Abstract

Businesses are rapidly automating workplaces with new technologies (e.g., driverless cargo trucks, artificially intelligent mortgage approvals, machine-learning-based paralegals, algorithmic managers). Such technological advancement raises a host of questions for business and society. As Thomas Donaldson recently remarked, “It’s instance of a problem that more sophisticated engineering cannot solve, and that requires a more sophisticated approach to values” (Ufberg, 2017). In this chapter, we explore the value questions as follows: What is the purpose of business in the machine age? What model for business will best serve society in coming decades: profit maximization, stakeholder theory, or another conception entirely? Is it time for a new social contract between business and society? Do firms have a natural duty to offer employment? Are existing concepts of responsibility/liability adequate for an age in which companies use autonomous robots as scapegoats? How can we protect our humanity and dignity in an algorithm-based society? Do we need to teach ethics to robots?

Abstract

Failure to rescue events, or events involving preventable deaths from complications, are a significant contributor to inpatient mortality. While many interventions have been designed and implemented over several decades, this patient safety issue remains at the forefront of concern for most hospitals. In the first part of this study, the development and implementation of one type of highly studied and widely adopted rescue intervention, algorithm-based patient assessment tools, is examined. The analysis summarizes how a lack of systems-oriented approaches in the design and implementation of these tools has resulted in suboptimal understanding of patient risk of mortality and complications and the early recognition of patient deterioration. The gaps identified impact several critical aspects of excellent patient care, including information-sharing across care settings, support for the development of shared mental models within care teams, and access to timely and accurate patient information.

This chapter describes the use of several system-oriented design and implementation activities to establish design objectives, model clinical processes and workflows, and create an extensible information system model to maximize the benefits of patient state and risk assessment tools in the inpatient setting. A prototype based on the product of the design activities is discussed along with system-level considerations for implementation. This study also demonstrates the effectiveness and impact of applying systems design principles and practices to real-world clinical applications.

Abstract

Our world is changing. Cities of the twenty-first century are becoming independent actors on the international scene. Due to the decentralization, gradually cities gain more power to independently identify their policies, strategies and related priorities, as well as ways of their implementation. As a result, several initiatives can be implemented at the city level at a much faster pace and more efficiently than ever before. The United Nations’ (UN) “Transforming Our World: The 2030 Agenda for Sustainable Development” focuses on issues related to sustainable development. In relation to cities, it aims to make them “inclusive, safe, resilient and sustainable.” This chapter investigates the conceptual foundations of the term smart sustainable cities and summarizes strategies that have been undertaken in cities, as a means of making them smart and sustainable. Against this backdrop, by focusing on Ukraine, an implementation algorithm based on selected examples drawn from Europe is proposed.

Abstract

Purpose: This study explores the perspectives of data experts (DXs) and refugees on the algorithms used by law enforcement officers and focuses on emerging insecurities. The authors take police risk-scoring algorithms (PRSA) as a proxy to examine perceptions on algorithms that make/assist sensitive decisions affecting people’s lives.

Methodology/approach: In-depth interviews were conducted with DXs (24) in Estonia and refugees (19) in Estonia and Turkey. Using projective techniques, the interviewees were provided a simple definition of PRSA and a photo to encourage them to share their perspectives. The authors applied thematic analysis to the data combining manual and computer-aided techniques using the Maxqda software.

Findings: The study revealed that the perspectives on PRSA may change depending on the individual’s position relative to the double security paradox surrounding refugees. The use of algorithms for a sensitive matter such as security raises concerns about potential social outcomes, intentions of authorities and fairness of the algorithms. The algorithms are perceived to construct further social borders in society and justify extant ideas about marginalized groups.

Research limitations: The study made use of a small population sample and aimed at exploring perspectives of refugees and DXs by taking PRSA as the case without targeting representativeness.

Originality/value: The study is based on a double security paradox where refugees who escape their homelands due to security concerns are also considered to be national security threats. DXs, on the other hand, represent a group that takes an active role in decisions about who is at risk and who is risky. The study provides insights on two groups of people who are engaged with algorithms in different ways.

Abstract

The latest financial crisis has stressed the need of understanding the world financial system as a network of interconnected institutions, where financial linkages play a fundamental role in the spread of systemic risks. In this paper we propose to enrich the topological perspective of network models with a more structured statistical framework, that of Bayesian Gaussian graphical models. From a statistical viewpoint, we propose a new class of hierarchical Bayesian graphical models that can split correlations between institutions into country specific and idiosyncratic ones, in a way that parallels the decomposition of returns in the well-known Capital Asset Pricing Model. From a financial economics viewpoint, we suggest a way to model systemic risk that can explicitly take into account frictions between different financial markets, particularly suited to study the ongoing banking union process in Europe. From a computational viewpoint, we develop a novel Markov chain Monte Carlo algorithm based on Bayes factor thresholding.
