The purpose of this paper is to provide an overall picture of the five articles included in this issue highlighting their contributions and revealing the importance of academic research for arts and culture management as a nascent topic in the Latin American context.
This paper elaborates a critical description of the main aspects of the papers included. The contributions are grouped together around central topics pertaining to arts and culture management such as: audience creation and environment; museums, competition and efficiency; and management skills and entrepreneurship.
The contributions of the articles are as diverse as the topics included in them. Some highlight the importance of the context in audience creation processes, others reveal the determinants of the institutional variables in the efficiency of artistic organisations, and a final one, reveals the deconstruction of an artistic genre and its contribution to the comprehension of organisations’ innovation processes. However, the most important contribution, within the Latin American context, consists basically in a process of dissemination and knowledge of the research developed in different international contexts and which may apply to the analysis of arts and culture management in the region.
As noted in the body of this paper, the topic of cultural management is novel and has acquired notable importance in developed economies in which the arts and culture sector has strategic value. Latin America reveals an institutional revolution which situates the cultural sector in a predominant position where its contribution to the creation of social and economic value turns it into a key field in Latin American societies. Arts and culture constitute a factor of value creation which requires carefully planned and pertinent management processes. This publication, through its five contributions, all European, is a valuable tool of dissemination for knowledge and management in Latin America, where academic research into the sector is, as yet, incipient.
El propósito del presente texto consiste en proporcionar una visión de conjunto de la Gestión del arte y la cultura, a través de cuatro artículos, señalando sus aportes y mostrando la importancia de la investigación académica, proceso naciente en el contexto Latinoamericano. Sus aportes son diversos, algunos muestran la importancia del contexto en los procesos de creación de públicos, otros la importancia del concepto de competencia en la gestión de los museos, y un último, la deconstrucción de un género artístico y su aporte a la comprensión de los procesos de innovación en las organizaciones.
El texto presenta una descripción crítica de los aspectos más importantes de los artículos incluidos. Las contribuciones incluidas se agrupan alrededor de temas centrales relacionados con la gestión del arte y la cultura como son: Creación de audiencias y entorno; Museos, competencia y eficiencia; y habilidades administrativas y emprendimiento.
Sin embargo, la contribución más importante, dentro del contexto latinoamericano, consiste básicamente en un proceso de difusión y conocimiento de los procesos de investigación que se desarrollan en diferentes contextos internacionales y que pueden tener vigencia en el análisis de los procesos de gestión artística y cultura, propios de la región. Como se señala en el cuerpo del artículo, el tema de la gestión cultural es novedoso y ha adquirido una notable importancia en los países de economías desarrolladas donde el sector del arte y la cultura cumple un valor estratégico.
En América Latina se observa una evolución institucional que está situando al sector cultural en un lugar preponderante, donde su contribución a la creación de valor social y económico, lo convierte en un dominio clave en las sociedades latinoamericanas. El arte y la cultura es un factor de creación de valor que requiere procesos de gestión cuidadosos y pertinentes. La presente publicación a través de sus cinco contribuciones, todas Europeas, constituye una valiosa herramienta de difusión para el conocimiento y gestión en América Latina, donde el desarrollo de la investigación académica del sector es aún incipiente.

The purpose of this paper is to explore whether a pro-social motivation called user orientation (UO), which aims at helping specific others, may affect performance of public sector employees in addition to public service motivation (PSM), and whether any personal, and/or contextual factors affect this relationship (age, tenure, role, and context).
Utilizing cross-sectional survey data obtained from 618 Italian public teachers, PLS-structural equation modeling is used to investigate the relationship between PSM, UO, and performance, along with the moderating effects of individual/contextual factors.
Findings show positive relationships between the two levers (PSM/UO) and individual performance (IP), depending on job and organizational tenure, role, and the social environment of the areas the schools are located in.
There might be problems related to causal inference and common method variance, due to the use of the cross-sectional self-reported data.
Managers should be aware of the crucial role UO and PSM play in order to improve IP in contexts where there is direct contact with the service beneficiaries.
The paper contributes to a clearer understanding of which motives are involved in the process that leads public service employees to enhance their performance.

