Abstract

The equation of unified knowledge says that S = f (A,P) which means that the practical solution to a given problem is a function of the existing, empirical, actual realities and the future, potential, best possible conditions of general stable equilibrium which both pure and practical reason, exhaustive in the Kantian sense, show as being within the realm of potential realities beyond any doubt. The first classical revolution in economic thinking, included in factor “P” of the equation, conceived the economic and financial problems in terms of a model of ideal conditions of stable equilibrium but neglected the full consideration of the existing, actual conditions. That is the main reason why, in the end, it failed. The second modern revolution, included in factor “A” of the equation, conceived the economic and financial problems in terms of the existing, actual conditions, usually in disequilibrium or unstable equilibrium (in case of stagnation) and neglected the sense of right direction expressed in factor “P” or the realization of general, stable equilibrium. That is the main reason why the modern revolution failed in the past and is failing in front of our eyes in the present. The equation of unified knowledge, perceived as a sui generis synthesis between classical and modern thinking has been applied rigorously and systematically in writing the enclosed American‐British economic, monetary, financial and social stabilization plans. In the final analysis, a new economic philosophy, based on a synthesis between classical and modern thinking, called here the new economics of unified knowledge, is applied to solve the malaise of the twentieth century which resulted from a confusion between thinking in terms of stable equilibrium on the one hand and disequilibrium or unstable equilibrium on the other.

Abstract

Purpose

The object of this research is the reconstruction of the existing legal response by European Union states to the phenomenon of immigration. It seeks to analyse the process of conferral of protection.

Design/methodology/approach

One main dimension is selected and discussed: the case law of the national courts. The study focuses on the legal status of immigrants resulting from the intervention of these national courts.

Findings

The research shows that although the courts have conferred an increasing protection on immigrants, this has not challenged the fundamental principle of the sovereignty of the states to decide, according to their discretionary prerogatives, which immigrants are allowed to enter and stay in their territories. Notwithstanding the differences in the general constitutional and legal structures, the research also shows that the courts of the three countries considered – France, Germany and Spain – have progressively moved towards converging solutions in protecting immigrants.

Originality/value

The research contributes to a better understanding of the different legal orders analysed.

Abstract

Public administration as an aspect of governmental activity has existed as long as political systems have been functioning and trying to achieve program objectives set by the political decision-makers. Public administration as a field of systematic study is much more recent. Advisers to rulers and commentators on the workings of government have recorded their observations from time to time in sources as varied as Kautilya's Arthasastra in ancient India, the Bible, Aristotle's Politics, and Machiavelli's The Prince, but it was not until the eighteenth century that cameralism, concerned with the systematic management of governmental affairs, became a specialty of German scholars in Western Europe. In the United States, such a development did not take place until the latter part of the nineteenth century, with the publication in 1887 of Woodrow Wilson's famous essay, “The Study of Administration,” generally considered the starting point. Since that time, public administration has become a well-recognized area of specialized interest, either as a subfield of political science or as an academic discipline in its own right.

Abstract

This article employs a system analytic framework to categorize the available research literature on the politics of education in order to explain the inter‐relationship of private and public interests and of different levels in primary and secondary American schools. The objectives are several: to explain and develop the analytical framework of David Easton; to illustrate its heuristic utility by categorizing empirically‐based research within the components of that framework, and to suggest and encourage future research directions in the subject. Education has escaped application of traditional policy analysis in America because educators have convinced scholars and laymen that they are “non‐political,” a label which even most political scientists have accepted without challenge. However, during the 1960s, a few scholars in education and political science began to apply political analytical methods to public school conflict. This research has begun to change perceptions of education and to provide a beginning set of research projects whose data support tentative generalization about the policy‐making process and the total system of public schools. This orientation is bound to increase because of increasing national government intervention in local schools, both through integration and financial policies. These have provoked growing conflict locally over the proper direction of school policies. In this article, we see how such stress is transmitted in the form of “demands” and “supports” into the “political system”, that persistent social mechanism known in all societies in different forms provides an “authoritative allocation of values and resources”. The political system, in this case public school bodies, “converts” such “inputs” into “outputs” of public policy, which in their administration create outcomes which later cause a “feedback” into the political system as the material for new policy demands. For each component of this Eastonian system, this article examines relevant research, providing an extensive annotated bibliography. From this review, it is possible to suggest lines of needed research.

Abstract

This chapter studies Digital (or Electronic) Government in Latin American (LatAm) countries from a comparative perspective. It analyzes a group of countries with a significant degree of economic diversity and public administration heterogeneity. This chapter presents data about the development of the Information Society in Latin America, regarding the diffusion of Information and Communication Technologies (ICTs) and the Internet in the countries of the region and taking into account the digital divide phenomenon. It also analyzes Digital Government from a regional perspective, pinpointing intergovernmental institutions and international organizations devoted to design and define, and, in some cases, implement, shared perspectives and a common agenda within this region. This overview is brought forward by a comparative approximation to the development of e-Government readiness in LatAm countries, using data from the United Nations reports. Additionally, this chapter analyzes sectional e-Government dimensions, including digital public administration national agendas, electronic public service delivery websites, interoperability initiatives, social media technologies, open data and open government strategies, and the future of technology in public sector of the region. Therefore, this chapter is important to understand the role of ICTs as one of the most recent sources of innovation and reform in public administrations Latin America.

This paper examines the ideas of David Hume and their importance to American public administration writing and practice. Hume’s ideas on empiricism, scepticism, and constitutionalism have indirectly, via their impact on modern philosophy, encouraged both support for and criticism of empiricist approaches in public administration. Also, Hume’s ideas on constitutionalism, because of their influence on the Founders' writings and design, provide an important legacy for the practice of public administration. The paper argues that Hume’s notion of mitigated scepticism, as well as his constitutional ideas, have continuing relevance for the study and practice of contemporary public administration. Over the last several years, reports of scandals and questionable business and political behaviour have appeared in American society with seemingly increasing frequency. They range from athletic and military recruiting misdeeds to public officials and private businessmen accepting bribes and payoffs. These wrongdoings are not limited to working adults, as students have been involved in such misbehaviour as cheating in examinations and falsifying school records. Crimes of all types among youth and adults, especially violent crimes, are on the increase. Suicide, drug addiction, and alcoholism are rising. If there were measures for impoliteness and rudeness, it is possible that these, too, would show an increase. In public places there seems to be less regard for other people and their property, as indicated by the shoving and crowding in ticket lines, and by the trash and garbage left behind at movie theatres, concerts, sporting events, parks, beaches, and public places generally. To many observers, the United States has become a nation of self‐centred, disposable consumers who are always seeking to take advantage of the other person. Whether it is the corporation or the governmental agency, the big business executive, the small businessperson, the student, the athlete, the athletic and military recruiting officers, the hourly worker, the doctor, the lawyer, the politician, the government bureaucrat, the fan, the theatre‐goer, or the local gardener—all are trying to outdo their competitors in the contest for personal success and survival. And it appears that the contestants are transgressing the rules of the game in increasing numbers. What society defines as ethical behaviour is far less than that.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.
