Abstract
Concern about special education's future is widespread. Now there are calls for special education's abandonment or its nonexistence in any environment other than general education (i.e., for full inclusion or some form of general education only). Some advocates for reform consider special education obsolete, to be rejected in favor of newer ideas known as inclusionary education, and they advocate abandoning special education.
Now may be the time for a second revolution in thinking about what special education is and does so that it evolves into a service that more consistently realizes its promise. Special education is likely to become extinct if its devolution continues. Its collapse would hasten the abandonment of public education. Alternatively, it could evolve to become a viable part of public education, a distinct entity, a clearly identifiable and viable part of educating all children appropriately in public schools.
Among the many causes of special education's devolution, some stand out prominently: (1) confusing must and may; (2) accepting illogic and imprecision of language; (3) responding to all diversities in the same way; (4) spurning science; (5) confusing attribute and person; (6) putting the worst possible face on special education; and (7) misconstruing least restrictive environment.
Better thinking and clearer communication are required to achieve special education's revitalization. These include calling things what they are and relying on new, younger leaders. Clear and wide understanding – consensus – about what special education is and does and acceptance of the idea that we must have it as a separate and distinct part of universal public education would be revolutionary.

Abstract
Purpose
The purpose of this paper is to provide a brief history of the Animal Welfare Act and suggest that librarians and other information professionals can play an active role in helping researchers to comply with the Act.
Design/methodology/approach
The author attended workshops directed towards Institutional Animal Care and Use Committees (IACUC) and Biomedical Researchers. As a result of attending these workshops, the author recognized the potential for librarians and information specialists to assist researchers in performing literature searches, a required component of research protocols. The purpose of the literature search is to seek alternatives to the use of animals in experiments and to ensure that the researchers are not unnecessarily duplicating previous experiments. A research guide consisting of proprietary databases, free databases, books, web sites, and tutorials facilitates the literature review mandated by the Act.
Findings
While serving on his institution's Animal Care and Use Committee, the author was charged with reviewing research protocols involving the use of live, vertebrate animals. These protocols call for a literature review to determine if there are acceptable alternatives to the use of animals, or to methods that cause pain and distress to the animals. The author found that the majority of the searches that were performed needed improvement, with many failing to meet the minimum requirements of the Animal Welfare Act. Through his participation in relevant workshops, the author also found that many researchers were unaware of the requirements of this search for alternatives, and that they lacked familiarity with the resources available to them.
Originality/value
The author performed a search in Library and Information Science Abstracts and Library/Information Sciences & Technology Abstracts using the keywords “alternatives” and “animals” and received only four relevant results, dated 1990, 2001, 2004, and 2007.

Abstract
Despite serious debates regarding different methods for preparing special education teachers (e.g., alternative routes, distance education, and programs with traditional student teaching), most supporters of teacher education agree on the importance of professional teaching standards as an underlying framework for defining professionalism in teacher preparation programs. For example, in a national survey of special education alternative route teacher preparation programs, Rosenberg, Boyer, Sindelar, and Misra (2007) found that the majority of respondents indicated their programs were designed around professional teaching standards, particularly standards developed by the Council for Exceptional Children (CEC), the Interstate New Teacher Assessment and Support Consortium, and the National Board for Professional Teaching Standards. The CEC, the leading professional organization for special educators, disseminates professional standards for beginning and advanced special educators that have been approved by the National Council for the Accreditation of Teacher Education (NCATE) (Council for Exceptional Children, 2004). Specific areas addressed by the CEC professional standards include (1) foundations of special education, (2) development and characteristics of learners, (3) individual learning differences, (4) instructional strategies, (5) learning environments and social interactions, (6) communication, (7) instructional planning, (8) assessment, (9) professional and ethical practice, and (10) collaboration. These standards include the core knowledge and skills essential for effective special educators and serve as guiding principles for professional programs and state licensing departments. They ensure that special educators are well prepared to enter the practice of teaching. Teacher preparation programs should be the vehicle through which professional standards are taught, understood, and translated into practice.

