for a conference or pre‐SCECSAL seminar, on the subject in the near future, for information specialists in Africa. A draft directory of information consultants and brokers in Botswana is appended to the paper.
