Abstract

Purpose

This study examines the effect of taxes, similar financial liabilities, and demographic variables such as respondent age, company age, and field of operation on the table wine market in Turkey.

Design/methodology/approach

An online survey was conducted on the wine producers and importers via SurveyMonkey. Thirty-six survey questions were answered using a five-point Likert scale. The responses obtained from 51 owners and administrators of wine companies were analyzed using the Statistical Package for the Social Sciences 23 program.

Findings

Excise and value-added taxes affected the amount and price of table wine production in Turkey, whereas the banderole affected quality and price. The excise tax, value-added tax, banderole, Resource Utilization Support Fund, customs duty, and authorizations also affected the amount, quality and price of table wine imports. Although financial liabilities such as the banderole, Resource Utilization Support Fund and authorizations required for import do not constitute a heavy load on wine costs, they do have similar effects as other taxes on table wine imports.

Research limitations/implications

A limitation of this study was its sample size. Only 51 individuals responded, as it was an online questionnaire. However, this did not compromise the representativeness of the sample with regard to the company's field of operation (production and import of table wine), lending credibility to the opinions provided.

Originality/value

This study establishes that, contrary to popular belief, decisions regarding wine production and import are not solely affected by a heavy tax burden. Other factors, such as the banderole, Resource Utilization Support Fund, ages of companies and respondents and authorizations required for import, which are not viewed as a heavy burden in monetary terms, also prove to be decisive.

Abstract

Purpose

After a period of 20 years of successful growth in sales in the international wine business, the upcoming International Alcohol Policy is endangering the economic sustainability of the wine business. To reduce alcohol‐caused hazards and harm, the International Alcohol Policy favours taxes and minimum prices for all alcoholic beverages. This policy is based on a large number of empirical studies on the price elasticity of alcoholic beverages. The purpose of this paper is to ask whether higher taxes on alcoholic beverages can solve the problems caused by excessive alcohol consumption or whether they are largely ineffective while producing other sustained damage at the same time.

Design/methodology/approach

The paper evaluates the results of studies on the price elasticity of alcoholic beverages by using the available results of studies on consumer decision making, focusing in particular on the relevance of price elasticity in comparison to the relevance of individually available budgets and prefer ences. In that case the contrast between alcoholics (consumer segment causing alcoholism) and average consumers is analysed using knowledge of the great differences in preferences between consumer segments.

Findings

Wine is highly affected by this alcohol policy due to the expectation of a decrease in overall consumption and the very high costs of alcohol content‐related taxes paid by all wine consumers. The price elasticity of demand for wine is analysed to be much higher than for beer and wine consumers are far away from alcoholism.

Social implications

The big social problem of alcoholism has to be underlined here. This problem and its spread internationally demands an examination of the effectiveness of this alcohol policy on prices and the development of and checks on new instruments for the direct control of alcoholics.

Originality/value

The international alcohol policy is an important field which needs to be analysed scientifically in more depth and in the framework of sustainability, with a focus on harmonizing social, economic and environmental aims. The paper shows that the current instruments used internationally in the alcohol policy cause large economic problems for wine consumers, as well as for wine producers and merchants, without solving the social problems of alcohol‐related hazards and harm.

Abstract

Purpose

The demand for alcohol is a well‐researched topic, yet the published literature regarding consumer responses to changes in the price of alcohol includes many conflicting and inconsistent results. This paper seeks to present an analysis of known own‐price elasticity estimates, and to attempt to understand why reported results differ.

Design/methodology/approach

The approach taken to analysing the data is the meta‐regression approach. Specifically, the meta‐regression considers 150 beers, spirits, and wines, own price elasticity point estimates, which have been drawn from studies that consider demand responses to changes in the price of alcohol in 18 different countries.

Findings

The results of the empirical work reported in this paper suggest that the year of the study, the length of study, the per capita level of alcohol consumption, and the relative ethanol share of a beverage are important factors when explaining variations in consumer demand responses to changes in the price of alcohol. Interestingly, the study also suggests that country‐specific and beverage‐specific effects are not important.

Originality/value

The paper is valuable as it uses the meta‐regression framework to control for study design characteristics and, once these characteristics are controlled for, it becomes possible to identify the underlying trend in the demand for alcohol. Specifically, the trend was shown to be one where the demand for alcoholic beverages became increasingly inelastic up to 1969 and decreasingly inelastic thereafter.

I discuss economic approaches to the demand for harmfully addictive substances with an emphasis on the role of money prices. First, I examine trends in the real prices and in the prevalence of the use of cigarettes, alcohol, cocaine, heroin, and marijuana in the U.S.A. Then I present estimates of time-series demand functions. Next, I discuss how economists have modified their traditional model of consumer behaviour to incorporate the addictive aspects of illegal substances. I conclude with implications for tax policy and for the lively and contentious debate concerning the legalization of marijuana, cocaine, and heroin.

Abstract

Consumer researchers are interested in the degree to which global convergence is occurring along with various consumer behaviour dimensions and to what extent the consumption patterns in different parts of the world are becoming similar. With increasing internationalisation and cultural cross‐fertilisation, the industrialised societies of the world are converging in many ways. Shifts in alcoholic beverage consumption patterns in Europe over the past 50 years may represent a case in point. As traditional cultural boundaries become blurred, consumer preferences for wine appears to be driven less by long‐standing local and regional traditions, and more by growing acceptance of a wider choice. The disparity of wine consumption among the 12 countries studied has also decreased. Other powerful forces are likely to accelerate the pace of convergence in the future.

Abstract

This is the second of a two‐part article on cultural aspects of alcohol use. Part I introduced the primary and secondary characteristics of culture and the current information on drinking patterns of selected ethnocultural groups. Part 2 includes other selected primary and secondary characteristics of culture such as age, gender, religious affiliation, education, socioeconomic status, and sexual orientation. The article concludes with measures whose effectiveness has been questionable in promoting responsible alcohol use and includes some proven and new recommendations.

Abstract

Purpose

The purpose of this paper is to present a review of the literature on alcohol consumption, the externality cost of alcohol consumption, and the effectiveness of policy options.

Design/methodology/approach

Evidence on the cost to society of alcohol consumption, the amount of excise tax collected, the demand response of consumers, and the effectiveness of alcohol‐control policies is reviewed.

Findings

Alcohol excise taxes generally, but not everywhere, fail to recover the externality costs placed on society that arise from alcohol consumption. Where externality costs are greater than excise revenue higher excise taxes are one effective and appropriate policy response. Complementary policies to higher excise taxes are likely to include: the provision of more information about harmful effects to consumers, especially the young; greater enforcement of drunk‐driving laws and zero tolerance drunk‐driving laws for young drivers. Restrictions on the opening hours of late night venues may have a modest impact on reducing costs, while advertising restrictions are unlikely to be effective.

Originality/value

Typically. articles on alcohol consider a single issue. This review paper brings together information from both the health stream of alcohol studies and the economics stream of alcohol studies and provides a useful survey and synthesis of the literature.