Abstract
Purpose
This paper seeks to outline four scenarios developed for the future of the South West Midlands region of England. Like many depressed regions in the UK, the foundation industries that initially developed the region have gone. Manufacturing is continuing to decline and the low‐skilled economic underpinnings of the region have all but disappeared. The population, however, has not changed with the times, but remains low‐skilled and largely unemployable to many of the industries the region is trying to attract to regenerate itself. Despite this economically depressed picture, the region is renowned for its sense of community and regional identity, and hence crime is uncharacteristically low given the economic and demographic circumstances of the region.
Design/methodology/approach
A range of methodologies were employed to inform scenario building for the future of the region, including a literature review, interviews with employers and community leaders, a word association exercise and questionnaire with children approaching school leaving age, and data analysis of demographic and economic trends.
Findings
Four scenarios were developed as possible futures for the region to help inform policy making, in particular educational policy to encourage more young people to remain in education for longer and gain higher qualifications.
Practical implications
The paper offers practical ideas for (re)engaging young people in education in a depressed region where the value of education has never really been appreciated.
Originality/value
This paper offers readers alternative perspectives on an area of education that might otherwise be ignored and finds positive ways forwards to further promote education in the region.

The current trends in teacher preparation for educators who will instruct students with learning disabilities reflect larger trends that are influencing teacher preparation in general. Some trends impact the ways in which educators and the public view aptitude and learning, such as the concept of multiple intelligences and the emerging discoveries of the workings of the brain. Some general trends include pre-service teacher testing and screening and specific standards for teacher training programs in efforts to increase educator accountability and classroom performance. Other trends emerge from philosophical and political positions regarding the rights of persons with disabilities to be educated in the least restrictive environment – the general education classroom.

Abstract
Purpose
In this study, the authors explore the association between employee education level and the efficiency of corporate investment using data from a sample of Chinese listed firms during the period from 2011 to 2018. By examining the impact of education on investment efficiency, the authors' study provides valuable insights that contribute to a deeper understanding of the underlying economic mechanisms related to education.
Design/methodology/approach
The authors conduct multivariate regression analyses to examine the relationship between investment efficiency (following Richardson, 2006) and the level of employee education, along with a series of control variables. To ensure the reliability of the authors' findings, the authors subject the their results to a comprehensive set of robustness tests, such as a staggered difference-in-difference (DiD) regression approach, an instrumental variable (IV) method and the use of alternative employee education level and investment efficiency measurements.
Findings
The findings offer compelling evidence that higher levels of education have a positive impact on firms' investment efficiency, and this effect remains robust across various model specifications and endogeneity considerations. Moreover, the influence of education is more pronounced in firms that prioritize employee training, maintain effective internal communication and offer attractive financial rewards. Furthermore, the results suggest that the relationship between education and investment efficiency is influenced by the firms' business nature and competitive environment. Factors such as business complexity, labor intensity and business location also play a role in shaping the impact of education on investment outcomes.
Originality/value
The study emphasizes the crucial role of education in influencing investment decisions and performance within firms. By delving into this previously unexplored area, the authors' research contributes to the existing literature, establishing that the level of employee education is a significant determinant of corporate investment efficiency. This valuable insight has substantial implications for firms aiming to enhance their investment decision-making processes and overall performance. Understanding the positive impact of education on investment efficiency can empower organizations to leverage their human capital effectively and achieve better investment outcomes, ultimately contributing to long-term success and competitiveness in the market.

Abstract
Purpose
The study aims to provide relevant information on the educational processes experienced by university students in Spain during the period of compulsory confinement. To this end, the key factors of the emergency educational model implemented by the country's universities have been analysed.
Design/methodology/approach
The study investigated, through qualitative, exploratory research and 30 in-depth interviews, how university students have lived the process of change to alternative forms of education during the crisis, what training experiences stand out and what factors related to virtual education they identify as relevant keys.
Findings
Participants usually focus on three main topics: (1) The impacts of changes in training development with regard to methodologies and forms of assessment; (2) The facilities and difficulties in this new modality of online training; and (3) The consequences of the crisis on higher education in the medium and long term.
Originality/value
Students participating in the study offer relevant and critical information on the adaptations developed by Spanish universities during the Coronavirus crisis. This information can be fundamental for the conscious decision making of the institutions, so that they can develop educational processes more adequate to the needs and possibilities of the university students in times of crisis.

Abstract
During times of budgetary restraint, the opportunity costs of health care expenditure are highlighted. As a result, policies on the prevention of ill‐health, which may have always been desirable for their own sake, are increasingly being viewed as alternatives to expenditures on curative care. Within a fixed budget, such alternatives share a common objective to maximise the overall return, measured in terms of reduced morbidity and mortality, to the expenditure. Health education is advocated as a major instrument of prevention policy. Since the link between increased knowledge, changed attitudes and altered behaviour is unproved, this article considers only those health education programmes which aim at specific behavioural changes. These programmes alone yield a return which can be com‐pared with those from expenditures in curative care.