The study aims to contribute to the literature on board behavior and performance in public sector organizations, by investigating conflicts as a fundamental and inevitable part of interactions between board members. Despite impressive advances in studying the behavioral dimensions of governing bodies, several gaps still remain in our knowledge, especially for public sector boards. These face specific challenges related to multiple, conflicting, and ambiguous goals.
Earlier studies identified four different types of conflict (affective, cognitive, interest, and authority conflicts). These were used to guide a systematic literature review considering the source and the nature of conflicts to classify and describe the state of knowledge on the topic.
Most academic contributions emphasized cognitive and interest conflicts, suggesting that solving them was essential to improve board performance and enable boards to create value. The results suggest the utility of broadening the perspective of the governing board role, moving beyond agency and institutional theory, taking into consideration resource dependence theory as an alternative perspective to investigate board roles and task expectations.
Understanding conflicts within public boards is an interesting challenge from several perspectives. First, it provides a deep look inside board decision-making processes using a behavioral perspective. Second, analyzing the nature and sources of conflict places boards in a better position to address complex political issues. Finally, resolving conflicts may lead boards to channel their energies into collaborative activities that stimulate best practices, facilitate mutual awareness, and generate commitment to cooperation inside and outside the boardroom.
Research on public and non-profit organizations has recently shifted towards the main body of research on governance of organizations and many public and non-profit scholars focused on that. Actually, public and non-profit organizations are important elements of the whole spectrum of organizations. But in the meanwhile, their study, within the governance research, has kept aside. Moreover, with the scope and the aim of the governance research, public and non-profit governance research fitted to this new environment, focusing on performance issues, as private organizations do.

Purpose – Starting from public and corporate governance literature, the chapter aims to evidence the opportunity in exploring board of directors in public organisations, where the focus is on a behavioural perspective.Design/methodology/approach – Presenting two levels of analysis: (a) the relationship between the board and ‘external’ stakeholders, and (b) the relationship between the board and managers, a framework is proposed evidencing which factors (variables, constructs and concepts) logically should be considered as part of the explanation of boards’ role in public organisations’ innovation.Findings – The chapter provides support for a board model in public governance, evidencing both the opportunity to assume a multi-paradigm perspective and the existing similarities and differences between boards in public and corporate governance approach. It is possible, for example, to empirically apply the framework both to different national context and to different levels of public organisations.Originality/value of chapter – The chapter presents theoretical perspectives on governance research, and both some pioneer studies in public sector research and some of the major contribution in corporate governance studies. All of them have been put together, introducing a new stream of research in the debate on the micro (organisational) level of governance in public sector.

In recent years, increasing scholarly attention has been directed towards the field of governing bodies research. However, little attention has been paid to the behavioural perspective on studying public boards. Aiming to fulfil this gap this paper offers a review of the international literature addressing boards behaviour within the unique organizational setting of public sector.
Considering as behavioural studies those publications focusing on actors, processes, decision-making, relationships and interaction inside and outside the boardroom, 91 papers were analysed. Adopting the framework provided by Huse (2007), the papers are classified following four behavioural dimensions/blocks which are crucial to understand board dynamics: board members, interactions, structures and leadership, decision-making culture.
The literature review shows the increasing production – in the last years – on the theoretical issues related to the behavioural perspective in public governance literature. The most relevant part of these contributions addresses the theoretical dimensions of the board member’s characteristics and of structural leadership.
Originality/value of the chapter
The manuscript reveals the need to adopt a more organizational approach for studying the behavioural categories and levels of analysis proposed by public governance literature. Moreover, the article evidences some possible directions for future research that might further contribute to enrich the ‘behavioural governance perspective’ in public organizations.
